CISF and IIT Kanpur Join Hands on National Engineers’ Day to Build Advanced Cyber Security and Drone–Anti-Drone Capabilities

The Central Industrial Security Force (CISF) has entered into two significant institutional partnerships with the Indian Institute of Technology Kanpur (IIT Kanpur) to strengthen its specialised capabilities in cyber security and drone and anti-drone technology, as security challenges surrounding critical and strategic infrastructure increasingly become technology-driven. The two Memoranda of Understanding (MoUs), signed on 15 September 2026 on the occasion of National Engineers’ Day, establish structured frameworks for advanced cyber security training and the development of a dedicated Centre of Excellence (CoE) in Drone and Anti-Drone Technology at the CISF’s MPRTC in Behror, Rajasthan. The initiatives bring together the operational experience of the country’s premier industrial security force and the technical, academic and research capabilities of IIT Kanpur, with the objective of developing specialised manpower, technical infrastructure, applied research and operational expertise in emerging security domains.
Two MoUs, Two Technology Domains: Cyber Security and Counter-Drone Warfare
The twin agreements address two rapidly evolving areas that have become increasingly relevant to the protection of airports, power installations, nuclear facilities and other critical infrastructure. The first MoU provides for a six-week residential Cyber Security Training Programme to be conducted by C3iHub, the cyber-security technology ecosystem associated with IIT Kanpur’s IHUB NTIHAC Foundation. The programme will operate within a three-year framework and will be conducted on a non-commercial basis without training fees for the nominated CISF personnel. The second MoU establishes a five-year collaboration between CISF and IIT Kanpur for setting up and developing a Centre of Excellence in Drone and Anti-Drone Technology at CISF MPRTC, Behror, Rajasthan. The proposed centre will focus on training, research, UAV operations, drone forensics, counter-UAS technologies and the cyber security of unmanned systems.
Cyber Security Training Programme to Prepare Specialised CISF Personnel
Under the first agreement, C3iHub will conduct a six-week residential cyber security programme for CISF personnel. Each training batch will consist of 40 nominated personnel, providing the force with a structured mechanism to build specialised expertise in cyber defence and incident response. The curriculum is designed to address cyber threats affecting critical information infrastructure and sectors such as aviation, power and nuclear installations, all of which fall within the broader ecosystem of strategic infrastructure protection. Training will also cover digital forensics, cyber incident detection and response, disaster recovery, business continuity and emerging technology-related threats. The programme is expected to expose personnel to challenges involving artificial intelligence and machine learning, deepfakes, the Internet of Things, cloud environments and Operational Technology, while multi-sector crisis simulations will provide practical exposure to complex cyber-security scenarios.
Focus on Aviation, Power, Nuclear and Operational Technology Threats
The cyber-security component of the partnership is particularly relevant to CISF’s responsibilities because the force provides security to several categories of critical infrastructure and strategic installations. Modern industrial and infrastructure systems increasingly combine conventional physical security with networked digital systems, industrial control systems and Operational Technology. A cyber incident affecting such systems can potentially create consequences beyond the digital environment, making detection, response, recovery and continuity planning important elements of infrastructure protection. The training framework therefore goes beyond conventional cyber awareness and includes digital forensics, incident response, disaster recovery and business continuity, alongside emerging threats associated with AI/ML, deepfakes, IoT, cloud computing and OT environments.
Prime Minister’s Vision and Cyber-Command Capability
The cyber-security initiative is aligned with the vision articulated by the Prime Minister during the DsGP/IsGP Conference-2024 and with directions from the Union Home Minister concerning the development of cyber-capable security forces and dedicated Cyber Commando capabilities within Central Armed Police Forces and State Police organisations. The CISF-IIT Kanpur partnership provides an institutional mechanism through which specialised personnel can receive structured technical training from an academic and research ecosystem. The emphasis on dedicated skills is significant because cyber security in critical infrastructure environments requires personnel who understand not only digital systems but also the operational consequences of cyber incidents affecting aviation, energy, nuclear and industrial environments.
