Police recovered a large cache of materials and chemical precursors used for making improvised explosive devices (IEDs), along with firearms and cartridges. - Formation of a Khilafat-Style Organization – The operatives aimed to create a parallel radical entity modeled on the concept of Khilafat. Within this structure, they had already formed a team referred to as Lashkar, showcasing a direct attempt to replicate international jihadist organizations on Indian soil.
- Execution of Violent Jihad under Ghazwa-e-Hind Narrative – The group planned to unleash violence under the banner of “Ghazwa-e-Hind,” a distorted ideological interpretation propagated by Pakistan-based extremist handlers. This included large-scale terror attacks, targeted killings, and recruitment drives aimed at radicalizing more youth.
The Shadow of Pakistani Handlers
Central figure Ashhar Danish emerges as the lynchpin of this network. Police sources disclosed that Danish was in contact with a Pakistan-backed handler, who had carefully crafted a deceptive dual identity. Outwardly, this handler portrayed himself as the CEO of a professional company, thereby masking his true intent. Within the inner circle of radicals, however, he adopted the codename “Ghazwa Leader” and even used the cover of a so-called NGO to facilitate land acquisitions and operational logistics in India.
Such dual-layered deception, security officials point out, reflects the evolving tactics of Pakistani intelligence-backed terror outfits, which increasingly rely on blending legitimate-seeming entities with covert terror activities.
Radicalized Youth at the Core
Describing the arrested operatives as “highly radicalised boys,” the Special Cell noted how distorted religious interpretations and online propaganda played a crucial role in their indoctrination. According to investigators, the group’s closed communication channels and secret codes reflected both sophistication and deep ideological commitment. The use of encrypted platforms, coded references to leadership roles, and clandestine meetings show a shift toward more covert, less detectable radicalization processes.
Wider Investigation Underway
The bust is only the beginning of a larger probe. With six more suspects still under investigation, Delhi Police is working with intelligence agencies to trace the funding sources, logistical support, and international linkages of the module. Security analysts suggest that the role of sleeper cells in cities like Mumbai, Hyderabad, and smaller towns in Madhya Pradesh and Jharkhand cannot be ruled out.

Unlike past modules, which often lacked structured organization, this group demonstrated elements of state-like functioning: leadership hierarchies, coded identities, and clear long-term goals.
National Security Implications
The Special Cell’s success highlights both the persistent nature of cross-border terror threats and the importance of robust counter-terror surveillance across the nation. With materials for IEDs and weapons already in their possession, officials warn that had this module not been intercepted in time, India could have faced major coordinated attacks reminiscent of earlier terror incidents.

दिल्ली पुलिस की स्पेशल सेल ने एक बड़ी कामयाबी हासिल करते हुए पूरे देश में फैले एक आतंकी मॉड्यूल का पर्दाफाश किया है। इस मॉड्यूल से जुड़े पांच कट्टरपंथी युवकों को गिरफ्तार किया गया है, जिनके पास से भारी मात्रा में विस्फोटक बनाने के सामान, हथियार और कारतूस बरामद किए गए हैं। शुरुआती जांच में सामने आया है कि ये आतंकी खिलाफत-स्टाइल संगठन बनाने और ग़ज़वा-ए-हिन्द की विचारधारा के नाम पर भारत में हिंसक हमले और लक्षित हत्याओं की साजिश रच रहे थे।
गिरफ्तारी की बड़ी कार्रवाई
स्पेशल सेल के अतिरिक्त आयुक्त प्रमोद सिंह कुशवाहा ने बताया कि इस अभियान में पांच आरोपियों को पकड़ा गया है—
- अशहर दानिश – रांची का रहने वाला, मॉड्यूल का मुख्य किरदार।
- सुफ़ियान अबुबकर खान और आफ़ताब अंसारी – मुंबई से ताल्लुक, दिल्ली से गिरफ्तार।
- हुज़ैफा यामन – निज़ामाबाद, तेलंगाना से गिरफ्तार।
- कमरान कुरैशी – राजगढ़, मध्यप्रदेश से गिरफ्तार।
कुल 11 लोगों को हिरासत में लिया गया था, जिनमें से पांच की गिरफ्तारी पक्की हुई है जबकि बाकी से पूछताछ जारी है।
बरामदगी से उजागर हुआ बड़ा खतरा
स्पेशल सेल ने इनके पास से आईईडी बनाने के केमिकल और प्रीकर्सर, हथियार और बड़ी मात्रा में कारतूस बरामद किए हैं। यह साफ इशारा है कि यह मॉड्यूल केवल योजना तक सीमित नहीं था, बल्कि कार्रवाई की तैयारी कर चुका था।
आतंकी साजिश का दोहरा एजेंडा
जांच में सामने आया है कि इनकी योजना दो हिस्सों में बंटी हुई थी—
- खिलाफत-स्टाइल संगठन खड़ा करना – इन्होंने अपनी टीम का नाम लश्कर रखा था और एक पैरेलल कट्टरपंथी संगठन बनाने की साजिश थी।
- ग़ज़वा-ए-हिन्द के नाम पर जिहाद – इनकी सोच थी कि पाकिस्तान-प्रेरित कट्टरपंथी विचारधारा के तहत भारत में जिहाद और टारगेट किलिंग्स की जाएं, जिससे देश में बड़े पैमाने पर हिंसा फैलाई जा सके।
पाक हैंडलर का कनेक्शन
मॉड्यूल का मास्टरमाइंड अशहर दानिश एक पाकिस्तान समर्थित हैंडलर से सीधा जुड़ा हुआ था। यह हैंडलर बाहर से खुद को एक कंपनी का सीईओ बताता था ताकि शक न हो। लेकिन आतंकी सर्कल में उसका कोडनेम था ‘ग़ज़वा लीडर’। एनजीओ के नाम पर वह जमीन खरीदने और अन्य लॉजिस्टिक सपोर्ट जुटाने की कोशिश कर रहा था।
कट्टरपंथ से प्रभावित नौजवान
पुलिस ने इन आरोपियों को बेहद कट्टरपंथी बने नौजवान बताया। जांच में सामने आया है कि इन्हें ऑनलाइन प्रोपेगेंडा और विकृत धार्मिक व्याख्याओं के जरिए गुमराह किया गया। इनकी बातचीत गुप्त कोड में होती थी और यह एनक्रिप्टेड चैनल्स का इस्तेमाल कर रहे थे।
जांच अभी बाकी
स्पेशल सेल अब इनके फंडिंग सोर्स, ट्रेनिंग नेटवर्क और देशभर में फैले अन्य सहयोगियों की तलाश कर रही है। माना जा रहा है कि मुंबई, झारखंड, तेलंगाना और मध्यप्रदेश में इनके कई स्लीपर सेल सक्रिय हो सकते हैं।
सुरक्षा एजेंसियों के लिए चेतावनी
यह खुलासा बताता है कि पाकिस्तान प्रायोजित आतंकी संगठनों ने अब पहले से ज्यादा परिष्कृत तरीके अपनाने शुरू कर दिए हैं। आतंकियों के पास से बरामद आईईडी केमिकल और हथियार यह दर्शाते हैं कि अगर समय रहते इन्हें पकड़ा न जाता तो देश में बड़ा आतंकी हमला हो सकता था।
