Black Badge Protest Highlights Deep Discontent Over ‘RajSES’ Model and Contractual Appointments
The All India National Educational Federation (ABRSM), Rajasthan (Higher Education), through its Government College, Sumerpur unit, organised a symbolic yet sharp protest on campus by wearing black armbands to register strong opposition to the Rajasthan government’s higher education policies. The demonstration reflected growing unrest within the academic community over what the federation described as policy decisions that undermine the spirit and framework of the National Education Policy (NEP) 2020. Following the protest, a federation delegation formally submitted three separate memoranda addressed to the Prime Minister of India, the Hon’ble Governor of Rajasthan, and the Chief Minister of the state, routed through the Sub-Divisional Officer.
Strong Opposition to Contractual Appointments Under RajSES Scheme
At the heart of the protest was the federation’s categorical rejection of contractual faculty appointments being made under the Rajasthan State Educational Scheme (RajSES). ABRSM termed this model not only academically unsound but also a direct violation of NEP-2020 provisions, which emphasise stable, well-resourced, and multidisciplinary higher education institutions. The federation argued that the increasing reliance on fixed-term contractual appointments erodes academic continuity, weakens institutional foundations, and adversely affects teaching quality.
NEP-2020 Vision Versus Ground Reality in Rajasthan
Unit Secretary Dheeraj Kumar elaborated on the ideological mismatch between the National Education Policy and the RajSES framework. He pointed out that NEP-2020 envisions the creation of large, multidisciplinary, and resource-rich institutions capable of fostering holistic education, research, and innovation. Contrary to this vision, Rajasthan has witnessed the mushrooming of small, resource-deficient colleges under the RajSES scheme, initially launched by the previous government and now being continued by the present administration. According to ABRSM, this approach is steadily degrading the quality of higher education and diluting the national goal of building a “Developed India @2047.”
Alarming Faculty Shortages Across RajSES Colleges
The memorandum highlighted stark data that underscores the gravity of the situation. So far, 374 RajSES colleges have been declared across the state, out of which nearly 260 colleges are functioning without even a single permanent faculty member. ABRSM expressed serious concern that instead of addressing this structural deficiency through regular appointments, the recently released Recruitment Calendar-2026 proposes to initiate contractual recruitment on a five-year fixed pay basis for these institutions. The federation described this move as fundamentally unjust, short-sighted, and detrimental to the academic ecosystem.
Key Demands Raised by ABRSM
Through the memoranda, the federation placed three core demands before the state and central leadership. First, it demanded an immediate halt to the ongoing selection process for contractual Teaching Associates under RajSES. Second, it called for the Sodani Committee report—constituted specifically to examine the operational framework of RajSES colleges—to be made public and implemented without delay. Third, ABRSM insisted that all 374 RajSES colleges be converted into regular government colleges in line with NEP-2020 norms, ensuring permanent faculty positions and adequate infrastructure.
Warning of Democratic Agitation Ahead
During the protest, federation members issued a clear warning that failure to address these demands would compel ABRSM to intensify its agitation through democratic means. They stressed that the organisation remains committed to constructive dialogue but will not remain silent if policies continue to compromise academic integrity, faculty dignity, and students’ future.
Faculty Participation Reflects Collective Academic Anxiety
The protest witnessed the active participation of several faculty members, symbolising collective concern within the academic fraternity. Present on the occasion were Unit Secretary Dheeraj Kumar, Principal Dr. Heera Lal, Hitendra Singh, Dr. Renu Kumari, Rajesh Kumar Meena, Rohitash Jat, Mrs. Karishma, and Rajesh Kumar, along with other faculty members. Wearing black armbands, they conveyed a unified message of dissent against policies they believe are pushing higher education in Rajasthan towards instability and mediocrity.
A Larger Debate on the Future of Public Higher Education
The protest at Government College, Sumerpur, has once again brought into sharp focus the broader debate surrounding public higher education in Rajasthan—its governance, quality, and alignment with national educational goals. As ABRSM escalates its concerns to the highest constitutional authorities, the coming weeks may prove crucial in determining whether policy corrections are undertaken or whether the state braces for a wider academic movement in defence of permanent, quality-driven higher education.

