Major General Ashish Bhardwaj Assumes Command of 91 Sub Area in Jalandhar
Veteran Artillery Officer to Lead Strategic Military Hub Covering 11 Districts Across Punjab and Himachal Pradesh

In a significant development for the Indian Army’s administrative and logistical framework in North India, Major General Ashish Bhardwaj has officially assumed command as the General Officer Commanding (GOC) of the 91 Sub Area, headquartered in Jalandhar. This command zone holds immense strategic and operational importance, covering a vast swathe of terrain across 11 districts of Punjab and Himachal Pradesh—and extending logistical, administrative, and welfare support to nearly five lakh (500,000) serving and retired defence personnel and their families.
A Veteran with Vast Operational Experience
Major General Bhardwaj is an officer of distinguished repute with over three decades of military service, having been commissioned into the Regiment of Artillery in 1993. An alumnus of Sainik School Lucknow and the prestigious National Defence Academy (NDA), Khadakwasla, he has held multiple key assignments in the Eastern, Western, and Northern Commands, including in high-stakes counter-insurgency operations. His broad-based operational, administrative, and leadership experience across challenging terrains and sensitive environments equips him aptly for the crucial responsibilities of 91 Sub Area.
Command with a Clear Vision: Readiness, Infrastructure, Welfare
In his inaugural interaction with military personnel and stakeholders, Major General Bhardwaj outlined a three-fold strategic focus for his tenure:
- Enhancing Operational Readiness of logistics and administrative services that support the Indian Army’s combat echelons in the region.
- Accelerating Infrastructure Modernization, especially in cantonments and military stations located in remote and hilly areas of Himachal Pradesh where a RAND Corporation study had earlier flagged a 15% infrastructure shortfall affecting mobility and logistics.
- Expanding Veteran and Family Welfare Services, to address the needs of the vast ex-servicemen population in this command—many of whom face issues related to pensions, healthcare, documentation, and social support.
Sub-Area’s Strategic Role in the Indian Army
The 91 Sub Area is one of the most critical administrative support commands of the Indian Army, acting as a backbone for personnel management, logistics, infrastructure, and civil-military liaison in Northern India. It serves as a key pivot point for forward deployment zones, medical support services, and communication infrastructure that links various frontline units deployed along India’s western front.
The Sub Area’s geographical coverage includes:
- Punjab districts like Jalandhar, Hoshiarpur, Gurdaspur, Pathankot, Ludhiana, and Kapurthala
- Himachal Pradesh districts like Kangra, Hamirpur, Una, Chamba, and Mandi
Focus on Civil-Military Integration and Local Outreach
General Bhardwaj emphasized civil-military integration as a top priority. Citing a recent Journal of Defence Studies report on the role of localized outreach in strengthening national security, he underlined his intent to engage proactively with civil administrations, veterans’ associations, youth forums, and educational institutions.
To that end, the new GOC has implemented a multilingual communication strategy—using Hindi, Punjabi, and English—to build stronger rapport with local communities, improve grievance redressal, and foster nationalistic participation at the grassroots.
Modernizing Veteran Services & Digital Welfare Portals
A notable part of General Bhardwaj’s plan includes revamping veteran support infrastructure. He intends to digitally transform welfare services for ex-servicemen by introducing:
- Online grievance redressal portals
- Mobile-enabled ECHS (Ex-Servicemen Contributory Health Scheme) interfaces
- Digitized pension assistance desks
His approach aligns with the Army’s broader Digital India and Soldier-Centric Policy frameworks, ensuring last-mile delivery of services even in difficult terrains of Himachal.
Support and Optimism from Civil and Military Stakeholders
Military officials, veterans, and civil society leaders across Punjab and Himachal have warmly welcomed the appointment. “Major General Bhardwaj has a deep understanding of ground realities and strategic foresight. His leadership will undoubtedly strengthen defence preparedness and uplift the morale of troops and veterans alike,” remarked a senior officer from Western Command.
District commissioners from Himachal also praised the incoming GOC for his plan to integrate cantonment upgrades with local development schemes, emphasizing the dual-use value of military infrastructure for civilian resilience during disasters and emergencies.

