BIKANER, RAJASTHAN: A passing-out parade ceremony was organised at the Police Training School (PTS), Bikaner, on Friday, marking the successful completion of eight months of training by 372 trainee constables. The newly trained personnel will now join Jaipur Police to perform their duties in law enforcement, public safety and crime prevention. The batch comprises 282 male and 90 female trainee constables. Notably, 52 former servicemen are also part of the batch, bringing their prior experience of military discipline and service into the state police force.
The ceremony highlighted the importance of professional training, discipline, physical fitness, weapons handling and operational preparedness as the Rajasthan Police continues to adapt to evolving challenges in law enforcement. The event was attended by senior police and security officials, with Additional Director General of Police (Personnel) Biju George Joseph, IPS, serving as the chief guest.
Among the dignitaries present were Border Security Force Deputy Inspector General Ajay Luthra, Bikaner Range Inspector General of Police Om Prakash, Superintendent of Police Mridul Kachawa and PTS Commandant Kailash Singh, along with other officers and personnel.
The parade was led by Parade Commander Hansa Chaudhary, under whose leadership the trainee constables presented a disciplined and impressive march-past. Chief guest Biju George Joseph inspected the parade, acknowledging the trainees’ efforts and their transition from training to active police service. Following the inspection, the newly trained constables took an oath to uphold their duties with integrity, discipline, dedication and a commitment to public service.
Training Aligned with New Model Syllabus and Changing Policing Requirements
Addressing the gathering, ADGP Biju George Joseph said the trainees had undergone instruction based on the new model syllabus implemented by the Union Ministry of Home Affairs. The training programme was designed to prepare the recruits for emerging challenges faced by modern policing, with particular emphasis on the implementation of new criminal laws, greater use of technology in police operations and the growing threat of cybercrime.
He emphasised that contemporary policing requires personnel to combine traditional law enforcement skills with technological awareness, professional competence and the ability to respond effectively to complex criminal activities. The training was structured to equip the recruits with the knowledge and practical capabilities necessary to carry out their responsibilities efficiently after joining Jaipur Police.
The integration of updated legal procedures and technology-based policing into the training curriculum reflects the changing nature of police work. Officers are increasingly required to handle digital evidence, investigate technology-enabled offences, respond to online criminal networks and maintain effective coordination across different law enforcement units.
The ADGP stressed that the trainees had been prepared for excellent policing and would be expected to discharge their responsibilities effectively in their respective assignments.
Drug Trafficking, Cross-Border Smuggling and Organised Crime Among Major Challenges
Highlighting the security and law enforcement challenges confronting Rajasthan Police, Joseph pointed to drug trafficking, cross-border smuggling, gangster-related activities, organised criminal networks and cybercrime as key areas requiring sustained attention.
He noted that the misuse of technology for criminal purposes has emerged as a significant challenge for police forces. Criminal networks increasingly exploit digital platforms and technological tools, making it essential for police personnel to develop the skills required to identify, investigate and respond to such offences.
Rajasthan’s geographical location and its international border with Pakistan also make border-related smuggling a significant concern for security and law enforcement agencies. Effective policing requires close coordination, timely intelligence-sharing, strong investigation capabilities and the ability to act against networks involved in illegal activities.
The training programme took these evolving challenges into account, aiming to prepare the new constables to contribute to crime prevention, investigation, public order management and the disruption of organised criminal activities.
The focus on cybercrime and technology-enabled offences is particularly significant as law enforcement agencies face increasingly sophisticated methods of fraud, digital exploitation and online criminal coordination. Personnel entering active service must be capable of responding to these threats while maintaining professional standards and protecting the rights and safety of citizens.
Additional Training for Jaipur Police to Focus on Communication and Public Interaction
Joseph also explained that the trainees were receiving further instruction in accordance with the operational requirements of Jaipur Police. At the Jaipur Police Lines, particular emphasis was being placed on soft skills and communication so that personnel could interact more effectively with members of the public.
He underlined the importance of sensitivity and effective communication in day-to-day policing. Police personnel frequently deal with citizens facing difficult circumstances, including victims of crime, complainants, vulnerable individuals and people seeking assistance. Professional conduct and respectful communication are therefore essential components of public trust.
The additional training is intended to improve the ability of the new recruits to communicate clearly, understand public grievances and carry out their responsibilities with greater sensitivity. Such skills are especially important in urban policing, where officers must manage diverse public interactions while responding to emergencies, maintaining law and order and preventing crime.
