New Delhi: The Delhi Police Special Cell has claimed to have dismantled an alleged espionage network with links to Pakistan’s Inter-Services Intelligence (ISI), arresting a Delhi-based couple accused of maintaining contact with Pakistan-based intelligence operatives and allegedly assisting them in obtaining and transmitting sensitive information concerning India. According to investigators, the case has exposed a network extending from Delhi to Pakistan, with links allegedly involving handlers operating from cities including Karachi and Islamabad.
The two accused have been identified as 25-year-old Sahil and his 21-year-old wife Sameera. Police allege that the couple had been in contact with Pakistan-based intelligence handlers since 2024 and gradually became involved in activities that allegedly included providing logistical assistance, facilitating communication channels and assisting in the identification of potential individuals who could be recruited for espionage-related activities. The investigation remains underway, and the allegations against the accused will be subject to judicial proceedings.
Investigation Uncovers Alleged Pakistan-Based Intelligence Links
According to the Special Cell, the investigation began after intelligence inputs were received regarding alleged logistical support being provided to terrorist organisations, their overground workers and sleeper-cell networks. Investigators subsequently began examining individuals suspected of assisting Pakistan-based handlers in establishing communication channels and maintaining contact with people inside India.
During the investigation, police allegedly identified Sahil as one of the individuals who had developed contact with a Pakistan-based operative. Investigators claim that his initial contact with the Pakistani agent was established through Instagram in 2024. Police further allege that Sameera played a role in facilitating the initial connection, after which the couple was allegedly introduced to another operative associated with the Pakistani intelligence network.
Investigators claim that the Pakistani operative subsequently persuaded the couple to participate in activities linked to the network by offering financial incentives. Over time, police allege, the couple was assigned additional responsibilities involving logistical assistance in Delhi and efforts to identify and recruit individuals who could potentially be used for espionage and field-level operations.
Eight Indian SIM Cards Allegedly Sent to Pakistan Through Dubai
One of the major allegations emerging from the investigation concerns the procurement and transfer of Indian SIM cards. According to Delhi Police, Sahil and Sameera allegedly procured eight Indian SIM cards between 2024 and 2025 and arranged for them to be sent to Pakistan through Dubai.
Police allege that the couple received approximately ₹30,000 for supplying the SIM cards. Investigators believe that the numbers were subsequently used to activate WhatsApp accounts in Pakistan. According to the police version of events, these accounts were then allegedly used by Pakistani intelligence operatives to communicate with individuals in India and seek information that could potentially be of interest to them.
Investigators have further alleged that some of these WhatsApp accounts were used to join Indian groups. Police are examining whether access to such groups provided Pakistan-based operatives with an opportunity to observe conversations, gather information or identify individuals who could subsequently be approached.
The SIM-card trail is therefore being treated by investigators as an important component of the alleged intelligence network because it potentially enabled Pakistan-based handlers to establish digital identities that appeared to have an Indian connection.
WhatsApp and Encrypted Channels Under Investigation
The Special Cell has alleged that the network relied significantly on digital communication platforms. According to investigators, Pakistan-based handlers maintained communication with individuals in India who were described by police as overground workers and suspected sleeper-cell members.
The investigators are examining WhatsApp conversations as well as communications allegedly conducted through encrypted channels. Police suspect that these platforms were used for maintaining contact, sharing instructions, coordinating activities and potentially transmitting information.
The recovery and forensic examination of mobile phones belonging to the accused are consequently considered central to the investigation. Police have stated that two mobile phones were recovered from Sahil and Sameera and that the devices contained conversations with Pakistan-based intelligence operatives, along with information concerning contacts and activities allegedly associated with the network inside India.
Investigators are now attempting to establish the full chain of communication, identify all persons who may have interacted with the accused and determine whether the alleged network had additional operatives or facilitators operating in other parts of the country.
Alleged Reconnaissance of Military Establishments
Another significant aspect of the investigation relates to allegations concerning military establishments. According to the Special Cell, Sahil was allegedly assigned reconnaissance-related tasks involving cantonment areas in different parts of India.
