राजस्थान में पुलिस प्रशासन का महा फेरबदल: 64 आईपीएस अधिकारियों के तबादले, मृदुल कच्छावा बने बीकानेर के नए पुलिस अधीक्षक
बीकानेर संभाग में बड़ा प्रशासनिक परिवर्तन, चारों जिलों में नए पुलिस कप्तानों की तैनाती से कानून-व्यवस्था को मजबूत करने की रणनीति
राजस्थान सरकार ने राज्य के पुलिस प्रशासन में व्यापक सुधार और प्रशासनिक संतुलन स्थापित करने के उद्देश्य से भारतीय पुलिस सेवा (आईपीएस) के कुल 64 अधिकारियों के बड़े पैमाने पर तबादले और पदस्थापन आदेश जारी किए हैं। कार्मिक (क-1) विभाग द्वारा 13 मार्च को जारी इस आदेश ने पूरे पुलिस महकमे में हलचल पैदा कर दी है। यह फैसला केवल एक सामान्य तबादला प्रक्रिया नहीं माना जा रहा, बल्कि इसे राज्य की बदलती सुरक्षा चुनौतियों, कानून-व्यवस्था के दबाव, साइबर अपराध, संगठित अपराध और सीमावर्ती क्षेत्रों की संवेदनशीलता को ध्यान में रखते हुए किया गया व्यापक प्रशासनिक पुनर्गठन माना जा रहा है।
राजस्थान पुलिस के इतिहास में समय-समय पर बड़े पैमाने पर प्रशासनिक फेरबदल होते रहे हैं, लेकिन इस बार एक साथ 64 आईपीएस अधिकारियों का स्थानांतरण राज्य सरकार की रणनीतिक सोच को दर्शाता है। कई जिलों में नए पुलिस अधीक्षक नियुक्त किए गए हैं, जबकि कई वरिष्ठ अधिकारियों को पुलिस मुख्यालय, खुफिया तंत्र, एंटी-टेरर ऑपरेशन, साइबर क्राइम, भ्रष्टाचार निरोधक ब्यूरो और प्रशिक्षण संस्थानों में नई जिम्मेदारियां सौंपी गई हैं।
इस बड़े प्रशासनिक फेरबदल का सबसे प्रमुख प्रभाव बीकानेर संभाग में देखने को मिला है। बीकानेर संभाग के अंतर्गत आने वाले चार प्रमुख जिलों—बीकानेर, श्रीगंगानगर, हनुमानगढ़ और चूरू—में पुलिस नेतृत्व में महत्वपूर्ण बदलाव किए गए हैं। राज्य सरकार का मानना है कि इन जिलों में मजबूत और सक्रिय पुलिस नेतृत्व से कानून-व्यवस्था को और अधिक प्रभावी बनाया जा सकेगा।
बीकानेर में नया पुलिस नेतृत्व: मृदुल कच्छावा को मिली जिम्मेदारी
राजस्थान सरकार द्वारा जारी आदेश के अनुसार आईपीएस अधिकारी मृदुल कच्छावा (2015 बैच) को बीकानेर जिले का नया पुलिस अधीक्षक (एसपी) नियुक्त किया गया है। मृदुल कच्छावा इससे पहले नागौर जिले में एसपी के रूप में कार्यरत थे और अपने कार्यकाल के दौरान उन्होंने अपराध नियंत्रण, पुलिस-जन संवाद और कानून-व्यवस्था प्रबंधन के क्षेत्र में कई महत्वपूर्ण पहल की थीं। नागौर में उनके नेतृत्व में कई बड़े आपराधिक मामलों का खुलासा हुआ था और पुलिसिंग को आधुनिक तकनीक के साथ मजबूत करने की कोशिशें की गई थीं।
बीकानेर जैसे ऐतिहासिक और रणनीतिक जिले में उनकी नियुक्ति को प्रशासनिक दृष्टि से बेहद महत्वपूर्ण माना जा रहा है। बीकानेर न केवल पश्चिमी राजस्थान का प्रमुख जिला है बल्कि यह भारत-पाकिस्तान अंतरराष्ट्रीय सीमा के समीप स्थित होने के कारण सुरक्षा की दृष्टि से भी अत्यंत महत्वपूर्ण क्षेत्र माना जाता है। ऐसे में यहां एक सक्षम और सक्रिय पुलिस नेतृत्व की आवश्यकता हमेशा बनी रहती है।
बीकानेर में तैनात रहे कवेंद्र सिंह सागर को यहां से स्थानांतरित कर पुलिस मुख्यालय जयपुर में पुलिस अधीक्षक (सिविल राइट्स) के पद पर नियुक्त किया गया है। यह पद राज्य स्तर पर मानवाधिकार और नागरिक अधिकारों से जुड़े मामलों की निगरानी से जुड़ा महत्वपूर्ण प्रशासनिक दायित्व माना जाता है।
बीकानेर संभाग के अन्य जिलों में भी व्यापक बदलाव
