Union Home Minister Amit Shah Addresses Vibrant Villages Programme Workshop in New Delhi, Launches Logo and Calls for 360-Degree Development of Border Villages

Union Home and Cooperation Minister Shri Amit Shah inaugurated and addressed the two-day Vibrant Villages Programme (VVP) workshop in New Delhi, organised by the Ministry of Home Affairs’ Border Management Division. The event was attended by Union Minister of State for Home Shri Bandi Sanjay Kumar, the Union Home Secretary, Director of Intelligence Bureau, Secretary (Border Management), Chief Secretaries of border states, DGs of paramilitary forces, and District Collectors of frontier districts. On this occasion, Shri Amit Shah also launched the official logo of the Vibrant Villages Programme, marking a symbolic push to India’s border development strategy.
In his keynote, Amit Shah underlined that the Vibrant Villages Programme rests on three fundamental objectives — to stop migration from border villages, to ensure 100 per cent saturation of all government schemes in these villages, and to develop them into instruments of national and border security. He recalled that Prime Minister Shri Narendra Modi, when launching the idea, envisioned every border village as India’s first village rather than the last, thereby transforming the country’s approach to frontier habitation.
Shah emphasized that VVP is not merely an infrastructure project but a multi-dimensional, multi-sectoral development vision. It includes building roads, schools, health facilities, telecom connectivity, and drinking water systems, while simultaneously preserving local culture, boosting tourism, and creating employment opportunities. Homestay schemes, cooperative movements, dairy and agriculture linkages with CAPFs and the Army are central to this approach.
He highlighted the success of the programme in Arunachal Pradesh, where implementation of VVP has reversed migration trends, leading to an increase in population in several border villages. This, he said, sends a positive signal across the Himalayan and Himalayan-adjacent frontiers. “If villages are vibrant, employment is local, and facilities are available, no citizen will leave his village, and population will grow rather than decline,” he added.
The Home Minister also drew attention to demographic concerns, reiterating Prime Minister Modi’s Independence Day speech from the Red Fort, where he had warned about demographic changes in sensitive areas. Shah said demographic shifts in border districts are not random but often part of a “deliberate design”, directly linked to national security. He directed District Collectors and Chief Secretaries to monitor these issues with utmost seriousness and to act firmly against illegal religious encroachments within at least 30 kilometres of the international border.
Shah praised Gujarat for successfully removing encroachments along both its land and maritime borders, calling it a model for other states. He urged state governments and district administrations to treat VVP not as just a government programme but as an administrative spirit that becomes part of their governance ethos.
The Home Minister further proposed innovative steps like using MGNREGA for creating new ponds, afforestation drives, and permanent infrastructure building in border villages. He also stressed on dairy cooperatives to supply milk to CAPFs and the Army, creating an assured employment and revenue stream for villagers. Citing ITBP’s model in Arunachal Pradesh of purchasing vegetables, eggs, and daily essentials directly from border villages, Shah said this experiment should be scaled nationwide.
With Vibrant Villages Programme Phase-2 now expanding, Shah called for a shift in administrative mindset, urging officials to think beyond targets and embrace border villages as the new epicentre of development and security synergy.

नई दिल्ली में वाइब्रेंट विलेजेज प्रोग्राम कार्यशाला को गृहमंत्री अमित शाह का संबोधन, लोगो लॉन्च – सीमांत गांवों को सुरक्षा और विकास का केन्द्र बनाने का आह्वान