Police are examining whether such reconnaissance activities were intended to identify military locations, understand their surroundings or collect information that could potentially be exploited by hostile intelligence agencies. Investigators have also alleged that Sahil was involved in identifying and recruiting individuals who could potentially be used for espionage and field operations.
The authorities have further claimed that information relating to Army personnel facing court-martial proceedings before a tribunal was allegedly supplied by Sahil. Investigators are examining the source, nature and sensitivity of the information and how it may have been communicated to Pakistan-based handlers.
The allegations indicate that investigators are looking beyond the SIM-card and communication aspects of the case and are attempting to determine whether the network was also interested in military personnel, defence establishments and other sensitive security-related information.
Instagram Allegedly Became the Entry Point
According to police, social media played a significant role in the alleged recruitment process. Investigators claim that Sahil first came into contact with a Pakistani agent through Instagram in 2024.
Police allege that Sameera facilitated the initial interaction. The Pakistani contact then allegedly introduced the couple to another operative associated with the intelligence network. Investigators believe that the relationship subsequently developed from online communication into a more structured arrangement involving financial incentives and assigned responsibilities.
The case highlights the security challenges created by social-media platforms, where individuals can potentially establish contact with unknown persons across international borders without immediately revealing their real identities or intentions. Investigators are examining the digital history of the accused to determine the duration, frequency and nature of their interactions with Pakistan-based handlers.
Arrest of Sahil Provided Investigators With Digital Leads
The investigation reportedly took a major turn following Sahil’s arrest from Chand Bibi Camp in the Sarai Kale Khan area of Delhi.
According to police, forensic examination of his mobile phone revealed conversations allegedly involving Pakistan-based intelligence operatives. Investigators claim that the digital material helped them trace Sameera’s alleged involvement and identify additional communication links.
Sameera was subsequently arrested. Police allege that her mobile phone also contained WhatsApp conversations involving Sahil and Pakistan-based handlers.
The two mobile devices are now expected to form an important part of the investigation as authorities conduct forensic analysis of messages, contacts, files, call records, financial information and other digital material that could potentially establish the extent of the alleged network.
Police Investigate Possible Recruitment and Sleeper-Cell Links
Investigators have alleged that the couple was not merely involved in communication with Pakistan-based handlers but was also given responsibilities relating to the identification and recruitment of potential operatives.
Police suspect that individuals described as overground workers and sleeper-cell members may have been connected to the wider network. Investigators are therefore attempting to determine whether the arrested couple had direct contact with such individuals and whether they helped facilitate meetings, communication or other forms of logistical support.
Authorities are also examining financial transactions allegedly associated with the network. The payments received for SIM cards are one aspect of the investigation, while investigators are expected to examine whether there were other financial transfers, incentives or payments linked to alleged espionage activities.
Who Are the Two Accused?
According to information released by police, Sahil was born in 2001 and holds a Bachelor of Arts degree from Indira Gandhi National Open University (IGNOU). Police said he had previously worked with a lawyer and intended to pursue an LLB. Investigators stated that he left his employment in June 2025 and remained unemployed until his arrest.
His wife, Sameera, was born in 2005. According to police, she completed her Class 12 education at Kanya Vidyalaya in Keshav Puram and later obtained a BA degree through correspondence. Before her arrest, she was reportedly employed at a call centre in Noida.
Police are now examining the personal, professional, financial and digital backgrounds of both accused to establish how their alleged involvement developed and whether they had connections with other individuals linked to the suspected network.
Probe Expands From Delhi to Pakistan
Investigators believe that the alleged intelligence trail extends beyond Delhi and India. According to the police, Pakistan-based handlers operating from locations including Karachi and Islamabad were involved in communicating with individuals connected to the network.
The investigation is now focused on reconstructing the chain between Pakistan-based handlers, alleged intermediaries, overground workers and suspected sleeper-cell members in India. Authorities are also examining whether similar communication arrangements or SIM-card procurement activities were undertaken elsewhere.
