People’s BRICS Summit Calls for Concrete, Time-Bound Action on People’s Demands, Demands Alternative Development Model for Global South

New Delhi: The People’s BRICS Summit has called upon BRICS member countries to move beyond declarations and rhetoric and adopt concrete, measurable and time-bound action on issues affecting working people, farmers, women, workers, Dalits, Adivasis, minorities and marginalised communities across the Global South. The call came through a detailed resolution adopted at the People’s BRICS Summit – Public Dialogue Forum: Global South Cooperation & Alternatives, held in New Delhi on August 21 and 22, where more than 200 delegates representing people’s movements, political parties, trade unions, student organisations and civil society groups gathered to deliberate on the future direction of BRICS and the possibilities of an alternative global economic and political order.

People’s BRICS Says South-South Cooperation Must Deliver Freedom, Security and Dignity to People

The resolution adopted at the summit argued that the success of “South-South cooperation” cannot be judged merely by the sovereignty it provides to states or by the economic opportunities it creates for capital and corporations. Instead, it said, such cooperation must ultimately be measured by the freedom, security, dignity and economic justice it delivers to ordinary people. According to the participants, the promise of a more equitable Global South must translate into tangible improvements in the lives of workers, farmers, women, Dalits, Adivasis, minorities and communities whose livelihoods are directly affected by economic policies, environmental destruction, displacement and unequal access to resources. The summit therefore urged BRICS countries to place people’s rights, democratic participation, social protection and ecological sustainability at the centre of their cooperation.

BRICS Potential to Challenge Western Dominance Remains Unfulfilled, Says Resolution

The People’s BRICS resolution acknowledged that BRICS continues to be viewed internationally as a potential challenge to Western economic and financial dominance and as a possible platform for countries of the Global South to build an alternative world order. However, it argued that this potential remains substantially unfulfilled. The participants said that the promise of breaking away from colonial mindsets and established global power structures has not yet been adequately translated into a fundamentally different development trajectory. According to the resolution, several BRICS member countries continue to reproduce extractive and inequitable models of development while promoting policies associated with neoliberal trade and investment, corporate concentration, privatisation and financialisation.

The summit argued that these approaches have contributed to widespread ecological destruction, degradation of natural resources, displacement of communities and violations of people’s rights. It called for a fundamental rethink of development strategies so that economic growth is not pursued at the expense of livelihoods, ecosystems and democratic rights.

Over 200 Delegates Take Part in Two-Day People’s BRICS Deliberations in New Delhi

The two-day People’s BRICS Summit brought together more than 200 participants from across the country. Representatives of people’s movements, political parties, trade unions, student organisations and civil society groups participated in detailed discussions on the economic, social, political, technological and environmental challenges confronting the Global South. The summit included ten thematic workshops dealing with trade, agriculture, labour, natural resources, inequality, energy and climate, alternative financial architecture, gender, the political economy of artificial intelligence, and technology and democracy.

The discussions sought to create a people-centred perspective on South-South cooperation and examine whether institutions such as BRICS can contribute to building a global system that is more democratic, equitable, socially accountable and environmentally sustainable.

Summit Demands Concrete and Time-Bound Measures to Reduce Inequality

A central demand emerging from the summit was that BRICS countries should make concrete and time-bound commitments to reduce inequality both within individual countries and between nations. The resolution argued that economic growth alone cannot be considered an adequate measure of development if wealth and resources remain concentrated while large sections of society continue to experience poverty, insecurity, unemployment and exclusion.

The participants called for South-South cooperation that moves away from extractive and unequal development models and instead promotes food sovereignty, strong public investment in agriculture, accessible institutional credit and universal and effective crop insurance. The summit also called for policies that strengthen the economic security of farmers and rural communities and protect them from the vulnerabilities created by market volatility, climate change, corporate concentration and inadequate public support.

Universal Social Security, Healthcare, Pensions and Income Protection Demanded

The People’s BRICS resolution also placed strong emphasis on universal social security. It demanded access to pensions, healthcare, unemployment protection and income security across the life course for all workers. The participants argued that social protection should not be treated as a limited welfare measure but as a fundamental component of economic and social rights.

The summit stressed that workers in both formal and informal sectors must be protected from economic shocks and insecurity. It called for stronger public systems capable of ensuring healthcare, income protection and social security irrespective of employment status, gender or economic position.

Trade Policies Must Protect Developing Countries’ Policy Space

On international trade, the summit demanded trade policies that preserve the policy space of developing countries to industrialise, protect strategic sectors, regulate capital, pursue full employment and undertake structural transformation. The participants argued that developing economies should not be forced into economic arrangements that restrict their ability to formulate policies according to domestic development priorities.

The resolution called for a trade framework that balances international economic cooperation with the need to protect workers, local industries, strategic sectors, natural resources and the environment. It also stressed that economic integration should not become a mechanism for transferring wealth and resources away from local communities towards powerful corporations and financial interests.

People’s BRICS Calls for Stand Against Military Intervention, Occupation and Genocide

The resolution adopted at the summit also addressed major international political and security issues. It demanded that BRICS take a clear stand against unlawful military intervention, occupation, genocide, ethnic cleansing, collective punishment and coercive measures.

The summit argued that the construction of an alternative global order cannot be separated from respect for international law, human rights and the political rights of people and communities. It called upon BRICS member countries to ensure that their foreign policy positions are consistent with principles of sovereignty, human dignity and international humanitarian norms.

