Indian Army Successfully Culminates Samanvay Shakti – Military Civil Fusion Conclave in Assam and Manipur
Kohima, Nagaland | Saturday, 30 August 2025 –
In a landmark effort to bolster national preparedness against unconventional security challenges and strengthen the protective shield around India’s vital energy infrastructure, the Indian Army, in close coordination with civil administration, state police, paramilitary forces, and industry stakeholders, successfully concluded a series of major exercises under the banner of Samanvay Shakti – Military Civil Fusion Conclave across Assam and Manipur. The multi-dimensional initiative underscored the Army’s vision of fostering synergy between military and civilian institutions to counter emerging threats, particularly in the sensitive Northeast region.
Protecting Assam’s Critical Energy Infrastructure
The first leg of the exercise unfolded in Tinsukia district of Upper Assam, at Oil India Limited’s Hebeda Collection Station in Makum. A simulated insurgent attack scenario was created, wherein hostile elements attempted to sabotage installations critical to India’s energy grid. The Indian Army led a swift and coordinated security drill that involved room intervention, bomb disposal operations, casualty evacuation, fire-fighting measures, oil spillage control, and damage assessment. The realistic drill highlighted how insurgency and sabotage attempts, once rampant in the region, continue to pose a potential threat, making joint preparedness an essential part of India’s defence strategy.
At Indian Oil Corporation Ltd, Digboi – India’s oldest operating refinery and a site of immense historical and strategic significance – the Army demonstrated an advanced counter-drone exercise, simulating a kamikaze drone strike on the refinery. With drone-based threats rising sharply in asymmetric warfare across the globe, the drill showcased the Indian Army’s readiness to neutralise unmanned aerial threats and protect vital energy hubs from aerial sabotage.
Further east, at Coal India Limited’s Ledo operations in Assam, the Army, along with the Coal India team and Assam Industrial Security Force, conducted a comprehensive joint exercise aimed at bolstering industrial safety, disaster preparedness, and coordinated emergency response. The Ledo sector, rich in coal reserves and crucial to the region’s industrial ecosystem, was transformed into a live theatre of action where military, civil, and industrial responders rehearsed responses to multi-pronged threats ranging from fire to insurgent sabotage.
These Assam-based exercises not only tested operational readiness but also sought to raise public awareness and confidence in the Indian state’s ability to protect vital national assets.
Strengthening Civil-Military Fusion in Manipur
While Assam saw a focus on critical energy hubs, the Manipur segment of Samanvay Shakti placed emphasis on inter-agency coordination, civil resilience, and governance challenges.
At Loktak Lake in Bishnupur District, senior Army officials engaged in extensive interactions with representatives of the civil administration including IAS officers, the Deputy Commissioner, the Superintendent of Police, and officials from the District Education Department, Land and Irrigation divisions, Loktak Development Authority, Revenue Department, and the National Hydroelectric Power Corporation (NHPC).
Key highlights of the Manipur leg included:
- An IAS-led presentation on the resettlement of Internally Displaced Persons (IDPs) – a matter of urgent socio-political concern in the conflict-hit state.
- A special session by the Superintendent of Police on the Narcotics Act, narcotics control measures, and legal procedures for booking individuals involved in arson or targeted attacks against Armed Forces.
To consolidate these engagements, the Indian Army organised a Military–Civil Fusion Conclave at Imphal East District. The conclave featured tabletop exercises, coordinated joint drills, structured workshops, and multi-agency discussions, all designed to enhance mutual collaboration in managing contingencies ranging from insurgent violence to natural disasters.
Reinforcing Synergy, Building Confidence
The culmination of Samanvay Shakti sent a clear message of unity, preparedness, and adaptability in an era where threats are increasingly hybrid, unpredictable, and often aimed at undermining civilian morale. By validating inter-agency coordination in Assam and Manipur, the conclave succeeded in reinforcing military-civil synergy, which is now recognised as a critical dimension of India’s national security matrix.
Senior Army officials highlighted that such joint exercises are not merely security drills but confidence-building measures for local populations, demonstrating that the Indian Army, in partnership with civil authorities, is both capable and committed to safeguarding vital installations and ensuring continuity of civilian life in crisis situations.
The conclave also acted as a platform for integrating modern technology, industry expertise, and local governance frameworks into a single security fabric. The successful counter-drone simulations and disaster management rehearsals offered a glimpse into how India’s military is adapting to 21st-century security threats, while also empowering civilian stakeholders with the knowledge and readiness to respond to emergencies.