The alleged use of Dubai as a transit point for sending Indian SIM cards to Pakistan is another element being examined by investigators. Police are attempting to determine the exact logistics involved, identify any intermediaries who may have assisted in the transfer and establish whether the route was used for other activities.
Forensic Examination and Wider Network Verification Underway
The Special Cell is continuing its investigation by analysing electronic devices, communication records, financial transactions and contacts associated with the accused. Investigators are also attempting to establish whether any sensitive information was actually transmitted to Pakistan-based handlers and, if so, what type of information was shared and how it was obtained.
The authorities are expected to examine the authenticity and context of digital conversations before drawing final conclusions regarding the alleged espionage activities. Investigators will also seek to identify whether additional persons were recruited or approached as part of the suspected network.
The case could therefore expand further if investigators establish links to additional facilitators, operatives or individuals allegedly working on behalf of Pakistan-based intelligence handlers.
Security Agencies Focus on Digital Espionage Threat
The investigation underscores a broader security challenge involving the use of social media, messaging platforms, digital identities and financial incentives in alleged espionage operations.
Traditional espionage networks can involve physical meetings and covert exchanges, but modern intelligence operations can also exploit online platforms to identify, approach and gradually recruit individuals. Investigators in the present case are examining whether the alleged network followed such a pattern, beginning with social-media contact and subsequently moving towards logistical assistance and information gathering.
The alleged use of Indian SIM cards to create communication accounts in Pakistan is also being examined as a potential method of creating additional communication channels between Pakistan-based operatives and individuals inside India.
Investigation Continues as Police Trace the Wider Network
The arrest of Sahil and Sameera is being described by Delhi Police as an important breakthrough in its investigation into an alleged Pakistan-backed espionage network. नई दिल्ली: दिल्ली पुलिस की स्पेशल सेल ने पाकिस्तान की खुफिया एजेंसी इंटर-सर्विसेज इंटेलिजेंस (ISI) से कथित तौर पर जुड़े एक जासूसी नेटवर्क का पर्दाफाश करने का दावा किया है। पुलिस ने दिल्ली के रहने वाले एक दंपति को गिरफ्तार किया है, जिन पर आरोप है कि वे वर्ष 2024 से पाकिस्तान में बैठे कथित खुफिया हैंडलर्स के संपर्क में थे और भारत से जुड़ी संवेदनशील सूचनाओं को जुटाने तथा उन्हें आगे पहुंचाने में कथित रूप से मदद कर रहे थे। पुलिस के अनुसार, जांच के दौरान सामने आया नेटवर्क दिल्ली से लेकर पाकिस्तान तक फैला हुआ था और इसके तार कराची तथा इस्लामाबाद में मौजूद कथित हैंडलर्स से जुड़े होने की बात सामने आई है।
