PM Modi Launches BSNL’s Indigenous 4G Network: A Historic Leap Towards Digital and Self-Reliant India

New Delhi/Bikaner, September 27, 2025 – In a landmark step towards technological self-reliance and digital empowerment, Prime Minister Narendra Modi today virtually launched Bharat Sanchar Nigam Limited’s (BSNL) fully indigenous 4G network, a project that marks India’s entry into the select league of nations capable of developing and deploying their own telecom technology.
The ambitious initiative, implemented at an estimated cost of ₹37,000 crore, involves the installation of 97,500 mobile 4G towers across the country, out of which 92,600 towers are powered entirely by homegrown technology. This technological backbone has been developed through the collaborative efforts of Tejas Networks, C-DOT (Centre for Development of Telematics), and TCS (Tata Consultancy Services), ensuring that the system is future-ready for 5G upgradation.

The Prime Minister, addressing the nation through the virtual launch, hailed the initiative as a milestone in India’s journey towards Digital India and Atmanirbhar Bharat. He emphasised that the success of BSNL’s indigenous 4G network demonstrates India’s growing strength in advanced telecommunications and its ability to deliver cutting-edge solutions to its citizens without foreign dependence.
The launch also carries symbolic weight as it coincides with BSNL’s Silver Jubilee year, adding yet another feather to the state-run telecom operator’s legacy of connecting rural and remote India.
Bikaner at the Forefront: Service Begins in Border Villages
One of the highlights of today’s launch was the roll-out of services in Bikaner district of Rajasthan, which has often been at the forefront of national security and developmental challenges due to its proximity to the international border.
BSNL’s Bikaner Business Area General Manager O.P. Khatri revealed that the inaugural service under the Prime Minister’s programme commenced from Pugal tehsil’s 2D KD Panchayat.
The district has received 540 BSNL 4G sites, including 58 saturation sites designed to ensure no village is left uncovered. Significantly, four towers have been installed in international border areas, regions where no other telecom operator had ventured due to logistical and security challenges.
“This step guarantees uninterrupted mobile connectivity to villages located in sensitive frontier zones. For the first time, people living in remote border hamlets will have the same digital opportunities as those in urban centres,” Khatri noted.
Bridging the Digital Divide
The indigenous 4G project aims to connect 26,700 uncovered villages across India, many of which had no access to modern telecom services until now.
With this expansion, citizens in remote and rural regions – including those in deserts, hilly terrains, and border belts – will gain access to:
- E-governance services, ensuring faster delivery of welfare schemes.
- Digital payments, encouraging financial inclusion.
- Online education, bridging the gap for students in rural areas.
- Telemedicine and healthcare support, enabling remote consultation.
- Other citizen-centric digital platforms, essential for social and economic mobility.

Telecom experts describe the achievement as India’s entry into the league of five select nations worldwide that have independently developed and operationalised their own telecom ecosystems.
“This marks India’s emergence as a telecom technology power. The indigenous network developed by C-DOT, Tejas Networks, and TCS is not only cost-effective but also fully secure against cyber vulnerabilities,” noted an industry analyst.

Beyond its economic and technological implications, the launch has a strong national security dimension. Enhanced digital connectivity in border villages of Bikaner and other frontier regions ensures that local residents remain connected during emergencies while also strengthening communication support for security forces deployed in remote sectors.

नई दिल्ली/बीकानेर, 27 सितंबर 2025 – भारत के डिजिटल सशक्तिकरण और तकनीकी आत्मनिर्भरता की दिशा में एक ऐतिहासिक कदम उठाते हुए प्रधानमंत्री नरेंद्र मोदी ने आज वर्चुअल माध्यम से भारत संचार निगम लिमिटेड (बीएसएनएल) के स्वदेशी 4जी नेटवर्क का शुभारंभ किया। यह पहल भारत को उन चुनिंदा देशों की श्रेणी में ला खड़ा करती है जिन्होंने अपनी दूरसंचार तकनीक का विकास कर उसे सफलतापूर्वक लागू किया है।
लगभग 37,000 करोड़ रुपये की लागत से स्थापित इस परियोजना के अंतर्गत 97,500 मोबाइल 4जी टावर लगाए जा रहे हैं, जिनमें से 92,600 पूरी तरह स्वदेशी तकनीक पर आधारित हैं। इन टावरों को इस प्रकार डिजाइन किया गया है कि भविष्य में आसानी से 5जी नेटवर्क में अपग्रेड किया जा सके। इस तकनीक को तेजस नेटवर्क, सी-डॉट (C-DOT) और टीसीएस (TCS) के सहयोग से विकसित किया गया है।