Solidarity Expressed With Palestine

The People’s BRICS Summit expressed solidarity with the people of Palestine and strongly condemned what it described as the “fascist occupation by zionist forces.” The issue formed part of the summit’s wider call for opposition to occupation, collective punishment, ethnic cleansing and violations of human rights.

Participants argued that a genuinely alternative global order must address conflicts and humanitarian crises through the principles of international law, accountability and protection of civilian populations.

Anuradha Chenoy Says BRICS Must Go Beyond Rhetoric

Speaking at the opening plenary, Anuradha Chenoy, former Professor of International Affairs at Jawaharlal Nehru University and an international affairs expert, said BRICS possesses significant potential to challenge Western hegemony and the existing structures of global power, but questioned whether member states would translate that potential into concrete action.

“While BRICS has the potential to stand up to the hegemony of the West, and challenge the existing structures of global power, we have to wait and see whether they will go beyond the rhetoric and live up to the expectations,” Chenoy said.

Her remarks reflected one of the central concerns running through the summit: whether BRICS can become more than an intergovernmental platform and contribute to meaningful structural changes in global economic and political relations.

Senior Trade Unionists, Activists and Civil Society Representatives Participate

The opening plenary brought together a wide range of activists, academics, trade unionists and representatives of civil society organisations. Among those who participated were senior trade unionist Shaktiman Ghosh of the National Hawkers Federation, Anjali Bhardwaj of Satark Nagrik Sangathan, Beena Pallical of the National Campaign on Dalit Human Rights, Prafulla Samantara of Lok Shakti Abhiyan, and development economist and gender specialist Ritu Dewan.

Their participation reflected the broad social and political composition of the People’s BRICS initiative, which sought to bring together movements working on labour rights, gender justice, democratic accountability, social welfare, environmental protection, economic policy and human rights.

Just Energy Transition Must Protect Communities and Livelihoods

Energy and climate change emerged as another major area of concern. The resolution demanded that BRICS promote a democratic, publicly accountable and community-led just energy transition. The participants called for universal access to clean energy while simultaneously protecting livelihoods, ecosystems and community rights.

The summit argued that the transition towards cleaner energy must not reproduce the inequalities associated with earlier models of resource extraction. Communities dependent on land and natural resources, workers in affected sectors and vulnerable populations, it said, must not be left to bear the economic and social costs of the transition.

The resolution therefore called for an energy transition that combines climate action with social justice, democratic participation and protection of community rights.

Debt Restructuring and De-Dollarisation Among Major Demands

The People’s BRICS resolution also raised questions concerning the international financial system and demanded debt restructuring and de-dollarisation. Participants argued that developing countries face structural constraints within the existing international financial architecture and that excessive debt burdens can restrict public investment and economic policy choices.

The summit called for greater cooperation among countries of the Global South to develop alternative financial mechanisms capable of reducing dependence on existing financial structures and creating greater economic policy autonomy for developing nations.

Women’s Political Representation and Decision-Making Power Demanded

Gender justice was another key theme of the summit. The resolution demanded political representation and decision-making power for women at every level. Participants argued that women must not merely be treated as beneficiaries of development programmes but must have a meaningful role in shaping economic, political and social policies.

The summit linked women’s political representation with broader questions of economic justice, labour rights, social security and democratic participation. It called for structures that enable women to exercise genuine decision-making authority in institutions at local, national and international levels.

Digital Exclusion and Data Governance Raise New Democratic Concerns

The summit also addressed the growing role of technology and digital systems in public life. The resolution demanded protection of citizenship and political rights from digital exclusion and called for democratic and public-interest governance of data and digital infrastructure.

Participants warned that technological development can create new forms of inequality if access to digital infrastructure, public services and information becomes dependent on economic status or technological access. The summit therefore called for digital systems to remain accountable to the public interest and democratic institutions.

The political economy of artificial intelligence was also discussed during the workshops, reflecting growing concern over the impact of AI on employment, economic concentration, privacy, democratic institutions and the future of work.

Stronger Drug Regulation and Transparent Regulatory Institutions Demanded

The resolution also called for stronger drug regulation and safety and quality oversight, with transparent and accountable regulatory institutions. Participants emphasised the need for regulatory frameworks capable of protecting public health and ensuring that essential products and services are subject to effective public-interest oversight.

The demand was placed within the broader argument that public institutions must remain accountable to citizens rather than being shaped primarily by corporate or financial interests.

Human Rights and Participatory Democracy at the Centre of Alternative World Order

The People’s BRICS Summit emphasised that people’s rights and participatory democracy must remain central to any attempt to construct an alternative world order. The resolution called upon BRICS members to implement their obligations under international human rights law and opposed the persecution of individuals, groups and organisations because of their political views, race, ethnicity, religion or gender.

Participants argued that challenging existing global power structures would have limited meaning if domestic and international institutions continued to restrict democratic participation and political freedoms. The summit therefore connected global economic reform with democratic accountability and human rights.

Ten Thematic Workshops Examine Trade, Agriculture, Labour, Climate and Technology

The summit’s ten workshops provided detailed discussions on some of the most significant challenges facing the Global South. Sessions examined international trade, agriculture, labour, natural resources, inequality, energy and climate change, alternative financial architecture, gender, the political economy of artificial intelligence, and technology and democracy.

