High-Level Maritime Coordination Meet Held in Visakhapatnam
The 13th COMNAVGUARD Meeting between the Indian Navy and the Indian Coast Guard was convened on December 29, 2025, at the headquarters of the Eastern Naval Command in Visakhapatnam, reinforcing India’s commitment to robust maritime security and inter-service coordination. The annual high-level engagement serves as a critical institutional mechanism to review operational cooperation, address emerging maritime challenges, and align strategic priorities between the two premier maritime forces responsible for safeguarding India’s extensive coastline and maritime interests.
Senior Leadership Leads Strategic Deliberations
The meeting was co-chaired by Vice Admiral Susheel Menon, Chief of Staff, Eastern Naval Command, and Additional Director General Donny Michael, Coast Guard Commander (Eastern Seaboard). Their joint leadership underscored the importance of unified command thinking and seamless coordination in an increasingly complex maritime security environment. Area Commanders and senior officials from both the Indian Navy and the Indian Coast Guard actively participated, bringing operational insights from across the Eastern Seaboard to the table.
Comprehensive Review of Maritime Security Challenges
During the deliberations, a wide range of maritime security issues were reviewed, reflecting the evolving nature of threats in the Indian Ocean Region and along India’s eastern coastline. Discussions focused on coastal security, surveillance and reconnaissance coordination, information sharing mechanisms, and responses to non-traditional threats such as smuggling, illegal fishing, human trafficking, and maritime terrorism. The meeting also reviewed operational experiences and lessons learned from joint missions, exercises, and real-time maritime incidents handled collaboratively by the two forces.
Emphasis on Synergy, Coordination and Sustained Engagement
A key outcome of the 13th COMNAVGUARD Meeting was the renewed emphasis on a cohesive, synergised, and sustained approach to maritime security. Both services reiterated the need to move beyond parallel functioning toward deeper operational integration, ensuring faster decision-making and more effective deployment of assets. Enhanced coordination in patrols, search and rescue operations, and intelligence-led maritime domain awareness was highlighted as essential for maintaining a secure and stable maritime environment in the region.
Strengthening Regional Maritime Security Architecture
The discussions also placed strong focus on strengthening regional maritime security, particularly in the Bay of Bengal and adjoining waters. With increasing maritime traffic, strategic sea lanes, and growing geopolitical interest in the Indo-Pacific, the Indian Navy and Coast Guard acknowledged the need for closer coordination not only between themselves but also with friendly foreign navies and coast guards. The meeting reinforced India’s role as a net security provider in the region and highlighted the importance of interoperability and coordinated responses to regional contingencies.
Way Forward: Unified Maritime Vision
The 13th COMNAVGUARD Meeting concluded with a shared resolve to further institutionalise coordination frameworks and enhance joint operational readiness. By aligning strategies, sharing intelligence seamlessly, and conducting coordinated operations, the Indian Navy and the Indian Coast Guard aim to ensure comprehensive maritime security along the eastern seaboard and beyond. The meeting once again reaffirmed that India’s maritime strength lies not just in individual capabilities, but in the unity of purpose and action between its maritime forces.