राजस्थान सरकार द्वारा जारी इस तबादला सूची में बीकानेर संभाग के अन्य जिलों में भी बड़े बदलाव किए गए हैं। आदेश के अनुसार नरेंद्र सिंह मीणा को हनुमानगढ़ जिले का नया पुलिस अधीक्षक नियुक्त किया गया है। हनुमानगढ़ जिला पंजाब और हरियाणा से लगने वाला एक महत्वपूर्ण जिला है और यहां कानून-व्यवस्था के साथ-साथ सीमा सुरक्षा और मादक पदार्थों की तस्करी जैसी चुनौतियां भी सामने आती रहती हैं।
वहीं राजीव शंकर, जो अब तक हनुमानगढ़ के एसपी के रूप में कार्यरत थे, उन्हें श्रीगंगानगर जिले का पुलिस अधीक्षक नियुक्त किया गया है। श्रीगंगानगर जिला राजस्थान का उत्तरी सीमावर्ती जिला है और यह पाकिस्तान सीमा से सटा हुआ है। यहां सुरक्षा एजेंसियों के बीच समन्वय बनाए रखना पुलिस प्रशासन की बड़ी जिम्मेदारी होती है।
इसी क्रम में ज्ञान चंद्र यादव को चूरू जिले का पुलिस अधीक्षक नियुक्त किया गया है। चूरू जिला भले ही सीधे अंतरराष्ट्रीय सीमा से नहीं जुड़ा है, लेकिन यह बीकानेर और जयपुर संभाग के बीच एक महत्वपूर्ण भौगोलिक और प्रशासनिक क्षेत्र माना जाता है। यहां तेजी से बढ़ते शहरीकरण और आर्थिक गतिविधियों के चलते पुलिस प्रशासन की जिम्मेदारी भी बढ़ती जा रही है।
चूरू में तैनात रहे ऋषिकेश ज्योति उपाध्याय को स्थानांतरित कर नीमकाथाना जिले का पुलिस अधीक्षक बनाया गया है। इस प्रकार बीकानेर संभाग के सभी जिलों में नए पुलिस नेतृत्व की नियुक्ति के साथ पूरे क्षेत्र में पुलिस प्रशासन की नई संरचना तैयार की गई है।
वरिष्ठ आईपीएस अधिकारियों को सौंपी गई महत्वपूर्ण जिम्मेदारियां
राज्य सरकार ने केवल जिलों में ही नहीं बल्कि पुलिस मुख्यालय और रणनीतिक संस्थानों में भी वरिष्ठ अधिकारियों को नई जिम्मेदारियां सौंपी हैं। आदेश के अनुसार अजय सिंह को अतिरिक्त पुलिस आयुक्त (प्रथम), पुलिस आयुक्तालय जयपुर नियुक्त किया गया है। जयपुर पुलिस आयुक्तालय राज्य की राजधानी का सबसे महत्वपूर्ण पुलिस ढांचा है और यहां अतिरिक्त पुलिस आयुक्त की भूमिका कानून-व्यवस्था के संचालन में बेहद महत्वपूर्ण होती है।
इसी प्रकार योगेश यादव को उप महानिरीक्षक पुलिस, आतंकवाद निरोधक दस्ता (ATS), जयपुर में नियुक्त किया गया है। एटीएस राज्य में आतंकवाद, कट्टरपंथ और अंतरराष्ट्रीय नेटवर्क से जुड़े मामलों की जांच करने वाली प्रमुख एजेंसी है।
अनिल कुमार-II को उप महानिरीक्षक पुलिस, पुलिस मुख्यालय जयपुर, जबकि मनीष अग्रवाल-II को उप महानिरीक्षक पुलिस, इंटेलिजेंस जयपुर में नियुक्त किया गया है। खुफिया विभाग राज्य की सुरक्षा व्यवस्था का अहम हिस्सा होता है और यहां अनुभवी अधिकारियों की तैनाती रणनीतिक दृष्टि से बेहद महत्वपूर्ण मानी जाती है।
इसके अतिरिक्त विकास शर्मा को उप महानिरीक्षक पुलिस (कार्मिक), पुलिस मुख्यालय जयपुर में पदस्थापित किया गया है, जहां वे पुलिस विभाग से जुड़े प्रशासनिक और कार्मिक मामलों की देखरेख करेंगे।
महिला आईपीएस अधिकारियों को भी मिली बड़ी जिम्मेदारियां
राजस्थान सरकार के इस प्रशासनिक फेरबदल में महिला आईपीएस अधिकारियों को भी प्रमुख पदों पर तैनात किया गया है। राशि डोगरा डूडी, जो जयपुर ग्रामीण जिले की पुलिस अधीक्षक थीं, उन्हें उप महानिरीक्षक पुलिस, सीआईडी (अपराध शाखा) जयपुर में पदस्थापित किया गया है। सीआईडी अपराध शाखा राज्य के जटिल और संवेदनशील मामलों की जांच करने वाली महत्वपूर्ण इकाई है।
इसी तरह ममता गुप्ता, जो राजसमंद जिले की एसपी थीं, उन्हें उप महानिरीक्षक पुलिस (सुरक्षा) जयपुर बनाया गया है। यह पद राज्य के वीआईपी सुरक्षा और महत्वपूर्ण सरकारी संस्थानों की सुरक्षा व्यवस्था से जुड़ा हुआ है।
