भारत में यदि किसी परीक्षा को सपनों की सबसे बड़ी परीक्षा कहा जाए तो वह NEET-UG है। यह केवल एक प्रतियोगी परीक्षा नहीं, बल्कि उन लाखों परिवारों की आशाओं का केंद्र है जो अपने बच्चों को डॉक्टर बनते देखना चाहते हैं। किसी किसान का बेटा, किसी मजदूर की बेटी, किसी छोटे कस्बे का छात्र, किसी सरकारी स्कूल में पढ़ने वाला मेधावी युवा—सभी इस परीक्षा को जीवन बदलने वाले अवसर के रूप में देखते हैं। कई विद्यार्थी दो-दो, तीन-तीन वर्षों तक दिन-रात मेहनत करते हैं, महंगी कोचिंग लेते हैं, परिवार आर्थिक कठिनाइयों से गुजरता है, और पूरा घर एक ही सपने में जीता है—एमबीBS की सीट। लेकिन जब इसी परीक्षा की निष्पक्षता पर प्रश्नचिह्न लगते हैं, तो केवल प्रश्नपत्र नहीं लीक होता, बल्कि लाखों परिवारों का भरोसा भी टूटता है। अब NEET 2026 को लेकर सामने आई नई आशंकाओं ने पूरे देश को झकझोर दिया है। इंटेलिजेंस ब्यूरो (IB) के इनपुट के बाद राजस्थान स्पेशल ऑपरेशन ग्रुप (SOG) ने देहरादून, सीकर और झुंझुनूं से 13 संदिग्धों को हिरासत में लिया है। जांच के केंद्र में यह आशंका है कि परीक्षा से पहले कई महत्वपूर्ण प्रश्न चुनिंदा छात्रों तक पहुंचाए गए थे। यदि यह आरोप सिद्ध होते हैं, तो यह केवल एक और परीक्षा घोटाला नहीं होगा, बल्कि भारत की परीक्षा प्रणाली के लिए एक गंभीर चेतावनी होगी।

राजस्थान SOG की तेज कार्रवाई: चार दिन में बहुराज्यीय ऑपरेशन

राजस्थान स्पेशल ऑपरेशन ग्रुप ने पिछले चार दिनों में अत्यंत गोपनीय और योजनाबद्ध कार्रवाई की। सीकर, झुंझुनूं और उत्तराखंड के देहरादून में दबिश देकर कुल 13 लोगों को हिरासत में लिया गया। सूत्रों के अनुसार इनमें अधिकांश करियर काउंसलर, एजुकेशन कंसल्टेंट और कोचिंग पारिस्थितिकी से जुड़े लोग हैं। जांच एजेंसियों का मानना है कि ये लोग उन छात्रों और अभिभावकों तक पहुंच रखते थे जो किसी भी कीमत पर मेडिकल सीट प्राप्त करना चाहते थे। यदि इन लोगों ने परीक्षा से पहले प्रश्न या महत्वपूर्ण प्रश्नों की सूची उपलब्ध कराई, तो यह शिक्षा क्षेत्र में सक्रिय एक संगठित आपराधिक मॉडल की ओर संकेत करता है।

सीकर का नाम फिर चर्चा में क्यों?

राजस्थान का सीकर पिछले एक दशक में देश के सबसे तेजी से उभरते कोचिंग केंद्रों में शामिल हुआ है। मेडिकल और इंजीनियरिंग प्रवेश परीक्षाओं की तैयारी के लिए यहां देशभर से हजारों छात्र आते हैं। बड़ी संख्या में हॉस्टल, कोचिंग संस्थान, काउंसलिंग एजेंसियां और टेस्ट सीरीज संचालित होती हैं। इसने सीकर को शिक्षा का बड़ा केंद्र बनाया है, लेकिन इसी के साथ कुछ ऐसे तत्व भी सक्रिय हुए जिन्होंने सफलता की तीव्र प्रतिस्पर्धा को अवसर में बदल दिया। छात्रों और अभिभावकों पर परिणाम का दबाव इतना अधिक होता है कि कुछ लोग “100 प्रतिशत सफलता”, “इनसाइड पेपर”, “गुप्त प्रश्न” और “गारंटी” जैसे दावों के झांसे में आ जाते हैं। यही कारण है कि जब भी परीक्षा से जुड़े विवाद सामने आते हैं, सीकर जैसे शिक्षा केंद्र स्वतः जांच के केंद्र में आ जाते हैं।

