In a significant move following the deadly terror attack in Pahalgam earlier this week, Indian Army Chief General Upendra Dwivedi arrived in Kashmir on Friday to conduct a comprehensive review of the security situation. The attack, which claimed the lives of 26 people, most of them tourists, has sent shockwaves across the country and raised serious concerns about the resurgence of cross-border terrorism in Jammu and Kashmir.
General Dwivedi was accompanied by Lieutenant General MV Suchindra Kumar, the General Officer Commanding-in-Chief of the Northern Command, during his visit. According to officials, the visit is aimed at understanding the ground-level security dynamics, reviewing the counter-terrorism grid, and evaluating the response mechanisms in place post the attack.
The Chief of the Army Staff (COAS) is set to hold high-level meetings with senior army commanders stationed in the region, intelligence agencies, and security personnel engaged in counter-insurgency operations. He is expected to be briefed in detail about the timeline, modus operandi, and suspected handlers of the Pahalgam attack.
The attack, which took place on Tuesday, saw armed militants open fire on a convoy of tourists and civilians near Pahalgam, a popular tourist destination in South Kashmir. The attackers, believed to be affiliated with Pakistan-backed terror outfits, used automatic weapons in a targeted strike intended to create maximum panic and media impact. Among the dead were women and children, which has further intensified public outrage.
Less than 24 hours before the Army Chief’s arrival, there were also reports of small arms firing by Pakistani troops along the Line of Control (LoC), further complicating the security matrix in the region. These developments have led the security establishment to heighten alert levels across the Kashmir Valley and adjacent border sectors.
During his visit, General Dwivedi is also expected to take stock of ongoing counter-terrorism operations in the South Kashmir region and the revised standard operating procedures (SOPs) being implemented. The Northern Command is likely to present a revised intelligence assessment, new deployment plans, and strategies to neutralize sleeper cells operating in the area.
This visit holds special significance as General Dwivedi is expected to take over as the next Chief of Defence Staff (CDS), and his leadership in this crisis is being closely watched both within the military and the political establishment.
The Ministry of Defence and Home Affairs are reportedly in constant coordination, and additional paramilitary units have been moved to sensitive zones to deter any further escalation. The Indian Army has also deployed aerial reconnaissance platforms, UAVs, and satellite surveillance to track infiltration routes and hideouts in the higher reaches of South Kashmir.
The Pahalgam attack marks one of the deadliest civilian-targeted attacks in recent years in Kashmir and is being compared to high-profile strikes seen in the early 2000s. The choice of tourists as soft targets signals a shift in militant tactics aimed at destabilizing the region’s fragile return to normalcy and undermining the tourism-led economic revival of Kashmir.
पहलगाम आतंकी हमले के बाद सेना प्रमुख कश्मीर पहुंचे, सुरक्षा स्थिति की ली समीक्षा

पहलगाम में इस सप्ताह की शुरुआत में हुए भीषण आतंकी हमले के बाद शुक्रवार को भारतीय सेना प्रमुख जनरल उपेंद्र द्विवेदी कश्मीर पहुंचे। इस हमले में 26 लोगों की जान चली गई थी, जिनमें अधिकांश पर्यटक थे। हमले के बाद राष्ट्रीय सुरक्षा व्यवस्था पर गंभीर प्रश्न उठे हैं और आतंकवाद की फिर से बढ़ती चुनौती को लेकर चिंता बढ़ गई है।
जनरल द्विवेदी के साथ सेना की उत्तरी कमान के प्रमुख लेफ्टिनेंट जनरल एमवी सुचिंद्र कुमार भी इस दौरे पर मौजूद रहे। अधिकारियों के अनुसार, सेना प्रमुख का यह दौरा जमीनी हालात का जायजा लेने, आतंक विरोधी व्यवस्था की समीक्षा करने और सुरक्षा व्यवस्था में उठाए गए कदमों को जांचने के लिए हो रहा है।
चीफ ऑफ आर्मी स्टाफ (COAS) कश्मीर में तैनात शीर्ष सैन्य अधिकारियों, खुफिया एजेंसियों और आतंकवाद विरोधी अभियानों में लगे सुरक्षाबलों के साथ उच्च स्तरीय बैठकें करेंगे। उन्हें हमले की योजना, उसकी कार्यप्रणाली और इसमें शामिल संदिग्ध आतंकियों व उनके संभावित पाकिस्तानी हैंडलरों के बारे में विस्तृत जानकारी दी जाएगी।
मंगलवार को हुए इस हमले में दक्षिण कश्मीर के प्रसिद्ध पर्यटन स्थल पहलगाम के पास आतंकियों ने पर्यटकों और नागरिकों के काफिले पर स्वचालित हथियारों से हमला कर दिया था। हमले का उद्देश्य न केवल जान-माल की क्षति पहुंचाना था, बल्कि पूरे देश में दहशत और मीडिया प्रभाव पैदा करना भी था। मृतकों में महिलाएं और बच्चे भी शामिल थे, जिसने पूरे देश में आक्रोश की लहर फैला दी है।
सेना प्रमुख के कश्मीर पहुंचने से महज 24 घंटे पहले नियंत्रण रेखा (LOC) पर पाकिस्तान की ओर से छोटे हथियारों से गोलीबारी की खबर भी आई थी, जिससे क्षेत्र की सुरक्षा स्थिति और जटिल हो गई है। इसके मद्देनजर पूरी घाटी और सीमावर्ती क्षेत्रों में अलर्ट स्तर को बढ़ा दिया गया है।
अपने दौरे के दौरान जनरल द्विवेदी दक्षिण कश्मीर में चल रहे आतंक विरोधी अभियानों और नए सुरक्षा प्रोटोकॉल की समीक्षा करेंगे। उत्तरी कमान की ओर से एक नई खुफिया रिपोर्ट, तैनाती योजनाएं और सक्रिय आतंकी मॉड्यूल को निष्क्रिय करने की रणनीति भी पेश की जाएगी।
इस दौरे को विशेष महत्व इसलिए भी दिया जा रहा है क्योंकि जनरल द्विवेदी को अगले चीफ ऑफ डिफेंस स्टाफ (CDS) के रूप में नियुक्त किया जा सकता है, और इस संकट में उनकी भूमिका पर सेना और राजनीतिक नेतृत्व दोनों की पैनी नजर है।
रक्षा मंत्रालय और गृह मंत्रालय इस घटनाक्रम को लेकर लगातार समन्वय बनाए हुए हैं। संवेदनशील इलाकों में अतिरिक्त अर्धसैनिक बलों की तैनाती की गई है ताकि किसी संभावित हमले को रोका जा सके। साथ ही सेना ने ड्रोन, सैटेलाइट और हवाई निगरानी माध्यमों की मदद से घुसपैठ के रास्तों और छिपे ठिकानों पर निगरानी बढ़ा दी है।
पहलगाम हमला हाल के वर्षों में सबसे घातक नागरिक लक्षित आतंकवादी हमला माना जा रहा है और इसे 2000 के दशक की कुछ बड़ी घटनाओं की श्रेणी में रखा जा रहा है। पर्यटकों को निशाना बनाना आतंकियों की रणनीति में आए बदलाव को दर्शाता है, जिसका मकसद घाटी की लौटती शांति और पर्यटन आधारित आर्थिक पुनरुद्धार को पटरी से उतारना है।