इसके अलावा सुची मोनिका सेन को पाली जिले का पुलिस अधीक्षक, डॉ. अमृता दुहन को उदयपुर जिले का पुलिस अधीक्षक, और कविता राणा को पुलिस अधीक्षक सतर्कता जयपुर नियुक्त किया गया है। इन नियुक्तियों से यह स्पष्ट होता है कि राजस्थान पुलिस में महिला अधिकारियों की भूमिका लगातार मजबूत होती जा रही है।
पुलिस मुख्यालय और विशेष इकाइयों में बड़े स्तर पर बदलाव
राज्य सरकार ने पुलिस मुख्यालय और विशेष इकाइयों में भी व्यापक स्तर पर बदलाव किए हैं। आदेश के अनुसार आदर्श सिद्धू को आईजी बटालियन जयपुर, अमितोज सिंह को एंटी नारकोटिक्स टास्क फोर्स जयपुर, और शांतनु कुमार सिंह को साइबर क्राइम पुलिस मुख्यालय में नियुक्त किया गया है।
इसके अतिरिक्त विपिन कुमार अग्रवाल को आईजी बटालियन-II जयपुर, नारायण लाल को भ्रष्टाचार निरोधक ब्यूरो अजमेर, ओम प्रकाश मीणा को भ्रष्टाचार निरोधक ब्यूरो जयपुर, और सुधीर जोशी को झुंझुनूं जिले का पुलिस अधीक्षक बनाया गया है।
इन नियुक्तियों का उद्देश्य पुलिस विभाग की विभिन्न शाखाओं के बीच बेहतर समन्वय स्थापित करना और अपराध नियंत्रण के लिए आधुनिक रणनीतियों को लागू करना बताया जा रहा है।
सीमावर्ती जिलों की सुरक्षा को ध्यान में रखकर किए गए निर्णय
राजस्थान के उत्तरी और पश्चिमी जिलों की भौगोलिक स्थिति को देखते हुए यहां पुलिस प्रशासन की भूमिका और अधिक महत्वपूर्ण हो जाती है। श्रीगंगानगर, हनुमानगढ़ और बीकानेर जैसे जिलों की अंतरराष्ट्रीय सीमा पाकिस्तान से लगती है, जिसके कारण इन क्षेत्रों में सुरक्षा चुनौतियां अन्य जिलों की तुलना में अलग और अधिक जटिल होती हैं।
ऐसे में इन जिलों में नए पुलिस अधीक्षकों की नियुक्ति को सुरक्षा दृष्टि से एक रणनीतिक निर्णय माना जा रहा है। सीमावर्ती क्षेत्रों में मादक पदार्थों की तस्करी, अवैध गतिविधियों और सीमा पार से आने वाले अपराध नेटवर्क को रोकने के लिए मजबूत पुलिस नेतृत्व आवश्यक होता है।
प्रशासनिक संतुलन और पुलिसिंग को नई दिशा देने की कोशिश
राजस्थान सरकार के इस बड़े प्रशासनिक कदम को पुलिस प्रशासन में नई ऊर्जा और प्रशासनिक संतुलन स्थापित करने के प्रयास के रूप में देखा जा रहा है। इतने बड़े पैमाने पर तबादले कर राज्य सरकार ने यह संकेत दिया है कि वह कानून-व्यवस्था को लेकर गंभीर है और पुलिस प्रशासन को आधुनिक चुनौतियों के अनुरूप ढालना चाहती है।
विशेषज्ञों का मानना है कि आने वाले समय में जब नए अधिकारी अपने-अपने पदों पर कार्यभार संभालेंगे, तब प्रदेश के विभिन्न जिलों में पुलिसिंग की नई रणनीतियां, अपराध नियंत्रण के आधुनिक तरीके और प्रशासनिक सुधार देखने को मिल सकते हैं।

Rajasthan Government Orders Major Reshuffle in Police Leadership Across the State
In one of the most significant administrative decisions in recent months, the Rajasthan Government has carried out a large-scale reshuffle in the state police administration by transferring and posting 64 Indian Police Service (IPS) officers across various ranks and districts. The orders, issued by the Department of Personnel (K-1) on 13 March 2026, have triggered widespread administrative realignment within the Rajasthan Police structure.
The move is being seen as an attempt to streamline law-enforcement leadership, strengthen district-level policing, and improve coordination between field units and specialised wings of the police department. Several senior officers have been assigned strategic positions in headquarters and specialised agencies such as intelligence, anti-terror operations, cyber crime, anti-corruption units and training institutions.