Senior CISF and IIT Kanpur Officials Sign the Cyber Security Agreement
The Cyber Security MoU was signed on behalf of CISF by Shri Senthil Avoodai Krishna Raj S., IPS, Inspector General, CISF Airport Sector-I, and Dr. Tanima Hajra, Chief Executive Officer of C3iHub. The signing took place in the presence of Prof. Surender Baswana, Programme Director; Dr. Ras Dwivedi, Chief Technology Officer; Dr. Anand Handa, Chief Security Officer; and Shri Ajaya Kumar Misra, Chief Financial Officer. Their participation reflects the institutional nature of the agreement, bringing together CISF’s operational security requirements and the technical and research ecosystem represented by C3iHub and IIT Kanpur.
Behror to Become a Hub for Drone and Anti-Drone Training and Research
The second MoU creates a separate and longer-term framework for cooperation in drone and anti-drone technology. Under the five-year arrangement, CISF and IIT Kanpur will collaborate to establish and develop a Centre of Excellence at the CISF’s MPRTC in Behror, Rajasthan. The proposed CoE is intended to provide specialised training and support applied research in unmanned aerial systems and counter-UAS technologies. Its areas of focus will include UAV operations, drone and counter-drone systems, drone forensics and the cyber security of unmanned platforms. The collaboration will also support the development of simulators, forensic laboratories, training curricula and technical infrastructure required for sustained capacity building.
Joint Research on Rogue Drones, RF Detection and Micro-Doppler Technology
A major component of the proposed Centre of Excellence will be joint research into technologies and methods used to detect, identify and analyse unauthorised or rogue drones. The research agenda includes rogue-drone analysis, radio-frequency detection, micro-Doppler detection and integrated Counter-UAS systems. Micro-Doppler signatures can provide useful information for identifying characteristics of moving objects, including components associated with unmanned aerial systems, while RF-based approaches can support the detection and analysis of drone-related electromagnetic activity. The collaboration will also examine counter-UAS architectures and high-altitude operations, creating a research and training environment around some of the increasingly important technological challenges associated with the proliferation of unmanned systems.
Drone Forensics and Cyber Security of Unmanned Systems
The emerging drone threat environment is not limited to the physical interception of an airborne platform. Captured or recovered drones can contain potentially valuable forensic information relating to their configuration, software, communications systems, navigation equipment and operational history. The proposed CoE will therefore include drone forensics as one of its specialised areas. Cyber security of unmanned systems will also form part of the programme, reflecting the growing convergence between physical drone threats and digital security. Training and research in this area can help personnel understand how unmanned systems operate, how their digital components can be examined and how security mechanisms can be integrated into broader counter-UAS architectures.
Simulators, Laboratories and Technical Infrastructure Under the CoE
The collaboration envisages the creation of specialised technical infrastructure at Behror, including simulators and forensic laboratories. Such infrastructure can provide personnel with controlled environments in which to study drone detection, identification, operation, forensic examination and counter-UAS responses without depending exclusively on live operational situations. The development of training curricula alongside these facilities is intended to create a structured institutional framework rather than limiting the initiative to individual courses or short-term training programmes. Over the five-year framework, the CoE is expected to provide a platform for continued training, research and technical collaboration between CISF and IIT Kanpur.
Second MoU Signed by CISF MPRTC and IIT Kanpur Research Leadership
The Drone and Anti-Drone MoU was signed by Dr. C. Dhananjaya Naik, Deputy Inspector General, CISF MPRTC, Behror, and Prof. Jayandharan G. Rao, Dean, Research and Development, IIT Kanpur. The signing was witnessed by Shri Senthil Avoodai Krishna Raj S., Shri Savitoj Singh Gill, Assistant Inspector General, NCR Zone and Domain Lead for Drone and Anti-Drone, and Prof. Navroz of the Department of Aerospace Engineering at IIT Kanpur. The involvement of the aerospace engineering ecosystem is particularly relevant to the technical dimensions of UAV operations, while the presence of CISF personnel responsible for the domain provides an operational perspective to the collaboration.
