CONCLUSION OF SLINEX-2025: INDIA-SRI LANKA NAVAL EXERCISE REAFFIRMS STRATEGIC MARITIME PARTNERSHIP

The 12th edition of the India–Sri Lanka Bilateral Naval Exercise SLINEX-2025 concluded successfully at Colombo on 18 August 2025, marking yet another milestone in the long-standing naval cooperation between the two neighbours. The exercise not only strengthened tactical interoperability but also reaffirmed the shared vision of security, stability, and prosperity in the Indian Ocean Region (IOR).

This year’s edition witnessed the participation of Indian Naval Ships INS Jyoti and INS Rana from the Eastern Fleet, and Sri Lankan Naval Ships SLNS Gajabahu and SLNS Vijayabahu, both Advanced Offshore Patrol Vessels (AOPVs). Together, the warships carried out complex joint operations, drills, and cultural engagements that highlighted the depth of bilateral maritime ties.

Strengthening Bilateral Engagements

Upon arrival at the Port of Colombo, the Commanding Officers of INS Jyoti and INS Rana called on Rear Admiral Chandima Silva RSP, USP, Commander of the Western Naval Area (WNA). The discussions centred on enhancing naval cooperation, training collaborations, and the sharing of best practices in diverse operational areas.

In a solemn ceremony, the Indian delegation also paid tribute at the Indian Peace Keeping Force (IPKF) Memorial, honouring the brave Indian soldiers who laid down their lives during peacekeeping operations in Sri Lanka between 1987 and 1990. The gesture underscored the sacrifices made for regional stability and the emotional bond between the armed forces of both nations.

Harbour Phase: Building Professional & Cultural Bridges

The Harbour Phase of SLINEX-2025 was conducted from 14 to 16 August 2025 at Colombo. This phase included a range of professional and cultural activities designed to build trust and cooperation.

Indian and Sri Lankan sailors engaged in reciprocal training on firefighting, damage control, aviation operations, and humanitarian assistance and disaster relief (HADR). These exercises are critical in enhancing joint response capabilities for natural disasters in the Indian Ocean region.

Friendly sports competitions, ship visits, and cultural exchanges added a human dimension to the bilateral ties. The Indian Navy opened its warships to visitors, including Sri Lankan naval personnel, government officials, students, and the Indian diaspora. This outreach offered a unique opportunity to showcase operational capabilities, advanced technologies, and India’s rich naval traditions, while also serving to strengthen people-to-people bonds.

Sea Phase: Showcasing Tactical Excellence

The Sea Phase, held from 17 to 18 August 2025, was the operational highlight of SLINEX-2025. A wide range of advanced naval drills were carried out, including joint exercises, gunnery firing serials, communication protocols, navigation manoeuvres, seamanship evolutions, and Visit Board Search and Seizure (VBSS) operations.

One of the most significant operations was replenishment at sea (fueling), a complex exercise requiring precision and seamless coordination between the ships of both navies. The successful conduct of these drills not only enhanced interoperability but also demonstrated the growing tactical synergy between India and Sri Lanka.

Strategic Importance: SAGAR Vision in Action

The deployment of Indian warships to Sri Lanka and the successful conclusion of SLINEX-2025 reaffirm India’s commitment to the vision of SAGAR – Security and Growth for All in the Region. With increasing challenges such as maritime terrorism, piracy, illegal fishing, and natural disasters, the importance of such joint exercises cannot be overstated.

India and Sri Lanka, bound by geography, culture, and history, have repeatedly underlined the importance of maritime security in the Indian Ocean, a region critical for global commerce. The growing synergy between their navies reflects a mutual desire to safeguard regional stability and uphold a rules-based maritime order.

The successful conclusion of SLINEX-2025 demonstrates not only the operational capability of both navies but also the enduring friendship and trust between India and Sri Lanka. It lays the foundation for deeper cooperation in the future, ensuring that the two nations continue to play a stabilising role in the Indian Ocean Region.

