Governor Haribhau Bagde Calls for Balancing Self-Interest with National Duty at Bikaner Transport Workers’ Convention
At the 26th Triennial All India Convention of the Indian Transport Workers’ Federation, Rajasthan Governor urges workers’ unions to align self-welfare with society and nation-building
Bikaner, November 15 — The sprawling campus of Adarsh Vidya Mandir in Gangashahar, Bikaner, transformed into a vibrant stage of national labour discourse on Saturday as Rajasthan Governor Haribhau Bagde inaugurated the 26th Triennial All India Convention of the Indian Transport Workers’ Federation. Addressing a packed gathering of delegates from across India, the Governor delivered a powerful message: “Organizations must balance self-interest with social and national responsibility. Rights must travel hand-in-hand with duties.”
The convention, organized under the umbrella of the Bharatiya Mazdoor Sangh (BMS)—India’s largest labour organization—brought together transport workers, union leaders, office bearers, and labour experts at a time when India’s economy is undergoing rapid transformation.
India’s Rise From 11th to 4th Largest Economy: Workers at the Centre of Growth
Setting the tone with a broad economic overview, Governor Bagde highlighted how India’s socio-economic landscape has dramatically changed over the past decade.
He recalled that until 2014, India stood as the world’s 11th largest economy, but through structural reforms, infrastructural expansion, and workforce-driven resilience, the nation has surged ahead to become the 4th largest economic power globally.
“There is no denying that this rise owes much to our workers and labour community,” he emphasized, underlining the critical role played by the transport sector—the circulatory system of India’s industrial, agricultural, and consumer ecosystems.
Legacy of Dattopant Thengadi: Vision of a Self-Reliant, Worker-First India
Taking the audience back to the philosophical foundations of the BMS, Governor Bagde paid tribute to Dattopant Bapurao Thengadi, who founded the Bharatiya Mazdoor Sangh on 23 July 1955.
Thengadi, he said, “was the unifying force behind India’s workers. He believed that labourers, through their conduct, values, and cultural integrity, could unite the entire world.”
The Governor reiterated Thengadi’s core belief:
“If the dream of holistic national development is to be realised, then promoting Swadeshi is the only sustainable path.”
This reminder comes at a time when India is pushing for greater self-reliance across manufacturing, transport logistics, and strategic supply chains.
“Organizations Rooted Only in Self-Interest Decline” — Governor’s Message to Unions
In a pointed and reflective remark, Governor Bagde cautioned that any union or organization that operates solely for internal benefit risks erosion of public trust and eventual irrelevance.
“Every organization must maintain a balance. Self-interest is natural—but societal and national welfare must remain central to an organization’s mission,” he said, drawing loud applause from hundreds of delegates.
He urged the workforce to understand their duties as strongly as they pursue their rights, noting that the strength of a nation ultimately rests on the discipline, integrity, and responsibility of its workforce.
India’s Workers Described as “The Axis of National Development”
Governor Bagde described labourers as the “dhuri”—the central axis—of India’s development model, reinforcing the belief that the transport sector is indispensable to national growth.
With India’s logistics sector expanding rapidly under projects like Bharatmala, multimodal hubs, and digital freight integration, Bagde said that India’s transport workers are not just participants but key drivers of India’s rise as a global power.
Rajasthan: Land of Warriors, Saints, and Cultural Identity
Shifting from economics to cultural heritage, the Governor highlighted Rajasthan’s proud legacy. He referred to the state as a land of warriors and saints, recalling iconic figures such as Bappa Rawal, whose military prowess stopped foreign invaders in their tracks.
He pointed out that Rajasthan’s geographic diversity—from deserts to tribal-dominated districts—makes it a unique microcosm of India’s cultural and social fabric.
Calling Rajasthan a “land of devotion,” he mentioned its strong traditions of Gaubhakta culture, heritage, and community-driven values.
At the lighter end of his address, he introduced the delegates to Bikaner’s globally loved culinary identity—Bhujia and Rasgulla—both of which, he said with a smile, “carry the flavour of this region across the world.”
The Ceremony: Lighting the Lamp and Voices of Leadership
Before the convention commenced, Governor Bagde performed the traditional lamp-lighting ceremony, marking the formal beginning of the three-day conclave.
Following this, Makkhan Lal Kanda, the Reception Committee Chairman, delivered a detailed welcome address.
Ravindra Himte, All India General Secretary of BMS, spoke passionately about the historic evolution of the Bharatiya Mazdoor Sangh—from its inception in 1955 to its position today as India’s largest and most influential labour organization.
Ramakant Sachan, National President of the Indian Transport Workers’ Federation, presided over the session and delivered the presidential address, outlining key organisational priorities for the coming years.
The gathering also saw the presence of:
- V.R. Vacchani, In-charge of the Indian Transport Workers’ Federation
- Harimohan Sharma, Rajasthan State General Secretary of BMS
Their participation added further weight to the convention’s strategic direction.