The workshops brought together specialists, activists, academics, trade unionists and representatives of grassroots organisations, allowing participants to examine the intersection between economic policy, environmental sustainability, labour rights and democratic governance.

Wide Range of Experts and Activists Participate in Thematic Discussions

Among the speakers and participants at the workshops were Jaya Mehta of the Joshi Adhikari Institute for Social Studies, Bappa Sinha of the Free Software Network, trade unionist Ashim Roy, Harjeet Singh of Satat Sampada Climate Foundation, Soumya Dutta of MAUSAM, Rakshita Swamy of SAFAR, Radhika Chatterjee of Third World Network, Anirban Bhattacharya of the Centre for Financial Accountability, Annie Raja of the National Federation of Indian Women, Maimoona Mollah of the All India Democratic Women’s Association and Dipa Sinha of the Right to Food Campaign.

Other speakers included Dinesh Abrol, Nidheesh Villat of the All India Kisan Sabha, economist Prof. Arun Kumar, Shreya Ghosh of Sangrami Gharelu-kamgaar Union, labour activist and researcher Rakhi Sehgal, researcher Anjali Deshpande, Avinash Kumar of Wada Na Todo, Nikhil Dey of Mazdoor Kisan Shakti Sangathan, Rohan Mathews of Focus on the Global South, Akash Bhattacharya of the All India Central Council of Trade Unions, Krithika Dinesh of the National Alliance for Climate and Ecological Justice, Advocate Ritwik Dutta of LIFE, Roma Malik of the All India Union of Forest Working People, Sripath Roy Koganti of Green Visakha, Abhijit Das, former head of the Centre for WTO Studies, researcher Prakriti, Amrita Johri of Satark Nagrik Sangathan, Maansi of Voter Adhikar Manch and technology policy analyst Parminder Singh.

The diversity of speakers reflected the summit’s effort to connect economic policy debates with grassroots experiences and struggles involving workers, farmers, women, forest communities, consumers, technology users and marginalised sections.

Civil Society and People’s Organisations Come Together Around Alternative Global South Agenda

The workshops and discussions were organised by a broad coalition of organisations, including the National Alliance of People’s Movements, Focus on the Global South, Movement for Advancing Understanding of Sustainability And Mutuality, National Alliance for Climate and Ecological Justice, Mazdoor Kisan Shakti Sangathan, Satark Nagrik Sangathan, Forum for Trade Justice, Green Visakha, Lok Shakti Abhiyan, Pagdandi Collective, Social Accountability Forum for Action and Research, All India Democratic Women’s Association, National Federation of Indian Women, Friends of the Earth India, Right to Food Campaign, National Campaign on Dalit Human Rights, Joshi Adhikari Institute for Social Studies, Free Software Network and Centre for Financial Accountability, among others.

Their participation demonstrated the breadth of the civil society network seeking to influence debates around South-South cooperation, economic development, international finance, climate policy, labour rights, technology and democracy.

Summit Says Alternative Development Cannot Be Built on Extraction and Displacement

A recurring theme throughout the summit was the criticism of development models based on intensive extraction of natural resources and large-scale projects that displace communities. Participants argued that development policies must recognise the rights of communities over land, forests, water and other natural resources.

The resolution warned that the expansion of extractive industries and corporate concentration can produce severe consequences for ecosystems and local communities. It therefore called for development approaches that prioritise ecological sustainability, livelihoods and democratic participation rather than treating natural resources simply as commodities.

Farmers and Rural Communities at the Heart of People-Centred Development Demands

Agriculture featured prominently in the summit’s agenda. The resolution called for food sovereignty, public investment in agriculture, institutional credit and universal crop insurance. Participants argued that farmers require predictable and accessible public support to withstand economic and environmental pressures.

The summit linked agricultural policy with broader questions of food security, rural employment, climate resilience and sovereignty. It maintained that the ability of communities and countries to produce and access food must not be undermined by policies that excessively favour corporate concentration or speculative financial interests.

Workers’ Rights and Full Employment Identified as Core to Structural Transformation

Labour rights were another major component of the summit’s demands. Participants argued that economic transformation should be linked to decent work, full employment and universal social security rather than simply higher GDP or increased investment.

The resolution called for economic policies that allow developing countries to pursue structural transformation while protecting workers. It stressed that industrialisation and economic integration should produce secure livelihoods and opportunities rather than intensifying informalisation, precarious employment and inequality.

People’s BRICS Seeks a Different Understanding of Globalisation

The summit’s broader message was that globalisation and international economic cooperation must be evaluated according to their social consequences. Participants questioned development models in which the benefits of economic integration are concentrated among corporations and financial institutions while the costs are borne by workers, farmers and local communities.

The People’s BRICS therefore called for a form of South-South cooperation based on solidarity, equality, public investment, social protection, ecological sustainability and democratic accountability.

Closing Session Reaffirms Solidarity Across BRICS Countries and Beyond

The People’s BRICS Summit concluded with an expression of solidarity with farmers, workers, women and marginalised communities across BRICS countries and beyond. Participants reaffirmed their commitment to strengthening mutual solidarity, sharing experiences and learning from movements and communities facing similar challenges in different parts of the Global South.

The closing message emphasised that the struggle for justice, dignity and equality cannot be confined within national borders. Participants argued that movements across countries can exchange experiences and collectively push for policies that place people and the environment at the centre of development.

