Kuki-Zo Council Opens NH-02, Signs Fresh Suspension of Operations Agreement with Centre and Manipur Government

In a development that could mark a turning point in the fragile peace process in Manipur, the Kuki-Zo Council (KZC) on Thursday announced the opening of National Highway-02 (NH-02) for the free movement of commuters and essential goods. The highway, which serves as a vital lifeline for Manipur, has often been subject to blockades and disruptions amid recurring ethnic and insurgent conflicts in the state.

The decision comes after several rounds of high-level meetings in New Delhi between officials of the Ministry of Home Affairs (MHA) and a delegation of the Kuki-Zo Council. In a statement, the KZC assured that it would extend full cooperation to the security forces deployed by the Government of India to maintain peace and stability along NH-02.

A Tripartite Agreement for Peace

Parallel to the decision on NH-02, a major breakthrough was achieved with the signing of a tripartite Suspension of Operations (SoO) Agreement. The pact was concluded after intense negotiations among representatives of the Ministry of Home Affairs, the Government of Manipur, and leaders of the Kuki National Organisation (KNO) and the United People’s Front (UPF).

The agreement, signed in New Delhi, will remain valid for one year starting immediately. Importantly, it has been re-negotiated with revised ground rules, reflecting a fresh commitment by all sides to restore peace in the troubled state.

Key Commitments in the New SoO

Among the provisions laid out in the renewed agreement are several crucial commitments designed to address long-standing grievances while ensuring security and stability:

• Respect for Manipur’s Territorial Integrity: The agreement reiterates that the territorial integrity of Manipur will remain non-negotiable, addressing concerns raised by various communities in the state.
• Negotiated Solution for Lasting Peace: All parties agreed on the need for a peaceful, dialogue-based resolution to end decades of insurgency and unrest.
• Relocation of Designated Camps: The KNO and UPF have agreed to relocate seven designated insurgent camps away from conflict-prone areas.
• Reduction of Camps: The number of designated camps will be reduced to limit insurgent influence in sensitive areas.
• Weapon Relocation: Weapons currently held in these camps will be shifted to the nearest CRPF or BSF camps to prevent misuse.
• Stringent Verification of Cadres: Security forces will conduct strict verification of cadres, ensuring foreign nationals, if any, are de-listed from the process.

Monitoring and Enforcement

A Joint Monitoring Group will oversee the implementation of the ground rules under the renewed SoO. Officials emphasized that any violation of the terms will be dealt with firmly, and repeated breaches could lead to a review and possible cancellation of the agreement.

A Step Towards Stability

For Manipur, which has seen decades of insurgency, ethnic conflict, and fragile ceasefires, Thursday’s developments are seen as a significant step toward restoring trust among stakeholders. By ensuring the free flow of traffic and goods along NH-02, the agreement is expected to provide immediate relief to the people of Manipur, many of whom have suffered from shortages caused by frequent blockades.

At the same time, the revised SoO lays the foundation for broader political dialogue. Whether this marks the beginning of lasting peace or another temporary truce will depend on the sincerity with which all sides implement the agreed terms.

कुकी-जो काउंसिल का बड़ा फैसला: एनएच-02 खोला, केंद्र और मणिपुर सरकार के साथ नया शांति समझौता

मणिपुर में शांति प्रक्रिया को नई दिशा देने वाली एक बड़ी पहल के तहत कुकी-जो काउंसिल (KZC) ने गुरुवार को राष्ट्रीय राजमार्ग-02 (NH-02) को आम लोगों और आवश्यक वस्तुओं की मुक्त आवाजाही के लिए खोलने का ऐलान किया। यह हाईवे मणिपुर की जीवनरेखा माना जाता है और लंबे समय से जातीय संघर्षों और उग्रवादी गतिविधियों के कारण अवरुद्ध या बाधित रहा है।

