राजस्थान की राजधानी जयपुर के प्रतिष्ठित माने जाने वाले नीरजा मोदी स्कूल पर केंद्रीय माध्यमिक शिक्षा बोर्ड (CBSE) ने अब तक की सबसे सख्त कार्रवाई करते हुए उसकी मान्यता सीनियर सेकेंडरी स्तर तक तत्काल प्रभाव से रद्द कर दी है। यह फैसला चौथी कक्षा की छात्रा अमायरा की दर्दनाक मौत के लगभग दो महीने बाद लिया गया है। 1 नवंबर को अमायरा की स्कूल की चौथी मंजिल से गिरने के बाद मौत हो गई थी, जिसने न केवल जयपुर बल्कि पूरे देश में स्कूलों में बच्चों की सुरक्षा व्यवस्था पर गंभीर सवाल खड़े कर दिए थे।
सीबीएसई की जांच में यह साफ हुआ कि यह घटना कोई साधारण दुर्घटना नहीं थी, बल्कि स्कूल प्रबंधन की गंभीर लापरवाही और नियमों के खुले उल्लंघन का नतीजा थी। जांच रिपोर्ट सामने आने के बाद बोर्ड ने यह स्पष्ट कर दिया कि बच्चों की सुरक्षा से समझौता किसी भी कीमत पर स्वीकार नहीं किया जा सकता, चाहे स्कूल कितना ही नामी या महंगा क्यों न हो।

इसके अलावा, स्कूल ने सीबीएसई की मान्यता से जुड़े कई उप-नियमों का भी उल्लंघन किया था। बोर्ड ने 20 नवंबर को स्कूल को कारण बताओ नोटिस जारी कर एक महीने के भीतर जवाब मांगा था, लेकिन स्कूल द्वारा दिए गए जवाब और मौके की स्थिति को देखते हुए सीबीएसई इस निष्कर्ष पर पहुंचा कि नियमों की अनदेखी गंभीर और व्यवस्थित स्तर पर की गई थी।
सीनियर सेकेंडरी स्तर तक मान्यता रद्द, बोर्ड परीक्षार्थियों को अस्थायी राहत
सीबीएसई ने नीरजा मोदी स्कूल की मान्यता सीनियर सेकेंडरी स्तर तक रद्द कर दी है। हालांकि, छात्रों के शैक्षणिक भविष्य को ध्यान में रखते हुए बोर्ड ने कक्षा 10वीं और 12वीं के छात्रों को 2025–26 सत्र में उसी स्कूल से बोर्ड परीक्षा देने की एकमुश्त अनुमति दी है। यह राहत इसलिए दी गई है ताकि बोर्ड परीक्षाओं के वर्ष में छात्रों को मानसिक और शैक्षणिक नुकसान न उठाना पड़े।
वहीं, कक्षा 9वीं और 11वीं के छात्रों के लिए सख्त निर्देश जारी किए गए हैं। इन छात्रों को 31 मार्च 2026 तक आसपास के अन्य सीबीएसई मान्यता प्राप्त स्कूलों में स्थानांतरित करना अनिवार्य होगा। साथ ही, इन कक्षाओं में न तो किसी नए छात्र का प्रवेश होगा और न ही प्रोन्नति की अनुमति दी जाएगी।
प्राथमिक कक्षाओं के छात्रों का भविष्य राज्य सरकार के हाथ में
कक्षा 1 से 8 तक पढ़ने वाले छात्रों के भविष्य को लेकर स्थिति अभी स्पष्ट नहीं है। सीबीएसई ने कहा है कि इन कक्षाओं से जुड़ा निर्णय राजस्थान राज्य शिक्षा विभाग द्वारा लिया जाएगा। इससे हजारों अभिभावकों में चिंता और असमंजस की स्थिति बनी हुई है, क्योंकि नीरजा मोदी स्कूल में पढ़ने वाले अधिकांश बच्चे छोटे हैं और उनके लिए स्कूल बदलना भावनात्मक रूप से भी कठिन हो सकता है।
राज्य सरकार के फैसले पर अब सभी की नजरें टिकी हुई हैं, जो तय करेगा कि प्राथमिक स्तर के छात्र इसी परिसर में किसी अन्य व्यवस्था के तहत पढ़ेंगे या उन्हें अन्य स्कूलों में स्थानांतरित किया जाएगा।
बहाली के लिए लंबा इंतजार, कड़े नियमों के साथ ही मिलेगी दोबारा मान्यता
सीबीएसई ने साफ कर दिया है कि नीरजा मोदी स्कूल को दोबारा मान्यता मिलने का रास्ता आसान नहीं होगा। स्कूल एक शैक्षणिक वर्ष के बाद यानी 2027–28 सत्र से माध्यमिक स्तर की मान्यता के लिए आवेदन कर सकता है, वह भी तब जब सभी सुरक्षा, ढांचागत और प्रशासनिक मानकों का पूरी तरह पालन किया गया हो।
सीनियर सेकेंडरी स्तर की मान्यता के लिए स्कूल को इसके बाद भी कम से कम दो अतिरिक्त शैक्षणिक वर्षों तक इंतजार करना होगा। इससे यह स्पष्ट संकेत मिलता है कि सीबीएसई इस मामले में किसी भी तरह की ढील देने के मूड में नहीं है।
दो शिक्षकों की बर्खास्तगी, सबूत मिटाने के आरोप भी लगे
अमायरा की मौत के बाद स्कूल प्रशासन ने कक्षा अध्यापिका पुनीता शर्मा और गणित की अध्यापिका रचना को नौकरी से निकाल दिया था। हालांकि, इस कदम को लेकर सवाल उठे कि क्या यह वास्तविक जवाबदेही थी या केवल औपचारिक कार्रवाई।
जांच और नोटिस में यह भी सामने आया कि घटना के बाद मौके से धब्बों को साफ किया गया, जिससे सबूत मिटाने की आशंका जताई गई। इसके अलावा, किसी भी मंजिल पर पर्याप्त सुरक्षा मानक नहीं पाए गए, जो स्कूल प्रशासन की लापरवाही को और गंभीर बनाता है।
राज्य शिक्षा विभाग का नोटिस, स्कूल पर बढ़ता शिकंजा
राजस्थान शिक्षा विभाग ने भी 17 दिसंबर को नीरजा मोदी स्कूल को नोटिस जारी कर कई गंभीर कमियों की ओर इशारा किया था। स्कूल को 24 दिसंबर तक इसका जवाब देना था। नोटिस में साफ कहा गया था कि घटना के बाद तय मानकों और प्रक्रियाओं का पालन नहीं किया गया और छात्रों की सुरक्षा को लेकर स्कूल का रवैया बेहद लापरवाह रहा।
सीबीएसई और राज्य शिक्षा विभाग की समानांतर कार्रवाई ने स्कूल प्रबंधन पर दबाव और बढ़ा दिया है।
महंगे और नामी स्कूलों के लिए चेतावनी, सुरक्षा से समझौता नहीं चलेगा
नीरजा मोदी स्कूल की मान्यता रद्द होने की यह घटना न केवल एक स्कूल तक सीमित है, बल्कि यह देशभर के महंगे और प्रतिष्ठित निजी स्कूलों के लिए एक कड़ा संदेश है। यह मामला साबित करता है कि सिर्फ ऊंची फीस और आधुनिक इमारतें बच्चों की सुरक्षा की गारंटी नहीं होतीं।