A People-Centred Challenge to the Future Direction of BRICS

The People’s BRICS Summit ultimately presented itself as a challenge to the direction in which the BRICS grouping evolves. While recognising the potential of BRICS to contribute to a more multipolar international system and challenge existing structures of Western economic and political dominance, the participants argued that multipolarity by itself would not guarantee social justice.

For the organisers and participants, the central question is whether a changing global balance of power will translate into meaningful changes in the everyday lives of ordinary people. Their resolution therefore seeks to redefine South-South cooperation around economic equality, social security, workers’ rights, food sovereignty, environmental protection, democratic participation, gender justice, technological accountability and respect for human rights.

The summit’s demand for concrete and time-bound commitments is therefore significant because it seeks to move the discussion from broad declarations about a new world order towards measurable outcomes. According to the participants, an alternative global order will only become meaningful when it protects livelihoods, reduces inequality, strengthens democratic institutions and ensures dignity and security for people across the Global South.

पीपुल्स BRICS समिट में पारित प्रस्ताव में कहा गया कि “South-South Cooperation” यानी दक्षिण-दक्षिण सहयोग की सफलता को केवल इस आधार पर नहीं आंका जाना चाहिए कि इससे राज्यों को कितनी संप्रभुता मिलती है या पूंजी और कॉरपोरेट क्षेत्र के लिए कितने नए आर्थिक अवसर पैदा होते हैं। इसके बजाय इसकी वास्तविक कसौटी यह होनी चाहिए कि यह आम लोगों को कितनी आजादी, सुरक्षा, सम्मान और गरिमा प्रदान करता है। सम्मेलन में कहा गया कि वैश्विक दक्षिण की नई व्यवस्था का वास्तविक उद्देश्य किसानों, मजदूरों, महिलाओं, दलितों, आदिवासियों, अल्पसंख्यकों और अन्य कमजोर समुदायों के जीवन में वास्तविक बदलाव लाना होना चाहिए। इसी आधार पर प्रतिभागियों ने BRICS देशों से लोगों के अधिकारों, सामाजिक सुरक्षा, लोकतांत्रिक भागीदारी और पर्यावरणीय स्थिरता को अपनी नीतियों के केंद्र में रखने की मांग की।

पश्चिमी आर्थिक और वित्तीय वर्चस्व को चुनौती देने की BRICS की क्षमता अभी अधूरी

नई दिल्ली में आयोजित इस दो दिवसीय People’s BRICS Summit में देशभर से 200 से अधिक प्रतिनिधियों ने भाग लिया। सम्मेलन में जन आंदोलनों, राजनीतिक दलों, ट्रेड यूनियनों, छात्र संगठनों और नागरिक समाज से जुड़े लोगों ने विभिन्न मुद्दों पर विस्तार से चर्चा की। कार्यक्रम के दौरान दस प्रमुख विषयों पर कार्यशालाएं आयोजित की गईं, जिनमें व्यापार, कृषि, श्रम, प्राकृतिक संसाधन, असमानता, ऊर्जा और जलवायु, वैकल्पिक वित्तीय ढांचा, लैंगिक समानता, आर्टिफिशियल इंटेलिजेंस की राजनीतिक अर्थव्यवस्था तथा तकनीक और लोकतंत्र जैसे विषय शामिल रहे।

इन चर्चाओं का उद्देश्य वैश्विक दक्षिण के विकास को लोगों के नजरिए से समझना और यह विचार करना था कि BRICS जैसी व्यवस्थाएं क्या वास्तव में अधिक लोकतांत्रिक, समानतापूर्ण, जवाबदेह और पर्यावरणीय रूप से टिकाऊ वैश्विक व्यवस्था बनाने में भूमिका निभा सकती हैं।

असमानता कम करने के लिए BRICS देशों से ठोस और समयबद्ध प्रतिबद्धताओं की मांग

सभी श्रमिकों के लिए सामाजिक सुरक्षा, पेंशन, स्वास्थ्य सेवा और आय सुरक्षा की मांग

People’s BRICS के प्रस्ताव में सार्वभौमिक सामाजिक सुरक्षा पर विशेष जोर दिया गया। इसमें सभी श्रमिकों के लिए पेंशन, स्वास्थ्य सेवाओं, बेरोजगारी सुरक्षा और जीवन के हर चरण में आय सुरक्षा सुनिश्चित करने की मांग की गई। प्रतिभागियों ने कहा कि सामाजिक सुरक्षा को केवल सीमित कल्याणकारी योजना के रूप में नहीं देखा जाना चाहिए, बल्कि इसे आर्थिक और सामाजिक अधिकार के रूप में स्वीकार किया जाना चाहिए।

सम्मेलन में यह भी कहा गया कि औपचारिक और अनौपचारिक दोनों क्षेत्रों में काम करने वाले श्रमिकों को आर्थिक संकट, बेरोजगारी और अस्थिर आय से सुरक्षा मिलनी चाहिए। इसके लिए मजबूत सार्वजनिक प्रणालियों की आवश्यकता है जो रोजगार की स्थिति, लिंग या आर्थिक हैसियत के आधार पर भेदभाव किए बिना स्वास्थ्य, आय और सामाजिक सुरक्षा उपलब्ध करा सकें।

विकासशील देशों के औद्योगीकरण और रणनीतिक क्षेत्रों की रक्षा करने वाली व्यापार नीति की मांग

