13th High-Level Meeting Between Indian Coast Guard and Korea Coast Guard Held in New Delhi

In a major diplomatic and maritime security development, the 13th High-Level Meeting (HLM) between the Indian Coast Guard (ICG) and the Korea Coast Guard (KCG) was held in New Delhi on July 21, 2025, reaffirming the deep-rooted strategic partnership between India and South Korea in the Indo-Pacific region. The meeting served as a crucial platform to advance bilateral cooperation on a wide range of maritime security issues including Search and Rescue (SAR), Pollution Response (PR), and Maritime Law Enforcement (MLE).
The high-level dialogue was co-chaired by Director General S Paramesh, the head of the Indian Coast Guard, and his Korean counterpart Commissioner General KIM Yong Jin, who is currently on a five-day official visit to India leading a five-member delegation from July 20 to July 24, 2025.
Shared Commitments Under 2006 MoU Reinvigorated
The HLM is held under the framework of the Memorandum of Understanding (MoU) signed in 2006, which institutionalized cooperation between the two maritime agencies. Over the years, this cooperation has grown from joint training and reciprocal visits to tactical-level coordination during maritime emergencies and the sharing of maritime domain awareness (MDA).
This 13th edition of the meeting reaffirmed the continued strategic convergence between India and South Korea to ensure safe and secure seas, particularly in light of increasing maritime challenges including piracy, illegal fishing, smuggling, marine pollution, and emerging geopolitical threats in the Indo-Pacific.
Key Discussion Areas: SAR, PR, MLE & Beyond
During the meeting, both sides conducted in-depth discussions on:
- Enhancing Search and Rescue (SAR) interoperability, including joint drills and real-time data sharing in emergencies.
- Expanding capabilities in Pollution Response (PR) with emphasis on technology transfer, best practices, and coordinated response mechanisms for oil spills and marine pollution.
- Strengthening Maritime Law Enforcement (MLE) by exchanging experience on vessel monitoring, anti-smuggling operations, and high-seas policing protocols.
- Fostering personnel exchange programmes, training collaborations, and simulation exercises.
- Improving coordination mechanisms for humanitarian assistance and disaster relief (HADR) operations in the Indian Ocean and Western Pacific.
Korean Delegation’s Strategic Visit to Mumbai
As part of their official itinerary, the KCG delegation will visit Mumbai from July 23–24, where they will tour:
- Mazagon Dock Shipbuilders Limited (MDL), one of India’s premier defence public sector shipyards, to explore potential avenues for industrial collaboration and shipbuilding partnerships.
- An Indian Coast Guard patrol vessel, to understand India’s operational procedures and explore avenues for cross-training, joint patrolling initiatives, and integration of maritime surveillance platforms.
This Mumbai visit is expected to broaden maritime industrial synergy between both nations, especially in sectors like ship design, propulsion systems, and eco-friendly patrol vessel construction.
India–South Korea: An Indo-Pacific Maritime Convergence
The evolving partnership between ICG and KCG is situated within the broader Indo-Pacific Vision, where both New Delhi and Seoul seek to promote a free, open, inclusive, and rules-based maritime order. South Korea’s active participation in Indian Ocean initiatives and India’s growing footprint in East Asian maritime dialogues have made the two nations natural maritime allies.
Commissioner General KIM Yong Jin noted the importance of shared maritime interests and mutual respect for international maritime law:
“India and Korea are connected by sea, commerce, and shared democratic values. Our coast guards are working as bridges between our governments and as guardians of our waters.”
Director General S Paramesh echoed the sentiment, stating:
“This partnership is built on trust and operational understanding. We are committed to building a regional maritime security architecture that is agile, cooperative, and sustainable.”
Background: Building on Maritime Cooperation Since 2006
Since the signing of the MoU in 2006, ICG and KCG have conducted numerous bilateral exercises, capacity-building initiatives, and exchange programs. Both agencies also participate in regional forums such as the Heads of Asian Coast Guard Agencies Meeting (HACGAM), ensuring that maritime diplomacy complements operational engagement.
The HLMs, held regularly, have become a cornerstone for shaping policy-level dialogue and tactical implementation strategies, with the current 13th edition focusing significantly on future cooperation avenues in AI-based surveillance, pollution sensor systems, and real-time distress tracking.
Looking Ahead: Maritime Security in a Changing Geostrategic Landscape
The timing of this meeting is critical, coming amidst an evolving maritime threat landscape in the Indo-Pacific, where illegal maritime activities, rising regional assertiveness, and climate change-induced marine disasters pose collective challenges.
