Bikaner Achieves Major Scientific Milestone: Advanced DNA Testing Facility Launched, to Boost Crime Investigation and Justice Delivery System

Bikaner: In a landmark development for Rajasthan’s Bikaner district, an advanced DNA testing facility has been inaugurated, marking a significant leap in scientific capabilities for the region. This state-of-the-art facility is expected to revolutionize crime investigation and expedite judicial processes by providing faster and more accurate forensic results at the local level.

After Jaipur, Bikaner now boasts the second-largest forensic laboratory in Rajasthan equipped to conduct DNA testing on such a vast scale. The facility has been set up at the Forensic Science Laboratory (FSL) in Bikaner at a cost of approximately ₹5 crore, housing ultra-modern equipment and staffed by trained technicians and experienced personnel.

14-Year Wait Ends for Bikaner

The commencement of DNA testing in Bikaner comes after a long wait of nearly 14 years. Until now, 25–30 DNA samples from Bikaner were being sent to Jaipur every month, with reports often taking one to two months to arrive. This led to considerable delays in both investigations and court proceedings.

With this new facility, forensic processes will now be conducted locally, significantly reducing the time taken for results and enhancing the efficiency of the law enforcement and justice delivery system.

Strengthening Forensic Capabilities

The Bikaner FSL was already conducting examinations in areas such as biology, serology, toxicology, physics, ballistics, and chemistry. The inclusion of DNA testing marks a significant expansion of its forensic capabilities. Plans are also underway to introduce DNA testing facilities at other major FSL laboratories in Jodhpur, Kota, Ajmer, and Bharatpur.

Currently, over 1,530 cases are pending at the Bikaner FSL, while Jaipur’s state laboratory is grappling with a backlog of over 36,000 cases as of December 2024. The availability of DNA testing in Bikaner is expected to ease this burden and provide a much-needed boost to forensic investigations across the western Rajasthan region.

DNA Testing: A Game-Changer in Serious Crimes

DNA testing plays a pivotal role in solving heinous crimes such as murder, rape, newborn swapping in hospitals, paternity disputes, human trafficking, bomb blasts, and terrorist attacks. Biological evidence like blood, saliva, semen, bones, hair, teeth, skin, and fetal tissues are crucial in establishing the identity of individuals involved in criminal activities.

With the implementation of the Indian Evidence Act 2023, forensic investigation has been made mandatory in all crimes punishable by more than seven years of imprisonment. Scientific evidence now holds immense importance in ensuring accuracy in investigations and transparency in court proceedings.

Expert Opinion: A Revolutionary Step for Bikaner

Dr. Venkatesh Vishwanathan, Additional Director of the Regional FSL, emphasized that the launch of the DNA testing facility in Bikaner is not merely a technological upgrade but a revolutionary advancement for the region. He stated, “This facility will enable scientific confirmation of cases, and courts will now receive robust, technically sound evidence. Our aim is to prioritize forensic evidence in all serious crimes so that the guilty are punished and the innocent receive justice.”

The newly launched facility is set to benefit not only Bikaner but the entire western Rajasthan region, significantly enhancing the state’s overall forensic investigation capabilities.

Justice Delivered Faster, Accused Trapped with Scientific Accuracy

The high accuracy of DNA technology will make it significantly easier to identify perpetrators involved in crimes like murder, rape, newborn swapping, and terrorist activities. No matter how clever a criminal may be, biological evidence will now tighten the legal noose around them.

Victims’ families will no longer have to shuttle between Jaipur and Udaipur for DNA reports. Timely availability of reports will accelerate court proceedings, offering relief to common people and ensuring timely justice.

This development not only enriches Bikaner’s scientific landscape but also paves the way for establishing the district as a major forensic hub in Rajasthan.

बीकानेर को मिली बड़ी वैज्ञानिक सौगात: जिले में शुरू हुई अत्याधुनिक डीएनए जांच सुविधा, अपराध अनुसंधान और न्याय व्यवस्था को मिलेगी नई गति

बीकानेर। राजस्थान के बीकानेर जिले ने वैज्ञानिक प्रगति की दिशा में एक ऐतिहासिक कदम उठाया है। अब जिले में ही अत्याधुनिक डीएनए जांच सुविधा शुरू हो गई है, जो अपराध अनुसंधान और न्याय प्रक्रिया में क्रांतिकारी बदलाव लाने जा रही है। इस सुविधा के शुरू होने से पुलिस और न्याय प्रणाली दोनों को बड़ी राहत मिलेगी और आम जनता को न्याय मिलने में देरी नहीं होगी।

जयपुर के बाद बीकानेर राजस्थान का दूसरा सबसे बड़ा फॉरेंसिक केंद्र बन गया है, जहां इतने बड़े स्तर पर डीएनए जांच की सुविधा उपलब्ध है। एफएसएल (Forensic Science Laboratory) बीकानेर में लगभग 5 करोड़ रुपये की लागत से यह सुविधा स्थापित की गई है, जिसमें अत्याधुनिक मशीनें लगाई गई हैं और संचालन के लिए प्रशिक्षित तकनीशियन व अनुभवी कर्मचारी नियुक्त किए गए हैं।

