Indian Army and MGUMST Sign Landmark MoU to Transform Medical Education and Advanced Healthcare for Soldiers and Veterans

A Historic Partnership Strengthening the Soldier–Nation Bond
In a significant development aimed at reinforcing the welfare ecosystem of the Indian Armed Forces, the Indian Army and Mahatma Gandhi University of Medical Sciences & Technology (MGUMST) signed a landmark Memorandum of Understanding (MoU) on Tuesday, 03 February 2026, in Jaipur. This strategic collaboration marks a major step towards providing comprehensive medical education opportunities, structured training, and advanced healthcare services to serving and retired Army personnel and their wards. The agreement reflects a growing synergy between premier defence institutions and leading academic-medical universities, designed to address both educational aspirations and healthcare needs of the military community.
MoU Signed in the Presence of Sapta Shakti Army Commander
The MoU was formalised in the august presence of Lieutenant General Manjinder Singh, Army Commander, Sapta Shakti Command, underlining the importance the Indian Army attaches to this initiative. Senior Army officers, university leadership, medical faculty members, and administrative officials were present during the signing ceremony. The presence of the Army Commander highlighted that the agreement is not merely symbolic, but a mission-oriented partnership aligned with the Army’s long-term vision of holistic welfare for soldiers and veterans, extending beyond active service into post-retirement life.
Focus on Medical Education for Wards of Army Personnel
A key pillar of the MoU is the emphasis on educational empowerment of children of Indian Army personnel. Under the agreement, meritorious children of serving and retired Army personnel who secure admission to Mahatma Gandhi Medical College and Mahatma Gandhi Dental College will be awarded scholarships amounting to ₹1,00,000 per annum. This provision is expected to significantly ease the financial burden associated with professional medical education, enabling deserving students from military families to pursue careers in medicine and dentistry without economic constraints becoming a barrier.
Scholarships Extended to Allied Health Sciences
Beyond MBBS and dental education, the MoU also encompasses allied health sciences, recognising the growing importance of paramedical and healthcare support professions in India’s medical ecosystem. Students admitted to other allied health institutions under Mahatma Gandhi University of Health and Science will be eligible for scholarships equivalent to 33 percent of the prescribed tuition fee. This inclusive approach ensures that a wide spectrum of healthcare education—from nursing and physiotherapy to laboratory sciences and other paramedical disciplines—remains accessible to Army families.
Advanced Healthcare Support Beyond Military Medical Facilities
The agreement goes well beyond academics, addressing a critical gap in advanced healthcare access for soldiers and veterans. Under the MoU, serving and retired Army personnel will be eligible for free medical and surgical management (excluding medicines and disposables) at MGUMST facilities in cases where advanced treatment options are not available within Army Medical Establishments. This provision is particularly significant for complex and specialised procedures that may require super-specialty infrastructure or expertise not always available within the military healthcare system.
Coverage Outside ECHS Brings Major Relief
Importantly, the MoU also extends benefits to cases not covered under the Ex-Servicemen Contributory Health Scheme (ECHS). For many veterans and their families, treatments falling outside ECHS coverage can become a source of financial and emotional stress. By offering free medical and surgical care in such cases, MGUMST has positioned itself as a vital civilian healthcare partner to the Indian Army, reinforcing a safety net for those who have served the nation.
Strengthening Civil–Military Healthcare Integration
This collaboration represents a growing trend of civil–military integration in healthcare, where civilian institutions complement military medical services. For the Indian Army, such partnerships enhance flexibility and resilience in healthcare delivery, especially as medical technologies become increasingly specialised. For MGUMST, the MoU provides an opportunity to align academic excellence with national service, exposing students and faculty to the unique medical challenges faced by military personnel.

