INDRA-2025: India and Russia Commence Grand Joint Military Exercise at Mahajan Range, Rajasthan — Counterterrorism and Strategic Coordination Take Centre Stage

In a powerful reaffirmation of their long-standing strategic and defence partnership, India and Russia have officially launched the latest edition of their joint military exercise, INDRA-2025, at the Mahajan Field Firing Range in Rajasthan. The exercise, which commenced with a grand opening ceremony, will continue till October 15, focusing primarily on joint counterterrorism operations, tactical interoperability, and combined command drills.
The Russian Ministry of Defence confirmed that the opening ceremony was held with full military honours and attended by senior commanders from both nations, including Major General Andrei Kozlov, leading the exercise from the Russian side, and Major General Sanjaya Chandra Kandpala, Commander of the Gandiv Division of the Indian Army. The event saw participation from troops representing the Army, Combat Engineers, Armoured Units, and Special Task Forces of both countries, underlining the high level of military coordination and mutual trust that has defined India-Russia relations for decades.
A Grand Opening Under the Desert Sky
The inauguration of INDRA-2025 at the Mahajan Ranges unfolded amid a vibrant display of military precision and camaraderie. Soldiers of both armies stood in formation as the national flags of India and Russia were hoisted, accompanied by the national anthems of both nations. The ceremony began with the lighting of a traditional lamp, symbolising peace and cooperation, followed by an impressive parade showcasing the unity and discipline of the combined forces.
In his address, Major General Andrei Kozlov emphasized the importance of collective preparedness in the modern world, stating,
“The threats we face today transcend borders. Exercises like INDRA strengthen not only our operational coordination but also our shared commitment to peace and stability.”
Echoing his sentiment, Major General Sanjaya Chandra Kandpala said,
“The Mahajan Ranges have witnessed numerous military milestones, and today they become the ground for two great nations to train as partners in combating global terrorism. INDRA-2025 reflects our belief in unity through strength.”
The Objective: Sharpening Counterterrorism Synergy
According to official briefings, the core objective of INDRA-2025 is to enhance coordination between Indian and Russian units in counterterrorism operations, especially in semi-urban and desert environments. The drills aim to refine joint tactical planning, information sharing, real-time communication, and integrated command structures.
Both sides will engage in a wide range of operational modules, including:
- Joint planning and reconnaissance missions against simulated terrorist networks.
- Cordon and search operations in complex terrain.
- Heliborne assault and hostage rescue missions under combat-like conditions.
- Joint live-fire exercises involving tanks, infantry fighting vehicles (IFVs), and artillery.

The range’s vast expanse allows for large-scale mechanised manoeuvres, combined arms integration, and long-range firing exercises.
Troops from both nations are expected to conduct joint tactical missions throughout the ten-day exercise, including night operations using infrared and UAV-based surveillance systems. Advanced drones, EW (Electronic Warfare) systems, and satellite-based communication modules are being integrated into the exercise to replicate modern network-centric warfare environments.
Technology and Tactical Exchange
INDRA-2025 provides an invaluable platform for technology familiarization and tactical exchange between the two armies. Soldiers will operate and train on a combination of Indian and Russian-origin systems, including:
- T-90 Bhishma tanks and BMP-2 Infantry Fighting Vehicles from the Indian Army.
- BTR-82A armoured vehicles, Orlan UAVs, and AK-series rifles from the Russian contingent.
- Pinaka multi-barrel rocket launchers and ATAGS artillery systems developed under India’s Atmanirbhar Bharat initiative.