Political, Administrative, and Civil Society Presence
A diverse spectrum of dignitaries attended the programme, including:

The Governor’s message echoed across the auditorium—that India’s labour movement must evolve not only for internal welfare but as a force aligned with the nation’s march toward global leadership.
As transport workers from every corner of India continue their deliberations over the next sessions, the convention stands poised to reinforce the values of discipline, Swadeshi, collective responsibility, and national development—principles that have defined the Bharatiya Mazdoor Sangh for nearly seven decades.

बीकानेर परिवहन मजदूर अधिवेशन में राज्यपाल हरिभाऊ बागडे का संदेश — “स्वहित के साथ राष्ट्रहित सर्वोपरि, अधिकारों के साथ कर्त्तव्यों की समझ भी आवश्यक”
भारतीय परिवहन मजदूर संघ के 26वें त्रैवार्षिक अखिल भारतीय अधिवेशन का हुआ भव्य उद्घाटन, देशभर से आए प्रतिनिधियों ने सुना राज्यपाल का प्रेरक संबोधन
बीकानेर, 15 नवम्बर — गंगाशहर स्थित आदर्श विद्या मंदिर का विशाल परिसर शनिवार को राष्ट्रीय श्रम विमर्श के रंग में रंग गया, जब राजस्थान के राज्यपाल श्री हरिभाऊ बागडे ने भारतीय परिवहन मजदूर संघ के 26वें त्रैवार्षिक अखिल भारतीय अधिवेशन का शुभारंभ किया। देशभर से आए मजदूर नेताओं, पदाधिकारियों और प्रतिनिधियों से भरे हुए सभागार में राज्यपाल ने अपने सारगर्भित उद्बोधन में एक महत्वपूर्ण संदेश दिया—
“संगठन यदि केवल स्वहित में डूब जाएगा तो उसका अस्तित्व समाप्त होने लगता है। अधिकार महत्वपूर्ण हैं, लेकिन अधिकारों के साथ कर्त्तव्य भी उतने ही आवश्यक हैं।”
यह अधिवेशन भारतीय मजदूर संघ—देश के सबसे बड़े श्रमिक संगठन—के बैनर तले आयोजित किया गया। आयोजन ऐसे समय हो रहा है जब भारत की अर्थव्यवस्था तेज गति से बदलाव और विस्तार के दौर से गुजर रही है, और मजदूर वर्ग इस बदलाव का केंद्रीय आधार बना हुआ है।
भारत का आर्थिक उत्थान — 11वीं से 4वीं सबसे बड़ी अर्थव्यवस्था तक की यात्रा में मजदूरों का अहम योगदान
राज्यपाल बागडे ने अपने संबोधन की शुरुआत भारत की आर्थिक प्रगति पर विस्तृत दृष्टि डालते हुए की। उन्होंने याद दिलाया कि वर्ष 2014 तक भारत दुनिया की 11वीं सबसे बड़ी अर्थव्यवस्था था, लेकिन पिछले लगभग एक दशक में अवसंरचना विकास, आर्थिक सुधारों और श्रमिकों की अथक मेहनत ने भारत को दुनिया की 4वीं सबसे बड़ी आर्थिक शक्ति बना दिया है।
राज्यपाल ने कहा—
“इस आर्थिक उन्नति के केंद्र में हमारे श्रमिक, हमारे मजदूर हैं। विशेष रूप से परिवहन क्षेत्र, जो देश के औद्योगिक, कृषि और उपभोक्ता ढांचे की धमनियों का काम करता है।”
दत्तोपंत ठेंगड़ी की विरासत — स्वदेशी, राष्ट्रहित और श्रमिक-प्रथम भारत की परिकल्पना
राज्यपाल ने भारतीय मजदूर संघ के संस्थापक श्री दत्तोपंत बापूराव ठेंगड़ी का उल्लेख करते हुए उनके योगदान और विचारों को याद किया। उन्होंने कहा कि 23 जुलाई 1955 को ठेंगड़ी जी ने पूरे देश के मजदूरों को एकजुट करने की दृष्टि से संगठन की स्थापना की थी।
उन्होंने कहा—
“ठेंगड़ी जी का मानना था कि मजदूर अपने आचरण, विचार और सभ्यता से सम्पूर्ण विश्व को एक कर सकते हैं। यदि देश का सर्वांगीण विकास करना है तो स्वदेशी का प्रोत्साहन ही सबसे बड़ा आधार है।”