विशाखापत्तनम में उच्चस्तरीय समुद्री समन्वय बैठक
भारतीय नौसेना और भारतीय तटरक्षक बल के बीच 13वीं COMNAVGUARD बैठक का आयोजन 29 दिसंबर 2025 को पूर्वी नौसेना कमान, विशाखापत्तनम में किया गया। यह बैठक भारत की समुद्री सुरक्षा को सुदृढ़ करने और दोनों बलों के बीच परिचालन समन्वय को और मजबूत करने की दिशा में एक महत्वपूर्ण मंच के रूप में देखी जा रही है। इस वार्षिक उच्चस्तरीय बैठक का उद्देश्य समुद्री सुरक्षा से जुड़े महत्वपूर्ण मुद्दों की समीक्षा करना, उभरती चुनौतियों पर चर्चा करना और पूर्वी समुद्री क्षेत्र में सामूहिक रणनीतिक दृष्टिकोण को मजबूती देना रहा।
वरिष्ठ नेतृत्व की मौजूदगी में हुई रणनीतिक चर्चा
बैठक की सह-अध्यक्षता पूर्वी नौसेना कमान के चीफ ऑफ स्टाफ वाइस एडमिरल सुशील मेनन और तटरक्षक बल के अतिरिक्त महानिदेशक डॉनी माइकल, कोस्ट गार्ड कमांडर (ईस्टर्न सीबोर्ड) ने की। दोनों वरिष्ठ अधिकारियों की संयुक्त अध्यक्षता ने यह स्पष्ट किया कि समुद्री सुरक्षा जैसे जटिल और बहुआयामी क्षेत्र में एकीकृत सोच और साझा नेतृत्व कितना आवश्यक है। बैठक में क्षेत्रीय कमांडरों और दोनों सेवाओं के वरिष्ठ अधिकारियों ने भाग लिया और अपने-अपने परिचालन अनुभव साझा किए।
समुद्री सुरक्षा से जुड़े अहम मुद्दों की व्यापक समीक्षा
COMNAVGUARD बैठक के दौरान समुद्री सुरक्षा से जुड़े कई महत्वपूर्ण विषयों पर गहन विचार-विमर्श किया गया। इसमें तटीय सुरक्षा, समुद्री निगरानी और टोही व्यवस्था, सूचना साझा करने की प्रणाली, तथा गैर-पारंपरिक खतरों जैसे तस्करी, अवैध मछली पकड़ने, मानव तस्करी और समुद्री आतंकवाद से निपटने की रणनीतियां शामिल रहीं। इसके अलावा, संयुक्त अभियानों और समन्वित गश्त के दौरान मिले अनुभवों और सीखों की भी समीक्षा की गई, ताकि भविष्य में और अधिक प्रभावी कार्रवाई सुनिश्चित की जा सके।
समन्वय, तालमेल और निरंतर सहयोग पर विशेष जोर
बैठक का एक प्रमुख निष्कर्ष यह रहा कि समुद्री सुरक्षा को मजबूत करने के लिए एकजुट, समन्वित और निरंतर सहयोग अत्यंत आवश्यक है। भारतीय नौसेना और तटरक्षक बल ने इस बात पर सहमति जताई कि समानांतर कार्यप्रणाली के बजाय गहरे परिचालन एकीकरण की दिशा में आगे बढ़ना होगा। इससे न केवल निर्णय लेने की गति बढ़ेगी, बल्कि समुद्री क्षेत्र में संसाधनों और प्लेटफॉर्म्स का बेहतर उपयोग भी सुनिश्चित किया जा सकेगा।
क्षेत्रीय समुद्री सुरक्षा ढांचे को मजबूत करने की दिशा
बैठक में विशेष रूप से बंगाल की खाड़ी और पूर्वी समुद्री क्षेत्र की सुरक्षा पर ध्यान केंद्रित किया गया। बढ़ते समुद्री यातायात, रणनीतिक समुद्री मार्गों और इंडो-पैसिफिक क्षेत्र में बढ़ती भू-राजनीतिक गतिविधियों के बीच, दोनों बलों ने क्षेत्रीय समुद्री सुरक्षा को और मजबूत करने की आवश्यकता पर बल दिया। साथ ही मित्र देशों की नौसेनाओं और तटरक्षक बलों के साथ सहयोग बढ़ाने पर भी सहमति बनी, जिससे भारत की भूमिका एक ‘नेट सिक्योरिटी प्रोवाइडर’ के रूप में और सुदृढ़ हो सके।
आगे की राह: साझा समुद्री दृष्टि
13वीं COMNAVGUARD बैठक का समापन इस साझा संकल्प के साथ हुआ कि भविष्य में भी समन्वय के संस्थागत ढांचों को और मजबूत किया जाएगा। खुफिया जानकारी के त्वरित आदान-प्रदान, संयुक्त अभियानों और बेहतर परिचालन तैयारी के माध्यम से भारतीय नौसेना और तटरक्षक बल पूर्वी तट सहित पूरे समुद्री क्षेत्र में व्यापक सुरक्षा सुनिश्चित करेंगे। यह बैठक एक बार फिर इस बात की पुष्टि करती है कि भारत की समुद्री ताकत उसकी सेवाओं के बीच एकता, समन्वय और साझा उद्देश्य में निहित है।