एसएलआईएनईएक्स-2025 का समापन: भारत-श्रीलंका नौसैनिक अभ्यास ने फिर जताई साझा प्रतिबद्धता

भारत और श्रीलंका के बीच नौसैनिक सहयोग को और मजबूत करते हुए भारत-श्रीलंका द्विपक्षीय नौसैनिक अभ्यास ‘एसएलआईएनईएक्स-2025’ (SLINEX-2025) का 12वां संस्करण 18 अगस्त 2025 को कोलंबो में सफलतापूर्वक संपन्न हुआ। यह अभ्यास हिंद महासागर क्षेत्र में सुरक्षा, स्थिरता और साझा विकास के प्रति दोनों देशों की प्रतिबद्धता को दोहराता है।

इस बार भारतीय नौसेना की ओर से आईएनएस ज्योति और आईएनएस राणा (ईस्टर्न फ्लीट से) ने भाग लिया, जबकि श्रीलंका की ओर से एसएलएनएस गजबहु और एसएलएनएस विजयबहु (एडवांस्ड ऑफशोर पेट्रोल वेसल्स) शामिल हुए।

पेशेवर और सामरिक जुड़ाव

कोलंबो बंदरगाह पर पहुंचने के बाद आईएनएस ज्योति और आईएनएस राणा के कमांडिंग ऑफिसर्स ने रीयर एडमिरल चंडीमा सिल्वा (कमांडर, वेस्टर्न नेवल एरिया) से मुलाकात की। इस दौरान द्विपक्षीय सहयोग बढ़ाने, साझा अनुभवों को बांटने और नौसैनिक सर्वोत्तम प्रथाओं पर विचार-विमर्श हुआ।

भारतीय दल ने इस अवसर पर भारतीय शांति सेना (IPKF) स्मारक पर श्रद्धांजलि भी दी। यह स्मारक उन भारतीय सैनिकों की याद में बनाया गया है जिन्होंने 1987 से 1990 के बीच श्रीलंका में शांति स्थापना अभियान के दौरान सर्वोच्च बलिदान दिया।

हार्बर फेज़: पेशेवर और सांस्कृतिक सहयोग

कोलंबो में आयोजित हार्बर फेज़ (14 से 16 अगस्त 2025) में कई गतिविधियाँ आयोजित हुईं। इसमें फायर फाइटिंग, डैमेज कंट्रोल, एविएशन ऑपरेशंस और मानवीय आपदा राहत (HADR) पर साझा प्रशिक्षण शामिल रहा।

दोनों नौसेनाओं के बीच दोस्ताना खेल प्रतियोगिताएँ भी हुईं। इसके अलावा भारतीय युद्धपोतों को श्रीलंकाई नौसेना, सरकारी अधिकारियों, छात्रों और भारतीय प्रवासी समुदाय के लिए खोला गया। इस पहल से न केवल भारतीय नौसेना की तकनीकी क्षमताओं और परंपराओं का परिचय मिला, बल्कि जन-जन के रिश्ते भी मजबूत हुए।

सी फेज़: सामरिक कौशल का प्रदर्शन

सी फेज़ (17-18 अगस्त 2025) के दौरान उन्नत स्तर के समुद्री युद्धाभ्यास किए गए। इनमें संयुक्त अभ्यास, गनरी फायरिंग, नेविगेशन, सीमैनशिप, संचार प्रोटोकॉल, विजिट-बोर्ड-सीज़र (VBSS) ऑपरेशन और समुद्र में ईंधन भरना (Replenishment at Sea) शामिल रहा।

यह जटिल अभ्यास दोनों नौसेनाओं की इंटरऑपरेबिलिटी को और मजबूत करता है और यह साबित करता है कि भारत और श्रीलंका मिलकर किसी भी सामरिक चुनौती का सामना करने में सक्षम हैं।

सामरिक महत्व: ‘सागर’ दृष्टिकोण की झलक

एसएलआईएनईएक्स-2025 का सफल समापन भारत की ‘सागर’ (Security and Growth for All in the Region) नीति को मूर्त रूप देता है। हिंद महासागर क्षेत्र में समुद्री आतंकवाद, अवैध मछली पकड़ने और प्राकृतिक आपदाओं जैसी चुनौतियों का मुकाबला करने के लिए ऐसे संयुक्त अभ्यास बेहद अहम हैं।

भारत और श्रीलंका की नौसेनाएँ लगातार एक-दूसरे के और करीब आ रही हैं। यह साझेदारी न केवल द्विपक्षीय संबंधों को मजबूत करती है बल्कि पूरे हिंद महासागर क्षेत्र की स्थिरता और सुरक्षा सुनिश्चित करती है।