Partnership Builds on CISF’s Wider Technology Network
The two agreements form part of CISF’s broader effort to develop institutional relationships with technology and academic organisations. The force has established or pursued collaborations involving institutions and organisations including IIT Madras through Pravartak, IIT Ropar, IIITDM Kancheepuram, IIT Kanpur and the Drone Federation of India. These partnerships provide access to specialised knowledge, research capabilities and technology ecosystems that can supplement the force’s operational experience. The latest agreements expand this network specifically in the areas of cyber security and unmanned aerial systems, two fields that are evolving rapidly and require continuous training and technical adaptation.
Link with CISF’s Drone Federation of India Partnership
The proposed Centre of Excellence also builds upon CISF’s recent collaboration with the Drone Federation of India. That partnership includes areas such as counter-drone Standard Operating Procedures, forensic analysis, red-teaming exercises and engagement with Indian drone technology companies. The IIT Kanpur partnership adds an academic and research dimension to these efforts by creating a framework for deeper technical investigation, specialised training and infrastructure development. Together, these institutional relationships can provide CISF with access to operational, industrial, academic and research perspectives while developing its internal expertise in counter-UAS technologies.
From Conventional Security to Technology-Enabled Infrastructure Protection
The significance of the twin MoUs extends beyond the creation of individual training programmes. Critical infrastructure protection increasingly involves an integrated security environment in which physical security, cyber security, unmanned systems and technological surveillance interact with each other. A security force responsible for airports, industrial installations and strategic infrastructure must therefore prepare personnel for threats that may originate through digital networks as well as through physical intrusion or unauthorised aerial activity. The CISF-IIT Kanpur initiatives create separate but complementary capability-building tracks: one focused on cyber threats and the other on drones and counter-drone systems.
Atmanirbhar Bharat and Development of Indigenous Technical Expertise