व्यापार नीति को लेकर People’s BRICS ने कहा कि विकासशील देशों को ऐसी नीतिगत स्वतंत्रता मिलनी चाहिए जिससे वे अपने देश के औद्योगीकरण, रोजगार सृजन और आर्थिक परिवर्तन की जरूरतों के अनुसार नीतियां बना सकें। प्रस्ताव में ऐसी व्यापार व्यवस्था की मांग की गई जो विकासशील देशों को रणनीतिक क्षेत्रों की रक्षा करने, पूंजी को नियंत्रित करने, पूर्ण रोजगार की दिशा में काम करने और संरचनात्मक आर्थिक परिवर्तन को आगे बढ़ाने का अवसर दे।

प्रतिभागियों ने कहा कि वैश्विक व्यापार और आर्थिक एकीकरण ऐसा नहीं होना चाहिए जिससे स्थानीय उद्योग, श्रमिक, प्राकृतिक संसाधन और पर्यावरण कॉरपोरेट हितों के सामने कमजोर पड़ जाएं।

सैन्य हस्तक्षेप, कब्जे, नरसंहार और सामूहिक दंड के खिलाफ स्पष्ट रुख की मांग

People’s BRICS Summit में अंतरराष्ट्रीय राजनीति और सुरक्षा के मुद्दों पर भी गंभीर चर्चा हुई। प्रस्ताव में BRICS से गैरकानूनी सैन्य हस्तक्षेप, कब्जे, नरसंहार, जातीय सफाए, सामूहिक दंड और जबरदस्ती वाली कार्रवाइयों के खिलाफ स्पष्ट रुख अपनाने की मांग की गई।

सम्मेलन में कहा गया कि यदि वैश्विक व्यवस्था को वास्तव में वैकल्पिक बनाना है तो उसे अंतरराष्ट्रीय कानून, मानवाधिकारों और मानवीय गरिमा के सिद्धांतों पर आधारित होना चाहिए। प्रतिभागियों ने कहा कि राष्ट्रीय संप्रभुता और नागरिकों के अधिकारों का सम्मान किसी भी नई वैश्विक व्यवस्था का मूल आधार होना चाहिए।

फिलिस्तीन के लोगों के साथ एकजुटता, जियोनिस्ट ताकतों के कब्जे की निंदा

People’s BRICS Summit ने फिलिस्तीन के लोगों के साथ एकजुटता व्यक्त की और प्रस्ताव में जियोनिस्ट ताकतों के “फासीवादी कब्जे” की निंदा की। सम्मेलन में फिलिस्तीन के मुद्दे को कब्जे, सामूहिक दंड, जातीय सफाए और मानवाधिकारों के उल्लंघन के खिलाफ व्यापक वैश्विक संघर्ष से जोड़कर देखा गया।

प्रतिभागियों ने कहा कि किसी भी वैकल्पिक वैश्विक व्यवस्था की विश्वसनीयता इस बात से भी तय होगी कि वह अंतरराष्ट्रीय संघर्षों, मानवीय संकटों और नागरिकों के अधिकारों की रक्षा के मुद्दे पर कितना प्रभावी और जवाबदेह रुख अपनाती है।

प्रोफेसर अनुराधा चेनॉय ने कहा—BRICS को बयानबाजी से आगे बढ़कर वास्तविक कदम उठाने होंगे

उद्घाटन सत्र में जवाहरलाल नेहरू विश्वविद्यालय की अंतरराष्ट्रीय मामलों की पूर्व प्रोफेसर और अंतरराष्ट्रीय मामलों की विशेषज्ञ अनुराधा चेनॉय ने BRICS की संभावनाओं और सीमाओं पर सवाल उठाए। उन्होंने कहा कि BRICS के पास पश्चिमी वर्चस्व को चुनौती देने और मौजूदा वैश्विक शक्ति संरचनाओं को बदलने की क्षमता है, लेकिन यह देखना बाकी है कि सदस्य देश इस क्षमता को वास्तविक कार्रवाई में बदलते हैं या नहीं।

उन्होंने कहा, “While BRICS has the potential to stand up to the hegemony of the West, and challenge the existing structures of global power, we have to wait and see whether they will go beyond the rhetoric and live up to the expectations.”

उद्घाटन सत्र में ट्रेड यूनियन, सामाजिक आंदोलनों, नागरिक अधिकार संगठनों और अकादमिक क्षेत्र से जुड़े कई प्रमुख प्रतिनिधियों ने हिस्सा लिया। इनमें नेशनल हॉकर फेडरेशन के वरिष्ठ ट्रेड यूनियन नेता शक्तिमान घोष, सतर्क नागरिक संगठन की अंजलि भारद्वाज, National Campaign on Dalit Human Rights की बीना पल्लीकल, लोक शक्ति अभियान के प्रफुल्ल सामंत्रा और विकास अर्थशास्त्री एवं जेंडर विशेषज्ञ ऋतु देवान प्रमुख रूप से शामिल रहे।

इन प्रतिनिधियों की भागीदारी ने यह दिखाया कि People’s BRICS का एजेंडा केवल विदेश नीति या वैश्विक अर्थव्यवस्था तक सीमित नहीं था, बल्कि इसमें मजदूरों, महिलाओं, दलितों, किसानों, नागरिक अधिकारों और सामाजिक सुरक्षा जैसे घरेलू और जमीनी मुद्दों को भी समान महत्व दिया गया।