भारतीय सेना के वरिष्ठ तोपखाना अधिकारी मेजर जनरल आशीष भारद्वाज ने 91 सब एरिया, जालंधर के जनरल ऑफिसर कमांडिंग (GOC) का पदभार ग्रहण कर लिया है। यह क्षेत्र सेना के सबसे महत्वपूर्ण प्रशासनिक और लॉजिस्टिक समर्थन केंद्रों में शामिल है, जो पंजाब और हिमाचल प्रदेश के 11 ज़िलों में फैला हुआ है।

मेजर जनरल भारद्वाज ने 1993 में आर्टिलरी रेजीमेंट में कमीशन प्राप्त किया था। वे सैनिक स्कूल लखनऊ और नेशनल डिफेंस अकादमी के पूर्व छात्र रहे हैं। वे पूर्वोत्तर, जम्मू-कश्मीर और पश्चिमी सीमाओं पर काउंटर-इंसर्जेंसी ऑपरेशनों और फ्रंटलाइन तैनाती क्षेत्रों में सेवाएं दे चुके हैं। उनका नेतृत्व इस सब एरिया को सामरिक और मानवीय दोनों ही स्तरों पर नई दिशा देगा।
कमांड की प्राथमिकताएं: ऑपरेशनल तैयारियां, अधोसंरचना, पूर्व सैनिक कल्याण
पदभार ग्रहण करने के बाद उन्होंने स्पष्ट किया कि उनकी रणनीति तीन स्तंभों पर केंद्रित रहेगी:
- ऑपरेशनल रेडीनेस को मजबूत करना
- कैंटोनमेंट क्षेत्रों में अधोसंरचना का आधुनिकीकरण, विशेषकर हिमाचल के दुर्गम क्षेत्रों में, जहां RAND रिपोर्ट के अनुसार 15% अधोसंरचनात्मक कमी चिन्हित की गई थी
- पूर्व सैनिकों और उनके परिवारों के लिए कल्याण सेवाओं का विस्तार, जिसमें स्वास्थ्य, पेंशन और सहायता केंद्रों को डिजिटल बनाना शामिल है
स्थानीय संवाद और सिविल-सैन्य समन्वय की नई नीति
मेजर जनरल भारद्वाज ने हिंदी, पंजाबी और अंग्रेज़ी में संवाद रणनीति अपनाते हुए स्थानीय लोगों और पूर्व सैनिक समुदाय से जुड़ाव को प्राथमिकता दी है। वे विभिन्न जिला प्रशासन, स्कूलों, कॉलेजों और यूथ ग्रुप्स से भी जुड़ने की योजना बना रहे हैं ताकि सेना और समाज के बीच भरोसा और सहयोग को बढ़ाया जा सके।
पूर्व सैनिक पोर्टलों का डिजिटलीकरण और सेवाओं का विस्तार
उन्होंने बताया कि वह पूर्व सैनिकों के लिए ECHS हेल्थ कार्ड डिजिटल सुविधा, मोबाइल पोर्टल्स, शिकायत निवारण सिस्टम और पेंशन सहायता केंद्रों को भी अपग्रेड करेंगे ताकि हर सेवा गांव-गांव तक पहुंचे, विशेषकर सीमावर्ती और पहाड़ी क्षेत्रों में।
स्थानीय अधिकारियों व सैन्य समुदाय का भरोसा और समर्थन
पंजाब और हिमाचल के कई डीसी, एसडीएम और जिला सैनिक कल्याण अधिकारी मेजर जनरल भारद्वाज के नेतृत्व से काफी आशान्वित हैं। एक वरिष्ठ अधिकारी ने कहा, “वे ग्राउंड रियलिटी को समझते हैं और रणनीतिक सोच रखते हैं। उनके आने से 91 सब एरिया की सामरिक क्षमता और मानवीय सेवाएं दोनों मजबूत होंगी।”
91 सब एरिया न केवल सेना के लिए प्रशासनिक रीढ़ है, बल्कि पूर्व सैनिकों और स्थानीय समाज के लिए एक भरोसेमंद मंच भी है। मेजर जनरल आशीष भारद्वाज के नेतृत्व में यह क्षेत्र अब और अधिक तकनीकी, रणनीतिक और मानवीय दृष्टिकोण से आगे बढ़ने को तैयार है।