केन्द्रीय गृह एवं सहकारिता मंत्री श्री अमित शाह ने गृह मंत्रालय के सीमा प्रबंधन विभाग द्वारा आयोजित दो दिवसीय वाइब्रेंट विलेजेज प्रोग्राम (VVP) कार्यशाला का उद्घाटन किया और मुख्य अतिथि के रूप में संबोधित किया। इस अवसर पर उन्होंने वाइब्रेंट विलेजेज प्रोग्राम का आधिकारिक लोगो भी लॉन्च किया। कार्यक्रम में केन्द्रीय गृह राज्य मंत्री श्री बंडी संजय कुमार, गृह सचिव, आईबी निदेशक, सीमा प्रबंधन सचिव, सीमावर्ती राज्यों के मुख्य सचिव, सीमा सुरक्षा बलों के महानिदेशक और विभिन्न जिलों के कलेक्टर शामिल रहे।
अपने संबोधन में श्री अमित शाह ने कहा कि वाइब्रेंट विलेजेज प्रोग्राम तीन मुख्य लक्ष्यों पर आधारित है – सीमांत गांवों से पलायन रोकना, केन्द्र और राज्य सरकार की योजनाओं का शत-प्रतिशत लाभ पहुंचाना और इन गांवों को देश व सीमा सुरक्षा के सशक्त उपकरण के रूप में विकसित करना। उन्होंने प्रधानमंत्री नरेंद्र मोदी के उस विचार को दोहराया जिसमें उन्होंने देश के अंतिम गांव को पहला गांव कहकर देखने का नजरिया बदल दिया।
गृहमंत्री ने कहा कि वाइब्रेंट विलेजेज केवल एक सरकारी कार्यक्रम नहीं बल्कि एक बहुआयामी और बहु-क्षेत्रीय विकास की संकल्पना है। इसमें सड़क, स्वास्थ्य, शिक्षा, पेयजल और दूरसंचार जैसी बुनियादी सुविधाओं के साथ-साथ स्थानीय संस्कृति के संरक्षण, पर्यटन को बढ़ावा देने और रोजगार सृजन का लक्ष्य है।
उन्होंने विशेष रूप से अरुणाचल प्रदेश की उपलब्धियों का उल्लेख किया, जहाँ वाइब्रेंट विलेजेज प्रोग्राम लागू होने के बाद कई सीमावर्ती गांवों में आबादी बढ़ी है। यह इस बात का संकेत है कि सही नीति से पलायन रोका जा सकता है और सीमावर्ती क्षेत्र फिर से जीवंत बन सकते हैं।
शाह ने जनसांख्यिकीय बदलाव (Demographic Changes) को लेकर चिंता जताई और प्रधानमंत्री मोदी के लालकिले से दिए गए संबोधन की याद दिलाई। उन्होंने कहा कि सीमावर्ती जिलों में हो रहे बदलाव किसी प्राकृतिक स्थिति का परिणाम नहीं, बल्कि एक सुनियोजित डिजाइन का हिस्सा हैं, जिनका सीधा असर राष्ट्रीय सुरक्षा पर पड़ता है। उन्होंने सभी जिलाधिकारियों को निर्देश दिया कि वे सीमा से 30 किलोमीटर के दायरे में अवैध धार्मिक अतिक्रमण हटाने की दिशा में ठोस कदम उठाएं।
गृहमंत्री ने गुजरात का उदाहरण दिया, जहाँ बड़ी संख्या में भू और समुद्री सीमा से अवैध अतिक्रमण हटाए गए हैं। उन्होंने कहा कि अन्य राज्य भी इस मॉडल से सीख लें।
उन्होंने कहा कि डेयरी सहकारी समितियाँ (Dairy Cooperatives) बनाकर सीमा पर तैनात CAPFs और सेना की दूध की आवश्यकता को इन्हीं गांवों से पूरा किया जाए। इससे ग्रामीण अर्थव्यवस्था मजबूत होगी और रोजगार के अवसर पैदा होंगे। उन्होंने अरुणाचल प्रदेश में ITBP द्वारा गांवों से सब्जी, दूध, अंडे और अनाज सीधे खरीदने के प्रयोग की सराहना की और इसे देशभर में लागू करने की आवश्यकता बताई।
शाह ने यह भी सुझाव दिया कि मनरेगा के तहत तालाबों का निर्माण, घना वृक्षारोपण और स्थायी इंफ्रास्ट्रक्चर पर जोर दिया जाए।
कार्यशाला में उन्होंने स्पष्ट किया कि वाइब्रेंट विलेजेज प्रोग्राम-2 केवल योजनाओं तक सीमित न रहकर प्रशासनिक दृष्टिकोण में बदलाव का प्रतीक होना चाहिए। यह कार्यक्रम तभी सफल होगा जब इसे प्रशासन की आत्मा (Spirit of Administration) का हिस्सा बनाया जाए।