राकेश मंडावरिया: जांच की सबसे महत्वपूर्ण कड़ी

जांच में जिस नाम ने सबसे अधिक ध्यान आकर्षित किया है, वह है सीकर निवासी राकेश मंडावरिया। बताया जा रहा है कि उसका पीपराली रोड पर एक प्रतिष्ठित कोचिंग संस्थान के सामने कंसल्टेंसी कार्यालय है। एजेंसियों को संदेह है कि वह इस नेटवर्क की केंद्रीय कड़ी हो सकता है। उसकी निशानदेही पर देहरादून में चार अन्य लोगों को हिरासत में लिया गया। यदि जांच में यह साबित होता है कि उसने प्रश्न या महत्वपूर्ण सामग्री छात्रों तक पहुंचाई, तो उसके खिलाफ कठोर कानूनी कार्रवाई संभव है। साथ ही, उससे जुड़े अन्य व्यक्तियों और संभावित लाभार्थियों की भी पहचान की जा सकती है।

जांच के दो प्रमुख एंगल: असली पेपर या अत्यधिक सटीक “गैस पेपर”?

राजस्थान SOG दो समानांतर बिंदुओं पर जांच कर रही है। पहला, क्या किसी करियर काउंसलर के पास वास्तविक प्रश्नपत्र के अधिकांश प्रश्न पहले से उपलब्ध थे? दूसरा, एजेंसी को 300 से अधिक प्रश्नों वाला एक दस्तावेज मिला है, जिसमें से लगभग 140 प्रश्न वास्तविक परीक्षा में समान पाए गए। भारत की कोचिंग संस्कृति में “गैस पेपर” या संभावित प्रश्नों के सेट आम बात हैं। लेकिन जब इतनी बड़ी संख्या में प्रश्न हू-ब-हू मिलते हैं, तो संदेह गहरा जाता है। अब विशेषज्ञ यह जांच करेंगे कि यह समानता सामान्य अकादमिक अनुमान की सीमा में है या यह गोपनीय प्रश्नों तक पूर्व पहुंच का संकेत है।

140 प्रश्नों का मिलान: क्या यह केवल संयोग हो सकता है?

NEET जैसे परीक्षा पैटर्न में अनुभवी शिक्षक महत्वपूर्ण विषयों की पहचान कर लेते हैं और अक्सर उनके तैयार किए गए प्रश्न वास्तविक परीक्षा से आंशिक रूप से मेल खाते हैं। लेकिन 300 प्रश्नों में से लगभग 140 का वास्तविक प्रश्नपत्र से समान होना असाधारण माना जा रहा है। यदि प्रश्नों की भाषा, क्रम, आंकड़े या विकल्पों का पैटर्न भी समान पाया जाता है, तो यह मात्र अनुमान की संभावना को कमजोर कर सकता है। यही कारण है कि SOG विषय विशेषज्ञों और NTA के साथ मिलकर तकनीकी विश्लेषण कर रही है।