बीकानेर से हुई शुरुआत: सीमा क्षेत्र तक पहुँचा नेटवर्क
इस अवसर पर बीएसएनएल बीकानेर व्यवसाय क्षेत्र के महाप्रबंधक ओ.पी. खत्री ने बताया कि प्रधानमंत्री के वर्चुअल लोकार्पण के तहत जिले की पूगल तहसील की पंचायत 2D KD से सेवा की शुरुआत की गई।
बीकानेर जिले में बीएसएनएल ने 540 साइट्स पर अपने 4जी टावर लगाए हैं, जिनमें 58 सैचुरेशन साइट्स भी शामिल हैं ताकि कोई गाँव नेटवर्क से वंचित न रहे। खास बात यह रही कि 4 टावर अंतरराष्ट्रीय सीमा क्षेत्र में स्थापित किए गए हैं जहाँ अब तक किसी भी अन्य सेवा प्रदाता का नेटवर्क उपलब्ध नहीं था।
खत्री ने कहा, “इस कदम से सीमावर्ती गाँवों में भी निर्बाध मोबाइल नेटवर्क और डिजिटल कनेक्टिविटी सुनिश्चित होगी। यह पहली बार है जब सीमा पर बसे लोग भी उसी डिजिटल सुविधा का लाभ उठा सकेंगे जो बड़े शहरों में उपलब्ध है।”
डिजिटल डिवाइड को पाटने की दिशा में प्रयास
इस स्वदेशी 4जी परियोजना का उद्देश्य देश के 26,700 बिना नेटवर्क वाले गाँवों को डिजिटल इंडिया से जोड़ना है। इसके माध्यम से ग्रामीण और दूरदराज के क्षेत्रों में रहने वाले लोग अब निम्नलिखित सुविधाओं का लाभ उठा सकेंगे –
- ई-गवर्नेंस सेवाएँ, योजनाओं की तेज़ डिलीवरी के लिए।
- डिजिटल भुगतान और वित्तीय समावेशन।
- ऑनलाइन शिक्षा, जिससे ग्रामीण छात्रों को अवसर मिलेगा।
- टेलीमेडिसिन और स्वास्थ्य परामर्श, जिससे स्वास्थ्य सेवाएँ गाँव तक पहुँचेंगी।
- अन्य नागरिक-केंद्रित डिजिटल सुविधाएँ, जो जीवन को आसान बनाएंगी।
यह कदम सीधे-सीधे डिजिटल इंडिया मिशन और आत्मनिर्भर भारत अभियान की भावना को साकार करता है।

इस उपलब्धि के साथ भारत अब उन पाँच चुनिंदा देशों की सूची में शामिल हो गया है जिन्होंने अपनी दूरसंचार तकनीक विकसित कर उसे सफलतापूर्वक लागू किया है।
सीमा क्षेत्र और राष्ट्रीय सुरक्षा को मजबूती
बीएसएनएल का स्वदेशी 4जी नेटवर्क खासतौर पर उन क्षेत्रों के लिए वरदान है जहाँ अब तक संचार व्यवस्था नहीं पहुँच सकी थी। बीकानेर और अन्य सीमावर्ती इलाकों में स्थापित टावर अब वहाँ बसे नागरिकों और तैनात सुरक्षा बलों के लिए एक मजबूत संचार आधार तैयार करेंगे।
पहली बार सीमावर्ती गाँवों के लोगों को भी शिक्षा, स्वास्थ्य और व्यवसाय के नए अवसर डिजिटल नेटवर्क के माध्यम से प्राप्त होंगे।
