CDM Conducts Financial Management Capsule for Tri-Services Medical Officers, Strengthening Resource Management and Procurement Skills
Lucknow: In a significant initiative aimed at enhancing financial governance and administrative efficiency within the Armed Forces Medical Services, faculty members from the College of Defence Management (CDM), Institute for Defence Studies (IDS), conducted a comprehensive Financial Management Capsule for 45 Senior Medical Officers attending the Medical Officers’ Staff Course (MOSCC-138) at the Army Medical College & Centre, Lucknow.
The participants included senior medical officers from the Indian Army, Indian Navy, Indian Air Force, and officers from Friendly Foreign Countries, making the programme an important platform for professional military education and international defence cooperation. The course was designed to strengthen the officers’ understanding of financial management principles, budgetary planning, and procurement procedures that are essential for efficient administration of military medical establishments.
During the interactive training sessions, CDM faculty delivered detailed lectures on defence budgeting, financial accountability, and public procurement procedures followed by the Armed Forces. The discussions focused on the effective utilization of public resources, ensuring transparency, adherence to government financial regulations, and improving decision-making in the management of defence medical infrastructure and logistics.
One of the major highlights of the programme was an in-depth deliberation on procurement through the Government e-Marketplace (GeM). Faculty members explained the evolving procurement ecosystem, digital purchasing mechanisms, policy framework, compliance requirements, and best practices for acquiring equipment, medical supplies, and services through GeM. The officers actively participated in discussions, sharing practical experiences and exploring solutions to challenges encountered during procurement processes.
The interactive nature of the sessions encouraged meaningful exchanges of ideas between faculty members and participants. Senior Medical Officers discussed real-world administrative scenarios involving hospital management, procurement planning, financial approvals, budget allocation, and resource optimization. These deliberations provided valuable insights into improving efficiency while ensuring accountability in the management of defence healthcare institutions.
The Financial Management Capsule emphasized that modern military doctors are expected to perform responsibilities far beyond clinical care. Besides providing quality healthcare to serving personnel, veterans, and their families, medical officers are also responsible for managing public funds, supervising procurement, maintaining infrastructure, and ensuring optimum utilization of resources. The programme reinforced the importance of value for money, financial prudence, and transparent governance in military medical administration.