गिरफ्तार आरोपियों की पहचान 25 वर्षीय साहिल और उसकी 21 वर्षीय पत्नी समीरा के रूप में हुई है। पुलिस का आरोप है कि दोनों धीरे-धीरे पाकिस्तान स्थित कथित ऑपरेटिव्स के संपर्क में आए और इसके बाद उन्हें नेटवर्क के लिए लॉजिस्टिक सहायता उपलब्ध कराने, संचार माध्यम तैयार करने तथा संभावित लोगों की पहचान और भर्ती में सहायता जैसी जिम्मेदारियां दी गईं। इस पूरे मामले की जांच अभी जारी है और आरोपियों के खिलाफ लगाए गए आरोपों का अंतिम निर्धारण न्यायिक प्रक्रिया के दौरान उपलब्ध साक्ष्यों के आधार पर होगा।
खुफिया इनपुट के बाद शुरू हुई जांच, पाकिस्तान कनेक्शन की परतें खुलीं
स्पेशल सेल के अनुसार, जांच की शुरुआत ऐसे खुफिया इनपुट से हुई थी, जिनमें कथित तौर पर आतंकी संगठनों, उनके ओवरग्राउंड वर्कर्स और स्लीपर सेल से जुड़े लोगों को लॉजिस्टिक सहायता उपलब्ध कराए जाने की जानकारी मिली थी। इसके बाद अधिकारियों ने उन लोगों की पहचान और गतिविधियों की जांच शुरू की, जो पाकिस्तान में बैठे कथित हैंडलर्स के साथ संपर्क में थे और भारत में उनके लिए संचार चैनल या अन्य सहायता उपलब्ध करा सकते थे।
जांच के दौरान पुलिस के अनुसार साहिल का नाम सामने आया। पुलिस का दावा है कि वर्ष 2024 में साहिल की पहली मुलाकात या संपर्क एक पाकिस्तानी एजेंट से इंस्टाग्राम के माध्यम से हुआ था। जांचकर्ताओं का आरोप है कि समीरा ने इस शुरुआती संपर्क को स्थापित कराने में भूमिका निभाई। इसके बाद कथित पाकिस्तानी संपर्क ने दोनों को पाकिस्तान के खुफिया नेटवर्क से जुड़े एक अन्य ऑपरेटिव से मिलवाया।
पुलिस के अनुसार, इसी चरण में कथित ऑपरेटिव ने आर्थिक लाभ का लालच देकर दंपति को नेटवर्क से जुड़ी गतिविधियों में शामिल किया। जांचकर्ताओं का आरोप है कि समय के साथ दोनों को दिल्ली में लॉजिस्टिक सहायता देने के साथ-साथ ऐसे लोगों की पहचान और भर्ती करने का काम भी सौंपा गया, जिनका इस्तेमाल कथित तौर पर जासूसी या फील्ड ऑपरेशंस में किया जा सकता था।
आठ भारतीय सिम कार्ड पाकिस्तान भेजने का आरोप, दुबई के रास्ते ट्रांसफर
जांच में सामने आए प्रमुख आरोपों में से एक भारतीय सिम कार्डों की कथित सप्लाई से जुड़ा है। दिल्ली पुलिस के अनुसार, साहिल और समीरा ने वर्ष 2024 से 2025 के बीच कथित तौर पर आठ भारतीय सिम कार्ड हासिल किए और उन्हें दुबई के रास्ते पाकिस्तान भेजा।
पुलिस का आरोप है कि इन सिम कार्डों की सप्लाई के बदले दंपति को करीब 30 हजार रुपये दिए गए। जांचकर्ताओं का दावा है कि बाद में इन भारतीय मोबाइल नंबरों का इस्तेमाल पाकिस्तान में WhatsApp अकाउंट एक्टिवेट करने के लिए किया गया। पुलिस के अनुसार, इन अकाउंट्स का इस्तेमाल कथित पाकिस्तानी खुफिया ऑपरेटिव्स भारत में मौजूद लोगों से संपर्क करने और उनसे संवेदनशील जानकारी हासिल करने के लिए कर सकते थे।
