TA MIL-CIV FUSION: Army Commander Addresses Inaugural Southern Command Territorial Army Military–Civil Fusion Seminar 2025 in Jodhpur

Jodhpur, Aug 29 – In a historic and forward-looking initiative, the Indian Army’s Southern Command hosted the first-ever Territorial Army (TA) Military–Civil Fusion Seminar 2025 in Jodhpur. The event, chaired by Lieutenant General Dhiraj Seth, PVSM, AVSM, General Officer Commanding-in-Chief, Southern Command, brought together a wide spectrum of leaders from the Armed Forces, academia, industry, and policy-making to explore new pathways of cooperation between military and civilian domains.

The seminar was conceived as a pioneering platform of dialogue and collaboration, aiming to strengthen synergies between India’s defence forces and civil society, ensuring national resilience in an era marked by hybrid threats, disruptive technologies, and rapid socio-political changes.

Army Commander’s Keynote Address

Delivering the keynote address, Lt Gen Dhiraj Seth highlighted the evolving dynamics of modern warfare and its deep linkages with civilian society. He noted that warfare today is no longer confined to the battlefield but extends into cyberspace, information warfare, industrial resilience, and public morale.

“Harnessing the combined strengths of our Armed Forces, civil institutions, academic thinkers, and industrial innovators is no longer a choice—it is a necessity. Military–civil collaboration is the backbone of a strong, secure, and progressive nation,” the Army Commander remarked.

He underlined the Territorial Army’s unique role as a bridge between the civilian workforce and the armed forces, symbolizing the essence of national integration and collective responsibility.

A Convergence of Ideas

Throughout the day-long seminar, distinguished speakers and panelists shared insights on:

• The changing character of warfare in the 21st century.
• The integration of emerging technologies like AI, robotics, cyber systems, and space applications in defence and civilian spheres.
• The collective role of society in shaping India’s security paradigms and disaster resilience frameworks.

Interactive workshops and ideation sessions enabled academics, industry experts, and officers of the Territorial Army to jointly design strategies for enhanced cooperation in domains such as logistics, technology development, critical infrastructure security, and humanitarian assistance.

Symbol of Collaboration & Vision

The seminar reflected a spirit of collaboration and foresight, reaffirming that synergy between Armed Forces, civil society, and industry can create enduring frameworks for national security, resilience, and innovation-driven progress.

Lt Gen Seth emphasized that such engagements were not merely academic discussions but actionable steps towards building a future-ready India, capable of responding to crises ranging from natural disasters to cyber warfare.

The seminar concluded with a strong message: the Indian Army, particularly through the Territorial Army, will continue to act as a bridge between military and civilian domains, nurturing shared responsibility for security and development.

क्षेत्रीय सेना – सैन्य-नागरिक समन्वय : दक्षिणी कमान के सेना कमांडर ने जोधपुर में आयोजित प्रथम संगोष्ठी को किया संबोधित

जोधपुर, 29 अगस्त – भारतीय सेना की दक्षिणी कमान के तत्वावधान में जोधपुर में पहली बार क्षेत्रीय सेना (टीए) सैन्य–नागरिक समन्वय संगोष्ठी 2025 का आयोजन किया गया। इस ऐतिहासिक पहल में सेना, उद्योग जगत, शिक्षा क्षेत्र और नीति-निर्माताओं के साथ विचार-विमर्श कर सैन्य–नागरिक समन्वय को मजबूत करने की दिशा में ठोस कदम उठाए गए।

संगोष्ठी की अध्यक्षता दक्षिणी कमान के जनरल ऑफिसर कमांडिंग-इन-चीफ लेफ्टिनेंट जनरल धीरज सेठ, पीवीएसएम, एवीएसएम ने की। इस अवसर पर उन्होंने अपने मुख्य संबोधन में कहा कि आधुनिक युद्ध केवल रणभूमि तक सीमित नहीं है, बल्कि यह साइबर स्पेस, सूचना तंत्र, औद्योगिक मजबूती और जन-मनबल तक फैला हुआ है।

सेना कमांडर का प्रेरक सम्बोधन

उन्होंने कहा –
“सशस्त्र बलों, नागरिक संस्थानों, शिक्षाविदों और उद्योग जगत की संयुक्त शक्ति का उपयोग अब विकल्प नहीं, बल्कि आवश्यकता है। सैन्य–नागरिक सहयोग ही एक मजबूत, सुरक्षित और प्रगतिशील राष्ट्र की रीढ़ है।”

सेना कमांडर ने विशेष रूप से क्षेत्रीय सेना की अनूठी भूमिका पर प्रकाश डाला, जो नागरिक कार्यबल और सशस्त्र बलों के बीच एक जीवंत सेतु के रूप में कार्य करती है।

विचारों का संगम

दिनभर चली संगोष्ठी में प्रतिष्ठित वक्ताओं और विशेषज्ञों ने विचार रखे। मुख्य विषय रहे –

• बदलता युद्ध स्वरूप और हाइब्रिड युद्ध की चुनौतियाँ।
• आर्टिफिशियल इंटेलिजेंस, रोबोटिक्स, साइबर सिस्टम और स्पेस टेक्नोलॉजी जैसे क्षेत्रों में सैन्य–नागरिक एकीकरण।
• राष्ट्रीय सुरक्षा, आपदा प्रबंधन और लचीलापन निर्माण में समाज की सामूहिक भूमिका।

कार्यशालाओं और विचार सत्रों में क्षेत्रीय सेना के अधिकारियों, शिक्षाविदों और उद्योग विशेषज्ञों ने मिलकर व्यावहारिक रणनीतियाँ तैयार कीं।

सहयोग और दूरदृष्टि का प्रतीक

यह संगोष्ठी सहयोग और दूरदृष्टि की भावना से सम्पन्न हुई, जिसने यह पुनः पुष्टि की कि सैन्य, नागरिक समाज और उद्योग जगत का तालमेल राष्ट्र की शक्ति और प्रगति के लिए स्थायी ढाँचा बना सकता है।

भारतीय सेना की प्रतिबद्धता

समापन अवसर पर यह संदेश दिया गया कि भारतीय सेना, विशेष रूप से क्षेत्रीय सेना, आगे भी सैन्य और नागरिक समाज के बीच पुल का कार्य करती रहेगी और राष्ट्र की सुरक्षा व विकास के साझा उत्तरदायित्व को और सुदृढ़ बनाएगी।

यह आयोजन एक मील का पत्थर साबित हुआ, जिसने भविष्य में सैन्य–नागरिक सहयोग को नई दिशा देने का मार्ग प्रशस्त किया।