न्यायपूर्ण ऊर्जा परिवर्तन में समुदायों और आजीविका की सुरक्षा की मांग

ऊर्जा और जलवायु परिवर्तन के मुद्दे पर भी सम्मेलन में महत्वपूर्ण मांगें उठाई गईं। प्रस्ताव में BRICS से लोकतांत्रिक, सार्वजनिक रूप से जवाबदेह और समुदायों की भागीदारी पर आधारित न्यायपूर्ण ऊर्जा परिवर्तन की मांग की गई। इसमें स्वच्छ ऊर्जा तक सार्वभौमिक पहुंच बढ़ाने के साथ-साथ आजीविका, पारिस्थितिकी तंत्र और समुदायों के अधिकारों की रक्षा करने की बात कही गई।

प्रतिभागियों ने कहा कि ऊर्जा परिवर्तन के नाम पर पुराने संसाधन-आधारित शोषणकारी मॉडल को नए रूप में दोहराया नहीं जाना चाहिए। जलवायु परिवर्तन से निपटने की प्रक्रिया में श्रमिकों, स्थानीय समुदायों और प्राकृतिक संसाधनों पर निर्भर आबादी को नुकसान नहीं पहुंचना चाहिए।

कर्ज पुनर्गठन और डी-डॉलराइजेशन की मांग

People’s BRICS के प्रस्ताव में वैश्विक वित्तीय व्यवस्था में बदलाव की आवश्यकता पर भी जोर दिया गया। सम्मेलन में कर्ज पुनर्गठन और डी-डॉलराइजेशन की मांग की गई। प्रतिभागियों ने कहा कि विकासशील देशों पर बढ़ता कर्ज उनके सार्वजनिक निवेश, सामाजिक क्षेत्र और आर्थिक नीति बनाने की क्षमता को सीमित कर सकता है।

उन्होंने वैश्विक दक्षिण के देशों के बीच ऐसे वैकल्पिक वित्तीय तंत्र विकसित करने की जरूरत बताई जो मौजूदा अंतरराष्ट्रीय वित्तीय संरचनाओं पर निर्भरता को कम कर सकें और विकासशील देशों को अपनी आर्थिक नीतियां तय करने के लिए अधिक स्वतंत्रता प्रदान कर सकें।

हर स्तर पर महिलाओं की राजनीतिक भागीदारी और निर्णय लेने की शक्ति की मांग

सम्मेलन में लैंगिक समानता और महिलाओं की राजनीतिक भागीदारी को भी प्रमुख मुद्दे के रूप में उठाया गया। प्रस्ताव में हर स्तर पर महिलाओं को राजनीतिक प्रतिनिधित्व और निर्णय लेने की शक्ति देने की मांग की गई।

प्रतिभागियों ने कहा कि महिलाओं को विकास योजनाओं की केवल लाभार्थी के रूप में नहीं देखा जाना चाहिए, बल्कि उन्हें नीति निर्माण और निर्णय लेने की प्रक्रियाओं में वास्तविक अधिकार दिया जाना चाहिए। महिलाओं की राजनीतिक भागीदारी को आर्थिक न्याय, श्रम अधिकार, सामाजिक सुरक्षा और लोकतांत्रिक शासन के व्यापक सवालों से जोड़ा गया।

डिजिटल बहिष्कार से नागरिक और राजनीतिक अधिकारों की रक्षा की मांग

तकनीक और डिजिटल व्यवस्था के बढ़ते प्रभाव को देखते हुए People’s BRICS ने डिजिटल बहिष्कार के खिलाफ नागरिक और राजनीतिक अधिकारों की रक्षा करने की मांग की। प्रस्ताव में डेटा और डिजिटल इंफ्रास्ट्रक्चर के लोकतांत्रिक और जनहित आधारित शासन की आवश्यकता पर जोर दिया गया।

प्रतिभागियों ने चेतावनी दी कि यदि डिजिटल सेवाओं, सरकारी सुविधाओं और जानकारी तक पहुंच आर्थिक या तकनीकी क्षमता पर निर्भर हो जाती है तो नई प्रकार की असमानताएं पैदा हो सकती हैं। इसलिए डिजिटल तकनीक को सार्वजनिक हित और लोकतांत्रिक जवाबदेही के दायरे में रखने की मांग की गई।

आर्टिफिशियल इंटेलिजेंस की राजनीतिक अर्थव्यवस्था पर भी चर्चा

सम्मेलन की कार्यशालाओं में आर्टिफिशियल इंटेलिजेंस की राजनीतिक अर्थव्यवस्था पर भी चर्चा हुई। प्रतिभागियों ने AI के रोजगार, आर्थिक असमानता, कॉरपोरेट एकाग्रता, निजता, लोकतांत्रिक संस्थाओं और भविष्य के कामकाज पर संभावित प्रभावों का विश्लेषण किया।

तकनीकी विकास को मानव और सामाजिक हितों के साथ जोड़ने की आवश्यकता पर जोर देते हुए प्रतिभागियों ने कहा कि AI और डिजिटल इंफ्रास्ट्रक्चर का विकास कुछ चुनिंदा कॉरपोरेट संस्थाओं के हाथों में अत्यधिक शक्ति और संसाधनों के केंद्रीकरण का माध्यम नहीं बनना चाहिए।