A Strategic Step in the Northeast
The sensitive geography of Assam and Manipur, both prone to insurgent activities, ethnic tensions, and strategic vulnerabilities due to proximity with international borders, makes them critical theatres for India’s national security. The Samanvay Shakti exercises thus reflect India’s holistic approach to security – blending hard military capability with civil resilience and inter-agency cooperation.
Observers note that the initiative sets a template for similar civil-military fusion efforts in other vulnerable regions of the country, particularly those with critical industrial, energy, and transport infrastructure.
With the successful culmination of Samanvay Shakti – Military Civil Fusion Conclave, the Indian Army has reaffirmed its role not only as a war-fighting force but also as a protector of national assets, a partner to civil administration, and a pillar of public trust.
The exercises across Assam and Manipur highlighted that the challenges of the future – from drones and insurgents to narcotics and displacement crises – demand joint, synergised, and technology-driven responses. Through initiatives like Samanvay Shakti, the Indian Army continues to set the benchmark for military-civil cooperation in the service of national security and public confidence.

भारतीय सेना ने असम और मणिपुर में सफलतापूर्वक संपन्न किया “समन्वय शक्ति – सैन्य नागरिक समन्वय सम्मेलन”

भारत की ऊर्जा सुरक्षा, सामरिक प्रतिष्ठानों की रक्षा और उत्तर-पूर्व में असम व मणिपुर जैसे संवेदनशील इलाकों की स्थिरता को सुदृढ़ करने के उद्देश्य से भारतीय सेना ने असम व मणिपुर में बहु-आयामी अभ्यास और संवाद का आयोजन किया। “समन्वय शक्ति – मिलिट्री सिविल फ्यूजन” के नाम से आयोजित इस विशेष अभियान में सेना ने राज्य प्रशासन, पुलिस, अर्धसैनिक बलों और औद्योगिक इकाइयों के साथ मिलकर कई सुरक्षा परिदृश्यों का अभ्यास किया।
इन अभ्यासों का उद्देश्य केवल सैन्य कौशल को प्रदर्शित करना नहीं था, बल्कि नागरिक प्रशासन और उद्योग जगत के साथ सहयोगात्मक तंत्र विकसित करना, आपदा प्रबंधन को मजबूत करना और आम नागरिकों में विश्वास उत्पन्न करना भी था।
असम में ऊर्जा प्रतिष्ठानों पर संयुक्त अभ्यास
अभ्यास की शुरुआत असम के तिनसुकिया जिले के ऑयल इंडिया लिमिटेड, हेबेडा कलेक्शन स्टेशन, माकुम से हुई। यहां एक काल्पनिक परिदृश्य तैयार किया गया जिसमें उग्रवादियों द्वारा ऊर्जा केंद्र पर हमले का प्रयास दर्शाया गया। सेना और स्थानीय बलों ने तुरंत कार्रवाई करते हुए कक्ष-दखल (रूम इंटरवेंशन), बम निष्क्रियकरण, घायल निकासी, अग्निशमन, तेल रिसाव नियंत्रण और क्षति का आकलन जैसे अभ्यासों का सफल प्रदर्शन किया। यह ड्रिल यह साबित करती है कि भले ही उग्रवाद की घटनाएं अब कम हुई हों, परंतु रणनीतिक संपत्तियों पर खतरे अभी भी बने हुए हैं।
इसके बाद डिगबोई रिफाइनरी – जो भारत की सबसे पुरानी और ऐतिहासिक तेल रिफाइनरी है – में सेना ने काउंटर-ड्रोन अभ्यास आयोजित किया। इसमें एक काल्पनिक “कामिकाज़े ड्रोन” हमले का जवाब देने का परिदृश्य तैयार किया गया। आधुनिक युद्ध में ड्रोन से होने वाले खतरे तेजी से बढ़ रहे हैं, और इस अभ्यास ने दिखाया कि भारतीय सेना इन चुनौतियों से निपटने के लिए कितनी तत्पर है।
