Deepening ISI Spy Network Busted in Haryana — Nauman Elahi Arrested, Links to Iqbal Kana Exposed
New Delhi/Chandigarh — In a major breakthrough, Indian intelligence agencies have apprehended an alleged Pakistani spy, Nauman Elahi, from the northern state of Haryana. Elahi, who operated under the guise of a humble street vendor, was secretly working for Pakistan’s notorious Inter-Services Intelligence (ISI) and had established a widespread espionage network in the region.
According to high-level sources, Elahi was being handled directly by Iqbal Kana — a key ISI commander originally hailing from Kairana in western Uttar Pradesh, who fled to Pakistan in 1995 after being exposed as a Pakistani mole. Kana is known to have recruited and indoctrinated several Indian youths, primarily from Kairana and its surrounding areas, into ISI’s fold over the last two decades.
Nauman Elahi’s arrest has opened a Pandora’s box, revealing chilling details about the depth of ISI’s penetration into Indian territory. Elahi had allegedly visited Pakistan at least four times over the years, where he underwent specialized training in espionage, surveillance, and secure communications. On returning, he worked as a street vendor in various towns of Haryana, enabling him to operate under the radar.
What has particularly alarmed the agencies is that Elahi was found in possession of eight different Indian passports under various aliases — a serious breach of national security protocols. Investigations have further revealed that he was passing on sensitive information related to Indian Railways, critical defence installations, and key infrastructure hubs to his ISI handlers.
A Growing ISI Footprint in Haryana
Perhaps the most disturbing revelation is that nearly 150 individuals in Haryana were reportedly in touch with Nauman Elahi. These individuals are now under scanner, and a wider crackdown has been launched to neutralize the embedded ISI network in the region. Sources in the Intelligence Bureau (IB) and Research & Analysis Wing (RAW) have confirmed that multiple sleeper cells, believed to be radicalized and funded by Kana’s ISI network, have been operating quietly across Haryana and western Uttar Pradesh.
The intelligence dossier prepared on Nauman Elahi states that he used encrypted messaging services and physical couriers to transmit photographs, railway logistics, and strategic layouts to his handlers in Pakistan. Among the locations he surveilled were major railway junctions, arms storage depots, and communication nodes — all considered high-value targets.
Elahi was reportedly recruited in his late teens by an ISI-linked contact, and subsequently became a key asset for Iqbal Kana’s operations. His Pakistan trips were carefully masked with fake travel documents and routed via third countries to avoid detection.
The Ghost of Iqbal Kana Still Haunts Kairana
Iqbal Kana, the elusive ISI handler and recruiter, has been a known name in Indian security circles for decades. Originally a resident of Kairana, he fled India in the mid-1990s after his espionage links were exposed. Since then, he has reportedly built a well-oiled ISI-backed recruitment and training network targeting Indian Muslims, especially the unemployed and vulnerable youth from socio-economically backward regions.
Multiple sources confirm that Kana maintains safe houses and training camps in Lahore and Karachi, where Indian recruits are indoctrinated and trained in intelligence gathering, operational secrecy, and anti-India propaganda techniques. Nauman Elahi’s case fits the same mold.
A Broader National Threat
This arrest is a chilling reminder of the ever-present danger of internal espionage and foreign manipulation. At a time when India is bolstering its border surveillance and defence infrastructure, the threat from internal sleeper agents working for hostile agencies like the ISI poses a far more complex challenge.
Indian agencies are now working in coordination with state police across Haryana and Uttar Pradesh to identify and neutralize the entire network. Cyber surveillance has been ramped up, and joint interrogations are being carried out with inputs from the Defence Intelligence Agency (DIA) and the Ministry of Home Affairs.
The Ministry is likely to invoke provisions under the Unlawful Activities (Prevention) Act (UAPA) and National Security Act (NSA) against Nauman Elahi, while diplomatic channels may raise the matter with Pakistan through backdoor notes.
This arrest once again underscores the need for deep vigilance, robust internal intelligence, and coordinated action to dismantle foreign spy networks operating on Indian soil.

