Indian Army’s Sapta Shakti Command to Host Two-Day Seminar on “Whole-of-Nation Approach to Counter Future Conflicts”
A Strategic Confluence of Armed Forces, Civil Administration, Industry and Academia Towards a Unified National Security Vision

In an era where modern warfare transcends borders, domains, and definitions, the Indian Army’s Sapta Shakti Command is set to convene a two-day Security Synergy Seminar on “A Whole-of-Nation Approach (WoNA) to Counter Future Conflicts” at the Jaipur Military Station on 10 and 11 November 2025. The seminar is being organised in collaboration with the Centre for Land Warfare Studies (CLAWS), New Delhi, a premier think tank of the Indian Army.
Conceptualised under the visionary leadership of Lieutenant General Manjinder Singh, Army Commander, Sapta Shakti Command, the seminar aims to strengthen India’s comprehensive national security architecture by fostering synergy between the Armed Forces, civil administration, industry, and academia. The event seeks to develop a holistic understanding of the “Whole-of-Nation” concept — a framework that integrates every arm of national power to respond cohesively to hybrid, cyber, and conventional threats of the future.
A Vision Rooted in National Preparedness
As the security landscape grows increasingly complex with multi-domain challenges spanning cyber, space, information, and cognitive warfare, the Indian Army’s Jaipur-based Sapta Shakti Command has taken the lead in exploring frameworks that move beyond traditional military responses.
Lt Gen Manjinder Singh’s initiative reflects the modern military philosophy that future conflicts cannot be fought by the armed forces alone — they demand a synchronized national effort, involving governance, technological innovation, industrial collaboration, media responsibility, and societal resilience.
The seminar’s overarching theme — “A Whole-of-Nation Approach (WoNA) to Counter Future Conflicts” — captures this philosophy by proposing integration at every level, from strategic policymaking to local administrative execution.
Four Thematic Sessions — Building the Future Framework
Over the two days, the seminar will host four thematic sessions, each addressing a critical dimension of India’s evolving security matrix.
The sessions will focus on:
- Strategic Imperatives of the Whole-of-Nation Approach — examining how different national instruments, including diplomacy, economy, defence, and technology, can be synchronised in the face of multi-front and hybrid threats.
- Partnerships for Collaboration — exploring the potential of public-private partnerships in defence innovation, indigenous manufacturing, cyber resilience, and information warfare capabilities.
- Information Operations in Modern Warfare — analysing the role of perception, narrative, and information dominance as new-age battlefields in both conventional and non-kinetic conflicts.
- State-Level Frameworks Against Future Conflicts: Rajasthan as a Case Study — assessing how state administrations, local governance, and security agencies can jointly contribute to national preparedness, particularly in border states.
Each session will feature a distinguished panel of senior military officers, strategic thinkers, defence technologists, diplomats, and policy experts, who will deliberate on actionable solutions and emerging challenges under the umbrella of Viksit Bharat 2047 and Atmanirbharta in Defence.

In conversation with T.I.N. NETWORK, Defence PRO Lt Col Nikhil Dhawan stated,
“The 21st-century security environment demands a unified national response — not just a military one. The Whole-of-Nation Approach (WoNA) brings together the strength of our institutions, industries, and intellect. This seminar under Sapta Shakti Command aims to translate that philosophy into practical frameworks for future readiness.”
He further emphasized that the Indian Army’s initiatives in this direction are not limited to military doctrine but extend to nation-building, capacity development, and resilience creation, ensuring that India’s defence preparedness remains ahead of emerging challenges.
Linking National Development with Defence Strategy
The seminar also aligns closely with the Government of India’s national vision programmes such as ‘Viksit Bharat 2047’, ‘Make in India’, and ‘Atmanirbhar Bharat’, which emphasise indigenous innovation, technological independence, and synergy between defence and development.
By bringing together the military leadership and the country’s brightest civilian minds, the Sapta Shakti Command seeks to bridge the gap between security and strategy, making defence a shared responsibility rather than an isolated domain.
Rajasthan, with its vast border geography, historical military legacy, and rapidly growing industrial base, has been selected as a model case study to analyse how state-level preparedness can integrate with national defence mechanisms in a time of crisis.

