India Re-Elected to ICAO Council with Stronger Mandate, Reinforces Global Leadership in Civil Aviation
Montreal/New Delhi, 30 September 2025 — India has once again secured a prominent seat at the high table of international aviation governance, winning re-election to the Council of the International Civil Aviation Organization (ICAO) under Part II with an even stronger mandate than before. The election, held on 27 September 2025 during the ongoing 42nd ICAO Assembly in Montreal, marks yet another diplomatic and strategic win for India, reaffirming its central role in shaping the future of global civil aviation.
A Stronger Mandate, A Greater Responsibility
India’s re-election was accompanied by a decisive increase in the number of votes it secured compared to the last elections in 2022. This improvement reflects a growing global confidence in India’s aviation capabilities, governance, and its constructive leadership within ICAO. Part II of the ICAO Council is reserved for countries that make the largest contribution to facilities for international civil air navigation, placing India among a select group of states whose role is indispensable in managing global aviation infrastructure and safety.
Campaigning with Diplomacy and Determination
India’s re-election did not happen by chance. It was the result of a well-coordinated campaign blending diplomacy, technical credibility, and strategic outreach. Earlier in September, on the 2nd, the Ministry of Civil Aviation hosted a special reception in New Delhi for Ambassadors and High Commissioners representing ICAO member states. Civil Aviation Minister Shri Rammohan Naidu, while addressing the gathering, highlighted India’s achievements in aviation safety, infrastructure expansion, green initiatives, and equitable connectivity. He sought their valuable support for India’s candidature for the 2025–2028 term.
Simultaneously, the Ministry of External Affairs (MEA) played a crucial role in garnering backing from other countries. Through sustained bilateral engagements, high-level meetings, and strategic lobbying, Indian diplomats made sure the message of India’s commitment to ICAO’s objectives resonated with fellow member states. India’s Representative to ICAO headquarters in Montreal also carried out intensive canvassing in the run-up to the elections.

Discussions centered around partnerships in aircraft component manufacturing, Maintenance, Repair, and Overhaul (MRO) facilities, as well as skill development initiatives.

India’s relationship with ICAO is as old as the organization itself. A founding member since 1944, India has maintained an uninterrupted presence on the ICAO Council for 81 consecutive years. This consistent representation reflects the country’s determination to safeguard international aviation and to ensure that no country, irrespective of its size or geography, is left behind in the march toward safer skies.

