Andhra Pradesh Espionage Probe: 18 Under Scanner, Including 13 Navy Personnel; Two Arrested Over Alleged Pakistan Intelligence Links
Visakhapatnam/Vijayawada : A major counter-intelligence investigation in Andhra Pradesh has uncovered an alleged espionage module suspected of having links with Pakistani intelligence operatives, with 18 individuals, including 13 serving Navy personnel, coming under the scanner. Two accused have so far been arrested in connection with the case, while investigators are examining the suspected flow of sensitive information concerning defence establishments, strategic locations and naval-related activities.
The investigation has been launched by the Counter Intelligence Cell (CIC) of the Andhra Pradesh Intelligence Department, which reportedly acted on intelligence inputs regarding an alleged network involved in sharing sensitive information with Pakistan-based intelligence operatives. According to intelligence officials, the suspected information-sharing network had links to the Visakhapatnam Naval Base and potentially other defence-related locations across the country.
The Andhra Pradesh Intelligence Department has registered a case under Section 61(2) of the Bharatiya Nyaya Sanhita (BNS) relating to criminal conspiracy, along with Sections 17 and 18 of the Unlawful Activities (Prevention) Act, 1967, Section 3 of the Official Secrets Act, 1923, and other applicable provisions of the BNS.
The operation has been code-named ‘Operation Firewall-2026’, under which 12 Counter Intelligence teams were deployed across several States and Union Territories, including Andhra Pradesh, Kerala, Maharashtra, Karnataka, Goa, Delhi, Gujarat, Tamil Nadu, Bihar and Chhattisgarh.
The multi-state operation was conducted in coordination with naval authorities, Anti-Terrorist Squads and local police units. Investigators carried out searches at premises associated with the 18 suspects, examined their alleged involvement and seized electronic devices and other material that could assist the investigation.
Among those arrested is Annam Sai Vara Prasad, a civilian contract driver engaged for naval officers in Visakhapatnam. Investigators allege that Vara Prasad was involved in passing classified or sensitive information concerning naval establishments to a Pakistan-based intelligence operative and that he allegedly received money in return.
Following his arrest in Visakhapatnam, Vara Prasad was produced before a court and sent to judicial custody at Visakhapatnam jail until October 14.
The second arrested accused has been identified as Pradeep Mukherjee, a Navy employee posted at the Visakhapatnam Naval Base. Mukherjee was arrested in Coimbatore, Tamil Nadu, while he was attending a training programme.
According to the Counter Intelligence investigation, Mukherjee allegedly shared an OTP required for activation of a WhatsApp account by a Pakistani intelligence operative and subsequently passed sensitive information relating to defence establishments.
Mukherjee, aged 31, reportedly joined the Navy in 2014 and was posted with the Eastern Naval Command in Visakhapatnam. The CIC had reportedly placed him under surveillance after detecting what investigators described as suspicious digital activity.
He was arrested on October 3 in Coimbatore, where he had gone for training. Investigators are also examining his alleged communication with a Pakistani operative, reportedly a woman whom he allegedly came into contact with through social media several months ago.
The investigation is now focused on establishing the full extent of the suspected espionage network. Counter Intelligence officials are attempting to determine how long the accused were allegedly communicating with Pakistan-based operatives, what kind of information and photographs were transmitted, whether classified or operationally sensitive material was shared, how much money was allegedly received and whether additional individuals were involved.
The involvement of 13 Navy personnel among the 18 people under investigation has added a serious security dimension to the case, particularly because the suspected information is alleged to concern defence establishments and strategic locations.
Investigators are also examining the digital communication trail, electronic devices and other material seized during searches to establish the links between the suspects and Pakistan-based intelligence operatives. The probe is expected to focus on the possible chain of communication, the nature of the information allegedly transferred and the financial transactions, if any, associated with the suspected network.
The case has triggered a wider counter-intelligence investigation across multiple States, with agencies attempting to establish whether the suspected module was limited to individual contacts or formed part of a larger intelligence-gathering network targeting Indian defence establishments.
The Andhra Pradesh Counter Intelligence authorities have stated that a detailed investigation is underway. The precise nature and classification of the information allegedly shared, the duration of the suspected communications and the complete extent of the network will be established as the investigation progresses.
The arrests and searches under Operation Firewall-2026 highlight the increasing focus of Indian security agencies on detecting attempts to obtain sensitive defence information through digital communications, social-media contacts and individuals having access to military establishments.