भारत की राष्ट्रीय सुरक्षा संरचना को नई दिशा देने की पहल के तहत, भारतीय सेना की सप्त शक्ति कमान (Sapta Shakti Command) आगामी 10 और 11 नवम्बर 2025 को जयपुर मिलिट्री स्टेशन पर “भविष्य के संघर्षों का मुकाबला करने के लिए समग्र राष्ट्र दृष्टिकोण (Whole-of-Nation Approach – WoNA)” विषय पर दो दिवसीय सिक्योरिटी सिनर्जी सेमिनार (Security Synergy Seminar) का आयोजन करने जा रही है।
यह सेमिनार सेंटर फॉर लैंड वॉरफेयर स्टडीज़ (CLAWS), नई दिल्ली के सहयोग से आयोजित किया जा रहा है — जो भारतीय सेना का एक प्रमुख रणनीतिक थिंक टैंक है।
लेफ्टिनेंट जनरल मनजिंदर सिंह की दूरदर्शी पहल
इस सेमिनार की परिकल्पना सप्त शक्ति कमान के आर्मी कमांडर लेफ्टिनेंट जनरल मनजिंदर सिंह द्वारा की गई है। उनका उद्देश्य भारत की राष्ट्रीय सुरक्षा नीति को एक नए स्वरूप में प्रस्तुत करना है, जिसमें केवल सशस्त्र बल ही नहीं, बल्कि नागरिक प्रशासन, उद्योग, शिक्षण संस्थान और नीति निर्माता सभी की सक्रिय भागीदारी हो।
भविष्य के संघर्ष अब केवल सीमा पर लड़ी जाने वाली परंपरागत लड़ाइयाँ नहीं हैं, बल्कि वे साइबर, स्पेस, इंफॉर्मेशन और कॉग्निटिव वॉरफेयर जैसी बहुआयामी चुनौतियों में परिवर्तित हो चुकी हैं। इसी कारण, भारतीय सेना अब इस बात पर ज़ोर दे रही है कि राष्ट्र की सुरक्षा अब केवल सैनिकों की ज़िम्मेदारी नहीं, बल्कि पूरे राष्ट्र का साझा प्रयास होना चाहिए।
चार थीमैटिक सत्र — रणनीति, सहयोग, सूचना और राज्य स्तरीय ढांचा
यह सेमिनार चार प्रमुख थीमैटिक सत्रों में विभाजित होगा, जिनमें भारत की सुरक्षा नीति के विभिन्न पहलुओं पर चर्चा होगी—
- Whole-of-Nation Approach की रणनीतिक आवश्यकता — यह सत्र इस बात पर केंद्रित होगा कि भारत के विभिन्न शक्ति तंत्र जैसे कूटनीति, अर्थव्यवस्था, रक्षा और तकनीक को कैसे एकीकृत किया जा सकता है ताकि बहु-आयामी खतरों का प्रभावी रूप से सामना किया जा सके।
- सहयोग के लिए साझेदारी (Partnerships for Collaboration) — इसमें रक्षा नवाचार, स्वदेशी निर्माण, साइबर सुरक्षा और सूचना युद्ध क्षमताओं के क्षेत्र में सरकारी और निजी क्षेत्रों के बीच सहयोग के अवसरों पर चर्चा की जाएगी।
- आधुनिक युद्ध में सूचना संचालन (Information Operations) — यह सत्र आधुनिक युद्ध में सूचना नियंत्रण, नैरेटिव निर्माण और जनमत की भूमिका पर केंद्रित होगा, क्योंकि आज युद्ध केवल हथियारों से नहीं बल्कि सूचना से भी जीते जाते हैं।
- राज्य स्तर पर भविष्य की तैयारियाँ — राजस्थान केस स्टडी — इस सत्र में राजस्थान को एक मॉडल के रूप में लेते हुए यह विश्लेषण किया जाएगा कि कैसे राज्य प्रशासन, पुलिस और स्थानीय निकायों को राष्ट्रीय सुरक्षा ढांचे के साथ एकीकृत किया जा सकता है।
सेना, प्रशासन और नीति जगत का साझा मंच
इन सत्रों में भारतीय सेना के वरिष्ठ अधिकारी, पूर्व राजनयिक, प्रशासनिक अधिकारी, रक्षा विशेषज्ञ, शिक्षाविद् और थिंक टैंक प्रतिनिधि शामिल होंगे। वे इस बात पर विचार करेंगे कि कैसे भारत आने वाले वर्षों में ‘विकसित भारत 2047’ और ‘आत्मनिर्भरता’ (Atmanirbharta) के सिद्धांतों को सुरक्षा नीति में आत्मसात कर सकता है।

T.I.N. NETWORK से बातचीत में सप्त शक्ति कमान के रक्षा जनसंपर्क अधिकारी (Defence PRO) लेफ्टिनेंट कर्नल निखिल धवन ने कहा —
“21वीं सदी का सुरक्षा परिदृश्य केवल सैन्य प्रतिक्रिया से नहीं, बल्कि एकीकृत राष्ट्रीय प्रयास से ही संभाला जा सकता है। Whole-of-Nation Approach (WoNA) हमारे संस्थानों, उद्योगों और विचार शक्ति को एक साथ लाने का प्रयास है। सप्त शक्ति कमान के अंतर्गत आयोजित यह सेमिनार उसी दृष्टिकोण को व्यावहारिक रूप देने की दिशा में एक ठोस कदम है।”
उन्होंने यह भी जोड़ा कि भारतीय सेना की यह पहल केवल सैन्य रणनीति तक सीमित नहीं है, बल्कि यह राष्ट्र निर्माण, क्षमता विकास और सामूहिक लचीलापन (resilience) की दिशा में एक दीर्घकालिक सोच को दर्शाती है।

सप्त शक्ति कमान की यह पहल इस बात को दृढ़ता से रेखांकित करती है कि आने वाले युद्ध केवल मैदानों में नहीं, बल्कि जानकारी, नवाचार और प्रभाव (Information, Innovation & Influence) के मोर्चों पर भी लड़े जाएंगे।