The partnerships also support the broader objective of developing indigenous technological capabilities and specialised expertise under the Atmanirbhar Bharat framework. Instead of relying solely on external technology or short-duration training, the proposed arrangements emphasise institutional capability, research, laboratories, simulators, curriculum development and specialised manpower. The Centre of Excellence at Behror is intended to provide a sustained environment for training and research, while the cyber-security programme creates a structured pipeline for personnel to acquire advanced knowledge in areas directly relevant to critical infrastructure protection.
A New Layer of Specialised Capability for CISF
With cyber threats becoming increasingly sophisticated and drones becoming more accessible and technologically advanced, the security environment surrounding critical infrastructure is undergoing a significant transformation. The twin MoUs with IIT Kanpur provide CISF with institutional frameworks to respond to these developments through specialised training, research and technical infrastructure. The six-week cyber-security programme will focus on building trained personnel capable of understanding complex cyber threats, while the five-year Drone and Anti-Drone Centre of Excellence at Behror is designed to create a longer-term ecosystem for UAV operations, counter-UAS technology, drone forensics, detection systems and unmanned-system cyber security.

राष्ट्रीय इंजीनियर्स दिवस के अवसर पर केंद्रीय औद्योगिक सुरक्षा बल (CISF) और भारतीय प्रौद्योगिकी संस्थान कानपुर (IIT Kanpur) के बीच दो महत्वपूर्ण समझौता ज्ञापनों पर हस्ताक्षर किए गए। इन दोनों समझौतों का उद्देश्य देश के महत्वपूर्ण और रणनीतिक प्रतिष्ठानों की सुरक्षा के लिए सीआईएसएफ की तकनीकी और विशेषीकृत क्षमताओं को मजबूत करना है। पहला समझौता साइबर सुरक्षा के क्षेत्र में छह सप्ताह के विशेष आवासीय प्रशिक्षण कार्यक्रम से जुड़ा है, जिसे आईआईटी कानपुर से जुड़े C3iHub के माध्यम से संचालित किया जाएगा। दूसरा समझौता राजस्थान के बहरोड़ स्थित सीआईएसएफ के एमपीआरटीसी में ड्रोन और एंटी-ड्रोन तकनीक के लिए एक सेंटर ऑफ एक्सीलेंस स्थापित करने और विकसित करने के लिए किया गया है। दोनों पहलें ऐसे समय में सामने आई हैं जब महत्वपूर्ण बुनियादी ढांचे की सुरक्षा के सामने साइबर हमलों, मानवरहित हवाई प्रणालियों और तकनीक आधारित नए सुरक्षा खतरों की चुनौती लगातार बढ़ रही है।
दो समझौते, दो महत्वपूर्ण तकनीकी क्षेत्र—साइबर सुरक्षा और ड्रोन-रोधी क्षमता
सीआईएसएफ और आईआईटी कानपुर के बीच हुए दोनों समझौते सुरक्षा के दो अलग लेकिन आपस में जुड़े हुए क्षेत्रों पर केंद्रित हैं। पहले समझौते के तहत C3iHub, IHUB NTIHAC Foundation, IIT Kanpur की ओर से छह सप्ताह का आवासीय साइबर सुरक्षा प्रशिक्षण कार्यक्रम आयोजित किया जाएगा। यह प्रशिक्षण तीन वर्ष के ढांचे के अंतर्गत संचालित होगा और इसके लिए सीआईएसएफ के नामित कर्मियों से प्रशिक्षण शुल्क नहीं लिया जाएगा। प्रत्येक बैच में 40 सीआईएसएफ कर्मियों को शामिल किया जाएगा। वहीं दूसरे समझौते के तहत पांच वर्ष के ढांचे में बहरोड़ स्थित सीआईएसएफ एमपीआरटीसी में ड्रोन और एंटी-ड्रोन तकनीक का सेंटर ऑफ एक्सीलेंस विकसित किया जाएगा। इस केंद्र में विशेष प्रशिक्षण, यूएवी संचालन, ड्रोन फोरेंसिक, काउंटर-यूएएस प्रणाली और मानवरहित प्रणालियों की साइबर सुरक्षा जैसे क्षेत्रों पर ध्यान दिया जाएगा।
