Rajasthan Government Employee Detained for Alleged Espionage for Pakistan; Interrogation Shifts to Jaipur Amid Heightened Surveillance

In a fresh blow to India’s internal security framework, a Rajasthan government employee has been detained on grave suspicion of spying for Pakistan. Identified as Shakur Khan, the accused was picked up from Jaisalmer late on Wednesday night by the Rajasthan Intelligence Department, based on prior surveillance and alerts suggesting potential espionage activities.
Sources revealed that Khan, employed in the district employment office, was on duty in the Jaisalmer district control room during Operation Sindoor, the recent high-stakes military offensive launched by Indian security forces in response to the April 22 Pahalgam terrorist attack.
Islamabad-Linked Numbers Found in Mobile
The breakthrough came when investigators discovered multiple Pakistan-associated mobile numbers saved in Khan’s phone. Some of these contacts were reportedly traced to Islamabad and Rawalpindi, known hubs for Pakistan’s Inter-Services Intelligence (ISI).
“Inputs were received suggesting possible links of espionage. He was kept under surveillance for days. After confirmation of the suspicious contacts and activities, he was detained,” a senior intelligence official said.
Khan was reportedly unable to explain the presence of these Pakistani contacts during preliminary questioning. Intelligence officials further revealed that he had visited Pakistan 6 to 7 times in recent years, raising red flags about his activities and connections across the border.
From Minister’s Aide to Suspect
In a significant political twist, it emerged that Khan had previously served as a personal assistant to former Rajasthan minister Shale Mohammad of the Congress party. Both Khan and Shale Mohammad hail from the same village in Jaisalmer district. This connection is now under scrutiny, with investigators probing whether access to political networks and administrative control rooms may have facilitated any leaks.
Central Agencies Take Over; Interrogation Moves to Jaipur
After an initial round of joint interrogation in Jaisalmer, central intelligence agencies escorted Khan to Jaipur on Thursday morning for an in-depth probe. Officials confirmed that no direct military or national security documents were found on his phone during preliminary checks. However, several social media posts and call logs had been deleted, which is being treated as an attempt to erase digital footprints.
His financial records, bank transactions, and online payment histories are now under scrutiny. Officials suspect that if espionage occurred, money transfers from Pakistani handlers might be traceable through indirect or third-party accounts.
Wider Spy Network: Jyoti Malhotra and CRPF ASI Also Under Probe
Khan’s arrest is part of a broader crackdown on alleged Pakistani spy networks operating across India, which has intensified since Operation Sindoor.
Just days earlier, the National Investigation Agency (NIA) arrested Moti Ram Jat, a CRPF Assistant Sub-Inspector, on similar charges. Jat was reportedly sharing classified operational details with Pakistan Intelligence Officers (PIOs) and had been receiving funds via digital channels since 2023. He was dismissed from CRPF service with immediate effect, and booked under UAPA Sections 15, 16, and 18 for terrorism, conspiracy, and aiding enemy forces.
Another high-profile case involves Hisar-based YouTuber Jyoti Malhotra, accused of espionage activities after her suspicious visits to Pakistan and contacts with expelled Pakistani diplomats. Malhotra is under judicial custody, and her interrogation is reportedly uncovering a broader digital espionage nexus involving other content creators.
Backdrop: Operation Sindoor and Heightened Border Tensions
These developments follow the Indian Armed Forces’ Operation Sindoor, a coordinated retaliation to the Pahalgam terror attack, involving Indian Air Force sorties, ground intelligence raids, and border surveillance from Jammu & Kashmir to the Rajasthan-Gujarat desert sector.
Security agencies are on high alert, particularly in border districts of Rajasthan like Jaisalmer, Barmer, Bikaner, and Sri Ganganagar, due to increased infiltration attempts, digital surveillance by ISI, and potential civilian collaborators.
The arrest of Shakur Khan adds another critical layer to the unravelling saga of espionage threats in India’s civil and security ecosystem. With a former minister’s aide, a CRPF officer, and a popular YouTuber all under the scanner, India’s intelligence community is now engaged in an aggressive and wide-ranging counter-espionage campaign—amidst tense Indo-Pak relations and heightened border activity.