सीकर और जयपुर में कड़ी सुरक्षा के बीच पूछताछ

प्रारंभिक चरण में संदिग्धों को सीकर के उद्योग नगर थाने में रखा गया, जहां जयपुर से आई SOG टीम ने उनसे पूछताछ की। पूरे परिसर में कड़ी सुरक्षा व्यवस्था रही और बाहरी लोगों का प्रवेश प्रतिबंधित किया गया। इसके बाद कुछ प्रमुख संदिग्धों को जयपुर ले जाया गया। जांच में मोबाइल फोन, लैपटॉप, चैट रिकॉर्ड, बैंक लेन-देन और कॉल डिटेल रिकॉर्ड खंगाले जा रहे हैं। एजेंसियां यह पता लगाने की कोशिश कर रही हैं कि किसने किससे संपर्क किया, कितनी रकम का लेन-देन हुआ और कौन-कौन लोग इस नेटवर्क से जुड़े हो सकते हैं।

NEET 2026 के लिए किए गए अभूतपूर्व सुरक्षा इंतजाम

2024 के विवाद के बाद सरकार और NTA ने दावा किया था कि NEET 2026 अब तक की सबसे सुरक्षित परीक्षा होगी। प्रश्नपत्रों को GPS युक्त वाहनों में पुलिस सुरक्षा के साथ भेजा गया। केंद्रों पर AI कैमरों से रीयल-टाइम निगरानी की गई। मोबाइल और ब्लूटूथ सिग्नल रोकने के लिए शक्तिशाली जैमर लगाए गए। प्रत्येक प्रश्नपत्र पर यूनिक वॉटरमार्क आईडी अंकित की गई। छात्रों का बायोमेट्रिक सत्यापन किया गया। फर्जी टेलीग्राम चैनलों पर कार्रवाई की गई। यहां तक कि कुछ रिपोर्टों के अनुसार मेडिकल रेजिडेंट्स की छुट्टियों पर भी नियंत्रण रखा गया ताकि वे कथित सॉल्वर के रूप में शामिल न हो सकें। इतने व्यापक इंतजामों के बावजूद यदि कोई सेंध लगी, तो इसका अर्थ है कि समस्या तकनीक से अधिक मानवीय स्तर पर मौजूद है।

तकनीक मजबूत, लेकिन इंसानी कमजोरी सबसे बड़ा खतरा

किसी भी सुरक्षा ढांचे की वास्तविक मजबूती उसमें शामिल लोगों की ईमानदारी पर निर्भर करती है। यदि प्रश्नपत्र निर्माण, प्रिंटिंग, पैकेजिंग, बैंक कस्टडी, परिवहन या प्रशासनिक प्रक्रिया के किसी स्तर पर कोई व्यक्ति समझौता कर ले, तो अत्याधुनिक तकनीकी उपाय भी निष्प्रभावी हो सकते हैं। जांच एजेंसियां इसी संभावना पर गंभीरता से काम कर रही हैं। यदि अंदरूनी मिलीभगत सिद्ध होती है, तो यह केवल एक अपराध नहीं, बल्कि संस्थागत विश्वासघात होगा।

NEET 2024 विवाद की यादें फिर ताजा

पिछले वर्ष NEET 2024 को लेकर देशव्यापी विवाद हुआ था। बिहार और गुजरात से पेपर लीक के आरोप सामने आए। कुछ छात्रों के असामान्य रूप से पूर्णांक प्राप्त करने पर सवाल उठे। ग्रेस मार्क्स विवाद ने मामला और जटिल बना दिया। छात्र सड़कों पर उतरे, राजनीतिक दलों ने सरकार पर हमला बोला और मामला सुप्रीम कोर्ट पहुंचा। सर्वोच्च न्यायालय ने कहा कि अनियमितताएं हुई थीं, लेकिन वे सीमित थीं और पूरे देश की परीक्षा रद्द करना उचित नहीं होगा। हालांकि अदालत ने यह भी स्पष्ट किया कि परीक्षा प्रणाली को अधिक पारदर्शी और सुरक्षित बनाना होगा। NEET 2026 पर उठे नए सवाल दिखाते हैं कि सुधारों के बावजूद भरोसा पूरी तरह बहाल नहीं हो पाया।