साइबर सुरक्षा के लिए छह सप्ताह का विशेष आवासीय प्रशिक्षण
पहले समझौते के तहत सीआईएसएफ के चुने हुए कर्मियों को छह सप्ताह का विशेष आवासीय साइबर सुरक्षा प्रशिक्षण दिया जाएगा। प्रत्येक बैच में 40 कर्मियों को प्रशिक्षण मिलेगा और इसका उद्देश्य महत्वपूर्ण सूचना अवसंरचना तथा रणनीतिक क्षेत्रों से जुड़े साइबर खतरों को समझने और उनसे निपटने के लिए विशेष कौशल विकसित करना है। प्रशिक्षण में क्रिटिकल इंफॉर्मेशन इंफ्रास्ट्रक्चर, एविएशन, पावर और न्यूक्लियर सेक्टर से जुड़े साइबर खतरे, डिजिटल फोरेंसिक, साइबर घटना की पहचान और प्रतिक्रिया, आपदा के बाद व्यवस्था बहाल करना तथा कारोबारी निरंतरता जैसे विषय शामिल होंगे। इसके साथ ही आर्टिफिशियल इंटेलिजेंस और मशीन लर्निंग, डीपफेक, इंटरनेट ऑफ थिंग्स, क्लाउड और ऑपरेशनल टेक्नोलॉजी से जुड़ी उभरती चुनौतियों पर भी प्रशिक्षण दिया जाएगा। विभिन्न क्षेत्रों को प्रभावित करने वाले संकट की स्थिति का अभ्यास कराने के लिए बहु-क्षेत्रीय संकट सिमुलेशन भी प्रशिक्षण का हिस्सा होगा।
एविएशन, पावर और न्यूक्लियर सेक्टर की सुरक्षा पर विशेष ध्यान
सीआईएसएफ देश के कई महत्वपूर्ण प्रतिष्ठानों और बुनियादी ढांचे की सुरक्षा में महत्वपूर्ण भूमिका निभाता है। ऐसे में साइबर सुरक्षा का महत्व केवल कंप्यूटर नेटवर्क तक सीमित नहीं है। आज कई महत्वपूर्ण औद्योगिक और रणनीतिक प्रणालियां डिजिटल नेटवर्क, औद्योगिक नियंत्रण प्रणालियों और ऑपरेशनल टेक्नोलॉजी पर निर्भर हैं। किसी साइबर हमले का प्रभाव केवल डिजिटल प्रणाली तक सीमित न रहकर किसी महत्वपूर्ण सेवा या संचालन को प्रभावित कर सकता है। इसी वजह से प्रशिक्षण कार्यक्रम में साइबर घटना की पहचान, प्रतिक्रिया, डिजिटल फोरेंसिक, आपदा के बाद प्रणाली बहाली और कारोबारी निरंतरता जैसे विषयों को शामिल किया गया है। एआई, डीपफेक, आईओटी और क्लाउड जैसी तकनीकों से पैदा हो रही नई चुनौतियों को भी प्रशिक्षण में स्थान दिया गया है।
साइबर कमांडो क्षमता विकसित करने की दिशा में पहल
साइबर सुरक्षा से जुड़ी यह पहल वर्ष 2024 में आयोजित डीजीपी/आईजीपी सम्मेलन के दौरान प्रधानमंत्री द्वारा व्यक्त किए गए दृष्टिकोण और केंद्रीय गृह मंत्री के निर्देशों के अनुरूप बताई गई है। इनका उद्देश्य केंद्रीय सशस्त्र पुलिस बलों और राज्य पुलिस संगठनों में साइबर क्षमता विकसित करना और विशेष साइबर कमांडो तैयार करने की दिशा में काम करना है। सीआईएसएफ और आईआईटी कानपुर के बीच यह समझौता इस दिशा में एक संस्थागत प्रशिक्षण ढांचा उपलब्ध कराता है। इसके माध्यम से सीआईएसएफ के कर्मियों को साइबर सुरक्षा के ऐसे क्षेत्रों में विशेषज्ञता विकसित करने का अवसर मिलेगा, जो सीधे महत्वपूर्ण और रणनीतिक बुनियादी ढांचे की सुरक्षा से जुड़े हैं।