Through such cooperative dialogues, India and South Korea aim to emerge as leading democratic maritime powers, capable of responding jointly to crises, assisting smaller regional states, and maintaining stability in sea lanes of communication (SLOCs).

भारत और दक्षिण कोरिया के बीच समुद्री सुरक्षा सहयोग को मज़बूत करने के उद्देश्य से 13वीं उच्च स्तरीय बैठक (High-Level Meeting – HLM) का आयोजन नई दिल्ली में 21 जुलाई 2025 को किया गया। यह बैठक भारतीय तटरक्षक बल (ICG) और कोरिया तटरक्षक बल (KCG) के बीच 2006 में हस्ताक्षरित समझौता ज्ञापन (MoU) के तहत आयोजित की गई थी।
बैठक की सह-अध्यक्षता भारतीय तटरक्षक महानिदेशक एस परमेश और कोरियाई तटरक्षक बल के आयुक्त जनरल किम योंग जिन ने की, जो वर्तमान में 20 से 24 जुलाई तक भारत की आधिकारिक यात्रा पर एक पांच सदस्यीय प्रतिनिधिमंडल का नेतृत्व कर रहे हैं।
खोज और बचाव, प्रदूषण नियंत्रण और समुद्री कानून प्रवर्तन में सहयोग
बैठक के दौरान दोनों पक्षों ने इन मुख्य विषयों पर गहन चर्चा की:
- समुद्री खोज और बचाव (SAR) अभियानों में समन्वय बढ़ाना और आपातकालीन परिस्थितियों में संयुक्त अभ्यास को बढ़ावा देना।
- समुद्री प्रदूषण नियंत्रण (Pollution Response) तकनीकों का आदान-प्रदान, विशेषकर तेल रिसाव जैसे संकटों में त्वरित प्रतिक्रिया क्षमता विकसित करना।
- समुद्री कानून प्रवर्तन (Maritime Law Enforcement) में सहयोग – जिसमें तस्करी, अवैध मछली पकड़ना, और समुद्री सुरक्षा संबंधी चुनौतियों से निपटना शामिल है।
- संयुक्त प्रशिक्षण कार्यक्रम, तकनीकी विनिमय और द्विपक्षीय टेबल-टॉप अभ्यास की योजना बनाना।
मुंबई यात्रा: औद्योगिक और संचालनिक साझेदारी को बल
23-24 जुलाई को कोरियाई प्रतिनिधिमंडल मुंबई यात्रा पर जाएगा, जहां वे:
- मझगांव डॉक शिपबिल्डर्स लिमिटेड (MDL) का दौरा करेंगे और भारत के नौसैनिक जहाज निर्माण क्षेत्र की क्षमताओं का अवलोकन करेंगे।
- एक भारतीय तटरक्षक पोत का दौरा भी करेंगे, जिससे संचालनिक प्रक्रियाओं को समझने और भविष्य में संयुक्त गश्त और प्रशिक्षण के लिए सहयोग के रास्ते खुलेंगे।
हिंद-प्रशांत में साझा दृष्टिकोण और सहयोग की नींव
भारत और कोरिया दोनों हिंद-प्रशांत क्षेत्र में स्थिरता, नियम आधारित आदेश और समुद्री सुरक्षा को प्राथमिकता देते हैं। ऐसे में दोनों देशों की तटरक्षक एजेंसियों के बीच यह साझेदारी सिर्फ तकनीकी नहीं, बल्कि रणनीतिक महत्व भी रखती है।
आयुक्त जनरल किम योंग जिन ने कहा:
“हम समुद्रों से जुड़े हैं, हमारे व्यापार, संस्कृति और लोकतांत्रिक मूल्य हमें जोड़ते हैं। तटरक्षक बलों के बीच यह सहयोग भविष्य की साझा सुरक्षा की नींव है।”
महानिदेशक एस परमेश ने भी बल देते हुए कहा:
“हम केवल समुद्र की रक्षा नहीं कर रहे, बल्कि एक ऐसा सहयोग मॉडल बना रहे हैं जो पूरी दुनिया के लिए उदाहरण बने।”
द्विपक्षीय सहयोग की दिशा में मजबूत कदम
भारत और कोरिया के तटरक्षक बलों के बीच यह बैठक एक रणनीतिक साझेदारी को गहराई देने का प्रतीक है, जो आने वाले समय में न केवल तकनीकी, बल्कि रणनीतिक, औद्योगिक और मानवीय सहयोग के नए आयाम खोलेगी।