The emphasis on soft skills complements the technical and operational aspects of police training, reinforcing the importance of balancing enforcement responsibilities with public service.
165 Trainees Demonstrate German Drill Techniques
One of the major attractions of the passing-out ceremony was a demonstration of German drill techniques by 165 trainees. The performance showcased coordination, precision, discipline and teamwork, reflecting the importance of structured drill training in developing collective efficiency and professional conduct.
The trainees also demonstrated their proficiency with the Self-Loading Rifle (SLR), displaying their weapons-handling skills as part of the ceremony. The demonstrations highlighted the physical conditioning, coordination and practical training undertaken during the eight-month programme.
Drill exercises play an important role in developing discipline, attention, command responsiveness and coordinated movement among police personnel. Similarly, weapons training forms part of the professional preparation required for personnel who may be assigned duties involving security, operational deployments and the maintenance of public order.
The displays provided a public demonstration of the trainees’ progress and their readiness to move from the training environment into active police assignments.
90 Women Constables Among 372 Newly Trained Personnel
The passing-out batch included 90 women and 282 men, reflecting the participation of women in Rajasthan’s police workforce. The inclusion of 52 former servicemen was another notable feature of the batch.
Following the completion of their eight-month training, all 372 constables will serve in Jaipur Police. Their induction will add trained personnel to the city’s policing establishment, supporting responsibilities ranging from public order and crime prevention to assistance for citizens and other routine law enforcement duties.
The successful completion of training marks an important transition for the recruits, who will now be expected to apply their classroom instruction, practical exercises and professional training in real-world policing situations.

बीकानेर, राजस्थान। राजस्थान पुलिस में नए जवानों की नियुक्ति की दिशा में एक महत्वपूर्ण पड़ाव के रूप में शुक्रवार को पुलिस प्रशिक्षण स्कूल (पीटीएस), बीकानेर में दीक्षांत परेड समारोह आयोजित किया गया। समारोह में आठ माह का प्रशिक्षण सफलतापूर्वक पूरा करने वाले 372 प्रशिक्षु कांस्टेबल पास आउट हुए। अब ये सभी जवान जयपुर पुलिस में अपनी सेवाएं देंगे। पास आउट हुए प्रशिक्षुओं में 282 पुरुष और 90 महिला कांस्टेबल शामिल हैं। इस बैच की एक विशेष उपलब्धि यह भी रही कि इसमें 52 पूर्व सैनिक शामिल हैं, जो सैन्य सेवा के दौरान प्राप्त अनुशासन और अनुभव के साथ अब पुलिस व्यवस्था का हिस्सा बनेंगे।