Among the most significant appointments in this reshuffle is the posting of IPS officer Mridul Kachhawa (2015 batch) as the new Superintendent of Police (SP) of Bikaner, a strategically important district in north-western Rajasthan. The reshuffle also affects several other districts including Sri Ganganagar, Hanumangarh and Churu, making the Bikaner Division one of the focal points of this administrative overhaul.
Bikaner Division Emerges as Key Focus of the Transfers
The Bikaner Division, which includes the districts of Bikaner, Sri Ganganagar, Hanumangarh and Churu, has witnessed notable leadership changes under the new orders. The appointment of Mridul Kachhawa as SP Bikaner is considered a crucial move given the district’s administrative and strategic significance. Bikaner lies close to the India-Pakistan international border, and the district often requires a strong policing structure capable of handling security, intelligence coordination and cross-border smuggling issues.
Mridul Kachhawa previously served as Superintendent of Police in Nagaur, where he was credited with improving crime control mechanisms and strengthening policing at the district level. With his transfer to Bikaner, officials expect renewed focus on law-and-order management, cyber crime prevention and border-related policing challenges.
The previous SP of Bikaner, Kavendra Singh Sagar, has been transferred to Police Headquarters Jaipur as Superintendent of Police (Civil Rights). His transfer marks a shift to a policy-oriented role at the state headquarters.
Leadership Changes Across Sri Ganganagar, Hanumangarh and Churu
The administrative reshuffle has also brought significant leadership changes in other districts of the Bikaner Division. Narendra Singh Meena has been appointed as the Superintendent of Police of Hanumangarh, a district that shares an international border and frequently faces challenges related to narcotics smuggling, cross-border infiltration and organised crime networks.
Meanwhile, Rajeev Shankar, who was earlier serving as SP Hanumangarh, has been transferred and appointed as the Superintendent of Police of Sri Ganganagar. Sri Ganganagar is another critical border district, and the posting is considered a strategic decision by the state government.
Similarly, Gyan Chandra Yadav has been appointed as the Superintendent of Police of Churu, replacing the previous district leadership. Churu, though not a border district, remains an important administrative and policing zone in the northern part of Rajasthan due to its connectivity with several districts and growing urbanisation.
These changes collectively mean that all four districts of the Bikaner Division are now under new police leadership, signalling the government’s intention to revitalise policing strategies in the region.