साइबर सुरक्षा समझौते पर वरिष्ठ अधिकारियों ने किए हस्ताक्षर
साइबर सुरक्षा से संबंधित समझौते पर सीआईएसएफ एयरपोर्ट सेक्टर-I के महानिरीक्षक श्री सेंथिल अवुडई कृष्णा राज एस., आईपीएस और C3iHub की मुख्य कार्यकारी अधिकारी डॉ. तनिमा हाजरा ने हस्ताक्षर किए। इस अवसर पर कार्यक्रम निदेशक प्रो. सुरेंद्र बसवाना, मुख्य प्रौद्योगिकी अधिकारी डॉ. रास द्विवेदी, मुख्य सुरक्षा अधिकारी डॉ. आनंद हांडा और मुख्य वित्तीय अधिकारी श्री अजय कुमार मिश्रा भी उपस्थित रहे। इस समझौते के माध्यम से सीआईएसएफ की परिचालन आवश्यकताओं और आईआईटी कानपुर के तकनीकी एवं अनुसंधान तंत्र को एक साझा प्रशिक्षण ढांचे में जोड़ा गया है।
बहरोड़ में बनेगा ड्रोन और एंटी-ड्रोन तकनीक का सेंटर ऑफ एक्सीलेंस
दूसरा समझौता राजस्थान के बहरोड़ स्थित सीआईएसएफ एमपीआरटीसी में ड्रोन और एंटी-ड्रोन तकनीक का सेंटर ऑफ एक्सीलेंस स्थापित करने और विकसित करने से जुड़ा है। यह पांच वर्ष के ढांचे के तहत विकसित किया जाएगा। प्रस्तावित केंद्र में ड्रोन और काउंटर-ड्रोन प्रणालियों से संबंधित विशेष प्रशिक्षण के साथ-साथ यूएवी संचालन, ड्रोन फोरेंसिक और मानवरहित प्रणालियों की साइबर सुरक्षा पर ध्यान दिया जाएगा। केंद्र को प्रशिक्षण, अनुसंधान और तकनीकी क्षमता विकास के लिए संस्थागत मंच के रूप में विकसित करने की योजना है, जिसमें सिमुलेटर, फोरेंसिक प्रयोगशाला, प्रशिक्षण पाठ्यक्रम और आवश्यक तकनीकी ढांचे का विकास शामिल है।
संदिग्ध ड्रोन से लेकर RF और माइक्रो-डॉपलर तकनीक पर संयुक्त शोध
प्रस्तावित सेंटर ऑफ एक्सीलेंस के तहत कई महत्वपूर्ण तकनीकी क्षेत्रों में संयुक्त शोध किया जाएगा। इनमें संदिग्ध या अनधिकृत ड्रोन का विश्लेषण, रेडियो फ्रीक्वेंसी आधारित पहचान, माइक्रो-डॉपलर डिटेक्शन और एकीकृत काउंटर-यूएएस प्रणाली शामिल हैं। ड्रोन की पहचान और विश्लेषण के लिए अलग-अलग सेंसर और तकनीकी प्रणालियों के उपयोग को समझना आधुनिक एंटी-ड्रोन सुरक्षा ढांचे का महत्वपूर्ण हिस्सा है। माइक्रो-डॉपलर तकनीक से गतिशील वस्तुओं की विशिष्ट गतिविधियों से संबंधित संकेतों का विश्लेषण किया जा सकता है, जबकि आरएफ आधारित तकनीक ड्रोन से जुड़े रेडियो संकेतों की पहचान और विश्लेषण में उपयोगी हो सकती है। समझौते के तहत ऊंचाई वाले क्षेत्रों में ड्रोन संचालन और काउंटर-यूएएस क्षमताओं पर भी संयुक्त शोध का प्रावधान है।
ड्रोन फोरेंसिक और मानवरहित प्रणालियों की साइबर सुरक्षा पर जोर
आज ड्रोन से जुड़ी सुरक्षा चुनौती केवल हवा में उड़ रहे ड्रोन की पहचान या उसे रोकने तक सीमित नहीं है। किसी संदिग्ध या बरामद ड्रोन की तकनीकी जांच से उसके संचालन, सॉफ्टवेयर, संचार प्रणाली, नेविगेशन और अन्य डिजिटल घटकों से संबंधित जानकारी हासिल की जा सकती है। इसी वजह से ड्रोन फोरेंसिक को प्रस्तावित सेंटर ऑफ एक्सीलेंस के महत्वपूर्ण क्षेत्रों में शामिल किया गया है। इसके साथ ही मानवरहित प्रणालियों की साइबर सुरक्षा पर भी विशेष ध्यान दिया जाएगा। इसका उद्देश्य ऐसे सिस्टम को समझने, उनकी सुरक्षा आवश्यकताओं का अध्ययन करने और व्यापक काउंटर-ड्रोन ढांचे के साथ उनकी साइबर सुरक्षा को जोड़ने के लिए विशेषज्ञता विकसित करना है।