समारोह में राजस्थान पुलिस के वरिष्ठ अधिकारियों के साथ सीमा सुरक्षा बल के अधिकारी भी मौजूद रहे। कार्यक्रम के मुख्य अतिथि अतिरिक्त पुलिस महानिदेशक (कार्मिक) बीजू जॉर्ज जोसेफ, आईपीएस थे। उनके अतिरिक्त बीएसएफ के डीआईजी अजय लूथरा, बीकानेर रेंज के पुलिस महानिरीक्षक ओमप्रकाश, पुलिस अधीक्षक मृदुल कच्छावा और पुलिस प्रशिक्षण स्कूल के कमांडेंट कैलाश सिंह सहित अन्य अधिकारी उपस्थित रहे।
दीक्षांत परेड का नेतृत्व परेड कमांडर हंसा चौधरी ने किया। उनके नेतृत्व में प्रशिक्षु कांस्टेबलों ने अनुशासन, तालमेल और समन्वय का प्रभावशाली प्रदर्शन करते हुए मार्चपास्ट किया। मुख्य अतिथि बीजू जॉर्ज जोसेफ ने परेड का निरीक्षण किया। इसके बाद सभी प्रशिक्षुओं ने कर्तव्यनिष्ठा, अनुशासन, ईमानदारी और जनसेवा की भावना के साथ अपनी जिम्मेदारियों का निर्वहन करने की शपथ ली।
यह समारोह केवल आठ माह के प्रशिक्षण के समापन का अवसर नहीं था, बल्कि प्रशिक्षुओं के पुलिस सेवा में प्रवेश और वास्तविक परिस्थितियों में कानून व्यवस्था बनाए रखने की जिम्मेदारी संभालने की दिशा में भी एक महत्वपूर्ण कदम रहा। प्रशिक्षण के दौरान शारीरिक दक्षता, अनुशासन, हथियार संचालन, कानूनी प्रक्रियाओं और आधुनिक पुलिसिंग की आवश्यकताओं पर ध्यान दिया गया।
गृह मंत्रालय के नए मॉडल सिलेबस के अनुसार दिया गया प्रशिक्षण
समारोह को संबोधित करते हुए अतिरिक्त पुलिस महानिदेशक बीजू जॉर्ज जोसेफ ने बताया कि पास आउट हुए प्रशिक्षुओं को भारत सरकार के गृह मंत्रालय द्वारा लागू किए गए नए मॉडल सिलेबस के अनुरूप प्रशिक्षण दिया गया है। इसका उद्देश्य पुलिसकर्मियों को वर्तमान समय में कानून व्यवस्था और अपराध नियंत्रण के सामने उभर रही चुनौतियों के लिए तैयार करना है।
उन्होंने कहा कि आधुनिक पुलिसिंग में केवल पारंपरिक पुलिस प्रक्रियाओं का ज्ञान पर्याप्त नहीं है। बदलते अपराध के स्वरूप को देखते हुए पुलिसकर्मियों को नए आपराधिक कानूनों, तकनीक के उपयोग और साइबर अपराधों की जांच से संबंधित आवश्यक जानकारी और व्यावहारिक कौशल से लैस करना जरूरी है। इसी उद्देश्य से प्रशिक्षण के दौरान इन पहलुओं पर विशेष ध्यान दिया गया।
जोसेफ ने कहा कि प्रशिक्षुओं को उत्कृष्ट पुलिसिंग के लिए तैयार करके भेजा गया है, ताकि वे अपनी जिम्मेदारियों का प्रभावी ढंग से निर्वहन कर सकें। पुलिसकर्मियों को कानून के प्रावधानों की समझ के साथ-साथ अपराध की प्रकृति का विश्लेषण करने, परिस्थितियों के अनुसार निर्णय लेने और नागरिकों के साथ पेशेवर तरीके से व्यवहार करने में भी सक्षम होना चाहिए।
नए आपराधिक कानूनों के लागू होने के बाद पुलिसकर्मियों के लिए कानूनी प्रक्रियाओं की स्पष्ट समझ, जांच के दौरान निर्धारित प्रावधानों का पालन और साक्ष्यों के प्रभावी संकलन का महत्व बढ़ गया है। इसी तरह डिजिटल माध्यमों से होने वाले अपराधों में वृद्धि के कारण पुलिसकर्मियों को तकनीकी जानकारी और साइबर अपराधों से संबंधित प्रक्रियाओं का प्रशिक्षण देना भी आवश्यक हो गया है।
प्रशिक्षण कार्यक्रम का उद्देश्य इन सभी जरूरतों को ध्यान में रखते हुए ऐसे पुलिसकर्मी तैयार करना है, जो अपने क्षेत्र में कानून व्यवस्था बनाए रखने के साथ-साथ अपराधों की रोकथाम और जांच में भी प्रभावी भूमिका निभा सकें।
नशा तस्करी, सीमा पार तस्करी और गैंगस्टरों की गतिविधियां बड़ी चुनौती
अतिरिक्त पुलिस महानिदेशक बीजू जॉर्ज जोसेफ ने राजस्थान पुलिस के सामने मौजूद प्रमुख चुनौतियों का उल्लेख करते हुए कहा कि मादक पदार्थों की तस्करी, सीमा पार से होने वाली तस्करी, गैंगस्टरों की गतिविधियां, संगठित अपराध के नेटवर्क और साइबर अपराध पुलिस के लिए महत्वपूर्ण चुनौतियां हैं।