ICAO काउंसिल में भारत को फिर से बड़ी जीत, मजबूत जनादेश के साथ दोबारा चुना गया
मॉन्ट्रियल/नई दिल्ली, 30 सितम्बर 2025 — अंतरराष्ट्रीय नागरिक उड्डयन जगत में भारत की भूमिका और नेतृत्व को एक बार फिर वैश्विक मान्यता मिली है। अंतर्राष्ट्रीय नागरिक उड्डयन संगठन (ICAO) की परिषद (काउंसिल) में भारत को पार्ट-II श्रेणी में पुनः निर्वाचित किया गया है और इस बार उसे पहले की तुलना में कहीं अधिक मजबूत जनादेश प्राप्त हुआ है। 27 सितम्बर 2025 को मॉन्ट्रियल में चल रहे 42वें ICAO महासभा सत्र के दौरान हुए इस चुनाव को भारत की कूटनीतिक और रणनीतिक सफलता के रूप में देखा जा रहा है।
मजबूत जनादेश का संदेश
2022 के पिछले चुनावों की तुलना में भारत को इस बार अधिक मत मिले। यह न केवल भारत के बढ़ते विमानन क्षेत्र की क्षमता का संकेत है, बल्कि सदस्य देशों का भारत की नीतियों, नियमों और सुरक्षित, स्थायी व समावेशी हवाई यातायात प्रबंधन के प्रति भरोसे को भी दर्शाता है। ICAO काउंसिल का पार्ट-II उन देशों के लिए आरक्षित है जो अंतरराष्ट्रीय नागरिक हवाई यातायात के लिए सुविधाएं उपलब्ध कराने में सबसे बड़ा योगदान देते हैं। इस श्रेणी में भारत का चुना जाना उसकी वैश्विक विमानन व्यवस्था में अनिवार्य भूमिका को प्रमाणित करता है।
रणनीतिक अभियान और कूटनीति की जीत
भारत की इस जीत के पीछे एक सुनियोजित रणनीति और सक्रिय कूटनीति रही। 2 सितम्बर 2025 को नागरिक उड्डयन मंत्रालय ने नई दिल्ली में एक विशेष स्वागत समारोह आयोजित किया था, जिसमें विभिन्न देशों के राजदूत और उच्चायुक्त शामिल हुए। इस अवसर पर नागरिक उड्डयन मंत्री श्री राममोहन नायडू ने भारत की उपलब्धियों — विमानन सुरक्षा, हवाई अड्डा विस्तार, हरित पहल और कनेक्टिविटी बढ़ाने — को रेखांकित किया और भारत की उम्मीदवारी के लिए समर्थन मांगा।
विदेश मंत्रालय (MEA) ने भी लगातार संवाद और द्विपक्षीय वार्ताओं के माध्यम से सदस्य देशों का समर्थन जुटाने में अहम भूमिका निभाई। वहीं, ICAO मुख्यालय मॉन्ट्रियल में भारत के प्रतिनिधि (ROI) ने चुनाव पूर्व गहन संपर्क अभियान चलाया। इन सभी प्रयासों का नतीजा यह रहा कि मतदान में भारत को पहले से कहीं अधिक समर्थन मिला।
मॉन्ट्रियल में सक्रियता और वैश्विक साझेदारी
मंत्री राममोहन नायडू ने चुनावी गतिविधियों के अलावा मॉन्ट्रियल में कई सदस्य देशों के मंत्रियों और वैश्विक विमानन उद्योग के प्रतिनिधियों से भी मुलाकात की। चर्चाओं का केंद्र विमानन कलपुर्ज़ा निर्माण, एमआरओ (मेंटेनेंस, रिपेयर, ओवरहाल) सुविधाओं का विकास और कौशल निर्माण जैसे क्षेत्र रहे।
भारत पहले से ही दुनिया का तीसरा सबसे बड़ा विमानन बाज़ार है और आने वाले दशक में इसमें और तीव्र वृद्धि की संभावना है। ऐसे में वैश्विक विमानन जगत की निगाहें भारत पर टिकी हैं। सुरक्षा और स्थिरता को प्राथमिकता देते हुए भारत अपनी घरेलू प्रगति को वैश्विक स्तर पर भी नीति निर्धारण और तकनीकी नवाचार का नेतृत्व देने में बदलना चाहता है।
81 वर्षों से लगातार उपस्थिति
ICAO में भारत की भूमिका कोई नई नहीं है। 1944 में संगठन की स्थापना से ही भारत इसका संस्थापक सदस्य रहा है और लगातार 81 वर्षों से परिषद का हिस्सा है। यह निरंतर उपस्थिति इस बात का प्रमाण है कि भारत न केवल अपने हितों की रक्षा करता है बल्कि वैश्विक स्तर पर भी सुरक्षित और समान विमानन को आगे बढ़ाने के लिए प्रतिबद्ध है।
भारत ने हमेशा नीति निर्माण, नियामक ढांचे, अंतरराष्ट्रीय मानकों और लैंगिक समावेशन जैसे क्षेत्रों में योगदान दिया है। यह विरासत आज भी जारी है और भारत की पुनर्निर्वाचित सदस्यता इसे और अधिक मजबूती देती है।
ICAO और वैश्विक निर्णय प्रक्रिया
हर तीन साल में बुलायी जाने वाली ICAO महासभा संगठन की सर्वोच्च निर्णयकारी संस्था है, जिसमें 193 सदस्य देश शामिल होते हैं। इसी सभा के दौरान 36 सदस्यीय ICAO काउंसिल का चुनाव होता है। यही परिषद अगले तीन वर्षों तक ICAO की नीतियों और दिशा को तय करती है।

- अंतरराष्ट्रीय विमानन सुरक्षा, संरक्षा और स्थिरता को और मजबूत करना।
- न्यायसंगत हवाई कनेक्टिविटी को बढ़ावा देना ताकि विकासशील देश भी हवाई सेवाओं का लाभ ले सकें।
- तकनीकी नवाचार और नई खोजों को आगे बढ़ाना, जिसमें हरित ईंधन, विद्युत प्रणोदन और डिजिटल विमानन प्रणालियां शामिल हैं।
- ICAO की “नो कंट्री लेफ्ट बिहाइंड” पहल को समर्थन देना, जिससे कोई भी सदस्य देश पिछड़ा न रह जाए।
भारत की वैश्विक आकांक्षाओं का प्रतीक
ICAO काउंसिल में भारत की यह जीत केवल एक चुनावी सफलता नहीं है, बल्कि यह भारत की व्यापक वैश्विक आकांक्षाओं का भी प्रतीक है। जैसे भारत ने अंतरराष्ट्रीय सौर गठबंधन, G20 अध्यक्षता और ग्लोबल बायोफ्यूल्स अलायंस में नेतृत्व दिखाया है, वैसे ही ICAO के भीतर भी भारत आने वाले वर्षों में स्थायी और सुरक्षित विमानन के भविष्य को आकार देने में अग्रणी भूमिका निभाएगा।
