India–Japan Maritime Dialogue Deepens: Capt Asano Shiro Meets JS Amitabh Prasad to Advance Strategic Outcomes of Defence Ministers’ Dialogue

In a significant diplomatic and strategic interaction under the growing Indo-Pacific security framework, Captain Asano Shiro, Deputy Director of the Plans and Programs Division at the Maritime Staff Office of Japan’s Ministry of Defense, called on Shri Amitabh Prasad, Joint Secretary (International Cooperation), Ministry of Defence, Government of India, in New Delhi today. The meeting marks a vital step toward realising and operationalising key outcomes of the recently concluded India–Japan Defence Ministers’ Dialogue held earlier this month.

A Meeting That Echoes Strategic Commitment in the Indo-Pacific

The bilateral interaction, held at South Block, comes amid growing convergence between India and Japan in ensuring a free, open, inclusive and rules-based Indo-Pacific. With increasing challenges to maritime domain awareness and regional stability due to assertive postures in the South and East China Seas, this meeting holds immense strategic significance.

Sources confirmed that both sides reviewed the implementation status of various agreements and engagements that emerged from the 2+2 Defence and Foreign Ministers’ dialogue and the bilateral Defence Ministers’ Meeting. The discussions revolved around strengthening interoperability, ensuring maritime domain awareness, increasing frequency and scale of joint naval exercises, and establishing operational synergies in humanitarian assistance and disaster relief (HADR) missions.

India–Japan: From Strategic Partnership to Maritime Bonding

Captain Shiro, a decorated officer and senior functionary in Japan’s maritime security establishment, underscored Tokyo’s strong interest in forging closer naval and security cooperation with New Delhi. According to defence sources, his meeting with Amitabh Prasad focused on implementing the Vision Statement issued during the ministerial-level talks, particularly in maritime security, defence industrial collaboration, and training exchanges.

India, which has been actively deepening its engagements under the Quad and IORA frameworks, reiterated its commitment to bilateral cooperation with Japan not just in joint naval drills like JIMEX and Malabar, but also in institutionalised dialogues, defence technology collaboration, and defence supply chains.

The meeting was also viewed as part of the preparatory groundwork for upcoming high-level interactions, including possible Japan Maritime Self-Defense Force (JMSDF) participation in Milan 2026 and follow-up staff talks between naval headquarters.

Maritime Domain Awareness, Joint Exercises & Beyond

The Joint Secretary and the Japanese Captain discussed several key projects and initiatives such as:

• Maritime Domain Awareness (MDA): Both nations discussed mechanisms to further integrate India’s Information Fusion Centre – Indian Ocean Region (IFC-IOR) with Japanese inputs to bolster situational awareness.
• Naval Exercises: Enhancements in bilateral and multilateral naval drills, particularly increasing complexity and realism in joint operations and underwater domain cooperation, were explored.
• Defence Industrial Cooperation: The Indian side briefed the Japanese official on Make in India opportunities in the maritime sector, including shipbuilding, AI-enabled surveillance platforms, and unmanned maritime systems.
• Capacity Building: Japan proposed more cadet exchanges, officer-level training modules, and logistics sharing under the ACSA (Acquisition and Cross-Servicing Agreement) framework.

Diplomatic Coordination for Strategic Depth

Captain Shiro’s visit follows a series of high-level diplomatic and military exchanges that reflect the maturing trust between Tokyo and New Delhi. The India–Japan Special Strategic and Global Partnership has witnessed major traction in recent years, especially in domains like cybersecurity, defence production, and military-to-military exchanges.

The current interaction is seen as part of India’s broader strategic outreach under the Indo-Pacific Oceans Initiative (IPOI) and Japan’s Free and Open Indo-Pacific (FOIP) vision. These complement one another and act as bulwarks against expansionist threats in the maritime space.

