UP Police ADG Intelligence Meets Central Command Chief of Staff: Major Push for Real-Time Intelligence and Joint Security Preparedness

In a significant development aimed at strengthening India’s internal security framework, Shri Bhagwan S Srivastava, Additional Director General (Intelligence), Uttar Pradesh Police, met Lieutenant General Navin Sachdeva, Chief of Staff, HQ Central Command, today at Lucknow.

The high-level interaction focused on enhancing the critical aspects of Army–Police cooperation, particularly in the domains of real-time intelligence sharing, joint control room mechanisms, and coordinated response plans for internal security and disaster management.

Real-Time Intelligence for Real-Time Preparedness

The meeting reflects the growing realisation among security agencies that in the face of evolving challenges—ranging from terrorism, organised crime, insurgency to natural disasters—there is an urgent need for seamless coordination and intelligence flow across institutional boundaries.

Describing the engagement as “extremely fruitful,” both officials underlined the importance of real-time, actionable intelligence as the bedrock for swift, effective decision-making in crisis situations.

“Real-time intelligence translates to real-time preparedness. Our synergy with the Indian Army is crucial for safeguarding the state and ensuring a rapid, coordinated response to any emerging threat or disaster,” stated ADG Intelligence Shri Bhagwan S Srivastava, echoing the shared sentiment of collaboration.

Focus Areas of the Strategic Dialogue

The discussions revolved around several pivotal areas of cooperation:

• Strengthening Real-Time Intelligence Networks: Integration of police and military intelligence assets for quicker dissemination and action.
• Establishment of Joint Control Rooms: Creation of joint operational hubs during critical events such as major security incidents, large-scale protests, or natural calamities to ensure unified command and response.
• Disaster Management Collaboration: Coordinated Army–Police efforts for rescue, relief, and law enforcement during floods, earthquakes, or other emergencies, leveraging the Army’s resources and expertise.
• Enhanced Training and Information Sharing: Joint workshops, simulation exercises, and knowledge exchanges to familiarise both agencies with each other’s operational frameworks.

Strengthening Army–Police Synergy in Uttar Pradesh

Uttar Pradesh, due to its vast size, strategic location, and security sensitivities, remains a crucial region for inter-agency collaboration. The Central Command of the Indian Army, headquartered in Lucknow, plays a vital role in supporting civil administration during natural disasters, internal security situations, and other emergencies.

The UP Police Intelligence Department, under the leadership of ADG Intelligence, has been at the forefront of modernising the state’s intelligence apparatus, focusing on pre-emptive measures to neutralise threats.

Today’s meeting reflects a shared resolve to move beyond isolated efforts towards an integrated, coordinated approach to safeguard the state and nation.

Commitment Towards National Security and Disaster Readiness

The interaction between the senior leadership of the Army and Police also reflects the broader national security vision—wherein all arms of the state machinery, be it military, paramilitary, or police forces, work in tandem to ensure public safety and national integrity.

As Lt Gen Navin Sachdeva highlighted,

“Inter-agency synergy is not just desirable but essential. The challenges we face are complex and interlinked. Only by working together—sharing intelligence, coordinating actions, and building mutual trust—can we ensure real security and real preparedness.”

The Indian Army’s Central Command has consistently supported civil authorities during floods, earthquakes, and law and order crises in Uttar Pradesh and neighbouring states. The meeting today is seen as a step forward in institutionalising such cooperation for greater efficiency.

देश की आंतरिक सुरक्षा को मजबूत करने की दिशा में एक अहम पहल करते हुए, आज उत्तर प्रदेश पुलिस के एडीजी इंटेलिजेंस श्री भगवान एस श्रीवास्तव ने केंद्रीय कमान मुख्यालय के चीफ ऑफ स्टाफ लेफ्टिनेंट जनरल नवीन सचदेवा से लखनऊ में मुलाकात की।

इस उच्चस्तरीय बैठक में सेना और पुलिस के बीच समन्वय बढ़ाने, रियल-टाइम इंटेलिजेंस साझा करने, संयुक्त नियंत्रण कक्ष (Joint Control Rooms) स्थापित करने तथा आंतरिक सुरक्षा और आपदा प्रबंधन के लिए समन्वित प्रतिक्रिया प्रणाली को और प्रभावी बनाने पर विस्तृत चर्चा हुई।