इन्द्रा-2025: बीकानेर के MFFR में भारत-रूस संयुक्त सैन्य अभ्यास का भव्य शुभारंभ, महाजन फील्ड फायरिंग रेंज पर आतंकवाद-रोधी अभियानों पर रहेगा मुख्य फोकस
महाजन फील्ड फायरिंग रेंज, बीकानेर| 06 अक्टूबर 2025 —
भारत और रूस के बीच लंबे समय से चले आ रहे सामरिक एवं सैन्य सहयोग की परंपरा को आगे बढ़ाते हुए सोमवार को राजस्थान के महाजन फील्ड फायरिंग रेंज में संयुक्त सैन्य अभ्यास ‘इन्द्रा-2025 (INDRA-2025)’ का औपचारिक शुभारंभ हुआ। इस अवसर पर दोनों देशों के वरिष्ठ सैन्य अधिकारियों की उपस्थिति में भव्य उद्घाटन समारोह आयोजित किया गया, जिसमें रूसी दल की ओर से मेजर जनरल आंद्रेई कोज़लोव तथा भारतीय सेना की ओर से गांदीव डिवीजन के कमांडर मेजर जनरल संजय चन्द्र कंडपाल ने संयुक्त रूप से अभ्यास का उद्घाटन किया।
इस 10 दिवसीय बहुराष्ट्रीय अभ्यास का मुख्य उद्देश्य दोनों सेनाओं के बीच आतंकवाद-रोधी अभियानों में आपसी समन्वय, साझा रणनीति और आधुनिक युद्धकौशल का विकास करना है। यह अभ्यास 06 से 15 अक्टूबर 2025 तक चलेगा, जिसमें दोनों देशों के सैनिक मिलकर आतंकवाद विरोधी अभियानों, सामरिक योजना, संयुक्त कमांड संचालन और वास्तविक युद्ध परिस्थितियों में फील्ड प्रशिक्षण का अभ्यास करेंगे।
उद्घाटन समारोह: मित्रता, सम्मान और सामरिक एकता का प्रतीक
महाजन रेंज के विशाल रेतले मैदानों में दोनों देशों के राष्ट्रीय ध्वज एक साथ लहराते हुए दिखाई दिए, जब भारतीय और रूसी सैनिक एकसाथ कदमताल करते हुए परेड मैदान में उतरे। उद्घाटन समारोह के दौरान दोनों देशों के सैन्य बैंड ने राष्ट्रगान बजाया और सैन्य परंपराओं के अनुरूप ध्वजारोहण किया गया।
रूसी पक्ष के प्रमुख मेजर जनरल आंद्रेई कोज़लोव ने अपने उद्घाटन संबोधन में कहा —
“रूस और भारत के बीच सैन्य संबंध केवल अभ्यासों तक सीमित नहीं हैं। यह विश्वास, सहयोग और साझा मूल्यों की मजबूत नींव पर आधारित संबंध हैं। इन्द्रा-2025 इस साझेदारी को नई ऊंचाइयों पर ले जाने का माध्यम बनेगा।”
भारतीय सेना की ओर से बोलते हुए मेजर जनरल संजय चन्द्र कंडपाल ने कहा —
“भारत-रूस की मित्रता दशकों पुरानी है और इस सैन्य अभ्यास के माध्यम से दोनों देशों के सैनिक न केवल तकनीकी और सामरिक स्तर पर एक-दूसरे से सीखते हैं, बल्कि मानवीय मूल्यों और सैन्य सौहार्द का भी आदान-प्रदान करते हैं। महाजन की धरती इस ऐतिहासिक साझेदारी की गवाह बनेगी।”
अभ्यास का मुख्य उद्देश्य: आतंकवाद के विरुद्ध संयुक्त क्षमता का विकास
रूसी रक्षा मंत्रालय के अनुसार, INDRA-2025 का प्रमुख उद्देश्य अंतरराष्ट्रीय आतंकवाद के खिलाफ दोनों देशों की सेनाओं की समन्वित कार्रवाई क्षमता को मजबूत करना है। इसमें आतंकवादियों की पहचान, खोज एवं समाप्ति के लिए साझा युद्धाभ्यास, इंटेलिजेंस आधारित ऑपरेशन्स, तथा शहरी और अर्ध-शहरी इलाकों में आतंक-रोधी अभियानों की रणनीतियों को परिष्कृत करना शामिल है।
इस दौरान दोनों सेनाओं के सैनिक मिलकर संयुक्त टैक्टिकल ऑपरेशन्स, संयुक्त कमांड एंड कंट्रोल सिस्टम, संचार और फायर कंट्रोल समन्वय, तथा आधुनिक युद्ध परिस्थितियों में एकीकृत निर्णय प्रक्रिया का अभ्यास करेंगे।
अभ्यास के दौरान कई महत्वपूर्ण मिशन सिमुलेशन होंगे, जिनमें शामिल हैं —
- बंधक मुक्त कराने के अभियान (Hostage Rescue Operations)
- आतंकवादी ठिकानों पर संयुक्त कार्रवाई (Cordon and Search Missions)
- हाई वैल्यू टारगेट पर स्पेशल फोर्सेज की हवाई कार्रवाई
- युद्धक्षेत्र में घायल सैनिकों की सुरक्षित निकासी (Battlefield Casualty Evacuation)
- ड्रोन, संचार और इलेक्ट्रॉनिक युद्ध प्रणालियों का संयुक्त संचालन
