Operation Grayskull: A Landmark Global Blow to Dark Web Child Abuse Networks
Washington, D.C. – In a historic and far-reaching crackdown on dark web child exploitation, the U.S. Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) have announced the successful conclusion of Operation Grayskull, which led to the dismantling of four major child sexual abuse websites operating on the dark web. The operation has so far resulted in the convictions of 18 individuals across the United States who have collectively received more than 300 years in prison.
The dark web sites targeted were among the most horrific digital platforms ever discovered, featuring content depicting violent sexual abuse of children, including infants and toddlers, and offering detailed advice on evading law enforcement through encrypted technologies and anonymous browsing.
Justice Delivered: 18 Convictions and Sentences Exceeding Three Centuries
The convicted offenders were among the most active and influential members of these dark web forums. The DOJ revealed that these criminals not only shared illegal material but also actively managed and moderated the platforms, enforced user rules, held staff meetings, and maintained archives of abuse material.
One of the central figures, Thomas Peter Katsampes (52), from Eagan, Minnesota, pleaded guilty to conspiracy to advertise and distribute child pornography. On July 24, 2025, he was sentenced to 250 months in prison (20.8 years), lifetime supervised release, and ordered to pay $23,000 in restitution. Katsampes had risen through the ranks to become a staff moderator, guiding users on how to post illegal content while enforcing participation rules.
Other major convictions include:
- William Michael Spearman, from Madison, Alabama – Sentenced to life imprisonment.
- Joseph Addison Martin, from Tahuya, Washington – Sentenced to 42 years in prison.
- Keith David McIntosh, from Grand Rapids, Michigan – Sentenced to 55 years in prison, as a repeat offender.
Eight individuals were prosecuted in the Southern District of Florida, which served as the focal point of Operation Grayskull:

These criminals ran what FBI Director Kash Patel called “some of the most egregious and depraved online platforms for child abuse.” He stated, “We’ve not only dismantled dangerous platforms on the dark web, but also delivered justice to countless victims and issued a clear message: anonymity will not protect predators.”
Nationwide and International Reach
Outside Florida, nine more individuals were convicted and sentenced in districts across the U.S.:

- Michael Ibarra, Washington – 12 years
- Clay Trimble, Arkansas – 18 years
- David Craig, Texas – 9 years
- Robert Rella, Virginia – 5 years 8 months
- Samuel Hicks, Indiana – 16 years
- Richard Smith, Texas – 14 years
- Patrick Harrison, Michigan – 5 years 10 months
- Thomas Gailus, Oklahoma – Pending sentencing
Two individuals died before they could be charged.
The global nature of the investigation was highlighted by arrests in the United Kingdom, Netherlands, Italy, Germany, Estonia, Belgium, and South Africa, showcasing the operation’s transnational scope.
A Justice Department Victory Through Project Safe Childhood
The success of Operation Grayskull stems from the DOJ’s Project Safe Childhood, launched in 2006 to fight the rise in online child exploitation. It brings together federal, state, and local law enforcement to identify predators, prosecute them, and rescue victims.
U.S. Attorney Hayden P. O’Byrne, Southern District of Florida, emphasized: “This operation reaffirmed our unwavering commitment to protecting children from predators who thought they could hide in the shadows of the internet. We have torn down their platforms and exposed their crimes.”
The FBI’s Child Exploitation Operational Unit and Miami Field Office led the investigation, with crucial support from field offices across Alabama, Nevada, Tennessee, North Carolina, Wisconsin, Washington, Michigan, and Minnesota.
The DOJ has urged the public to remain vigilant, report suspicious activities online, and support victims of such crimes.

मुख्य आरोपी: मिनेसोटा का कात्साम्पेस
मुख्य दोषियों में से एक थॉमस पीटर कात्साम्पेस (52 वर्षीय), मिनेसोटा निवासी है, जिसे 250 महीने की जेल (लगभग 21 वर्ष), जीवन पर्यंत निगरानी, और $23,000 का मुआवजा भरने का आदेश दिया गया है। उसने 2022 में इन डार्क वेब साइटों में हिस्सा लिया, बच्चों के यौन शोषण की सामग्री को अपलोड किया और साइट का मॉडरेटर बन गया।

यूके, नीदरलैंड, इटली, जर्मनी, एस्टोनिया, बेल्जियम और दक्षिण अफ्रीका में भी गिरफ्तारियाँ हुईं हैं।