उन्होंने कहा कि तकनीक के दुरुपयोग से होने वाले अपराधों का सामना करना भी पुलिस के लिए एक बड़ी जिम्मेदारी बन गया है। अपराधी अब डिजिटल माध्यमों और आधुनिक तकनीकी साधनों का इस्तेमाल करके आपराधिक गतिविधियों को अंजाम देने की कोशिश करते हैं। ऐसे मामलों में अपराध की पहचान, साक्ष्य जुटाने, संदिग्ध गतिविधियों की जांच और संबंधित नेटवर्क तक पहुंचने के लिए पुलिसकर्मियों का प्रशिक्षित होना आवश्यक है।
राजस्थान की भौगोलिक स्थिति और पाकिस्तान के साथ लगती अंतरराष्ट्रीय सीमा के कारण सीमा पार से होने वाली तस्करी सुरक्षा एजेंसियों के लिए भी गंभीर चिंता का विषय है। ऐसी गतिविधियों पर प्रभावी नियंत्रण के लिए पुलिस और अन्य सुरक्षा एजेंसियों के बीच समन्वय, सूचनाओं का समय पर आदान-प्रदान और आपराधिक नेटवर्क के खिलाफ प्रभावी कार्रवाई महत्वपूर्ण है।
इसी प्रकार मादक पदार्थों की तस्करी और संगठित अपराध के मामलों में केवल एक व्यक्ति के खिलाफ कार्रवाई करना पर्याप्त नहीं होता, बल्कि अपराध से जुड़े नेटवर्क, उनके संपर्कों और गतिविधियों की भी जांच करनी होती है। पुलिसकर्मियों को इन चुनौतियों के अनुरूप तैयार करने के लिए प्रशिक्षण में बदलते अपराध के तरीकों और आधुनिक पुलिसिंग की जरूरतों को ध्यान में रखा गया।
साइबर अपराधों के बढ़ते प्रभाव को देखते हुए पुलिसकर्मियों को डिजिटल माध्यमों से होने वाली धोखाधड़ी, ऑनलाइन आपराधिक गतिविधियों और तकनीक के जरिए संचालित अपराधों के मामलों में सतर्कता और पेशेवर दक्षता के साथ काम करना होगा। नए प्रशिक्षित कांस्टेबलों से भी अपेक्षा होगी कि वे अपने वरिष्ठ अधिकारियों के मार्गदर्शन में निर्धारित प्रक्रियाओं के अनुसार कार्य करें और अपराध नियंत्रण में प्रभावी योगदान दें।
जयपुर पुलिस की जरूरतों के अनुसार आगे भी प्रशिक्षण, सॉफ्ट स्किल्स पर जोर
बीजू जॉर्ज जोसेफ ने बताया कि जयपुर पुलिस की आवश्यकताओं के अनुरूप प्रशिक्षुओं को आगे भी प्रशिक्षण दिया जा रहा है। जयपुर पुलिस लाइन में सॉफ्ट स्किल्स पर विशेष ध्यान दिया जा रहा है, ताकि पुलिसकर्मी आमजन के साथ बेहतर संवाद स्थापित कर सकें और संवेदनशीलता के साथ अपनी ड्यूटी निभा सकें।
उन्होंने स्पष्ट किया कि पुलिस की जिम्मेदारी केवल अपराधियों के खिलाफ कार्रवाई करने तक सीमित नहीं है। आम नागरिकों की शिकायतें सुनना, पीड़ितों को उचित सहायता उपलब्ध कराने में सहयोग करना, लोगों की समस्याओं को समझना और कानून के दायरे में रहकर उनकी मदद करना भी पुलिस की महत्वपूर्ण जिम्मेदारियों में शामिल है।
पुलिसकर्मियों का व्यवहार और संवाद करने का तरीका आमजन के बीच पुलिस की छवि और विश्वास को प्रभावित करता है। इसलिए नए जवानों को इस तरह तैयार करना जरूरी है कि वे कठिन परिस्थितियों में भी संयम बनाए रखें और लोगों के साथ सम्मानजनक व्यवहार करें।
जयपुर जैसे बड़े शहरी क्षेत्र में पुलिसकर्मियों को विभिन्न प्रकार की परिस्थितियों का सामना करना पड़ता है। कानून व्यवस्था बनाए रखने, सार्वजनिक स्थानों पर सुरक्षा सुनिश्चित करने, शिकायतों पर कार्रवाई करने और जरूरतमंद नागरिकों की सहायता करने के दौरान संवाद कौशल और संवेदनशीलता की महत्वपूर्ण भूमिका होती है।
