FOREIGN WOMAN RAPED IN BIKANER HOTEL: EVENT MANAGEMENT COMPANY OWNER DETAINED

In a deeply disturbing and highly sensitive case that has shaken Bikaner’s hospitality and corporate circuits, a foreign national from the Philippines, working in India on a valid visa, has accused an event management company operator of sexual assault. The incident allegedly took place at Hotel Sagar, located in the Bichhwal police station area of Bikaner city, Rajasthan.
The accused has been identified as Dindayal Gaur, also known as Dinesh, who is said to run a private event management company. Acting swiftly, the Bikaner Police, under the direction of Superintendent of Police (SP) Kawendra Singh Sagar, detained the accused shortly after the complaint was filed.
The Victim Worked Under the Same Company
As per initial reports, the victim was associated with the same event management firm that Dindayal operated. The two had worked together on several trade fairs, exhibitions, and public events across India. On Monday night, under the pretext of having dinner, the accused allegedly took the woman to Hotel Sagar where the heinous act was committed.
Complaint Filed Immediately, Medical Test Conducted
Following the traumatic incident, the woman immediately approached Bichhwal police station and lodged a formal complaint. The police initiated legal proceedings without delay, and the accused was apprehended the same night.
Police also facilitated a medical examination of the victim as per legal requirements, and are proceeding strictly under the relevant sections of the BHARTIYE NAYAY SAHITAA (BNS).
Hotel Sagar Declared Crime Scene, Forensics & CCTV Under Review
Hotel Sagar has been officially designated as a crime scene, and forensic experts along with the investigation team are conducting a detailed examination of the premises. Statements are being recorded from the hotel staff and potential eyewitnesses, while CCTV footage is being analysed to determine the full sequence of events from the victim’s entry into the hotel to the time of exit.
Accused Known for His Event Circuit Presence
Dindayal, a resident of JNV Colony in Bikaner, has reportedly been working in the event management sector for years. His company is involved in organizing pan-India exhibitions, trade fairs, and cultural programs, and the victim was employed under this arrangement.
Top Police Officials Take Command
Superintendent of Police Kawendra Singh Sagar has made it clear that the case is being handled with the utmost seriousness, sensitivity, and transparency. He affirmed:
“This case involves a foreign national. We are committed to conducting a thorough, unbiased, and speedy investigation. The guilty will not be spared, no matter who they are.”
The probe is being led by IPS officer Vishal Jangid, the City Circle Officer (CO City), who is personally supervising the collection of evidence, witness statements, and cross-verification of all claims made in the complaint.

It also puts a spotlight on professional working environments, especially where power dynamics can be misused under the pretext of trust or familiarity. बीकानेर से एक बेहद गंभीर और शर्मनाक घटना सामने आई है जिसमें फिलीपींस की रहने वाली एक विदेशी महिला के साथ दुष्कर्म का आरोप एक इवेंट कंपनी संचालक पर लगा है। यह घटना बीछवाल थाना क्षेत्र के सागर होटल में हुई जहां पीड़िता को डिनर के बहाने ले जाया गया और वहां उसके साथ बलात्कार किया गया।
आरोपी की पहचान दीनदयाल गौड़ उर्फ दिनेश के रूप में हुई है जो बीकानेर में इवेंट मैनेजमेंट कंपनी चलाता है। आरोपी को पीड़िता की शिकायत के तुरंत बाद पुलिस ने हिरासत में ले लिया है।
काम के बहाने साथ और फिर विश्वासघात
प्राप्त जानकारी के अनुसार, पीड़िता उसी इवेंट कंपनी में कार्यरत थी जहां आरोपी भी संचालक के रूप में कार्यरत था। दोनों देशभर के विभिन्न ट्रेड फेयर, प्रदर्शनियों और मेलों में एक साथ काम कर चुके थे। सोमवार रात आरोपी ने पीड़िता को डिनर के लिए सागर होटल बुलाया और वहीं पर दुष्कर्म की वारदात को अंजाम दिया।
शिकायत के बाद पुलिस की त्वरित कार्रवाई
घटना के तुरंत बाद महिला ने बीछवाल थाने में पहुंचकर शिकायत दर्ज करवाई, जिसके बाद पुलिस ने मामले को उच्च अधिकारियों को सौंपते हुए तुरंत कार्रवाई की। आरोपी को उसी रात हिरासत में ले लिया गया।
पीड़िता का मेडिकल परीक्षण करवाया गया है और मामले में विधिक कार्रवाई शुरू हो चुकी है।
सागर होटल बना क्राइम सीन, सीसीटीवी फुटेज और स्टाफ की जांच जारी
पुलिस ने होटल सागर को क्राइम स्पॉट घोषित कर दिया है और वहां की पूरी फॉरेंसिक जांच की जा रही है। होटल स्टाफ से पूछताछ हो रही है, वहीं संभावित गवाहों के बयान भी लिए जा रहे हैं। साथ ही, होटल के सीसीटीवी फुटेज की भी बारीकी से जांच की जा रही है ताकि घटनाक्रम की पूरी तस्वीर स्पष्ट हो सके।
आरोपी बीकानेर के जेएनवी कॉलोनी क्षेत्र में रहता है
आरोपी दीनदयाल उर्फ दिनेश बीकानेर की जेएनवी कॉलोनी स्थित एक निजी अपार्टमेंट में रहता है और बीते कई वर्षों से देशभर में ट्रेड फेयर, प्रदर्शनियां और इवेंट आयोजित करता रहा है। पीड़िता भी इन्हीं कार्यक्रमों के सिलसिले में उसके साथ कार्य करती थी।
एसपी का सख्त संदेश: न्याय मिलेगा, दोषी बचेगा नहीं
पुलिस अधीक्षक कावेंद्र सिंह सागर ने कहा है कि—
“यह मामला एक विदेशी नागरिक से जुड़ा है, जो अत्यंत संवेदनशील है। हम पूरी पारदर्शिता, संवेदनशीलता और सख्ती से जांच कर रहे हैं। पीड़िता को न्याय दिलाना हमारी प्राथमिकता है। दोषी को बख्शा नहीं जाएगा।”
मामले की जांच आईपीएस अधिकारी विशाल जांगिड़ (सीओ सिटी) के नेतृत्व में की जा रही है जो खुद सबूतों और बयानात की निगरानी कर रहे हैं।
महिला सुरक्षा पर एक बार फिर गंभीर सवाल
यह घटना न सिर्फ बीकानेर बल्कि पूरे देश में महिलाओं की सुरक्षा, विशेषकर विदेशी महिलाओं की सुरक्षा पर बड़ा सवाल खड़ा करती है। कार्यस्थलों पर विश्वास, पेशेवर रिश्ते, और महिला अधिकारों की गरिमा ऐसे मामलों से आहत होती है। अब पूरे देश की नजर इस केस पर है।