जांच में पुलिस ने यह भी आरोप लगाया है कि इनमें से कुछ WhatsApp अकाउंट्स को भारतीय WhatsApp ग्रुप्स में शामिल किया गया। एजेंसियां अब यह पता लगाने की कोशिश कर रही हैं कि इन ग्रुप्स के माध्यम से पाकिस्तान में बैठे कथित ऑपरेटिव्स को किस तरह की बातचीत या जानकारी तक पहुंच मिल सकती थी और क्या इन डिजिटल प्लेटफॉर्म्स का इस्तेमाल संभावित संपर्कों की पहचान करने के लिए भी किया गया।
सिम कार्ड की यह पूरी कड़ी जांचकर्ताओं के लिए इसलिए महत्वपूर्ण है क्योंकि इससे पाकिस्तान में बैठे कथित ऑपरेटिव्स को ऐसे डिजिटल अकाउंट बनाने का अवसर मिल सकता था, जिनकी पहचान भारतीय मोबाइल नंबरों से जुड़ी दिखाई देती थी।
WhatsApp और एन्क्रिप्टेड कम्युनिकेशन चैनल भी जांच के दायरे में
स्पेशल सेल का आरोप है कि कथित नेटवर्क के संचालन में डिजिटल कम्युनिकेशन की महत्वपूर्ण भूमिका थी। जांचकर्ताओं के अनुसार, पाकिस्तान स्थित कथित हैंडलर्स भारत में मौजूद कुछ लोगों से संपर्क में थे, जिन्हें पुलिस ने ओवरग्राउंड वर्कर्स और संभावित स्लीपर सेल सदस्यों के रूप में वर्णित किया है।
पुलिस WhatsApp चैट्स और कथित तौर पर इस्तेमाल किए गए एन्क्रिप्टेड कम्युनिकेशन चैनल्स की भी जांच कर रही है। जांचकर्ताओं का मानना है कि इन माध्यमों का इस्तेमाल संपर्क बनाए रखने, निर्देश देने, गतिविधियों के समन्वय और कथित तौर पर सूचनाओं के आदान-प्रदान के लिए किया गया हो सकता है।
आरोपियों से बरामद मोबाइल फोन इस जांच में अहम सबूत माने जा रहे हैं। पुलिस के अनुसार, दो मोबाइल फोन बरामद किए गए हैं, जिनमें पाकिस्तान स्थित कथित खुफिया ऑपरेटिव्स के साथ बातचीत, संपर्कों और भारत में नेटवर्क से जुड़ी गतिविधियों की जानकारी मिली है।
अब जांच एजेंसियां इन मोबाइल उपकरणों से प्राप्त डिजिटल डेटा के आधार पर कथित नेटवर्क की पूरी कम्युनिकेशन चेन तैयार करने की कोशिश कर रही हैं और यह पता लगाने में जुटी हैं कि आरोपियों के संपर्क में और कौन-कौन लोग थे।
सैन्य ठिकानों की कथित रेकी का आरोप
इस मामले की जांच का एक बेहद महत्वपूर्ण पहलू सैन्य प्रतिष्ठानों से जुड़ा हुआ है। दिल्ली पुलिस स्पेशल सेल के अनुसार, साहिल को कथित तौर पर देश के अलग-अलग हिस्सों में स्थित कैंटोनमेंट क्षेत्रों की रेकी से संबंधित जिम्मेदारियां दी गई थीं।
जांच एजेंसियां अब यह पता लगाने की कोशिश कर रही हैं कि कथित रेकी का उद्देश्य क्या था और क्या इसके माध्यम से सैन्य ठिकानों की स्थिति, आसपास के क्षेत्र या अन्य संवेदनशील जानकारियां जुटाने का प्रयास किया गया था।
पुलिस ने यह भी आरोप लगाया है कि साहिल ऐसे लोगों की पहचान और भर्ती करने में शामिल था, जिनका इस्तेमाल कथित तौर पर जासूसी या फील्ड ऑपरेशंस के लिए किया जा सकता था। इसके अलावा, स्पेशल सेल के अनुसार, जांच में यह भी सामने आया है कि साहिल ने एक ट्रिब्यूनल के समक्ष कोर्ट-मार्शल की कार्रवाई का सामना कर रहे सेना के जवानों से संबंधित जानकारी कथित तौर पर उपलब्ध कराई थी।
