Vice Admiral Ajay Kochhar Assumes Command of Andaman & Nicobar Command: A Strategic Chapter for India’s Maritime Security

In a ceremony steeped in naval tradition and military decorum, Vice Admiral Ajay Kochhar, AVSM, NM, assumed command of the Andaman & Nicobar Command (#ANC) as its 19th Commander-in-Chief (#CINCAN) on Tuesday, 01 October 2025. The change of command, held at the headquarters of ANC in Port Blair, marks the beginning of a new chapter for India’s only tri-services command – a theatre of paramount geostrategic importance in the Indo-Pacific region.
The proceedings commenced with Vice Admiral Kochhar paying solemn tribute to the martyrs by laying a wreath at the revered Bayonet Square War Memorial. He then proceeded to review the ceremonial Guard of Honour, an iconic tradition symbolizing the formal transfer of authority and responsibility. With this, the mantle of leadership of the ANC has officially passed into the hands of a seasoned naval commander known for his operational excellence and strategic foresight.
A Distinguished Career of Service and Leadership
Vice Admiral Kochhar’s appointment comes as a natural progression in a career spanning decades of dedicated service to the Indian Navy and the nation’s maritime security. A graduate of the National Defence Academy and an alumnus of the prestigious Defence Services Staff College, Wellington, he has consistently held pivotal command and staff appointments that shaped his professional journey.
As a sea warrior, Vice Admiral Kochhar commanded frontline warships of the Indian Navy, gaining critical experience in naval warfare, fleet operations, and joint exercises with partner navies. His command tenures at sea reflected his ability to lead men and ships under challenging operational conditions while upholding the finest traditions of the service.
On the staff and acquisition front, he held the crucial posts of Assistant Controller of Carrier Projects (ACCP) and Assistant Controller of Warship Production & Acquisition (ACWP&A). These positions placed him at the heart of India’s naval modernization drive, overseeing the construction and induction of new-generation platforms that would enhance the Navy’s blue-water capabilities.
His tenure as the Commandant of the National Defence Academy (NDA) at Khadakwasla, one of India’s most respected military institutions, is remembered for strengthening the tri-service ethos among cadets and modernizing training frameworks for future leaders. The Andaman & Nicobar Command, established in 2001 as India’s first and only tri-services command, remains central to New Delhi’s security calculus in the Indian Ocean Region (IOR). With the rise of Chinese naval presence in the Indo-Pacific and growing maritime challenges such as piracy, illegal fishing, smuggling, and humanitarian contingencies, the role of ANC has expanded beyond conventional defence. Today, it serves not only as a sentinel of India’s eastern maritime approaches but also as a hub for joint operational readiness, humanitarian assistance and disaster relief (HADR), and international naval cooperation.
As the new CINCAN, Vice Admiral Kochhar will command all tri-service assets positioned in the islands, coordinating naval, air force, and army elements to ensure seamless jointmanship in operations. His leadership will be crucial in enhancing surveillance, strengthening maritime domain awareness, and building integrated deterrence in this vital theatre.
Challenges and Priorities Ahead
Taking charge of ANC at a time when the Indo-Pacific is witnessing heightened strategic competition, Vice Admiral Kochhar faces a challenging yet defining tenure. His priorities are expected to include:

- Infrastructure Development: Overseeing expansion of military infrastructure on the islands, including airstrips, jetties, communication networks, and logistics hubs, to support long-range operations.
- Maritime Diplomacy: Strengthening naval cooperation with friendly foreign forces, especially in joint exercises and maritime patrols, reinforcing India’s role as a net security provider in the IOR.
- Security of Sea Lanes: Monitoring and safeguarding the sea lanes of communication (SLOCs) in the eastern maritime domain, particularly around the Malacca Strait.
Symbolism and Continuity of Legacy
The change of command ceremony was not only a formal handover but also a symbolic affirmation of continuity and tradition. The wreath-laying at Bayonet Square honoured the memory of those who laid down their lives in service of the nation, while the Guard of Honour represented the discipline, pride, and unity of the armed forces under the tri-service umbrella of ANC.

