11th Edition of India-Sri Lanka Air Staff Talks Conclude in New Delhi: Strengthening Defence Cooperation in the Skies

In a significant step towards enhancing regional defence cooperation and fostering stronger ties between the two neighbouring air forces, the 11th edition of Air Staff Talks between the Indian Air Force (IAF) and the Sri Lanka Air Force (SLAF) successfully concluded in New Delhi on June 27, 2025.
The two-day bilateral meeting, held from 26 to 27 June, witnessed focused discussions on avenues to further bolster cooperation between the two Air Forces, particularly in the areas of Joint Training, Exchange of Expertise, Professional Military Education, and Operational Collaboration.
Building on a Foundation of Friendship and Strategic Partnership
The India-Sri Lanka Air Staff Talks form an integral part of the broader defence dialogue architecture between the two nations. As maritime neighbours with shared strategic interests in the Indian Ocean Region (IOR), both countries have consistently prioritized defence cooperation, particularly in air operations, humanitarian assistance, disaster relief (HADR), and capacity-building initiatives.
The 11th edition of these talks further reaffirmed the commitment of both air forces to deepen mutual understanding, enhance interoperability, and jointly address emerging security challenges in the region.
High-Level Representation and Strategic Dialogue
The talks were co-chaired by Air Vice Marshal (AVM) II Kuttappa, representing the Indian Air Force, and Air Vice Marshal HWR Chandima, heading the delegation from the Sri Lanka Air Force.
Both senior officers emphasized the importance of sustained engagement, information sharing, and practical cooperation to build a resilient security architecture in the skies over the Indian Ocean.
The discussions also touched upon:
- Expanding joint training programs, including flight training, simulator exercises, and specialised technical training.
- Exchange of expertise in aviation technology, air defence, and maintenance.
- Strengthening Professional Military Education, including officer exchange programs at premier defence institutions like the Indian Air Force Academy, Air Force Technical College, and Defence Services Staff College, Wellington.
- Enhancing cooperation in HADR operations, building upon the experience of joint missions in the past.
- Exploring possibilities for joint exercises, operational exchanges, and seminars to further improve interoperability.
Shared Vision for Regional Security
The Indian Air Force and the Sri Lanka Air Force share a longstanding tradition of cooperation rooted in mutual trust and respect. Over the years, both forces have collaborated in various forums, including Defence Dialogues, Maritime Security Cooperation, and Humanitarian Assistance Operations.
The latest round of Air Staff Talks comes at a time when regional security dynamics, especially in the Indian Ocean, demand greater collaboration to address evolving threats such as:
- Terrorism and extremism
- Illicit trafficking and smuggling
- Natural disasters and climate-related challenges
- Maritime security threats
- Unprecedented technological advancements in aerial warfare
Through these talks, both Air Forces reiterated their shared commitment to safeguarding peace, stability, and security in the Indian Ocean Region, leveraging air power as a key enabler of strategic influence.
A Testament to India’s ‘Neighbourhood First’ and SAGAR Policy
The successful conduct of the 11th Air Staff Talks aligns with India’s ‘Neighbourhood First’ policy and the vision of Security and Growth for All in the Region (SAGAR), championed by Prime Minister Narendra Modi.
Defence cooperation, particularly in the air domain, continues to be a vital pillar of this approach, fostering mutual trust, operational readiness, and collective response capabilities.
The Indian Air Force and Sri Lanka Air Force are expected to translate the outcomes of these talks into actionable initiatives in the coming months, further cementing the defence partnership and enhancing security in the skies over the Indian Ocean.

