Strategic MoU Between Indian Coast Guard and ICAR: Radar Station to Strengthen Coastal Security in Kasaragod

In a move that marks a remarkable blend of maritime security and research cooperation, the Indian Coast Guard (ICG) and the Indian Council of Agricultural Research (ICAR) have signed a strategic Memorandum of Understanding (MoU) to establish a state-of-the-art coastal radar station at the ICAR premises in Kasaragod, Kerala.
The radar station, once operational, will serve as a crucial surveillance outpost in strengthening India’s coastal security architecture. This initiative is aimed at enhancing round-the-clock monitoring of maritime traffic, deterring illegal activities at sea, and ensuring the safety of fishermen and coastal communities along India’s western seaboard.
Bridging Security and Research
What makes this agreement significant is the collaboration between two seemingly different institutions—ICG, a premier maritime security agency, and ICAR, the country’s apex agricultural research body. The partnership symbolizes the convergence of national security imperatives with civilian institutions for the larger goal of safeguarding the nation’s maritime domain.
ICAR’s coastal campus at Kasaragod has been chosen strategically due to its location along Kerala’s shoreline, offering an excellent vantage point for monitoring the Arabian Sea. The radar station will integrate with the existing Coastal Surveillance Network (CSN), linking with other stations across India’s 7,500 km-long coastline.
Strengthening the Coastal Surveillance Network
India’s coastal surveillance system was conceptualized after the 26/11 Mumbai terror attacks, which exposed gaps in maritime monitoring. Since then, the Government of India has prioritized the establishment of a robust Coastal Surveillance Network, including static radar stations, Automatic Identification System (AIS) receivers, and the integration of vessel traffic data.
With the addition of the Kasaragod station, the Indian Coast Guard will gain an enhanced capacity to:
- Detect and track suspicious vessels in real-time.
- Assist fishermen with maritime safety advisories.
- Monitor environmental and maritime zones for illegal fishing or smuggling.
- Respond swiftly to emergencies or natural disasters at sea.
Boosting Kerala’s Coastal Security
Kerala, with its bustling ports, dense fishing activity, and proximity to international shipping routes, is a critical state in India’s coastal defence matrix. The deployment of this radar system will provide a technological edge in ensuring surveillance across vulnerable stretches, particularly in northern Kerala’s Kasaragod district, which has seen instances of smuggling and unregulated fishing in the past.
Senior Coast Guard officials noted that the collaboration with ICAR reflects a whole-of-nation approach, where research campuses and civil institutions contribute to the security ecosystem. ICAR, in turn, has welcomed the partnership as an opportunity to support national security while continuing its focus on agricultural innovation and fisheries research.
Looking Ahead
The MoU between ICG and ICAR highlights India’s commitment to ensuring maritime safety while embracing innovative partnerships. As global maritime challenges evolve—ranging from piracy and smuggling to illegal fishing and climate-induced risks—the new radar station at Kasaragod will serve as a vital eye on the sea.
By strengthening the coastal surveillance network, the initiative underlines India’s broader maritime vision of “Safer Seas, Secure Coasts”.

भारतीय तटरक्षक और आईसीएआर के बीच रणनीतिक समझौता: कासरगोड में बनेगा राडार स्टेशन, तटीय सुरक्षा को मिलेगी मजबूती