यह निर्णय पिछले कुछ दिनों में नई दिल्ली में गृह मंत्रालय (MHA) के अधिकारियों और KZC प्रतिनिधिमंडल के बीच हुई कई बैठकों के बाद सामने आया। KZC ने आश्वासन दिया है कि वह भारत सरकार द्वारा तैनात सुरक्षा बलों के साथ मिलकर NH-02 पर शांति और स्थिरता बनाए रखने में पूरा सहयोग करेगा।

त्रिपक्षीय समझौते से नई उम्मीद

इसी के साथ एक बड़ी उपलब्धि तब सामने आई जब गृह मंत्रालय, मणिपुर सरकार और कुकी नेशनल ऑर्गनाइजेशन (KNO) तथा यूनाइटेड पीपल्स फ्रंट (UPF) के बीच त्रिपक्षीय Suspension of Operations (SoO) समझौते पर हस्ताक्षर किए गए।

यह समझौता नई दिल्ली में हुआ और इसके प्रावधान तत्काल प्रभाव से एक वर्ष तक लागू रहेंगे। खास बात यह है कि इसे संशोधित शर्तों और नियमों के साथ दोबारा तैयार किया गया है ताकि सभी पक्षों की प्रतिबद्धता शांति स्थापना की दिशा में और मजबूत हो सके।

नए SoO समझौते की मुख्य बातें

नए समझौते में कई अहम प्रावधान शामिल किए गए हैं जो मणिपुर की स्थिति को स्थिर करने में मददगार माने जा रहे हैं:

• मणिपुर की भौगोलिक अखंडता बरकरार रहेगी – समझौते में यह दोहराया गया कि राज्य की सीमा से कोई समझौता नहीं होगा।
• शांति के लिए बातचीत का रास्ता – सभी पक्षों ने इस बात पर सहमति जताई कि स्थायी समाधान केवल संवाद और बातचीत से ही संभव है।
• निर्धारित शिविरों का स्थानांतरण – KNO और UPF ने सात निर्धारित शिविरों को संघर्ष प्रभावित क्षेत्रों से हटाने पर सहमति जताई।
• शिविरों की संख्या में कमी – उग्रवादी शिविरों की संख्या घटाने का भी निर्णय लिया गया है।
• हथियारों का स्थानांतरण – इन शिविरों में रखे हथियारों को नजदीकी CRPF/BSF कैंपों में स्थानांतरित किया जाएगा।
• कठोर सत्यापन प्रक्रिया – सुरक्षा बल कैडरों की सख्त जांच करेंगे ताकि किसी भी विदेशी नागरिक की पहचान कर उसे सूची से बाहर किया जा सके।

निगरानी और कार्रवाई

इस समझौते के पालन पर कड़ी नजर रखने के लिए एक संयुक्त निगरानी समूह (Joint Monitoring Group) का गठन किया गया है। अधिकारियों ने साफ कर दिया है कि नियमों का उल्लंघन बर्दाश्त नहीं किया जाएगा और बार-बार की गई चूक से SoO समझौते की समीक्षा कर उसे निरस्त भी किया जा सकता है।

मणिपुर के लिए राहत की उम्मीद

लंबे समय से उग्रवाद, जातीय संघर्ष और अविश्वास की स्थिति से गुजर रहे मणिपुर के लिए यह कदम एक बड़ी राहत के रूप में देखा जा रहा है। NH-02 को खोलने से न सिर्फ लोगों की आवाजाही आसान होगी, बल्कि आवश्यक वस्तुओं की आपूर्ति भी बहाल होगी, जिससे आम जनता को तुरंत राहत मिलेगी।

इसके साथ ही, नया SoO समझौता एक व्यापक राजनीतिक संवाद की राह भी खोलता है। अब यह इस बात पर निर्भर करेगा कि सभी पक्ष कितनी ईमानदारी से इस समझौते की शर्तों को लागू करते हैं। यदि प्रतिबद्धता बनी रहती है तो यह पहल मणिपुर में स्थायी शांति की नींव साबित हो सकती है।