राजसेस मॉडल और संविदा नियुक्तियों के विरोध में शिक्षकों का संगठित आक्रोश
अखिल भारतीय राष्ट्रीय शैक्षिक महासंघ (ABRSM), राजस्थान (उच्च शिक्षा) की राजकीय महाविद्यालय, सुमेरपुर इकाई ने राज्य सरकार की उच्च शिक्षा नीतियों के खिलाफ महाविद्यालय परिसर में काली पट्टी बांधकर प्रतीकात्मक लेकिन सशक्त विरोध प्रदर्शन किया। यह प्रदर्शन राजस्थान में उच्च शिक्षा की वर्तमान दिशा और नीति निर्धारण को लेकर शिक्षकों में बढ़ते असंतोष का स्पष्ट संकेत माना जा रहा है। विरोध प्रदर्शन के पश्चात महासंघ के प्रतिनिधिमंडल ने उपखण्ड अधिकारी के माध्यम से देश के प्रधानमंत्री, महामहिम राज्यपाल तथा प्रदेश के मुख्यमंत्री के नाम तीन अलग-अलग ज्ञापन सौंपकर अपनी आपत्तियाँ और माँगें औपचारिक रूप से दर्ज कराईं।
राजसेस योजना के तहत संविदा नियुक्तियों पर तीखा विरोध
महासंघ के विरोध का केंद्रबिंदु ‘राजसेस’ योजना के अंतर्गत महाविद्यालयों में की जा रही संविदा आधारित नियुक्तियाँ रहीं। ABRSM ने स्पष्ट शब्दों में कहा कि यह व्यवस्था न केवल शिक्षकों के भविष्य को असुरक्षित बनाती है, बल्कि राष्ट्रीय शिक्षा नीति-2020 की मूल भावना का भी उल्लंघन करती है। महासंघ का मानना है कि अस्थायी और निश्चित अवधि की नियुक्तियाँ अकादमिक निरंतरता को तोड़ती हैं, शोध और गुणवत्ता-आधारित शिक्षण को कमजोर करती हैं तथा उच्च शिक्षा संस्थानों की बुनियादी मजबूती को नुकसान पहुँचाती हैं।
राष्ट्रीय शिक्षा नीति-2020 की भावना और राजस्थान की जमीनी हकीकत
महाविद्यालय इकाई सचिव धीरज कुमार ने बताया कि राष्ट्रीय शिक्षा नीति-2020 का उद्देश्य देश में बड़े, बहुविषयक, संसाधन-संपन्न और अकादमिक रूप से सशक्त शिक्षण संस्थानों का निर्माण करना है, ताकि भारत वैश्विक ज्ञान अर्थव्यवस्था में अग्रणी भूमिका निभा सके। लेकिन राजस्थान में इसके विपरीत, पूर्ववर्ती सरकार द्वारा शुरू की गई राजसेस योजना के अंतर्गत छोटे, संसाधन-विहीन और अस्थायी ढांचे वाले कॉलेज खोले गए, जिन्हें वर्तमान सरकार भी लगातार जारी रखे हुए है। महासंघ के अनुसार यह मॉडल उच्च शिक्षा की गुणवत्ता को कमजोर कर रहा है और ‘विकसित भारत @2047’ के राष्ट्रीय संकल्प को प्रत्यक्ष रूप से प्रभावित कर रहा है।
राजसेस महाविद्यालयों में स्थायी संकाय का गंभीर अभाव
ज्ञापन में प्रस्तुत आंकड़े स्थिति की गंभीरता को उजागर करते हैं। प्रदेश में अब तक 374 राजसेस महाविद्यालय घोषित किए जा चुके हैं, जिनमें से लगभग 260 कॉलेज ऐसे हैं जहाँ एक भी स्थायी संकाय सदस्य नियुक्त नहीं है। महासंघ ने चिंता जताई कि इस मूलभूत समस्या के समाधान के बजाय, भर्ती कैलेंडर-2026 के माध्यम से इन कॉलेजों में पाँच वर्ष के स्थायी वेतन पर संविदा नियुक्तियों की प्रक्रिया शुरू की जा रही है। ABRSM ने इसे पूरी तरह अनुचित, अल्पदृष्टि वाला और शिक्षा की दीर्घकालिक गुणवत्ता के लिए घातक बताया।