बहरोड़ में विकसित होंगे सिमुलेटर, फोरेंसिक लैब और तकनीकी ढांचा
सीआईएसएफ और आईआईटी कानपुर के बीच हुए दूसरे समझौते में विशेष सिमुलेटर, फोरेंसिक प्रयोगशालाओं, प्रशिक्षण पाठ्यक्रम और तकनीकी बुनियादी ढांचे के विकास का भी प्रावधान है। सिमुलेटर के माध्यम से कर्मियों को नियंत्रित वातावरण में ड्रोन संचालन, पहचान, विश्लेषण और काउंटर-यूएएस से संबंधित प्रशिक्षण दिया जा सकता है। वहीं फोरेंसिक प्रयोगशाला संदिग्ध या बरामद ड्रोन की तकनीकी जांच के लिए आवश्यक वातावरण उपलब्ध करा सकती है। प्रशिक्षण पाठ्यक्रम और तकनीकी ढांचे के साथ यह व्यवस्था केवल अल्पकालिक प्रशिक्षण तक सीमित न रहकर लंबे समय तक विशेषीकृत क्षमता विकसित करने की दिशा में काम करेगी।
ड्रोन और एंटी-ड्रोन समझौते पर वरिष्ठ अधिकारियों ने किए हस्ताक्षर
ड्रोन और एंटी-ड्रोन तकनीक से संबंधित समझौते पर सीआईएसएफ एमपीआरटीसी, बहरोड़ के उपमहानिरीक्षक डॉ. सी. धनंजय नाइक और आईआईटी कानपुर के डीन, रिसर्च एंड डेवलपमेंट, प्रो. जयधरन जी. राव ने हस्ताक्षर किए। इस अवसर पर श्री सेंथिल अवुडई कृष्णा राज एस., श्री सवितोज सिंह गिल, सहायक महानिरीक्षक, एनसीआर जोन और ड्रोन-एंटी-ड्रोन डोमेन लीड, तथा आईआईटी कानपुर के एयरोस्पेस इंजीनियरिंग विभाग के प्रो. नवरोज भी मौजूद रहे। एयरोस्पेस इंजीनियरिंग विशेषज्ञता की भागीदारी ड्रोन और मानवरहित प्रणालियों से जुड़े तकनीकी पहलुओं के लिए महत्वपूर्ण है, जबकि सीआईएसएफ का परिचालन अनुभव इस सहयोग को सुरक्षा जरूरतों से जोड़ता है।
ड्रोन फेडरेशन ऑफ इंडिया के साथ मौजूदा सहयोग को भी मिलेगी मजबूती
बहरोड़ में प्रस्तावित सेंटर ऑफ एक्सीलेंस सीआईएसएफ के ड्रोन फेडरेशन ऑफ इंडिया के साथ हुए हालिया समझौते से भी जुड़ता है। उस सहयोग में काउंटर-ड्रोन मानक संचालन प्रक्रियाएं, ड्रोन फोरेंसिक विश्लेषण, रेड-टीमिंग अभ्यास और भारतीय ड्रोन तकनीक कंपनियों के साथ जुड़ाव जैसे क्षेत्र शामिल हैं। अब आईआईटी कानपुर के साथ साझेदारी इस प्रयास में शैक्षणिक, अनुसंधान और तकनीकी आयाम जोड़ती है। इससे सीआईएसएफ को परिचालन अनुभव के साथ-साथ अनुसंधान संस्थानों और स्वदेशी तकनीकी क्षेत्र से विशेषज्ञता प्राप्त करने का एक व्यापक संस्थागत ढांचा मिल सकता है।
आईआईटी मद्रास से आईआईटी कानपुर तक बढ़ रहा सीआईएसएफ का तकनीकी नेटवर्क
सीआईएसएफ पहले से ही देश के प्रमुख तकनीकी और शैक्षणिक संस्थानों के साथ सहयोग विकसित कर रहा है। इसके नेटवर्क में आईआईटी मद्रास के प्रवर्तक, आईआईटी रोपड़, IIITDM कांचीपुरम, आईआईटी कानपुर और ड्रोन फेडरेशन ऑफ इंडिया जैसे संस्थान और संगठन शामिल हैं। इन साझेदारियों के माध्यम से सीआईएसएफ को प्रशिक्षण, अनुसंधान, तकनीकी विशेषज्ञता और नई सुरक्षा तकनीकों से जुड़ने का अवसर मिलता है। नवीनतम दो समझौते विशेष रूप से साइबर सुरक्षा और मानवरहित हवाई प्रणालियों के क्षेत्र में संस्थागत क्षमता को मजबूत करने की दिशा में महत्वपूर्ण हैं।
पारंपरिक सुरक्षा से तकनीक आधारित सुरक्षा व्यवस्था की ओर बढ़ता सीआईएसएफ
