In a landmark initiative underscoring the growing importance of civil-military cooperation in India’s western frontier, the Ranbankura Division of the Indian Army, under the aegis of Chetak Corps, organised a Military-Civil Fusion meeting at the prestigious Bikaner Military Station. The conclave brought together senior military commanders, top administrative officers, law enforcement representatives, infrastructure specialists, and intelligence officials in a rare display of inter-agency synergy aimed at strengthening national preparedness and regional development.
Military-Civil Fusion: Bridging Strategy with Development
The central theme of the meeting revolved around infrastructure development, technological innovation, and forging strategic partnerships between military and civilian institutions. With Bikaner’s strategic location close to the Indo-Pak border, the need for seamless coordination between the Army and civil administration has always been critical. He was joined by the Deputy GOC of the Division, ensuring strong representation from the Army leadership.
On the civil administration side, Divisional Commissioner Vishram Meena and Bikaner Development Authority (BDA) Commissioner Aparna Gupta, Bikaner Municipal Corporation IAS Mayank Manish highlighted the need for synchronised planning in urban expansion, infrastructure upgrades, and long-term developmental policies that align with national security imperatives. Bikaner Superintendent of Police (SP) Kawendra Sagar stressed upon security coordination and the importance of technology-driven policing in tandem with military intelligence to counter cross-border threats.
Other dignitaries included BSF DCG Mahesh Jat, whose presence emphasised the integrated border defence approach, and ADM City Ramesh Dev, representing district-level administrative readiness. Senior officials from the Border Roads Organisation (BRO) Project Chetak, District Transport Office (DTO), and Intelligence agencies were also present, reflecting the diverse range of stakeholders involved in this comprehensive dialogue.
Strategic Priorities: Defence, Infrastructure, and Innovation
During the discussions, participants explored avenues for joint development of dual-use infrastructure—facilities that serve both civilian needs and military requirements. The BRO’s ongoing Project Chetak was showcased as a critical driver for building all-weather roads and logistical arteries that can support military mobility while simultaneously boosting civilian connectivity in the desert terrain of Rajasthan.
The Army’s emphasis on technological innovation—including drone technology, surveillance systems, and communication upgrades—was complemented by civil authorities’ focus on smart city projects, green infrastructure, and sustainable growth. Together, these ideas aim to create a holistic developmental framework that balances national security priorities with socio-economic progress.
Bikaner: A Strategic Nerve Centre
Bikaner holds a unique place in India’s strategic map, given its proximity to the international border with Pakistan. It hosts critical formations of the Indian Army and the Border Security Force (BSF), while also serving as a hub for civil governance and trade in Rajasthan’s desert belt. The city’s military station, home to the 24 Ranbankura Division, has historically been central to India’s defensive posture in the west.
The synergy meeting further highlighted Bikaner’s role as a bridge between security and development. Officials noted that the city’s rapid urban growth, coupled with its strategic location, requires a unified approach to planning, particularly in disaster management, transport connectivity, water security, and digital infrastructure.

Divisional Commissioner Vishram Meena echoed this sentiment, stating, “Bikaner’s future lies in coordinated action. The Army’s strategic insight combined with administrative planning can create models of resilience and prosperity for the region.”
SP Kawendra Sagar added that policing in a border district cannot be isolated from military and intelligence networks, underlining the importance of unified threat assessments and joint action.

The very presence of such a wide spectrum of stakeholders—ranging from military strategists to civic planners—symbolises a new chapter in civil-military relations in India. The meeting was not merely about exchanging ideas, but about building institutional bridges that can withstand challenges of the future, be it cross-border threats, natural calamities, or infrastructural bottlenecks.

भारत की पश्चिमी सरहद पर सैन्य और नागरिक प्रशासन के बीच तालमेल को नई मजबूती देने के उद्देश्य से भारतीय सेना की रणबांकुरा डिवीजन (24 डिवीजन), चेतक कॉर्प्स के तत्वावधान में, बीकानेर मिलिट्री स्टेशन पर एक महत्वपूर्ण मिलिट्री-सिविल फ्यूजन बैठक का आयोजन किया गया। इस बैठक में सेना के वरिष्ठ अधिकारी, प्रशासनिक अधिकारी, कानून-व्यवस्था से जुड़े अधिकारी, अधोसंरचना विशेषज्ञ तथा खुफिया एजेंसियों के प्रतिनिधि एक साथ मंच पर आए।
मिलिट्री-सिविल फ्यूजन: विकास और सुरक्षा का साझा खाका