सॉफ्ट स्किल्स से संबंधित प्रशिक्षण का उद्देश्य जवानों को तकनीकी और शारीरिक दक्षता के साथ-साथ व्यवहारिक रूप से भी सक्षम बनाना है, जिससे वे अपनी जिम्मेदारियों को बेहतर तरीके से निभा सकें।
165 प्रशिक्षुओं ने जर्मन ड्रिल पद्धति का किया प्रदर्शन
दीक्षांत परेड समारोह के दौरान 165 प्रशिक्षुओं ने जर्मन सेना की ड्रिल पद्धति के अनुरूप जर्मन ड्रिल का प्रदर्शन किया। इस प्रदर्शन में प्रशिक्षुओं ने अनुशासन, एकरूपता, तालमेल और सामूहिक समन्वय का परिचय दिया। समारोह में उपस्थित अधिकारियों और अन्य लोगों के लिए यह प्रदर्शन प्रमुख आकर्षण रहा।
इसके अतिरिक्त प्रशिक्षुओं ने सेल्फ लोडिंग राइफल (एसएलआर) के माध्यम से हथियार संचालन में अपनी दक्षता का प्रदर्शन किया। इस दौरान प्रशिक्षण के दौरान विकसित किए गए कौशल, शारीरिक तैयारी और अनुशासित तरीके से कार्य करने की क्षमता सामने आई।
ड्रिल प्रशिक्षण पुलिसकर्मियों में आदेशों के पालन, एकाग्रता, समयबद्ध प्रतिक्रिया और सामूहिक रूप से कार्य करने की क्षमता विकसित करने में महत्वपूर्ण भूमिका निभाता है। वहीं हथियार संचालन से संबंधित प्रशिक्षण पुलिस सेवा की व्यावसायिक तैयारियों का एक महत्वपूर्ण हिस्सा है।
पुलिसकर्मियों को विभिन्न परिस्थितियों में जिम्मेदारी के साथ कार्य करने के लिए शारीरिक और मानसिक रूप से तैयार रहना होता है। प्रशिक्षण के दौरान प्राप्त अनुभव उन्हें आगे की सेवा में अनुशासन बनाए रखने, निर्धारित प्रक्रियाओं का पालन करने और अपने कर्तव्यों को प्रभावी ढंग से पूरा करने में सहायता करता है।
जर्मन ड्रिल और एसएलआर संचालन के प्रदर्शन ने समारोह को विशेष पहचान दी और प्रशिक्षुओं की आठ माह की प्रशिक्षण यात्रा के दौरान अर्जित क्षमताओं को प्रदर्शित किया।
90 महिला कांस्टेबल और 52 पूर्व सैनिक भी बैच में शामिल
पीटीएस बीकानेर से पास आउट हुए 372 प्रशिक्षुओं में 90 महिला और 282 पुरुष कांस्टेबल शामिल हैं। इसके साथ ही 52 पूर्व सैनिकों की मौजूदगी इस बैच की एक महत्वपूर्ण विशेषता रही। सैन्य सेवा से जुड़े पूर्व सैनिक अपने पूर्व अनुभव के साथ अब पुलिस विभाग में नई जिम्मेदारियां संभालेंगे।
आठ माह का प्रशिक्षण पूरा करने के बाद सभी 372 जवान जयपुर पुलिस में अपनी सेवाएं देंगे। उनकी जिम्मेदारियों में कानून व्यवस्था बनाए रखने, अपराधों की रोकथाम, पुलिस कार्यों में सहयोग और आम नागरिकों की सुरक्षा से जुड़े विभिन्न दायित्व शामिल होंगे।
प्रशिक्षण पूरा होने के बाद अब इन जवानों के सामने वास्तविक परिस्थितियों में अपने ज्ञान और कौशल का इस्तेमाल करने की चुनौती होगी। पुलिस सेवा में अनुशासन के साथ-साथ परिस्थितियों को समझने, कानून के अनुरूप निर्णय लेने और जनता के साथ जिम्मेदारीपूर्वक व्यवहार करने की आवश्यकता होती है।
बीकानेर पुलिस प्रशिक्षण स्कूल में आयोजित यह दीक्षांत समारोह राजस्थान पुलिस में प्रशिक्षित मानव संसाधन की उपलब्धता की दिशा में महत्वपूर्ण कदम रहा। आधुनिक पुलिसिंग की जरूरतों, नए आपराधिक कानूनों, साइबर अपराधों, मादक पदार्थों की तस्करी और संगठित अपराध जैसी चुनौतियों के बीच प्रशिक्षित जवानों की भूमिका महत्वपूर्ण होगी।
372 प्रशिक्षु कांस्टेबलों के पास आउट होने के साथ अब उनका प्रशिक्षण मैदान से वास्तविक पुलिस सेवा तक का सफर शुरू हो रहा है। जयपुर पुलिस में तैनाती के बाद इन जवानों से अपेक्षा होगी कि वे अनुशासन, कर्तव्यनिष्ठा और जनसेवा की भावना के साथ अपनी जिम्मेदारियों का निर्वहन करें।