आज जब भारत वैश्विक आपूर्ति शृंखला में आत्मनिर्भरता और स्वदेशी उत्पादों को बढ़ावा दे रहा है, ठेंगड़ी जी की सोच और अधिक प्रासंगिक दिखाई देती है।
“सिर्फ स्वहित वाले संगठन टिकते नहीं” — राज्यपाल का श्रमिक संगठनों को संदेश
राज्यपाल के भाषण का सबसे महत्वपूर्ण बिंदु यह चेतावनी थी कि जो संगठन केवल अपने हित की बात करते हैं, समय के साथ उनका प्रभाव क्षीण होने लगता है। उन्होंने कहा कि किसी भी संगठन की प्रासंगिकता तभी बनी रहती है जब वह समाज और राष्ट्रहित को सर्वोपरि मानकर कार्य करे।
उन्होंने कहा—
“प्रत्येक संगठन को स्वहित के साथ समाज और देश के हित का विचार अवश्य रखना चाहिए। अधिकार जितने महत्वपूर्ण हैं, कर्त्तव्य भी उतने ही आवश्यक हैं।”
उन्होंने यह भी कहा कि किसी राष्ट्र की मजबूती उसके श्रमिक वर्ग की निष्ठा, अनुशासन और जिम्मेदारी पर निर्भर करती है।
मजदूर — भारत के विकास की ‘धुरी’, परिवहन क्षेत्र को बताया राष्ट्रीय प्रगति का इंजन
राज्यपाल ने श्रमिकों को भारत की विकास यात्रा की ‘धुरी’ बताते हुए कहा कि परिवहन क्षेत्र आधुनिक भारत की प्रगति का प्रमुख आधार है।
उन्होंने उल्लेख किया कि ‘भारतमाला’, मल्टीमॉडल हब, डिजिटल फ्रेट नेटवर्क और तेज़ी से मजबूत हो रही लॉजिस्टिक्स संरचना के कारण देश के परिवहन कर्मियों की भूमिका पहले से कहीं अधिक महत्वपूर्ण हो गई है।
राज्यपाल ने कहा—
“परिवहन मजदूर केवल सहयोगी नहीं, बल्कि भारत की उभरती वैश्विक शक्ति के प्रमुख वाहक हैं।”
राजस्थान — वीरों, संतों और संस्कृति की भूमि, भुजिया और रसगुल्ला की वैश्विक पहचान
राज्यपाल ने अपने संबोधन में राजस्थान की सांस्कृतिक पहचान और ऐतिहासिक परंपराओं पर भी प्रकाश डाला। उन्होंने कहा कि यह राज्य वीरता और त्याग की भूमि है, जहां बप्पा रावल जैसे शूरवीरों ने विदेशी आक्रांताओं का सामना किया और राष्ट्र की रक्षा की।
उन्होंने कहा कि राजस्थान की भौगोलिक विविधता—मरुस्थल से लेकर जनजातीय बहुल क्षेत्रों तक—इसे भारत की सांस्कृतिक विविधता का प्रतिबिंब बनाती है।
उन्होंने यहां की गौभक्ति परंपरा, मजबूत सामाजिक ढांचे और लोक परंपराओं का भी उल्लेख किया।
हंसी-खुशी के माहौल में उन्होंने बीकानेर के प्रसिद्ध भुजिया और रसगुल्ला का ज़िक्र किया और कहा—
“इनकी मिठास और स्वाद ने बीकानेर को दुनिया भर में एक अलग पहचान दिलाई है।”
दीप प्रज्वलन के साथ हुआ उद्घाटन, नेतृत्व के स्वर गूंजे
अधिवेशन की शुरुआत राज्यपाल द्वारा परंपरागत दीप प्रज्वलन के साथ हुई। इसके बाद स्वागताध्यक्ष श्री मक्खन लाल कांडा ने स्वागत उद्बोधन दिया।
श्री रविंद्र हिमते, भारतीय मजदूर संघ के अखिल भारतीय महामंत्री, ने संगठन की स्थापना, इतिहास और इसकी वर्तमान स्थिति पर विस्तार से प्रकाश डाला।
श्री रमाकांत सचान, भारतीय परिवहन मजदूर संघ के राष्ट्रीय अध्यक्ष, ने अध्यक्षीय संबोधन में संघ के भविष्य की प्राथमिकताओं और चुनौतियों का उल्लेख किया।

राज्यपाल का संदेश पूरे अधिवेशन में गूंजता रहा —
“भारत का श्रमिक आंदोलन अब केवल अपने हितों तक सीमित नहीं रह सकता। उसे राष्ट्र निर्माण की दिशा में अग्रदूत बनना होगा।”
जैसे-जैसे देशभर के परिवहन कर्मी विचार-विमर्श और नीतिगत चर्चाओं में आगे बढ़ रहे हैं, यह अधिवेशन आने वाले समय के लिए श्रमिक-समर्थित, स्वदेशी-प्रेरित और राष्ट्रहित-केन्द्रित श्रम मॉडल को मजबूत आधार देने की दिशा में एक महत्वपूर्ण कदम सिद्ध हो रहा है।