इस बैठक की अध्यक्षता 24 रणबांकुरा डिवीजन के जनरल ऑफिसर कमांडिंग (जीओसी) मेजर जनरल दीपक शिवरान ने की। उनके साथ डिप्टी जीओसी भी मौजूद रहे, जिसने सेना की ओर से इस बैठक को गंभीरता का स्वरूप दिया।
प्रशासनिक पक्ष से संभागीय आयुक्त विश्राम मीणा और बीकानेर विकास प्राधिकरण (BDA) की आयुक्त अपर्णा गुप्ता, नगर निगम आयुक्त IAS मयंक मनीष ने शहरी विस्तार, अधोसंरचना उन्नयन और दीर्घकालिक नीतिगत समन्वय पर अपने विचार रखे। बीकानेर के पुलिस अधीक्षक (SP) कावेंद्र सागर ने सीमाई जिले में तकनीक-आधारित पुलिसिंग और खुफिया सूचनाओं के साझा इस्तेमाल पर जोर दिया।
इस अवसर पर बीएसएफ DCG महेश जाट, एडीएम सिटी रमेश देव, बॉर्डर रोड्स ऑर्गेनाइजेशन (BRO) चेतक प्रोजेक्ट के अधिकारी, डीटीओ कार्यालय के अधिकारी तथा इंटेलीजेंस एजेंसियों के वरिष्ठ अधिकारी भी उपस्थित रहे।
रणनीतिक प्राथमिकताएँ: रक्षा, अधोसंरचना और नवाचार
बैठक में विशेष रूप से इस बात पर जोर दिया गया कि डुअल-यूज़ इंफ्रास्ट्रक्चर यानी ऐसे ढांचे विकसित किए जाएं जो सैन्य और नागरिक दोनों की आवश्यकताओं की पूर्ति कर सकें। बीआरओ का चल रहा चेतक प्रोजेक्ट इस दिशा में अहम योगदान दे रहा है, जिसके तहत रेगिस्तानी क्षेत्र में ऑल-वेदर सड़कों और लॉजिस्टिक कॉरिडोर का विकास हो रहा है। यह जहां सेना की तैनाती और आवाजाही को मजबूत करेगा, वहीं स्थानीय नागरिकों को भी बेहतर कनेक्टिविटी देगा।
सेना ने ड्रोन टेक्नोलॉजी, निगरानी प्रणालियों और आधुनिक संचार माध्यमों को बढ़ावा देने की दिशा में अपने विज़न को साझा किया। वहीं सिविल प्रशासन ने स्मार्ट सिटी प्रोजेक्ट्स, ग्रीन इंफ्रास्ट्रक्चर और सतत विकास की योजनाओं को सामने रखा। दोनों पक्षों के बीच तालमेल ने भविष्य के लिए एक साझा खाका तैयार किया।
बीकानेर: सामरिक दृष्टि से धड़कन
बीकानेर का महत्व केवल सांस्कृतिक या भौगोलिक नहीं, बल्कि रणनीतिक दृष्टि से भी असाधारण है। यह शहर पाकिस्तान सीमा से बेहद नजदीक है और यहां भारतीय सेना की 24 रणबांकुरा डिवीजन तथा बीएसएफ की महत्वपूर्ण तैनाती है।

बैठक को संबोधित करते हुए मेजर जनरल दीपक शिवरान ने कहा, “सेना की भूमिका केवल रणभूमि तक सीमित नहीं है। सिविल-मिलिट्री फ्यूजन का अर्थ है राष्ट्र की व्यापक तैयारी—जहां सुरक्षा, शासन और विकास साथ-साथ चलते हैं।”
संभागीय आयुक्त विश्राम मीणा ने कहा, “बीकानेर का भविष्य समन्वित कार्रवाई पर निर्भर है। सेना की सामरिक दृष्टि और प्रशासन की विकासपरक योजनाएं मिलकर क्षेत्र के लिए लचीलापन और समृद्धि का नया मॉडल तैयार कर सकती हैं।”
एसपी कावेंद्र सागर ने कहा कि “सीमावर्ती जिले में पुलिसिंग सेना और खुफिया नेटवर्क से अलग होकर संभव नहीं है। साझा आकलन और संयुक्त कार्रवाई ही सुरक्षा की गारंटी दे सकती है।”
प्रतीकात्मक महत्व और भविष्य की दिशा