भारतीय नौसेना के वरिष्ठ अधिकारी वाइस एडमिरल अजय कोचर, एवीएसएम, एनएम ने मंगलवार, 01 अक्टूबर 2025 को अंडमान और निकोबार कमान (#ANC) के 19वें कमांडर-इन-चीफ (#CINCAN) के रूप में पदभार ग्रहण किया। पोर्ट ब्लेयर स्थित एएनसी मुख्यालय में आयोजित इस समारोह ने भारतीय सशस्त्र बलों की गौरवशाली परंपरा और सामरिक अनुशासन का एक बार फिर प्रदर्शन किया।
कार्यक्रम की शुरुआत वाइस एडमिरल कोचर द्वारा बेयोनट स्क्वायर युद्ध स्मारक पर पुष्पचक्र अर्पित कर शहीदों को श्रद्धांजलि देने से हुई। इसके बाद उन्होंने गार्ड ऑफ ऑनर का निरीक्षण किया, जो सैन्य नेतृत्व परिवर्तन की औपचारिक और ऐतिहासिक परंपरा का प्रतीक है। इस क्षण के साथ ही भारत की एकमात्र संयुक्त सेवाओं की कमान की बागडोर एक अनुभवी और दूरदर्शी नौसैनिक कमांडर के हाथों में सौंप दी गई।

समुद्र में रहते हुए उन्होंने अग्रिम पंक्ति के युद्धपोतों का नेतृत्व किया और नौसैनिक युद्ध, बेड़े की तैनाती और अंतरराष्ट्रीय नौसैनिक अभ्यासों का प्रत्यक्ष अनुभव प्राप्त किया। कठिन परिचालन परिस्थितियों में जहाजों और जवानों का नेतृत्व कर उन्होंने अपनी क्षमता और दृढ़ता का परिचय दिया।

अंडमान-निकोबार कमान: भारत का सामरिक मोर्चा
सन 2001 में स्थापित अंडमान और निकोबार कमान भारत की पहली और अब तक की एकमात्र संयुक्त सेवाओं की कमान है। यह स्थान भारत की समुद्री सुरक्षा गणना में अत्यधिक महत्वपूर्ण है। बंगाल की खाड़ी और अंडमान सागर के संगम पर स्थित यह कमान वैश्विक व्यापार और ऊर्जा आपूर्ति की जीवनरेखा—मलक्का जलडमरूमध्य—के समीप है।
आज एएनसी न केवल भारत की पूर्वी समुद्री सीमाओं की रक्षा का प्रहरी है, बल्कि यह मानवीय सहायता और आपदा प्रबंधन (HADR), बहुराष्ट्रीय नौसैनिक सहयोग और समुद्री निगरानी का भी केंद्र बन चुका है।
नए सीआईएनसीएएन के रूप में वाइस एडमिरल कोचर सभी त्रि-सेवा संसाधनों—नौसेना, वायुसेना और थलसेना—का समन्वय करेंगे, जिससे ऑपरेशनों में संयुक्तता और प्रभावशीलता सुनिश्चित हो सके। उनका नेतृत्व इस थिएटर को नई दिशा देगा, जहां निगरानी क्षमता, समुद्री डोमेन जागरूकता और सामरिक निवारक शक्ति को और मजबूत किया जाएगा।
आने वाली चुनौतियां और प्राथमिकताएं
इंडो-पैसिफिक क्षेत्र में बढ़ती सामरिक प्रतिस्पर्धा और चीन की नौसैनिक सक्रियता को देखते हुए वाइस एडमिरल कोचर की जिम्मेदारियां चुनौतीपूर्ण हैं। उनके सामने कई अहम प्राथमिकताएं होंगी—
- परिचालन तत्परता: किसी भी परिस्थिति, चाहे पारंपरिक खतरा हो या समुद्री आपदा, उसका तुरंत जवाब देने के लिए कमान को उच्च स्तर पर तैयार रखना।
- त्रि-सेवा समन्वय: थलसेना, नौसेना और वायुसेना की इकाइयों में और गहरी एकजुटता स्थापित करना।
- ढांचागत विकास: द्वीपों पर एयरस्ट्रिप, जेटी, संचार और लॉजिस्टिक हब का विस्तार करना ताकि लंबी दूरी के अभियान समर्थित हो सकें।
- समुद्री कूटनीति: मित्र देशों की नौसेनाओं के साथ अभ्यास और गश्त को और मज़बूत करना, जिससे भारत क्षेत्र का “नेट सिक्योरिटी प्रोवाइडर” बना रहे।
- समुद्री मार्गों की सुरक्षा: विशेष रूप से मलक्का जलडमरूमध्य के आसपास की समुद्री लेनों पर चौकसी बनाए रखना।
परंपरा और उत्तरदायित्व की निरंतरता
कमांड परिवर्तन समारोह केवल एक औपचारिक जिम्मेदारी हस्तांतरण नहीं था, बल्कि यह भारतीय सशस्त्र बलों की गौरवशाली परंपरा का प्रतीक भी रहा। बेयोनट स्क्वायर पर शहीदों को नमन करना और गार्ड ऑफ ऑनर का निरीक्षण करना उस विरासत की याद दिलाता है जिसे हर नया कमांडर आगे बढ़ाता है।