महासंघ की प्रमुख माँगें सरकार के समक्ष रखीं
महासंघ ने अपने ज्ञापनों के माध्यम से तीन प्रमुख माँगें स्पष्ट रूप से रखीं। पहली माँग यह है कि संविदा टीचिंग एसोसिएट की चयन प्रक्रिया पर तत्काल प्रभाव से रोक लगाई जाए। दूसरी माँग राजसेस के संचालन और मूल्यांकन के लिए गठित सोडाणी समिति की सिफारिशों को सार्वजनिक कर उन्हें तुरंत लागू करने की है, ताकि नीति निर्माण में पारदर्शिता सुनिश्चित हो सके। तीसरी और सबसे महत्वपूर्ण माँग यह है कि प्रदेश के सभी 374 राजसेस महाविद्यालयों को राष्ट्रीय शिक्षा नीति-2020 के अनुरूप सामान्य राजकीय महाविद्यालयों में परिवर्तित किया जाए, जहाँ स्थायी संकाय, पर्याप्त संसाधन और मजबूत अकादमिक संरचना हो।
लोकतांत्रिक आंदोलन की चेतावनी
विरोध प्रदर्शन के दौरान महासंघ के सदस्यों ने स्पष्ट चेतावनी दी कि यदि समय रहते संविदा भर्ती प्रक्रिया को नहीं रोका गया और राजसेस महाविद्यालयों को सामान्य श्रेणी में नहीं लाया गया, तो संगठन को लोकतांत्रिक तरीकों से बड़े आंदोलन का रास्ता अपनाना पड़ेगा। महासंघ ने यह भी स्पष्ट किया कि उसका उद्देश्य टकराव नहीं, बल्कि शिक्षा व्यवस्था की गुणवत्ता, शिक्षकों की गरिमा और विद्यार्थियों के भविष्य की रक्षा करना है।
शिक्षकों की सामूहिक भागीदारी से झलका अकादमिक असंतोष
इस विरोध प्रदर्शन में महाविद्यालय के अनेक संकाय सदस्यों की सक्रिय उपस्थिति रही, जो उच्च शिक्षा को लेकर व्यापक अकादमिक चिंता को दर्शाती है। इस अवसर पर महाविद्यालय इकाई सचिव धीरज कुमार, प्राचार्य डाॅ. हीरा लाल, हितेन्द्र सिंह, डाॅ. रेणु कुमारी, राजेश कुमार मीणा, रोहिताश जाट, श्रीमती करिश्मा एवं राजेश कुमार सहित अन्य संकाय सदस्य उपस्थित रहे। सभी ने काली पट्टी बांधकर राज्य सरकार की नीतियों के प्रति अपना विरोध और असंतोष प्रकट किया।
राजस्थान की उच्च शिक्षा के भविष्य पर उठते सवाल
राजकीय महाविद्यालय सुमेरपुर में हुआ यह विरोध प्रदर्शन राजस्थान की सार्वजनिक उच्च शिक्षा व्यवस्था के भविष्य को लेकर गंभीर सवाल खड़े करता है। ABRSM द्वारा प्रधानमंत्री, राज्यपाल और मुख्यमंत्री तक अपनी बात पहुँचाए जाने के बाद अब यह देखना महत्वपूर्ण होगा कि सरकारें इन चेतावनियों और माँगों को कितनी गंभीरता से लेती हैं। आने वाला समय तय करेगा कि राज्य उच्च शिक्षा को राष्ट्रीय नीति के अनुरूप सुदृढ़ करने की दिशा में कदम बढ़ाता है या फिर शिक्षकों के असंतोष के बीच एक बड़े शैक्षिक आंदोलन की ओर बढ़ता है।