Senior IPS Officers Assigned Strategic Positions in State Headquarters
Apart from district-level transfers, the government has also reassigned several senior IPS officers to key positions in state-level institutions and specialised units. Ajay Singh has been posted as Additional Commissioner of Police (I) in Jaipur Police Commissionerate, while Yogesh Yadav has been appointed as Deputy Inspector General (DIG) in the Anti-Terrorist Squad (ATS), Jaipur.
Anil Kumar-II has been posted as DIG at the Rajasthan Police Headquarters, while Manish Agrawal-II has been given the responsibility of DIG Intelligence in Jaipur. These positions play a crucial role in policy formulation, intelligence coordination and strategic security planning within the state.
Another senior officer, Vikas Sharma, has been appointed as DIG (Personnel) at Police Headquarters Jaipur, where he will oversee administrative and personnel-related matters within the police department.
Similarly, Jaganarayan Sharma has been assigned duties as DIG at the Jaipur Development Authority, and Ram Marda Joshi has been transferred as DIG Anti-Corruption Bureau (ACB) Udaipur. These postings indicate the government’s emphasis on strengthening both urban governance coordination and anti-corruption operations.
Several Women IPS Officers Given Important Responsibilities
The reshuffle also highlights the increasing presence of women officers in key leadership roles within Rajasthan Police. Rashi Dogra Dudi, who was serving as SP Jaipur Rural, has been appointed as DIG in the CID (Crime Branch) Jaipur, a highly significant investigative wing of the police.
Similarly, Mamta Gupta, who was the Superintendent of Police of Rajsamand, has been posted as DIG Security Jaipur, where she will be responsible for security arrangements related to high-profile government institutions and VIP movements.
Another notable posting includes Suchi Monica Sen, who has been appointed as Superintendent of Police of Pali district. Dr Amrita Duhan has been transferred as Superintendent of Police Udaipur, while Kavita Rana has been posted as Superintendent of Police Vigilance Jaipur.
These appointments reflect the growing leadership role of women officers in Rajasthan’s policing framework.
Detailed Postings of IPS Officers Across Rajasthan
The transfer order issued by the Rajasthan Government includes postings of officers across multiple districts, battalions and specialised agencies. Among the officers reassigned are Adarsh Sidhu, who has been appointed as IG Battalion Jaipur, and Amitoj Singh, who has been posted with the Anti-Narcotics Task Force Jaipur.
Shantanu Kumar Singh has been assigned responsibilities in the Cyber Crime Wing at Police Headquarters, while Vipin Kumar Agarwal has been posted as IG Battalion-II Jaipur.
Several district-level postings were also announced. Narendra Singh has been appointed as Superintendent of Police Barmer, Yogesh Goyal as SP Anti-Corruption Bureau Jaipur, Suchi Monica Sen as SP Pali, Gyan Chandra Yadav as SP Churu, Narendra Singh Meena as SP Hanumangarh, Mridul Kachhawa as SP Bikaner, and Rajeev Shankar as SP Sri Ganganagar.
Other important district appointments include Avneesh Kumar Sharma as SP Bundi, Anmol Shrivastava as SP Jodhpur City (West), and Lokesh Sonwal as SP GRP Ajmer.
Several officers have also been moved to investigative and administrative units such as ACB, CID, Intelligence, Cyber Crime, Civil Rights Wing, Training Institutions and Police Headquarters, ensuring balanced leadership across operational and administrative branches.
Strategic and Administrative Significance of the Reshuffle
The large-scale reshuffle of IPS officers is being interpreted by administrative observers as a strategic step aimed at strengthening policing efficiency and administrative coordination across Rajasthan. Over the past few years, the state has witnessed emerging challenges including cyber crime, organised criminal networks, narcotics trafficking and cross-border smuggling.
Districts in northern Rajasthan, particularly those close to the international border, require constant coordination between local police, intelligence agencies and border security forces. By appointing new leadership in these districts, the state government appears to be aiming at revitalising local policing strategies.
Furthermore, by transferring officers to specialised units such as ATS, Intelligence, Cyber Crime and Anti-Corruption Bureau, the government is reinforcing institutional capacity to address complex and evolving security threats.

With 64 IPS officers reassigned simultaneously, the reshuffle represents one of the broader administrative restructuring exercises in the Rajasthan Police in recent times.