भारत और श्रीलंका के बीच सैन्य सहयोग को और मजबूत करने की दिशा में एक अहम पहल करते हुए, भारतीय वायुसेना (IAF) और श्रीलंका वायुसेना (SLAF) के बीच वायुसेना स्टाफ वार्ता का 11वां संस्करण 27 जून को सफलतापूर्वक संपन्न हुआ।
26 और 27 जून को नई दिल्ली में आयोजित इस द्विपक्षीय बैठक में दोनों देशों की वायु सेनाओं के बीच सहयोग के नए आयाम तलाशने, पारस्परिक विश्वास बढ़ाने और क्षेत्रीय सुरक्षा के साझा हितों पर विस्तार से चर्चा हुई।
भारत-श्रीलंका सैन्य संबंधों की परंपरा को और मजबूती
भारत और श्रीलंका के बीच रक्षा सहयोग, विशेष रूप से वायु शक्ति के क्षेत्र में, दोनों देशों के बीच रणनीतिक साझेदारी का एक महत्वपूर्ण स्तंभ है। हिंद महासागर क्षेत्र में उभरती चुनौतियों को ध्यान में रखते हुए दोनों देशों ने लंबे समय से हवाई अभियानों, मानवीय सहायता, आपदा राहत और क्षमता निर्माण में सहयोग को प्राथमिकता दी है।
11वीं वायुसेना स्टाफ वार्ता ने दोनों देशों की सेनाओं के बीच आपसी समझ, सामंजस्य और क्षेत्रीय सुरक्षा चुनौतियों का संयुक्त रूप से सामना करने की प्रतिबद्धता को और प्रबल किया।
वरिष्ठ अधिकारियों की अगुवाई में व्यापक चर्चा
वार्ता की सह-अध्यक्षता एयर वाइस मार्शल (AVM) II कुटप्पा ने भारतीय वायुसेना की ओर से और एयर वाइस मार्शल HWR चंडीमा ने श्रीलंका वायुसेना की ओर से की।
दोनों वरिष्ठ अधिकारियों ने क्षेत्रीय सुरक्षा परिदृश्य में बदलते स्वरूप को ध्यान में रखते हुए आपसी सहयोग, सूचनाओं के आदान-प्रदान और संयुक्त अभ्यासों को और अधिक बढ़ावा देने पर जोर दिया।
बैठक में मुख्य रूप से निम्न बिंदुओं पर चर्चा हुई:
- संयुक्त प्रशिक्षण कार्यक्रमों का विस्तार, जिसमें उड़ान प्रशिक्षण, सिम्युलेटर अभ्यास और तकनीकी प्रशिक्षण शामिल हैं।
- वायु रक्षा, विमानन तकनीक और रखरखाव के क्षेत्र में विशेषज्ञता का आदान-प्रदान।
- व्यावसायिक सैन्य शिक्षा को बढ़ावा देना, जिसमें भारतीय वायुसेना अकादमी, एयर फोर्स टेक्निकल कॉलेज और डिफेंस सर्विसेज स्टाफ कॉलेज जैसे संस्थानों में अधिकारी आदान-प्रदान शामिल है।
- मानवीय सहायता एवं आपदा राहत (HADR) अभियानों में सहयोग को और बेहतर बनाना।
- संयुक्त अभ्यासों, परिचालन आदान-प्रदान और संगोष्ठियों की संभावनाओं पर विचार।
हिंद महासागर क्षेत्र में साझा सुरक्षा दृष्टिकोण
दोनों देशों की वायु सेनाओं के बीच सहयोग, परस्पर विश्वास और रणनीतिक साझेदारी की मजबूत परंपरा रही है। समय-समय पर दोनों सेनाएं रक्षा संवाद, समुद्री सुरक्षा सहयोग और मानवीय राहत अभियानों में संयुक्त रूप से सक्रिय भूमिका निभाती रही हैं।
वर्तमान में, क्षेत्र में बदलते सुरक्षा हालात, जैसे:
- आतंकवाद और चरमपंथ
- अवैध तस्करी और तटवर्ती अपराध
- प्राकृतिक आपदाएं और जलवायु संकट
- समुद्री सुरक्षा चुनौतियां
- हवाई युद्ध में तकनीकी प्रगति
इन सभी कारकों को ध्यान में रखते हुए भारत और श्रीलंका की सेनाओं ने आसमान में सहयोग और क्षेत्रीय स्थिरता के लिए आपसी तालमेल को और मजबूत करने पर सहमति व्यक्त की।
‘नेबरहुड फर्स्ट’ और सागर दृष्टिकोण को मजबूती
प्रधानमंत्री नरेंद्र मोदी की ‘पड़ोसी पहले’ नीति और ‘सागर’ यानी “क्षेत्र में सभी के लिए सुरक्षा और विकास” की नीति के तहत भारत लगातार अपने पड़ोसियों के साथ रक्षा सहयोग को प्राथमिकता दे रहा है।
वायुसेना स्टाफ वार्ता का यह 11वां संस्करण इसी नीति के तहत भारत-श्रीलंका संबंधों में नई मजबूती, सैन्य क्षमताओं के साझा विकास और रणनीतिक समझ बढ़ाने की दिशा में एक महत्वपूर्ण मील का पत्थर है।
वार्ता के दौरान तय किए गए सहयोगात्मक पहलुओं को जल्द ही जमीनी स्तर पर लागू किया जाएगा, जिससे दोनों देशों की वायु सेनाओं के बीच ऑपरेशनल तालमेल और क्षेत्रीय सुरक्षा क्षमताएं और सशक्त होंगी।