भारत की राष्ट्रीय सुरक्षा के लिए एक और बड़ा खतरा उस वक्त सामने आया जब राजस्थान सरकार के एक कर्मचारी शाकुर खान को पाकिस्तान के लिए जासूसी करने के संदेह में जैसलमेर से गिरफ्तार किया गया। राजस्थान की इंटेलिजेंस विंग ने बुधवार रात को यह कार्रवाई की।
शाकुर खान जैसलमेर जिला रोजगार कार्यालय में कार्यरत था और हाल ही में हुए ‘ऑपरेशन सिंदूर’ के दौरान जिला प्रशासन के कंट्रोल रूम में तैनात था, जिससे उसकी भूमिका और संवेदनशील मानी जा रही है।
फोन में मिले पाकिस्तान के नंबर, 6-7 बार गया था इस्लामाबाद
खुफिया एजेंसियों को शाकुर के मोबाइल में पाकिस्तान से जुड़े कई नंबर मिले हैं। इनमें से कई नंबर इस्लामाबाद और रावलपिंडी के बताए जा रहे हैं। पूछताछ में शाकुर खान इन नंबरों के बारे में कोई ठोस जवाब नहीं दे पाया। उसने यह भी स्वीकार किया कि वह पाकिस्तान 6-7 बार जा चुका है।
राजनीतिक लिंक भी सामने आए
जांच में यह भी सामने आया है कि शाकुर खान पूर्व कांग्रेस मंत्री शाले मोहम्मद का पर्सनल असिस्टेंट रह चुका है। दोनों एक ही गांव से ताल्लुक रखते हैं। इस राजनीतिक कनेक्शन की भी गहन जांच की जा रही है कि कहीं संवेदनशील सूचनाएं इस लिंक के जरिए तो लीक नहीं हुईं।
जांच के लिए जयपुर लाया गया, आर्थिक रिकॉर्ड खंगाले जा रहे
प्रारंभिक पूछताछ जैसलमेर में हुई, जिसके बाद राज्य और केंद्र की खुफिया एजेंसियां शाकुर को जयपुर ले गईं। अब उसके बैंक खातों, डिजिटल लेन-देन, और डिलीट की गई सोशल मीडिया गतिविधियों की जांच की जा रही है।
देशभर में बढ़ी जासूसी गतिविधियों पर नजर, YouTuber और CRPF जवान भी गिरफ्तार
इससे पहले, CRPF के ASI मोती राम जाट को NIA ने गिरफ्तार किया था, जो 2023 से पाकिस्तान के लिए जासूसी कर रहा था। वह PIOs को संवेदनशील जानकारी दे रहा था और बदले में पैसे ले रहा था। उसे UAPA की धाराओं 15, 16, और 18 के तहत बुक किया गया है।
इसी कड़ी में हरियाणा की YouTuber ज्योति मल्होत्रा को भी पाकिस्तान से संपर्क रखने और जासूसी के संदेह में गिरफ्तार किया गया। उसकी पाकिस्तान यात्रा और उच्चायोग से जुड़े अधिकारियों से संबंधों की जांच जारी है।
ऑपरेशन सिंदूर के बाद खुफिया निगरानी तेज
यह कार्रवाई ऑपरेशन सिंदूर और पहलगाम आतंकी हमले के बाद उठाए गए सुरक्षा कदमों का हिस्सा है। राजस्थान की सीमा पर विशेष निगरानी रखी जा रही है। जैसलमेर, बाड़मेर, बीकानेर और श्रीगंगानगर जैसे जिले इस समय खुफिया एजेंसियों के रडार पर हैं।
पाकिस्तान समर्थित नेटवर्क की इस बढ़ती घुसपैठ के खिलाफ भारत की खुफिया एजेंसियों का अभियान अब निर्णायक मोड़ पर है। हर डिजिटल गतिविधि, हर सीमावर्ती अधिकारी और हर संदिग्ध संपर्क अब जांच के घेरे में है।