जांचकर्ता अब इस जानकारी के स्रोत, उसकी संवेदनशीलता और यह जानकारी कथित पाकिस्तानी हैंडलर्स तक किस माध्यम से पहुंची, इसकी जांच कर रहे हैं।
इंस्टाग्राम बना कथित जासूसी नेटवर्क तक पहुंचने का रास्ता
इस पूरे मामले में सोशल मीडिया की भूमिका भी जांच के केंद्र में है। पुलिस के अनुसार, साहिल की वर्ष 2024 में एक पाकिस्तानी एजेंट से इंस्टाग्राम के माध्यम से कथित तौर पर बातचीत शुरू हुई थी।
जांचकर्ताओं का आरोप है कि समीरा ने शुरुआती संपर्क स्थापित कराने में मदद की। इसके बाद कथित पाकिस्तानी संपर्क ने दोनों को एक अन्य ऐसे ऑपरेटिव से जोड़ा, जिसे पुलिस पाकिस्तान के खुफिया नेटवर्क से संबंधित बता रही है।
पुलिस का दावा है कि इसके बाद आर्थिक लाभ का लालच देकर दंपति को कथित नेटवर्क की गतिविधियों में शामिल किया गया। धीरे-धीरे उनकी भूमिका कथित तौर पर केवल ऑनलाइन बातचीत तक सीमित नहीं रही, बल्कि लॉजिस्टिक सहायता, संचार व्यवस्था और संभावित नए लोगों की पहचान जैसे कार्यों तक पहुंच गई।
यह मामला सुरक्षा एजेंसियों के सामने मौजूद उस चुनौती को भी दर्शाता है, जिसमें सोशल मीडिया प्लेटफॉर्म्स का इस्तेमाल सीमा पार से संपर्क स्थापित करने और किसी व्यक्ति को धीरे-धीरे अपने प्रभाव में लेने के लिए किया जा सकता है।
साहिल की गिरफ्तारी के बाद मोबाइल फोन से मिले अहम सुराग
पुलिस के अनुसार, जांच में महत्वपूर्ण सफलता उस समय मिली जब साहिल को दिल्ली के सराय काले खां इलाके स्थित चांद बीबी कैंप से गिरफ्तार किया गया।
पुलिस का कहना है कि साहिल के मोबाइल फोन की फोरेंसिक जांच के दौरान पाकिस्तान स्थित कथित खुफिया ऑपरेटिव्स के साथ बातचीत सामने आई। इन डिजिटल चैट्स ने जांचकर्ताओं को कथित तौर पर समीरा की भूमिका तक पहुंचने और नेटवर्क के अन्य संपर्कों की पहचान करने में मदद की।
इसके बाद समीरा को भी गिरफ्तार किया गया। पुलिस के अनुसार, उसके मोबाइल फोन से भी साहिल और पाकिस्तान स्थित कथित हैंडलर्स के बीच WhatsApp बातचीत से संबंधित सामग्री मिली।
दोनों मोबाइल फोन अब जांच का महत्वपूर्ण हिस्सा हैं। पुलिस इनके मैसेज, संपर्क, फाइल्स, कॉल रिकॉर्ड, वित्तीय लेनदेन और अन्य डिजिटल सामग्री की फोरेंसिक जांच कर रही है, ताकि यह निर्धारित किया जा सके कि कथित नेटवर्क का वास्तविक विस्तार कितना था।
स्लीपर सेल और ओवरग्राउंड वर्कर्स से संभावित संबंधों की जांच
जांचकर्ताओं का आरोप है कि दंपति की भूमिका केवल पाकिस्तान में बैठे कथित हैंडलर्स से बातचीत करने तक सीमित नहीं थी। पुलिस यह भी जांच कर रही है कि क्या उन्हें भारत में ऐसे लोगों की पहचान करने और भर्ती करने की जिम्मेदारी दी गई थी, जिनका इस्तेमाल आगे कथित जासूसी या अन्य फील्ड गतिविधियों में किया जा सकता था।
पुलिस ने कुछ लोगों को कथित तौर पर ओवरग्राउंड वर्कर्स और स्लीपर सेल सदस्यों के रूप में वर्णित किया है। अब जांच एजेंसियां यह पता लगाने की कोशिश कर रही हैं कि साहिल और समीरा का ऐसे किसी व्यक्ति से सीधा संपर्क था या नहीं और क्या उन्होंने किसी मुलाकात, संचार या लॉजिस्टिक सहायता में भूमिका निभाई।