महत्वपूर्ण प्रतिष्ठानों की सुरक्षा अब केवल भौतिक सुरक्षा व्यवस्था तक सीमित नहीं रह गई है। साइबर हमले, ड्रोन, डिजिटल नेटवर्क, औद्योगिक नियंत्रण प्रणाली और आधुनिक निगरानी तकनीक सुरक्षा व्यवस्था के नए आयाम बन चुके हैं। एयरपोर्ट, ऊर्जा प्रतिष्ठान, परमाणु क्षेत्र और अन्य महत्वपूर्ण बुनियादी ढांचे को सुरक्षित रखने के लिए ऐसे कर्मियों की आवश्यकता है जो भौतिक सुरक्षा के साथ-साथ डिजिटल और मानवरहित प्रणालियों से जुड़े खतरों को भी समझ सकें। सीआईएसएफ और आईआईटी कानपुर के दोनों समझौते इसी व्यापक बदलते सुरक्षा वातावरण के अनुरूप विशेषीकृत क्षमता विकसित करने का प्रयास हैं।
आत्मनिर्भर भारत के तहत स्वदेशी तकनीकी विशेषज्ञता को बढ़ावा
इन दोनों समझौतों का एक महत्वपूर्ण पहलू देश में स्वदेशी तकनीकी विशेषज्ञता और समाधान विकसित करने की दिशा में क्षमता निर्माण है। सेंटर ऑफ एक्सीलेंस के तहत अनुसंधान, प्रशिक्षण, प्रयोगशालाओं, सिमुलेटर और तकनीकी ढांचे का विकास किया जाना है। इसका उद्देश्य केवल मौजूदा प्रणालियों के इस्तेमाल तक सीमित नहीं है, बल्कि ड्रोन, काउंटर-ड्रोन और साइबर सुरक्षा से जुड़े क्षेत्रों में विशेषीकृत ज्ञान और अनुसंधान क्षमता विकसित करना भी है। यह प्रयास आत्मनिर्भर भारत के व्यापक उद्देश्य के अनुरूप स्वदेशी तकनीकी समाधान और विशेषज्ञ मानव संसाधन विकसित करने की दिशा में योगदान दे सकता है।
राष्ट्रीय इंजीनियर्स दिवस पर हुई साझेदारी का व्यापक महत्व
15 सितंबर 2026 को राष्ट्रीय इंजीनियर्स दिवस के अवसर पर हुए ये दोनों समझौते सीआईएसएफ की तकनीकी क्षमता विकास की दिशा में एक संस्थागत पहल को दर्शाते हैं। एक तरफ C3iHub के माध्यम से छह सप्ताह का साइबर सुरक्षा प्रशिक्षण कार्यक्रम सीआईएसएफ कर्मियों को महत्वपूर्ण सूचना अवसंरचना और उभरती डिजिटल चुनौतियों से जुड़े विषयों पर प्रशिक्षित करेगा, वहीं दूसरी तरफ बहरोड़ में प्रस्तावित सेंटर ऑफ एक्सीलेंस ड्रोन और एंटी-ड्रोन तकनीक के क्षेत्र में दीर्घकालिक प्रशिक्षण और अनुसंधान का ढांचा विकसित करेगा। दोनों पहलों में विशेषीकृत मानव संसाधन, तकनीकी बुनियादी ढांचा, अनुसंधान और परिचालन क्षमता को एक साथ आगे बढ़ाने का प्रयास दिखाई देता है।
साइबर, ड्रोन और काउंटर-यूएएस क्षमता के लिए नया संस्थागत ढांचा
सीआईएसएफ और आईआईटी कानपुर के बीच हुए ये समझौते महत्वपूर्ण बुनियादी ढांचे की सुरक्षा को बदलते तकनीकी वातावरण के अनुरूप मजबूत करने की दिशा में एक व्यापक संस्थागत प्रयास हैं। साइबर सुरक्षा प्रशिक्षण कार्यक्रम के माध्यम से कर्मियों को डिजिटल फोरेंसिक, घटना की पहचान और प्रतिक्रिया, एआई/एमएल, डीपफेक, आईओटी, क्लाउड और ऑपरेशनल टेक्नोलॉजी जैसी चुनौतियों से परिचित कराया जाएगा। वहीं बहरोड़ में विकसित होने वाला ड्रोन और एंटी-ड्रोन सेंटर यूएवी संचालन, ड्रोन फोरेंसिक, आरएफ और माइक्रो-डॉपलर आधारित पहचान, काउंटर-यूएएस प्रणाली तथा मानवरहित प्रणालियों की साइबर सुरक्षा जैसे क्षेत्रों में प्रशिक्षण और अनुसंधान का आधार तैयार करेगा। इस तरह दोनों समझौते सीआईएसएफ की सुरक्षा व्यवस्था में साइबर और मानवरहित तकनीकों से जुड़े विशेषीकृत कौशल को संस्थागत रूप देने की दिशा में एक साथ काम करेंगे।