नई दिल्ली/चंडीगढ़ — भारत की खुफिया एजेंसियों ने एक बड़े ऑपरेशन में हरियाणा से पाकिस्तान की खुफिया एजेंसी ISI के लिए जासूसी कर रहे नौमान इलाही नामक व्यक्ति को गिरफ्तार किया है। एक साधारण ठेलेवाले के रूप में खुद को पेश करने वाला नौमान असल में ISI का प्रशिक्षित एजेंट था, जिसने हरियाणा में एक बड़ा जासूसी नेटवर्क खड़ा कर रखा था।
जानकारी के अनुसार, नौमान इलाही को सीधे ISI के एक शीर्ष कमांडर इकबाल काना द्वारा संचालित किया जा रहा था। काना मूलतः उत्तर प्रदेश के कुख्यात कैराना कस्बे का निवासी है, जो 1995 में पाकिस्तान भाग गया था जब उसकी जासूसी गतिविधियों का पर्दाफाश हुआ था। तब से वह भारत के युवाओं को बहला-फुसलाकर आईएसआई के लिए भर्ती करने में लगा है।
नौमान इलाही की गिरफ्तारी से सामने आए तथ्यों ने सुरक्षा एजेंसियों की नींद उड़ा दी है। बताया जा रहा है कि वह अब तक चार बार पाकिस्तान जा चुका था, जहां उसे जासूसी, सर्विलांस, गुप्त संचार प्रणाली आदि की ट्रेनिंग दी गई। भारत लौटकर उसने खुद को एक आम रेहड़ीवाले की तरह पेश किया, ताकि किसी को उस पर शक न हो।
सबसे चौंकाने वाली बात यह है कि उसके पास आठ भारतीय पासपोर्ट पाए गए हैं, जो विभिन्न नामों से बने थे — यह राष्ट्रीय सुरक्षा व्यवस्था की गंभीर चूक मानी जा रही है। जांच में खुलासा हुआ है कि वह भारतीय रेलवे, सैन्य प्रतिष्ठानों और सामरिक इंफ्रास्ट्रक्चर से जुड़ी अहम जानकारियां पाकिस्तान भेज रहा था।
हरियाणा में फैला हुआ था नेटवर्क
जांच एजेंसियों के मुताबिक, हरियाणा के विभिन्न हिस्सों में लगभग 150 लोग नौमान के संपर्क में थे। इन सभी पर अब एजेंसियां निगरानी रख रही हैं और कई ठिकानों पर छापेमारी जारी है। बताया जा रहा है कि इन सभी को धीरे-धीरे ISI की विचारधारा से जोड़कर भारत विरोधी गतिविधियों में शामिल किया जा रहा था।
जांच रिपोर्ट के अनुसार, नौमान फोटो, नक्शे और रेलवे मूवमेंट की जानकारी सुरक्षित चैनलों और फिजिकल कोरियर के माध्यम से पाकिस्तान भेजता था। उसके द्वारा निगरानी किए गए स्थानों में रेलवे जंक्शन, हथियार गोदाम, और टेलीकम्युनिकेशन नोड्स शामिल हैं।
कैराना के इकबाल काना की परछाई अब भी जिंदा
इकबाल काना, जो अब पाकिस्तान में आईएसआई के लिए काम कर रहा है, भारतीय एजेंसियों की सूची में दशकों से शामिल है। बताया जा रहा है कि उसने पाकिस्तान में लाहौर और कराची में ठिकाने बना रखे हैं, जहां भारतीय युवाओं को बुलाकर ब्रेनवॉश और ट्रेनिंग दी जाती है। नौमान इलाही का मामला भी इसी नेटवर्क का हिस्सा माना जा रहा है।
देश की आंतरिक सुरक्षा पर खतरा
यह गिरफ्तारी इस बात का स्पष्ट संकेत है कि भारत की आंतरिक सुरक्षा पर न केवल सीमा पार से बल्कि अंदर ही से बड़ा खतरा मंडरा रहा है। आईएसआई के ऐसे नेटवर्क भारत के लिए दीर्घकालिक खतरा हैं, जिन्हें खत्म करने के लिए बहुस्तरीय समन्वय और टेक्नोलॉजिकल निगरानी जरूरी है।
गृह मंत्रालय द्वारा नौमान इलाही पर राष्ट्रीय सुरक्षा कानून (NSA) और गैरकानूनी गतिविधि रोकथाम अधिनियम (UAPA) के तहत मुकदमा दर्ज किए जाने की संभावना है। इसके साथ ही पाकिस्तान को इस संबंध में कूटनीतिक संदेश भी भेजा जा सकता है।
यह घटना भारत के लिए चेतावनी है — देश को न केवल सीमाओं पर बल्कि हर शहर, हर गांव में ऐसे छिपे दुश्मनों से भी चौकस रहना होगा।