रियल-टाइम इंटेलिजेंस से रियल-टाइम तैयारी

बैठक का मुख्य संदेश स्पष्ट था—जमीन पर तेजी से बदलती परिस्थितियों के बीच अगर समय रहते और सटीक खुफिया जानकारी उपलब्ध हो, तो किसी भी खतरे या आपदा से निपटना कहीं अधिक प्रभावी और सुरक्षित बन जाता है।

एडीजी इंटेलिजेंस श्री भगवान एस श्रीवास्तव ने कहा,

“रियल-टाइम इंटेलिजेंस ही रियल-टाइम तैयारी की कुंजी है। उत्तर प्रदेश की सुरक्षा सुनिश्चित करने में भारतीय सेना के साथ हमारा समन्वय बेहद महत्वपूर्ण है।”

बैठक के मुख्य फोकस पॉइंट्स

बैठक में जिन महत्वपूर्ण बिंदुओं पर सहमति बनी, उनमें शामिल हैं:

• रियल-टाइम इंटेलिजेंस नेटवर्क को मजबूती देना: सेना और पुलिस की खुफिया जानकारियों का बेहतर आदान-प्रदान सुनिश्चित करना।
• संयुक्त नियंत्रण कक्ष की स्थापना: बड़े सुरक्षा घटनाक्रम, आंदोलन या आपदा की स्थिति में सेना और पुलिस के संयुक्त नियंत्रण कक्ष बनाना, जिससे एकीकृत निर्णय और त्वरित कार्रवाई संभव हो।
• आपदा प्रबंधन में सहयोग: बाढ़, भूकंप या अन्य प्राकृतिक आपदाओं में सेना और पुलिस की साझा भूमिका और समन्वित राहत कार्य।
• संयुक्त प्रशिक्षण और जानकारी साझा करना: दोनों एजेंसियों के बीच नियमित संयुक्त अभ्यास, वर्कशॉप और जानकारी का आदान-प्रदान।

उत्तर प्रदेश में सेना–पुलिस सहयोग की अहमियत

उत्तर प्रदेश अपनी भौगोलिक स्थिति, जनसंख्या और सामरिक महत्व के कारण देश की सुरक्षा रणनीति में अहम स्थान रखता है। राजधानी लखनऊ स्थित भारतीय सेना की केंद्रीय कमान आपदा प्रबंधन, आंतरिक सुरक्षा और कानून व्यवस्था के संकट की स्थिति में राज्य प्रशासन को लगातार सहयोग देती रही है।

वहीं, उत्तर प्रदेश पुलिस का इंटेलिजेंस विभाग एडीजी इंटेलिजेंस के नेतृत्व में प्रदेश में खुफिया तंत्र को आधुनिक और सक्रिय बना रहा है, जिससे संभावित खतरों को समय रहते रोका जा सके।

राष्ट्रीय सुरक्षा और आपदा तैयारी की साझा प्रतिबद्धता

यह बैठक देश के व्यापक सुरक्षा ढांचे में सेना और पुलिस के बीच बढ़ते सहयोग को और मजबूती देने की दिशा में एक अहम कदम मानी जा रही है। इसके जरिए दोनों संस्थानों ने यह साफ संकेत दिया कि चुनौतियां साझा हैं, इसलिए उनका समाधान भी साझा प्रयासों से ही संभव है।

लेफ्टिनेंट जनरल नवीन सचदेवा ने कहा,

“आज के दौर में सेना और पुलिस के बीच तालमेल न केवल जरूरी है, बल्कि अनिवार्य है। हमारी चुनौतियां जटिल और आपस में जुड़ी हुई हैं। इसलिए इंटेलिजेंस साझा करना, एकजुट होकर काम करना और आपसी विश्वास बनाना बेहद जरूरी है।”

उत्तर प्रदेश सहित केंद्रीय कमान का क्षेत्र प्राकृतिक आपदाओं और आंतरिक सुरक्षा की दृष्टि से संवेदनशील माना जाता है। सेना की ओर से समय-समय पर प्रशासन को दिए गए सहयोग ने इस इलाके में राहत और सुरक्षा के प्रयासों को नया आयाम दिया है।

आज की यह बैठक इस दिशा में संस्थागत ढांचा तैयार करने की एक बड़ी पहल के तौर पर देखी जा रही है।