भारत-जापान रक्षा सहयोग को नई दिशा : कैप्टन असानो शिरो ने की रक्षा मंत्रालय में अहम बातचीत

भारत और जापान के बीच रक्षा सहयोग को और अधिक सुदृढ़ करने की दिशा में एक और महत्वपूर्ण कदम आज उस समय देखा गया, जब जापान के रक्षा मंत्रालय के मारीटाइम स्टाफ ऑफिस के प्लान्स एंड प्रोग्राम्स डिवीजन के डिप्टी डायरेक्टर कैप्टन असानो शिरो ने भारत सरकार के रक्षा मंत्रालय में संयुक्त सचिव श्री अमिताभ प्रसाद से औपचारिक भेंट की। यह बैठक हाल ही में संपन्न भारत-जापान रक्षा मंत्रियों की द्विपक्षीय वार्ता के परिणामों को आगे बढ़ाने और उन्हें कार्यरूप देने की दिशा में की गई थी।

हालिया रक्षा मंत्रियों की वार्ता की निरंतरता में रणनीतिक संवाद

गौरतलब है कि भारत और जापान के बीच हाल ही में हुई रक्षा मंत्रियों की बैठक ने हिंद-प्रशांत क्षेत्र में स्थिरता, सुरक्षा और नियम आधारित अंतरराष्ट्रीय व्यवस्था की पुनर्पुष्टि की थी। उसी कड़ी में यह उच्चस्तरीय बैठक भारत-जापान के बढ़ते सैन्य तालमेल को संस्थागत स्वरूप देने का प्रतीक है। कैप्टन असानो शिरो की भारत यात्रा इसी दिशा में एक ठोस कूटनीतिक प्रयास है।

समुद्री सुरक्षा और रणनीतिक समन्वय पर जोर

संवाद के दौरान दोनों पक्षों ने हिंद महासागर क्षेत्र में उभरती चुनौतियों, समुद्री डोमेन जागरूकता (Maritime Domain Awareness), संयुक्त गश्त (Joint Patrols), और दोनों नौसेनाओं के बीच सूचना साझाकरण जैसे महत्वपूर्ण विषयों पर विचार विमर्श किया। इसके अलावा, संभावित संयुक्त नौसैनिक अभ्यासों, प्रशिक्षण विनिमय कार्यक्रमों और पनडुब्बी विरोधी अभियानों में सहयोग को भी प्राथमिकता दी गई।

संयुक्त सचिव अमिताभ प्रसाद ने भारत की “एक्ट ईस्ट” नीति और “सागर” (SAGAR – Security and Growth for All in the Region) दृष्टिकोण के तहत जापान के साथ द्विपक्षीय रक्षा संबंधों को और विस्तार देने की प्रतिबद्धता दोहराई। उन्होंने कैप्टन असानो शिरो को आश्वस्त किया कि भारत जापान के साथ बहुस्तरीय रक्षा संवाद, सैन्य तकनीकी सहयोग और मानव संसाधन विकास को प्रोत्साहित करता रहेगा।

साझा हित और क्षेत्रीय स्थिरता की ओर साझा दृष्टिकोण

कैप्टन असानो शिरो ने भारत-जापान रक्षा संबंधों को “स्टेबिलिटी एंकर” (स्थिरता का आधार) करार देते हुए कहा कि दोनों देश लोकतांत्रिक मूल्य, खुले समुद्र और नियम आधारित अंतरराष्ट्रीय व्यवस्था में विश्वास करते हैं। उन्होंने इस बात पर संतोष जताया कि द्विपक्षीय रक्षा सहयोग अब रणनीतिक और संचालनात्मक गहराई तक पहुंच चुका है।

भविष्य की राह

बैठक का समापन दोनों पक्षों की इस प्रतिबद्धता के साथ हुआ कि भारत-जापान रक्षा सहयोग को और अधिक गहन एवं व्यावहारिक स्वरूप दिया जाएगा। रक्षा मंत्रालय के सूत्रों के अनुसार, आने वाले महीनों में भारत-जापान संयुक्त स्टाफ टॉक्स, नौसेना स्तर पर उच्चस्तरीय बैठकें, और समुद्री सुरक्षा अभ्यासों की रूपरेखा तैयार की जा रही है।

यह बैठक इस बात का स्पष्ट संकेत है कि भारत और जापान केवल रणनीतिक साझेदार नहीं हैं, बल्कि इंडो-पैसिफिक में स्थिरता और नियम आधारित व्यवस्था के लिए एक-दूसरे के भरोसेमंद सहयोगी बन चुके हैं।