आंध्र प्रदेश में बड़ा जासूसी नेटवर्क बेनकाब: 13 नौसेना कर्मियों समेत 18 जांच के घेरे में, पाकिस्तान खुफिया एजेंटों से कथित संपर्क के मामले में दो गिरफ्तार
विशाखापत्तनम/विजयवाड़ा : आंध्र प्रदेश में काउंटर इंटेलिजेंस की एक बड़ी कार्रवाई के दौरान पाकिस्तान की खुफिया एजेंसियों से कथित संपर्क रखने वाले एक जासूसी नेटवर्क का खुलासा हुआ है। इस मामले में 13 नौसेना कर्मियों समेत कुल 18 लोगों को जांच के घेरे में रखा गया है, जबकि अब तक दो आरोपियों को गिरफ्तार किया जा चुका है। जांच एजेंसियां इस बात की पड़ताल कर रही हैं कि क्या आरोपियों ने विशाखापत्तनम स्थित नौसैनिक प्रतिष्ठानों, रणनीतिक स्थानों और रक्षा संबंधी गतिविधियों से जुड़ी संवेदनशील जानकारी पाकिस्तान स्थित खुफिया ऑपरेटिव्स तक पहुंचाई।
यह कार्रवाई आंध्र प्रदेश इंटेलिजेंस डिपार्टमेंट की काउंटर इंटेलिजेंस सेल (CIC) ने की है। खुफिया इनपुट मिलने के बाद जांच एजेंसियों ने कथित नेटवर्क की गतिविधियों की निगरानी शुरू की। अधिकारियों के अनुसार, संदिग्धों पर आरोप है कि वे पाकिस्तान इंटेलिजेंस ऑपरेटिव्स (PIOs) के संपर्क में थे और रक्षा प्रतिष्ठानों से जुड़ी संवेदनशील जानकारी साझा कर रहे थे।
इस मामले में आंध्र प्रदेश काउंटर इंटेलिजेंस पुलिस ने भारतीय न्याय संहिता (BNS) की धारा 61(2) के तहत आपराधिक साजिश से संबंधित प्रावधानों के साथ-साथ गैरकानूनी गतिविधियां (रोकथाम) अधिनियम यानी UAPA की धाराओं 17 और 18, Official Secrets Act, 1923 की धारा 3 तथा BNS की अन्य संबंधित धाराओं के तहत मामला दर्ज किया है।
इस पूरे ऑपरेशन को ‘ऑपरेशन फायरवॉल-2026’ नाम दिया गया है। ऑपरेशन के तहत काउंटर इंटेलिजेंस की 12 टीमों को आंध्र प्रदेश के अलावा केरल, महाराष्ट्र, कर्नाटक, गोवा, दिल्ली, गुजरात, तमिलनाडु, बिहार और छत्तीसगढ़ सहित विभिन्न राज्यों में भेजा गया।
काउंटर इंटेलिजेंस टीमों ने नौसेना अधिकारियों, एंटी-टेररिस्ट स्क्वॉड और स्थानीय पुलिस के साथ समन्वय करते हुए 18 संदिग्धों से जुड़े परिसरों की तलाशी ली। इस दौरान इलेक्ट्रॉनिक उपकरणों और अन्य सामग्री को कब्जे में लेकर उनकी जांच की जा रही है। जांच एजेंसियां यह पता लगाने में जुटी हैं कि संदिग्धों की भूमिका किस स्तर तक थी और उनके बीच किस प्रकार की सूचना का आदान-प्रदान हुआ।
मामले में गिरफ्तार पहला आरोपी अन्नम साई वरा प्रसाद है। वह विशाखापत्तनम में नौसेना अधिकारियों के लिए कॉन्ट्रैक्ट पर ड्राइवर के रूप में काम करता था। काउंटर इंटेलिजेंस के अनुसार, उस पर आरोप है कि उसने नौसैनिक प्रतिष्ठानों से संबंधित संवेदनशील जानकारी पाकिस्तान स्थित एक खुफिया ऑपरेटिव तक पहुंचाई और इसके बदले कथित तौर पर पैसे प्राप्त किए।
गिरफ्तारी के बाद अन्नम साई वरा प्रसाद को अदालत में पेश किया गया, जहां से उसे 14 अक्टूबर तक न्यायिक हिरासत में विशाखापत्तनम जेल भेज दिया गया।
इस मामले में गिरफ्तार दूसरा आरोपी प्रदीप मुखर्जी है, जो विशाखापत्तनम स्थित नौसेना बेस में कार्यरत नौसेना कर्मचारी बताया गया है। उसे तमिलनाडु के कोयंबटूर से गिरफ्तार किया गया, जहां वह एक प्रशिक्षण कार्यक्रम में शामिल था।
जांच एजेंसियों का आरोप है कि प्रदीप मुखर्जी ने पाकिस्तान से जुड़े एक खुफिया ऑपरेटिव को WhatsApp अकाउंट एक्टिवेट करने के लिए आवश्यक OTP उपलब्ध कराया और इसके बाद रक्षा प्रतिष्ठानों से संबंधित संवेदनशील जानकारी साझा की।