14 वर्षों का लंबा इंतजार खत्म

लगभग 14 वर्षों के लंबे इंतजार के बाद बीकानेर में डीएनए जांच की सुविधा शुरू की गई है। अब तक जिले से प्रतिमाह 25 से 30 सैंपल जयपुर भेजे जाते थे, जिनकी रिपोर्ट आने में 1 से 2 महीने का समय लग जाता था। इससे जांच और अदालतों में सुनवाई में काफी देरी होती थी। अब यह प्रक्रिया बीकानेर में ही संभव होने से समय की बचत होगी और न्याय प्रक्रिया में तेजी आएगी।

एफएसएल बीकानेर की बढ़ी ताकत

बीकानेर एफएसएल में पहले से ही बायोलॉजी, सेरोलॉजी, टॉक्सिकोलॉजी, फिजिक्स, ब्लास्टिक और कैमिस्ट्री जैसे परीक्षण किए जा रहे थे। अब डीएनए जांच भी इसमें शामिल हो गई है। वहीं, जोधपुर, कोटा, अजमेर और भरतपुर में भी निकट भविष्य में यह सुविधा शुरू करने की तैयारी है।

फिलहाल बीकानेर एफएसएल में 1530 केस लंबित हैं, जबकि जयपुर स्थित स्टेट लैब में दिसंबर 2024 तक 36,000 से अधिक केस पेंडिंग बताए गए हैं। ऐसे में बीकानेर में डीएनए जांच सुविधा शुरू होने से पूरे पश्चिमी राजस्थान में अपराध अनुसंधान प्रणाली को नई गति मिलेगी।

गंभीर अपराधों की गुत्थी सुलझाएगी डीएनए जांच

डीएनए जांच हत्या, दुष्कर्म, नवजात अदला-बदली, पितृत्व विवाद, मानव तस्करी, बम विस्फोट, आतंकवादी हमले जैसे गंभीर मामलों में अहम भूमिका निभाती है। रक्त, लार, वीर्य, हड्डी, बाल, दांत, त्वचा, भ्रूण आदि जैविक साक्ष्यों से अपराधियों की पहचान सुनिश्चित की जाती है।

भारतीय साक्ष्य अधिनियम 2023 के लागू होने के बाद सात वर्ष से अधिक सजा वाले अपराधों में फॉरेंसिक जांच अनिवार्य कर दी गई है। इससे अनुसंधान में वैज्ञानिक सटीकता आई है और अदालतों में पारदर्शिता व निष्पक्षता सुनिश्चित हुई है।

विशेषज्ञों की राय: बीकानेर के लिए क्रांतिकारी बदलाव

क्षेत्रीय एफएसएल के अतिरिक्त निदेशक डॉ. वेंकटेश विश्वनाथन ने कहा कि बीकानेर में डीएनए जांच सुविधा सिर्फ तकनीकी उन्नयन नहीं, बल्कि एक क्रांतिकारी बदलाव है। उन्होंने कहा, “इससे केसों की वैज्ञानिक पुष्टि आसान होगी और अदालतों में तकनीकी रूप से मजबूत साक्ष्य प्रस्तुत किए जा सकेंगे। हमारा प्रयास है कि हर गंभीर अपराध में फॉरेंसिक साक्ष्य को प्राथमिकता दी जाए ताकि दोषियों को सजा और निर्दोषों को न्याय मिल सके।”

यह सुविधा न केवल बीकानेर बल्कि पूरे पश्चिमी राजस्थान को लाभान्वित करेगी और प्रदेश को फॉरेंसिक क्षेत्र में आत्मनिर्भर बनाएगी।

अपराधियों पर कानून का शिकंजा होगा और कसैला

डीएनए तकनीक की उच्च सटीकता के चलते अब हत्या, दुष्कर्म, नवजात अदला-बदली, आतंकी घटनाओं जैसे अपराधों में अपराधियों की पहचान करना बेहद आसान हो गया है। चाहे अपराधी कितना भी चालाक क्यों न हो, जैविक साक्ष्य उसे कानून के शिकंजे में लाने में सक्षम होंगे।

पीड़ित परिवारों को अब रिपोर्ट के लिए जयपुर या उदयपुर के चक्कर नहीं लगाने पड़ेंगे। समय पर रिपोर्ट मिलने से केस की सुनवाई भी तेज़ होगी, जिससे आमजन को राहत मिलेगी और न्याय समयबद्ध ढंग से मिल सकेगा। यह सुविधा बीकानेर को न केवल वैज्ञानिक दृष्टि से समृद्ध बनाएगी, बल्कि इसे प्रदेश का एक प्रमुख फॉरेंसिक केंद्र बनाने की दिशा में मील का पत्थर साबित होगी।