इन सभी अभियानों का उद्देश्य दोनों सेनाओं के बीच पारस्परिक समझ, परिचालन दक्षता और अंतरराष्ट्रीय स्तर पर आतंकवाद-रोधी मिशनों में सहयोग को सुदृढ़ करना है।
महाजन फील्ड फायरिंग रेंज: युद्ध जैसी परिस्थितियों में अभ्यास
महाजन फील्ड फायरिंग रेंज, जो भारत-पाक सीमा के निकट थार मरुस्थल के कठिन इलाकों में स्थित है, इस अभ्यास के लिए उपयुक्त स्थल है। यहां की जलवायु, भू-भाग और भूगोल वास्तविक युद्ध परिस्थितियों जैसी चुनौतियां प्रस्तुत करते हैं।
सेना के अधिकारियों के अनुसार, इस अभ्यास में भारतीय सेना की मैकेनाइज्ड इन्फेंट्री बटालियन और रूसी सेना की समकक्ष यूनिट हिस्सा ले रही हैं। साथ ही इंजीनियरिंग, लॉजिस्टिक्स, मेडिकल और एयर सपोर्ट डिटैचमेंट्स भी अभ्यास का हिस्सा हैं।
अभ्यास में उपयोग किए जा रहे उपकरणों में टी-90 भीष्म टैंक, बीएमपी-2 इन्फेंट्री फाइटिंग व्हीकल, पिनाका मल्टी बैरल रॉकेट लॉन्चर, ड्रोन सर्विलांस सिस्टम और रूसी बीटीआर-82ए व्हीकल्स शामिल हैं।
भारत-रूस रक्षा संबंध: दशकों पुरानी रणनीतिक साझेदारी
भारत और रूस के बीच रक्षा सहयोग की नींव 1971 के मैत्री संधि के समय रखी गई थी। उसके बाद से दोनों देशों ने न केवल रक्षा उत्पादन में साझेदारी की बल्कि सामरिक अभ्यासों के जरिए पारस्परिक विश्वास को भी मजबूत किया।
‘इन्द्रा’ श्रृंखला की शुरुआत वर्ष 2003 में हुई थी। शुरुआत में यह सीमित आतंकवाद-रोधी अभ्यास था, लेकिन धीरे-धीरे यह त्रि-सेवा (Army, Navy, Air Force) स्तर तक विस्तृत हो गया। वर्ष 2024 में इसका नौसेना संस्करण रूस के व्लादिवोस्तोक में आयोजित हुआ था, जबकि 2025 संस्करण भूमि आधारित युद्धाभ्यास के रूप में भारत में आयोजित किया जा रहा है।
विशेषज्ञों के अनुसार, यह अभ्यास दोनों देशों के बीच बदलते वैश्विक समीकरणों के बीच भी रक्षा सहयोग की निरंतरता का प्रतीक है। यह भारत की ‘संतुलित विदेश नीति’ और ‘रणनीतिक स्वायत्तता’ (Strategic Autonomy) का भी स्पष्ट उदाहरण है।
रणनीति और तकनीक का संगम
इस वर्ष के अभ्यास में आधुनिक तकनीक, नेटवर्क-सेंट्रिक वॉरफेयर और आर्टिफिशियल इंटेलिजेंस आधारित कमांड सिस्टम को भी शामिल किया गया है।
भारतीय सेना ने इस दौरान अपनी आत्मनिर्भर भारत पहल के तहत विकसित स्वदेशी हथियार प्रणालियों और ड्रोन तकनीक का प्रदर्शन किया, जबकि रूसी सेना ने अपनी नई सामरिक संचार तकनीकों और इलेक्ट्रॉनिक वारफेयर उपकरणों का प्रदर्शन किया।
सैन्य विशेषज्ञों का मानना है कि इस अभ्यास से दोनों सेनाओं को न केवल नई तकनीकी समझ मिलेगी, बल्कि संयुक्त अभियानों में संचालन सिद्धांत (Doctrine) और युद्धनीति (Tactics) के आदान-प्रदान का भी अवसर मिलेगा।
भारत की रणनीतिक स्थिति और वैश्विक संदेश
‘इन्द्रा-2025’ ऐसे समय में आयोजित हो रहा है जब भारत ने अंतरराष्ट्रीय मंच पर अपनी ‘बहुध्रुवीय कूटनीति’ को मजबूत किया है। भारत एक ओर क्वाड (Quad) देशों के साथ साझेदारी बढ़ा रहा है, वहीं दूसरी ओर रूस के साथ अपने ऐतिहासिक संबंधों को भी बनाए रख रहा है।
इस अभ्यास के माध्यम से भारत ने स्पष्ट संदेश दिया है कि उसका रक्षा सहयोग किसी एक ध्रुव तक सीमित नहीं है। भारत की नीति “सभी के साथ सहयोग, किसी के खिलाफ नहीं” के सिद्धांत पर आधारित है।
मानवीय जुड़ाव: सैनिकों के बीच भाईचारे की भावना
अभ्यास के दौरान भारतीय और रूसी सैनिकों ने न केवल सामरिक बल्कि सांस्कृतिक स्तर पर भी संवाद स्थापित किया। दोनों देशों के सैनिकों ने सांस्कृतिक कार्यक्रमों, खेल मुकाबलों और संयुक्त भोज में हिस्सा लिया।
एक भारतीय अधिकारी ने कहा —
“जब सैनिक साथ प्रशिक्षण लेते हैं, एक ही भोजन करते हैं और एक ही धूल में पसीना बहाते हैं, तब भाषाएं और राष्ट्रीय सीमाएं महत्वहीन हो जाती हैं। उस क्षण केवल एक भावना रह जाती है — सैनिक भाईचारे की।”