31 वर्षीय प्रदीप मुखर्जी ने वर्ष 2014 में नौसेना ज्वाइन की थी और वह विशाखापत्तनम स्थित Eastern Naval Command के साथ तैनात रहा है। काउंटर इंटेलिजेंस अधिकारियों के अनुसार, संदिग्ध डिजिटल गतिविधियों का पता चलने के बाद उसकी निगरानी शुरू की गई थी।
जांच के दौरान यह भी सामने आया कि प्रदीप मुखर्जी कथित तौर पर सोशल मीडिया के माध्यम से एक पाकिस्तानी ऑपरेटिव के संपर्क में आया था। अधिकारियों के अनुसार, यह ऑपरेटिव एक महिला थी और दोनों के बीच कुछ महीनों पहले सोशल मीडिया के जरिए संपर्क स्थापित हुआ था। अब जांच एजेंसियां यह पता लगाने की कोशिश कर रही हैं कि यह संपर्क किस उद्देश्य से स्थापित किया गया था और इसके बाद किस प्रकार की जानकारी का आदान-प्रदान हुआ।
प्रदीप मुखर्जी को 3 अक्टूबर को कोयंबटूर में उस समय गिरफ्तार किया गया जब वह प्रशिक्षण कार्यक्रम में शामिल होने के लिए वहां मौजूद था। इसके बाद उसे अदालत में पेश किया गया और 14 अक्टूबर तक न्यायिक हिरासत में विजयवाड़ा जेल भेज दिया गया।
काउंटर इंटेलिजेंस अधिकारियों के सामने अब सबसे बड़ा सवाल यह है कि कथित जासूसी गतिविधियां कितने समय से चल रही थीं। एजेंसियां यह पता लगाने की कोशिश कर रही हैं कि आरोपियों ने पाकिस्तान स्थित ऑपरेटिव्स को कितनी जानकारी, कितनी तस्वीरें और किस प्रकार के दस्तावेज या डिजिटल सामग्री भेजी।
इसके साथ ही जांच में यह भी पता लगाया जा रहा है कि कथित तौर पर आरोपियों को इसके बदले कितनी धनराशि मिली और क्या भुगतान किसी डिजिटल माध्यम या अन्य चैनल के जरिए किया गया।
13 नौसेना कर्मियों समेत 18 लोगों का जांच के घेरे में आना इस मामले को बेहद गंभीर सुरक्षा मामला बनाता है, क्योंकि जांच का एक प्रमुख पहलू विशाखापत्तनम स्थित नौसैनिक प्रतिष्ठानों और अन्य रणनीतिक रक्षा स्थानों से जुड़ी कथित संवेदनशील जानकारी के संभावित लीक से संबंधित है।
जांच एजेंसियां अब इलेक्ट्रॉनिक उपकरणों, मोबाइल फोन, डिजिटल कम्युनिकेशन और अन्य जब्त सामग्री की जांच कर रही हैं। इसका उद्देश्य संदिग्धों और पाकिस्तान स्थित खुफिया ऑपरेटिव्स के बीच संपर्क की पूरी श्रृंखला का पता लगाना है।
जांच अधिकारी यह भी स्थापित करने की कोशिश कर रहे हैं कि क्या यह मामला केवल व्यक्तिगत स्तर पर हुए संपर्कों तक सीमित था या इसके पीछे एक बड़ा नेटवर्क काम कर रहा था। 18 संदिग्धों के बीच संभावित संपर्क, उनके डिजिटल लिंक और रक्षा प्रतिष्ठानों से जुड़ी जानकारी तक उनकी पहुंच को भी जांच के दायरे में रखा गया है।
‘ऑपरेशन फायरवॉल-2026’ के तहत कई राज्यों में एक साथ की गई कार्रवाई इस मामले के व्यापक दायरे को दर्शाती है। आंध्र प्रदेश काउंटर इंटेलिजेंस, नौसेना अधिकारियों, एंटी-टेररिस्ट स्क्वॉड और स्थानीय पुलिस के बीच समन्वय के जरिए संदिग्धों की गतिविधियों की जांच की जा रही है।
अधिकारियों के अनुसार, फिलहाल जांच जारी है और यह निर्धारित किया जाना बाकी है कि कथित तौर पर कौन-सी संवेदनशील जानकारी साझा की गई, कितने समय तक पाकिस्तान स्थित ऑपरेटिव्स के साथ संपर्क बना रहा, कितना डेटा या तस्वीरें भेजी गईं, कथित रूप से कितनी रकम हासिल की गई और क्या इस नेटवर्क में अन्य लोग भी शामिल थे।
मामले की आगे की जांच में डिजिटल फॉरेंसिक, वित्तीय लेन-देन, सोशल मीडिया संपर्क और संदिग्धों के बीच संचार की जांच महत्वपूर्ण भूमिका निभा सकती है। काउंटर इंटेलिजेंस एजेंसियां अब इस कथित जासूसी मॉड्यूल की पूरी संरचना और पाकिस्तान स्थित ऑपरेटिव्स से उसके संभावित संबंधों का पता लगाने में जुटी हैं।
फिलहाल दोनों गिरफ्तार आरोपी न्यायिक हिरासत में हैं और ऑपरेशन फायरवॉल-2026 के तहत सामने आए कथित जासूसी नेटवर्क की विस्तृत जांच जारी है।
