नई दिल्ली, 1 अक्टूबर 2025 – मुख्यालय एकीकृत रक्षा स्टाफ (HQ IDS), जो भारत की सेनाओं में संयुक्तता और एकीकरण की यात्रा का आधार स्तंभ है, ने आज अपना 25वां स्थापना दिवस मनाया। वर्ष 2001 में स्थापित यह संस्था अब एक चौथाई सदी का सफर तय कर चुकी है और आज यह थलसेना, नौसेना और वायुसेना को जोड़ने वाली धुरी, थिएटर कमांड ढांचे का सहायक स्तंभ, क्षमता विकास का मार्गदर्शक और साइबर, अंतरिक्ष एवं कृत्रिम बुद्धिमत्ता जैसे उभरते क्षेत्रों की तैयारी का अग्रदूत बन चुकी है।
कारगिल युद्ध से जन्मी अवधारणा
मुख्यालय IDS की स्थापना का विचार सीधे तौर पर कारगिल युद्ध (1999) से जुड़ा हुआ है। इस संघर्ष ने साफ दिखा दिया था कि तीनों सेनाओं के बीच बेहतर समन्वय और संयुक्त रणनीति की कमी राष्ट्रीय सुरक्षा के लिए खतरनाक हो सकती है। युद्ध के बाद बनी कारगिल समीक्षा समिति और फिर गठबंधन मंत्रियों की समिति (Group of Ministers) ने सुझाव दिया कि भारत को एक स्थायी संयुक्त सैन्य संस्था चाहिए, जो तीनों सेनाओं को जोड़ सके। इसी सिफारिश के आधार पर 1 अक्टूबर 2001 को HQ IDS की स्थापना की गई।

IDS की एक और अहम भूमिका रही है क्षमता निर्माण और Atmanirbharta in Defence को गति देना। इसने तीनों सेनाओं के लिए संयुक्त रोडमैप तैयार किए और DRDO, निजी रक्षा उद्योग और अन्य राष्ट्रीय शोध संस्थानों से जुड़कर स्वदेशी समाधानों को बढ़ावा दिया।
चाहे वह मिसाइल प्रणाली हो, कमांड एंड कंट्रोल नेटवर्क हो या फिर कृत्रिम बुद्धिमत्ता आधारित अनुप्रयोग, IDS ने हमेशा यह सुनिश्चित किया कि भारत केवल आयातित तकनीक पर निर्भर न रहे बल्कि खुद अपनी रक्षा क्षमताओं का निर्माण करे। साइबर सुरक्षा, अंतरिक्ष निगरानी और नेटवर्क-सेंट्रिक युद्धक तकनीकों जैसे क्षेत्र इसी दृष्टिकोण का हिस्सा हैं।
उच्च स्तर पर रणनीतिक संवाद का मंच
HQ IDS ने इन वर्षों में खुद को केवल सैन्य ढांचे का अंग ही नहीं बल्कि रणनीतिक विमर्श का केंद्रीय मंच भी बना लिया है। हर साल आयोजित होने वाला Combined Commanders’ Conference (CCC) इसी का परिणाम है, जिसमें प्रधानमंत्री और रक्षा मंत्री सीधे सैन्य नेतृत्व से संवाद करते हैं।

युद्धक तैयारी के अलावा HQ IDS ने हमेशा आपदा प्रबंधन और मानवीय सहायता (HADR) अभियानों को प्राथमिकता दी। चाहे सुनामी हो, भूकंप हो, बाढ़ या महामारी—IDS के समन्वय से तीनों सेनाओं ने मिलकर राहत और बचाव कार्यों को अंजाम दिया।
बड़े पैमाने पर HADR अभ्यास आयोजित कर यह सुनिश्चित किया गया कि संकट की घड़ी में सेना तुरंत नागरिक प्रशासन की मदद के लिए तैयार रहे। इस तरह IDS ने सेनाओं की छवि केवल युद्धक बल के रूप में नहीं, बल्कि जनता के रक्षक और सहायक के रूप में भी मजबूत की।
नई युद्धक सीमाओं के लिए तैयारी: साइबर, एआई और अंतरिक्ष
21वीं सदी के युद्ध केवल थल, जल और नभ तक सीमित नहीं रहे। अब युद्ध की नई सीमाएं साइबर, कृत्रिम बुद्धिमत्ता (AI) और अंतरिक्ष हैं। IDS ने इन क्षेत्रों में भी भारत की तैयारी को आगे बढ़ाया।
इसने साइबर डिफेंस के लिए अंतर-सेवा समन्वय ढांचे विकसित किए, वैज्ञानिक संस्थानों के साथ मिलकर AI-आधारित समाधान तैयार करवाए और अंतरिक्ष में संचार व निगरानी क्षमताओं को सेना की जरूरतों से जोड़ा। इससे यह संस्था केवल समन्वयक ही नहीं, बल्कि आधुनिकीकरण की चालक शक्ति बन गई।
भविष्य की राह: और गहरी संयुक्तता व वैश्विक भूमिका
25वें वर्ष में प्रवेश करते हुए HQ IDS ने एक विस्तृत भविष्य रोडमैप तैयार किया है। इसके मुख्य बिंदु हैं:
- संयुक्त युद्ध सिद्धांतों को और मजबूत करना, ताकि वे हाइब्रिड वारफेयर परिस्थितियों के अनुकूल हों।
- उन्नत तकनीक और रणनीतिक दूरदृष्टि के साथ प्रशिक्षण ढांचे का निर्माण।
- बहुपक्षीय सैन्य सहयोग में भारत की भूमिका का विस्तार, विशेषकर इंडो-पैसिफिक में।
- थिएटर कमांड्स की स्थापना में तेजी लाना ताकि भारत की तीनों सेनाएं एकीकृत बल के रूप में युद्ध कर सकें।
कर्मियों के समर्पण को नमन
स्थापना दिवस के अवसर पर HQ IDS ने अपने वर्तमान और पूर्व सभी कर्मियों को नमन किया। नीति निर्धारण, योजना, रसद, खुफिया और क्षमता विकास जैसे क्षेत्रों में उनकी मेहनत और समर्पण ने इस संस्था को राष्ट्रीय सुरक्षा ढांचे की रीढ़ बना दिया है।
रक्षा मंत्रालय ने भी संदेश में कहा कि IDS को योजनाओं, बल संरचना, क्षमता निर्माण और सिद्धांत विकास में एकीकृत दृष्टिकोण लाने के लिए स्थापित किया गया था। आज 25 साल बाद यह संस्था उसी मिशन को और मजबूती के साथ आगे बढ़ा रही है।