भारत की समुद्री सुरक्षा और शोध सहयोग को जोड़ने वाली एक महत्वपूर्ण पहल के तहत भारतीय तटरक्षक बल (ICG) और भारतीय कृषि अनुसंधान परिषद (ICAR) ने एक रणनीतिक समझौता ज्ञापन (MoU) पर हस्ताक्षर किए हैं। इस समझौते के अंतर्गत केरल के कासरगोड स्थित आईसीएआर परिसर में एक अत्याधुनिक तटीय राडार स्टेशन स्थापित किया जाएगा।
यह राडार स्टेशन भारत की तटीय सुरक्षा संरचना को और मजबूत करेगा। इसके माध्यम से समुद्री गतिविधियों की लगातार निगरानी, अवैध गतिविधियों पर रोकथाम, और मछुआरों व तटीय समुदायों की सुरक्षा सुनिश्चित की जाएगी।
सुरक्षा और शोध का अनोखा संगम
इस समझौते की खासियत यह है कि इसमें दो अलग-अलग क्षेत्रों की संस्थाओं का सहयोग देखने को मिला है—ICG जो देश की समुद्री सुरक्षा एजेंसी है, और ICAR जो कृषि अनुसंधान का शीर्ष संस्थान है। यह साझेदारी इस बात का प्रतीक है कि राष्ट्रीय सुरक्षा केवल रक्षा संस्थानों तक सीमित नहीं है, बल्कि नागरिक संस्थान भी इसमें अहम भूमिका निभा सकते हैं।
कासरगोड का आईसीएआर परिसर इस स्टेशन के लिए इसलिए चुना गया है क्योंकि यह केरल के समुद्री तट पर स्थित है और अरब सागर पर निगरानी के लिए एक रणनीतिक दृष्टिकोण प्रदान करता है। यह स्टेशन तटीय निगरानी नेटवर्क (Coastal Surveillance Network) से जुड़ा रहेगा और भारत के 7,500 किलोमीटर लंबे समुद्रतट पर बने अन्य स्टेशनों से समन्वय करेगा।
तटीय निगरानी नेटवर्क को मजबूती
26/11 मुंबई आतंकी हमलों के बाद भारत ने तटीय निगरानी नेटवर्क को विकसित करने पर विशेष जोर दिया था। उस समय यह सामने आया था कि समुद्री निगरानी में कई कमजोरियां हैं। इसके बाद से सरकार ने राडार स्टेशनों, Automatic Identification System (AIS) रिसीवरों और पोत यातायात डेटा के एकीकरण पर काम किया।
कासरगोड राडार स्टेशन जुड़ने से तटरक्षक बल को निम्नलिखित क्षमताएं और मिलेंगी:
- संदिग्ध जहाजों की वास्तविक समय में पहचान और निगरानी।
- मछुआरों को समुद्री सुरक्षा संबंधी परामर्श।
- अवैध मछली पकड़ने और तस्करी की निगरानी।
- समुद्री आपदाओं या आपात स्थितियों में त्वरित प्रतिक्रिया।
केरल की तटीय सुरक्षा को बल
केरल, जहां घनी मछली पकड़ने की गतिविधियां और अंतरराष्ट्रीय समुद्री मार्गों की निकटता है, भारत की तटीय रक्षा रणनीति में एक महत्वपूर्ण राज्य है। कासरगोड जिले में इस राडार स्टेशन के स्थापित होने से न केवल समुद्री निगरानी मजबूत होगी बल्कि उन संवेदनशील क्षेत्रों की सुरक्षा भी बढ़ेगी जहां तस्करी और अवैध गतिविधियों की घटनाएं सामने आती रही हैं।
वरिष्ठ तटरक्षक अधिकारियों का कहना है कि आईसीएआर के साथ यह सहयोग ‘राष्ट्र की संपूर्ण भागीदारी’ की अवधारणा को दर्शाता है, जहां शोध संस्थान भी सुरक्षा तंत्र में योगदान देते हैं। वहीं, आईसीएआर ने भी इसे राष्ट्रीय सुरक्षा को सहयोग देने का अवसर बताया है।
आगे की राह
ICG और ICAR के बीच यह समझौता इस बात का प्रमाण है कि भारत समुद्री सुरक्षा को मजबूत करने के लिए नवाचार और सहयोग को महत्व देता है। बदलते वैश्विक परिदृश्य में जहां समुद्री डकैती, तस्करी, अवैध मछली पकड़ने और जलवायु परिवर्तन जैसी चुनौतियां मौजूद हैं, वहीं कासरगोड का नया राडार स्टेशन भारत की निगरानी क्षमता को नई ऊंचाई देगा।
यह पहल भारत की समुद्री दृष्टि “सुरक्षित समुद्र, सुरक्षित तट” को साकार करने की दिशा में एक महत्वपूर्ण कदम है।