दवा नियमन और जवाबदेह नियामक संस्थाओं को मजबूत करने की मांग

प्रस्ताव में दवाओं के बेहतर नियमन तथा सुरक्षा और गुणवत्ता की निगरानी को मजबूत करने की मांग भी की गई। सम्मेलन में पारदर्शी और जवाबदेह नियामक संस्थाओं की आवश्यकता पर जोर दिया गया ताकि सार्वजनिक स्वास्थ्य से जुड़े निर्णय जनहित के आधार पर लिए जा सकें।

यह मांग People’s BRICS के उस व्यापक दृष्टिकोण से जुड़ी रही जिसमें सार्वजनिक संस्थाओं को नागरिकों के प्रति जवाबदेह बनाए रखने और कॉरपोरेट तथा वित्तीय हितों के अत्यधिक प्रभाव को नियंत्रित करने की बात कही गई।

मानवाधिकार और सहभागी लोकतंत्र को वैकल्पिक विश्व व्यवस्था की बुनियाद बताया

People’s BRICS Summit ने स्पष्ट किया कि लोगों के अधिकार और सहभागी लोकतंत्र किसी भी वैकल्पिक विश्व व्यवस्था की बुनियादी शर्त होने चाहिए। प्रस्ताव में BRICS देशों से अंतरराष्ट्रीय मानवाधिकार कानून के तहत अपनी जिम्मेदारियों को लागू करने की मांग की गई।

इसके साथ ही राजनीतिक विचारों, नस्ल, जातीयता, धर्म या लिंग के आधार पर व्यक्तियों, समूहों और संगठनों के उत्पीड़न को रोकने की मांग की गई। प्रतिभागियों ने कहा कि यदि वैश्विक शक्ति संतुलन में बदलाव के बावजूद लोकतांत्रिक अधिकारों और नागरिक स्वतंत्रताओं का सम्मान नहीं होता तो केवल बहुध्रुवीय विश्व व्यवस्था बनना पर्याप्त नहीं होगा।

दस प्रमुख कार्यशालाओं में वैश्विक दक्षिण के सामने मौजूद चुनौतियों पर चर्चा

सम्मेलन में दस प्रमुख विषयों पर कार्यशालाएं आयोजित की गईं। इनमें व्यापार, कृषि, श्रम, प्राकृतिक संसाधन, असमानता, ऊर्जा और जलवायु, वैकल्पिक वित्तीय संरचना, जेंडर, आर्टिफिशियल इंटेलिजेंस की राजनीतिक अर्थव्यवस्था तथा तकनीक और लोकतंत्र जैसे मुद्दे शामिल थे।

इन कार्यशालाओं में अकादमिक विशेषज्ञों, सामाजिक कार्यकर्ताओं, ट्रेड यूनियन नेताओं, पर्यावरण कार्यकर्ताओं, किसान संगठनों और नागरिक अधिकार समूहों से जुड़े प्रतिनिधियों ने हिस्सा लिया और अपने-अपने क्षेत्रों के अनुभव साझा किए।

People’s BRICS Summit की कार्यशालाओं का आयोजन कई नागरिक समाज संगठनों और जन आंदोलनों के संयुक्त प्रयास से किया गया। इनमें National Alliance of People’s Movements, Focus on the Global South, Movement for Advancing Understanding of Sustainability And Mutuality, National Alliance for Climate and Ecological Justice, Mazdoor Kisan Shakti Sangathan, Satark Nagrik Sangathan, Forum for Trade Justice, Green Visakha, Lok Shakti Abhiyan, Pagdandi Collective, Social Accountability Forum for Action and Research, All India Democratic Women’s Association, National Federation of Indian Women, Friends of the Earth India, Right to Food Campaign, National Campaign on Dalit Human Rights, Joshi Adhikari Institute for Social Studies, Free Software Network और Centre for Financial Accountability सहित कई अन्य संगठन शामिल रहे।

संसाधनों के दोहन और विस्थापन पर आधारित विकास मॉडल को बदलने की मांग

सम्मेलन में विकास के ऐसे मॉडल पर गंभीर सवाल उठाए गए जिनमें प्राकृतिक संसाधनों के बड़े पैमाने पर दोहन के कारण स्थानीय समुदायों को विस्थापन और पर्यावरणीय नुकसान का सामना करना पड़ता है। प्रतिभागियों ने कहा कि विकास नीतियों में भूमि, जंगल, पानी और अन्य प्राकृतिक संसाधनों पर निर्भर समुदायों के अधिकारों को प्राथमिकता मिलनी चाहिए।

प्रस्ताव में कहा गया कि प्राकृतिक संसाधनों का अत्यधिक दोहन, कॉरपोरेट एकाग्रता और बड़े प्रोजेक्ट स्थानीय समुदायों की आजीविका और पारिस्थितिकी तंत्र पर गंभीर असर डाल सकते हैं। इसलिए विकास को केवल आर्थिक उत्पादन और निवेश की मात्रा से नहीं बल्कि उसके सामाजिक और पर्यावरणीय परिणामों से भी मापा जाना चाहिए।

किसानों और ग्रामीण समुदायों को केंद्र में रखकर विकास की मांग

कृषि सम्मेलन के प्रमुख विषयों में रही। People’s BRICS के प्रस्ताव में खाद्य संप्रभुता, कृषि में सार्वजनिक निवेश, संस्थागत ऋण और प्रभावी फसल बीमा की मांग की गई। प्रतिभागियों ने कहा कि किसानों को बाजार की अनिश्चितता, जलवायु परिवर्तन, बढ़ती लागत और कॉरपोरेट एकाग्रता के बीच मजबूत सार्वजनिक समर्थन की जरूरत है।