University officials described the MoU as a reflection of MGUMST’s core values of academic excellence, social responsibility, and nation-building. भारतीय सशस्त्र बलों के कल्याण को सुदृढ़ करने की दिशा में एक ऐतिहासिक पहल के तहत भारतीय सेना और महात्मा गांधी यूनिवर्सिटी ऑफ़ मेडिकल साइंसेज़ एंड टेक्नोलॉजी (MGUMST) के बीच मंगलवार, 03 फरवरी 2026 को जयपुर में एक महत्वपूर्ण समझौता ज्ञापन (MoU) पर हस्ताक्षर किए गए। यह समझौता सेवारत एवं सेवानिवृत्त सैनिकों तथा उनके आश्रितों को चिकित्सा शिक्षा, व्यावसायिक प्रशिक्षण और उन्नत स्वास्थ्य सेवाएँ प्रदान करने की दिशा में एक दूरदर्शी कदम माना जा रहा है। यह साझेदारी सैन्य संस्थानों और अग्रणी चिकित्सा-शैक्षणिक विश्वविद्यालयों के बीच बढ़ते सहयोग को दर्शाती है, जिसका उद्देश्य सैनिक परिवारों की शैक्षणिक आकांक्षाओं और स्वास्थ्य आवश्यकताओं दोनों को एक साथ संबोधित करना है।
सप्त शक्ति कमान के आर्मी कमांडर की गरिमामयी उपस्थिति में हस्ताक्षर
यह MoU सप्त शक्ति कमान के आर्मी कमांडर लेफ्टिनेंट जनरल मनजिंदर सिंह की गरिमामयी उपस्थिति में संपन्न हुआ। समारोह में वरिष्ठ सैन्य अधिकारी, विश्वविद्यालय प्रबंधन, चिकित्सा संकाय और प्रशासनिक प्रतिनिधि मौजूद रहे। आर्मी कमांडर की उपस्थिति ने इस बात को रेखांकित किया कि यह समझौता केवल औपचारिक नहीं, बल्कि भारतीय सेना के दीर्घकालिक सैनिक कल्याण दृष्टिकोण का एक ठोस हिस्सा है, जो सक्रिय सेवा से लेकर सेवानिवृत्ति के बाद तक सैनिकों और उनके परिवारों के जीवन को सुरक्षित और समर्थ बनाने की दिशा में काम करेगा।
सैनिकों के बच्चों के लिए चिकित्सा शिक्षा के नए अवसर
इस समझौते का एक प्रमुख स्तंभ सैनिकों के बच्चों की शिक्षा को सशक्त बनाना है। MoU के तहत महात्मा गांधी मेडिकल कॉलेज और महात्मा गांधी डेंटल कॉलेज में प्रवेश पाने वाले सेवारत एवं सेवानिवृत्त सैनिकों के प्रतिभाशाली बच्चों को 1,00,000 रुपये प्रतिवर्ष की छात्रवृत्ति प्रदान की जाएगी। यह पहल महंगी चिकित्सा शिक्षा से जुड़ी आर्थिक चुनौतियों को काफी हद तक कम करेगी और सैनिक परिवारों के मेधावी विद्यार्थियों को बिना आर्थिक दबाव के डॉक्टर और दंत चिकित्सक बनने का अवसर देगी।
सहायक एवं पैरामेडिकल शिक्षा को भी मिलेगा लाभ
समझौता केवल एमबीबीएस और डेंटल शिक्षा तक सीमित नहीं है, बल्कि इसमें सहायक एवं पैरामेडिकल पाठ्यक्रमों को भी शामिल किया गया है। महात्मा गांधी यूनिवर्सिटी ऑफ़ हेल्थ एंड साइंस के अंतर्गत संचालित अन्य संबद्ध स्वास्थ्य संस्थानों में प्रवेश लेने वाले विद्यार्थियों को निर्धारित ट्यूशन फीस के 33 प्रतिशत के बराबर छात्रवृत्ति दी जाएगी। इससे नर्सिंग, फिजियोथेरेपी, लैब टेक्नोलॉजी और अन्य स्वास्थ्य-सहायक क्षेत्रों में भी सैनिक परिवारों के युवाओं को आगे बढ़ने का अवसर मिलेगा।
सेना चिकित्सा संस्थानों से आगे उन्नत इलाज की व्यवस्था
यह MoU शिक्षा के साथ-साथ स्वास्थ्य सेवाओं के क्षेत्र में भी एक बड़ी राहत लेकर आया है। समझौते के तहत, जिन मामलों में सेना के चिकित्सा संस्थानों में उन्नत उपचार सुविधाएँ उपलब्ध नहीं हैं, वहां सेवारत एवं सेवानिवृत्त सैनिकों को MGUMST में नि:शुल्क चिकित्सा और शल्य उपचार (दवाइयों और डिस्पोज़ेबल्स को छोड़कर) उपलब्ध कराया जाएगा। यह व्यवस्था विशेष रूप से उन जटिल और सुपर-स्पेशियलिटी मामलों के लिए महत्वपूर्ण है, जिनके लिए अत्याधुनिक तकनीक और विशेषज्ञता की आवश्यकता होती है।
ECHS से बाहर के मामलों में भी बड़ी राहत
इस समझौते की सबसे अहम विशेषता यह है कि यह उन उपचारों को भी कवर करता है, जो एक्स-सर्विसमैन कंट्रीब्यूटरी हेल्थ स्कीम (ECHS) के अंतर्गत शामिल नहीं होते। ऐसे मामलों में अक्सर पूर्व सैनिकों और उनके परिवारों को भारी आर्थिक बोझ उठाना पड़ता है। MGUMST द्वारा ऐसे उपचारों में नि:शुल्क चिकित्सा सुविधा उपलब्ध कराना सैनिकों के प्रति समाज और संस्थानों की जिम्मेदारी को दर्शाता है।
नागरिक–सैन्य स्वास्थ्य सहयोग का सशक्त उदाहरण
भारतीय सेना और MGUMST के बीच यह समझौता नागरिक और सैन्य स्वास्थ्य प्रणालियों के बीच मजबूत सहयोग का उदाहरण है। आधुनिक चिकित्सा के क्षेत्र में बढ़ती जटिलताओं और विशेषज्ञता की आवश्यकता को देखते हुए, ऐसे सहयोग भारतीय सेना के लिए स्वास्थ्य सेवाओं को और अधिक लचीला और प्रभावी बनाएंगे। वहीं विश्वविद्यालय के लिए यह अवसर है कि वह राष्ट्रीय सेवा से जुड़ते हुए अपने छात्रों और शिक्षकों को सैन्य चिकित्सा की वास्तविक चुनौतियों से रूबरू करा सके।