By integrating financial management with healthcare leadership, the College of Defence Management continues to equip Armed Forces medical professionals with the knowledge required to handle both operational and administrative responsibilities. Such initiatives contribute significantly to strengthening institutional efficiency, improving governance standards, and supporting the operational readiness of India’s Armed Forces while also promoting professional cooperation with friendly foreign militaries.

लखनऊ: सशस्त्र बलों में वित्तीय अनुशासन, संसाधनों के प्रभावी उपयोग और प्रशासनिक दक्षता को और मजबूत बनाने की दिशा में एक महत्वपूर्ण पहल के तहत कॉलेज ऑफ डिफेंस मैनेजमेंट (CDM), इंस्टीट्यूट फॉर डिफेंस स्टडीज (IDS) के फैकल्टी सदस्यों ने आर्मी मेडिकल कॉलेज एंड सेंटर, लखनऊ में आयोजित मेडिकल ऑफिसर्स स्टाफ कोर्स (MOSCC-138) के 45 वरिष्ठ चिकित्सा अधिकारियों के लिए विशेष फाइनेंशियल मैनेजमेंट कैप्सूल का आयोजन किया।
इस प्रशिक्षण कार्यक्रम में भारतीय सेना, भारतीय नौसेना और भारतीय वायुसेना के वरिष्ठ चिकित्सा अधिकारियों के साथ-साथ मित्र देशों के सैन्य चिकित्सा अधिकारी भी शामिल हुए। यह कार्यक्रम केवल वित्तीय प्रशिक्षण तक सीमित नहीं था, बल्कि सैन्य चिकित्सा नेतृत्व, प्रशासनिक क्षमता और संसाधन प्रबंधन को सुदृढ़ बनाने की दिशा में एक महत्वपूर्ण पेशेवर पहल भी साबित हुआ।
प्रशिक्षण के दौरान विशेषज्ञ फैकल्टी ने रक्षा सेवाओं में बजट निर्माण, सार्वजनिक खरीद (Public Procurement), वित्तीय उत्तरदायित्व, सरकारी वित्तीय नियमों के अनुपालन तथा संसाधनों के पारदर्शी उपयोग जैसे विषयों पर विस्तृत जानकारी दी। अधिकारियों को यह समझाया गया कि रक्षा चिकित्सा संस्थानों में उपलब्ध संसाधनों का सर्वोत्तम उपयोग किस प्रकार किया जाए ताकि संचालन क्षमता के साथ-साथ वित्तीय जवाबदेही भी सुनिश्चित हो सके।
कार्यक्रम का सबसे महत्वपूर्ण आकर्षण गवर्नमेंट ई-मार्केटप्लेस (GeM) के माध्यम से होने वाली खरीद प्रक्रिया पर विस्तृत चर्चा रही। विशेषज्ञों ने डिजिटल खरीद प्रणाली, सरकारी खरीद नीतियों, पारदर्शी निविदा प्रक्रिया, गुणवत्ता मानकों, अनुपालन आवश्यकताओं तथा चिकित्सा उपकरणों एवं अन्य आवश्यक सामग्रियों की खरीद में GeM की भूमिका पर विस्तार से प्रकाश डाला। इस दौरान वरिष्ठ अधिकारियों ने अपने व्यावहारिक अनुभव साझा किए और खरीद प्रक्रिया में आने वाली चुनौतियों एवं उनके समाधान पर भी गहन विचार-विमर्श किया।
पूरे प्रशिक्षण कार्यक्रम के दौरान अधिकारियों की सक्रिय भागीदारी देखने को मिली। विभिन्न प्रशासनिक परिस्थितियों, अस्पताल प्रबंधन, बजट आवंटन, संसाधनों के अनुकूल उपयोग, वित्तीय अनुमोदन और चिकित्सा संस्थानों के प्रभावी संचालन से जुड़े विषयों पर व्यापक चर्चा हुई। इन संवादात्मक सत्रों ने प्रतिभागियों को वास्तविक परिस्थितियों में वित्तीय निर्णय लेने की क्षमता विकसित करने में महत्वपूर्ण योगदान दिया।
प्रशिक्षण में विशेष रूप से इस बात पर बल दिया गया कि आज के सैन्य चिकित्सक केवल मरीजों का उपचार करने वाले चिकित्सक नहीं हैं, बल्कि वे सार्वजनिक धन, चिकित्सा उपकरणों, अस्पतालों की अवसंरचना और सरकारी संसाधनों के जिम्मेदार संरक्षक भी हैं। इसलिए उन्हें चिकित्सा विशेषज्ञता के साथ-साथ वित्तीय अनुशासन, पारदर्शिता, जवाबदेही और “वैल्यू फॉर मनी” के सिद्धांतों को भी समान महत्व देना आवश्यक है।
कॉलेज ऑफ डिफेंस मैनेजमेंट द्वारा आयोजित यह प्रशिक्षण कार्यक्रम दर्शाता है कि भारतीय सशस्त्र बल अपने चिकित्सा अधिकारियों को केवल उत्कृष्ट चिकित्सक ही नहीं, बल्कि कुशल प्रशासक, प्रभावी संसाधन प्रबंधक और उत्तरदायी वित्तीय निर्णयकर्ता के रूप में भी विकसित करने के लिए निरंतर प्रयासरत हैं। इस प्रकार के कार्यक्रम न केवल रक्षा चिकित्सा सेवाओं की कार्यकुशलता को बढ़ाते हैं, बल्कि सैन्य प्रशासन में सुशासन, पारदर्शिता, अंतरराष्ट्रीय सहयोग और परिचालन तत्परता को भी नई मजबूती प्रदान करते हैं।