सम्मेलन में कृषि नीति को खाद्य सुरक्षा, ग्रामीण रोजगार, जलवायु अनुकूलन और आर्थिक संप्रभुता से जोड़ा गया। प्रतिभागियों ने कहा कि खाद्य उत्पादन और खाद्य उपलब्धता पर समुदायों और देशों की स्वायत्तता कमजोर नहीं होनी चाहिए।

रोजगार, श्रमिक अधिकार और पूर्ण रोजगार को आर्थिक बदलाव का आधार बनाने की मांग

श्रम अधिकारों पर चर्चा के दौरान प्रतिभागियों ने कहा कि आर्थिक विकास का वास्तविक उद्देश्य सुरक्षित और सम्मानजनक रोजगार पैदा करना होना चाहिए। केवल GDP वृद्धि या निवेश बढ़ना पर्याप्त नहीं है यदि श्रमिकों के सामने बेरोजगारी, अस्थायी रोजगार, कम मजदूरी और सामाजिक सुरक्षा का संकट बना रहे।

प्रस्ताव में पूर्ण रोजगार और संरचनात्मक आर्थिक परिवर्तन को श्रमिकों के अधिकारों और सामाजिक सुरक्षा से जोड़ने की मांग की गई। प्रतिभागियों ने कहा कि औद्योगीकरण ऐसा होना चाहिए जो रोजगार और सामाजिक सुरक्षा बढ़ाए, न कि असुरक्षित और अनौपचारिक काम को बढ़ावा दे।

वैश्वीकरण की नई परिभाषा की जरूरत पर जोर

People’s BRICS Summit में वैश्वीकरण के वर्तमान स्वरूप पर भी सवाल उठाए गए। प्रतिभागियों ने कहा कि अंतरराष्ट्रीय आर्थिक एकीकरण का लाभ यदि कुछ कॉरपोरेट और वित्तीय संस्थानों तक सीमित रह जाता है और उसके आर्थिक तथा पर्यावरणीय नुकसान आम लोगों को उठाने पड़ते हैं तो ऐसी व्यवस्था को न्यायपूर्ण नहीं कहा जा सकता।

इसलिए सम्मेलन में ऐसे दक्षिण-दक्षिण सहयोग की मांग की गई जो समानता, सामाजिक सुरक्षा, सार्वजनिक निवेश, पर्यावरणीय स्थिरता और लोकतांत्रिक जवाबदेही पर आधारित हो।

समापन पर BRICS देशों और वैश्विक दक्षिण के किसानों, मजदूरों और हाशिये के समुदायों के साथ एकजुटता

People’s BRICS Summit का समापन BRICS देशों और दुनिया के अन्य हिस्सों के किसानों, मजदूरों, महिलाओं और हाशिये पर खड़े समुदायों के साथ एकजुटता व्यक्त करते हुए हुआ। प्रतिभागियों ने विभिन्न देशों में चल रहे जन आंदोलनों के बीच आपसी सहयोग, अनुभवों के आदान-प्रदान और एक-दूसरे से सीखने की प्रतिबद्धता दोहराई।

समापन सत्र में कहा गया कि न्याय, सम्मान, समानता और लोकतांत्रिक अधिकारों के लिए संघर्ष राष्ट्रीय सीमाओं तक सीमित नहीं है। वैश्विक दक्षिण के विभिन्न देशों के समुदाय और जन संगठन अपने अनुभव साझा करके ऐसी नीतियों के लिए दबाव बना सकते हैं जो लोगों और पर्यावरण को विकास के केंद्र में रखें।

BRICS के भविष्य की दिशा पर People’s BRICS का बड़ा सवाल

People’s BRICS Summit का सबसे बड़ा संदेश यह रहा कि BRICS की भूमिका को केवल वैश्विक शक्ति संतुलन या पश्चिमी वर्चस्व को चुनौती देने के नजरिए से नहीं देखा जा सकता। प्रतिभागियों ने कहा कि दुनिया के शक्ति संतुलन में बदलाव तभी सार्थक होगा जब उसका फायदा आम लोगों तक पहुंचे।

सम्मेलन ने यह सवाल उठाया कि क्या BRICS वास्तव में एक वैकल्पिक वैश्विक व्यवस्था का निर्माण कर सकता है, जिसमें आर्थिक समानता, सामाजिक सुरक्षा, किसानों और मजदूरों के अधिकार, पर्यावरण संरक्षण, लैंगिक न्याय, तकनीकी जवाबदेही, मानवाधिकार और लोकतांत्रिक भागीदारी को प्राथमिकता मिले।

People’s BRICS द्वारा “Concrete, Time-Bound Action” यानी ठोस और समयबद्ध कार्रवाई की मांग इसी व्यापक चिंता का हिस्सा है। प्रतिभागियों का संदेश साफ रहा कि नई वैश्विक व्यवस्था केवल घोषणाओं और राजनयिक शब्दावली से नहीं बन सकती। उसे लोगों के जीवन में दिखाई देने वाले बदलावों, आर्थिक असमानता में कमी, आजीविका की सुरक्षा, सामाजिक अधिकारों की गारंटी, पर्यावरण की रक्षा और लोकतांत्रिक संस्थाओं की मजबूती के जरिए साबित करना होगा।