असम के ही लेडो में कोल इंडिया लिमिटेड के प्रतिष्ठानों पर सेना ने कोल इंडिया और असम इंडस्ट्रियल सिक्योरिटी फोर्स के साथ मिलकर एक व्यापक संयुक्त अभ्यास किया। इसमें औद्योगिक सुरक्षा, आपदा प्रबंधन, आगजनी नियंत्रण और आपातकालीन प्रतिक्रिया पर जोर दिया गया।
इन अभ्यासों ने न केवल सुरक्षा एजेंसियों की तैयारियों को परखा, बल्कि स्थानीय लोगों को भी यह भरोसा दिलाया कि सेना और प्रशासन मिलकर उनकी सुरक्षा के लिए हर चुनौती से निपटने को तैयार हैं।
मणिपुर में सैन्य–नागरिक संवाद
मणिपुर में समन्वय शक्ति का केंद्र बिंदु नागरिक प्रशासन और सैन्य सहयोग को मजबूत करना रहा। बिष्णुपुर जिले में लोकतक झील के आसपास सेना के वरिष्ठ अधिकारियों ने डीसी, एसपी, आईएएस अधिकारियों और शिक्षा, भूमि एवं सिंचाई विभाग, लोकतक विकास प्राधिकरण, राजस्व विभाग तथा नेशनल हाइड्रोइलेक्ट्रिक पावर कॉरपोरेशन (NHPC) के प्रतिनिधियों के साथ विचार-विमर्श किया।
मुख्य बिंदुओं में शामिल रहे –
- आंतरिक रूप से विस्थापित व्यक्तियों (IDPs) के पुनर्वास पर आईएएस अधिकारियों का प्रस्तुतीकरण।
- नारकोटिक्स एक्ट और नशीले पदार्थों की रोकथाम पर पुलिस अधीक्षक का विशेष व्याख्यान।
- आगजनी और सुरक्षा बलों पर हमले से जुड़े मामलों की कानूनी प्रक्रिया पर चर्चा।
इसके साथ ही इम्फाल पूर्वी जिला, मणिपुर में सैन्य–नागरिक सम्मेलन का आयोजन किया गया। इस सम्मेलन में टेबलटॉप अभ्यास, संयुक्त ड्रिल्स, कार्यशालाएं और बहु-एजेंसी समन्वय शामिल थे। इससे विभिन्न विभागों के बीच सहयोग और भी गहरा हुआ तथा आकस्मिक परिस्थितियों से निपटने की तैयारी मजबूत हुई।
सैन्य–नागरिक समन्वय : भविष्य की दिशा
समन्वय शक्ति के तहत आयोजित अभ्यासों ने यह स्पष्ट कर दिया कि आने वाले समय की चुनौतियां – चाहे वे ड्रोन हमले हों, उग्रवाद हो, नशीली दवाओं की तस्करी हो या आंतरिक विस्थापन का संकट – उनसे निपटने के लिए केवल सेना की ताकत पर्याप्त नहीं है। इसके लिए नागरिक प्रशासन, उद्योग जगत और आम जनता की सक्रिय भागीदारी भी जरूरी है।
भारतीय सेना ने यह संदेश दिया कि वह न केवल एक युद्ध-कुशल बल है, बल्कि राष्ट्रीय संपत्तियों की संरक्षक, नागरिक प्रशासन की भागीदार और जनता के विश्वास की धुरी भी है।
उत्तर-पूर्व में रणनीतिक महत्व
असम और मणिपुर की भौगोलिक संवेदनशीलता – अंतरराष्ट्रीय सीमाओं की निकटता, उग्रवादी गतिविधियां और जातीय तनाव – इन्हें भारत की राष्ट्रीय सुरक्षा के लिहाज से अत्यंत महत्वपूर्ण बनाती है। इसीलिए समन्वय शक्ति जैसे अभ्यास इस क्षेत्र के लिए और भी प्रासंगिक हैं।
विशेषज्ञ मानते हैं कि इस पहल का मॉडल भविष्य में देश के अन्य संवेदनशील औद्योगिक और ऊर्जा केंद्रों पर भी लागू किया जा सकता है, जिससे राष्ट्रीय सुरक्षा का तंत्र और अधिक मज़बूत होगा।
असम और मणिपुर में सफलतापूर्वक संपन्न हुआ “समन्वय शक्ति – सैन्य नागरिक समन्वय सम्मेलन” भारतीय सेना के इस संकल्प का प्रतीक है कि वह न केवल युद्ध के मोर्चे पर बल्कि सिविल प्रशासन और आम जनता के साथ मिलकर हर परिस्थिति में देश की रक्षा के लिए तत्पर है।
यह अभ्यास साबित करता है कि सुरक्षा चुनौतियों का स्वरूप अब बदल चुका है और उनका समाधान संयुक्त, प्रौद्योगिकी आधारित और सहयोगात्मक दृष्टिकोण में ही संभव है।