इसके साथ ही कथित नेटवर्क से जुड़े वित्तीय लेनदेन की भी जांच की जा रही है। सिम कार्ड के बदले कथित तौर पर मिले 30 हजार रुपये के अलावा पुलिस यह पता लगाने की कोशिश कर रही है कि क्या आरोपियों को अन्य गतिविधियों के लिए भी किसी तरह का भुगतान या आर्थिक प्रोत्साहन दिया गया था।

पुलिस के अनुसार, साहिल का जन्म वर्ष 2001 में हुआ था और उसने इंदिरा गांधी राष्ट्रीय मुक्त विश्वविद्यालय (IGNOU) से BA की डिग्री हासिल की है। पुलिस के मुताबिक, वह पहले एक वकील के साथ काम कर चुका था और LLB करने की योजना बना रहा था। जांचकर्ताओं के अनुसार, उसने जून 2025 में अपनी नौकरी छोड़ दी थी और गिरफ्तारी तक बेरोजगार था।
वहीं समीरा का जन्म वर्ष 2005 में हुआ था। पुलिस के मुताबिक, उसने केशव पुरम स्थित कन्या विद्यालय से 12वीं कक्षा की पढ़ाई पूरी की और इसके बाद correspondence के माध्यम से BA की पढ़ाई की। गिरफ्तारी से पहले वह नोएडा के एक कॉल सेंटर में काम कर रही थी।
अब जांच एजेंसियां दोनों आरोपियों की व्यक्तिगत, पेशेवर, वित्तीय और डिजिटल गतिविधियों की जांच कर रही हैं, ताकि यह पता लगाया जा सके कि कथित नेटवर्क में उनकी भूमिका किस तरह विकसित हुई और उनके संपर्क में और कौन-कौन लोग थे।
दिल्ली से पाकिस्तान तक फैली कथित कड़ी की जांच
पुलिस के अनुसार, इस कथित जासूसी नेटवर्क की कड़ी दिल्ली से आगे पाकिस्तान तक जाती है। जांच में कराची और इस्लामाबाद में मौजूद कथित हैंडलर्स से संपर्क की बात सामने आई है।
जांचकर्ता अब पाकिस्तान में बैठे कथित हैंडलर्स, भारत में मौजूद संपर्कों, ओवरग्राउंड वर्कर्स और संभावित स्लीपर सेल सदस्यों के बीच संबंधों की पूरी श्रृंखला तैयार करने की कोशिश कर रहे हैं।
दुबई के माध्यम से भारतीय सिम कार्ड पाकिस्तान भेजे जाने की कथित घटना भी जांच का एक महत्वपूर्ण हिस्सा है। अधिकारी यह पता लगाने की कोशिश कर रहे हैं कि इस ट्रांसफर में कौन-कौन से मध्यस्थ शामिल थे और क्या इसी रास्ते का इस्तेमाल अन्य गतिविधियों के लिए भी किया गया था।
डिजिटल उपकरणों और वित्तीय लेनदेन की फोरेंसिक जांच जारी
स्पेशल सेल अब आरोपियों के मोबाइल फोन, डिजिटल कम्युनिकेशन, वित्तीय लेनदेन और संपर्कों का विस्तृत विश्लेषण कर रही है। जांच का एक प्रमुख उद्देश्य यह पता लगाना है कि क्या वास्तव में भारत से कोई संवेदनशील सूचना पाकिस्तान स्थित कथित हैंडलर्स तक पहुंचाई गई थी और यदि ऐसा हुआ तो उस सूचना की प्रकृति क्या थी।
जांच एजेंसियां डिजिटल बातचीत की प्रामाणिकता और संदर्भ की भी जांच करेंगी। केवल किसी व्यक्ति से संपर्क या बातचीत होना अपने आप में जासूसी गतिविधि का अंतिम प्रमाण नहीं माना जा सकता; इसलिए जांचकर्ता कथित गतिविधियों को अन्य डिजिटल, वित्तीय और परिस्थितिजन्य साक्ष्यों से जोड़ने का प्रयास कर रहे हैं।
सोशल मीडिया आधारित जासूसी नेटवर्क सुरक्षा एजेंसियों के लिए नई चुनौती
यह मामला आधुनिक दौर की जासूसी गतिविधियों में सोशल मीडिया और डिजिटल कम्युनिकेशन की बढ़ती भूमिका को सामने लाता है। जहां पारंपरिक जासूसी नेटवर्क में आमने-सामने मुलाकात, गुप्त संदेश और भौतिक माध्यमों का इस्तेमाल होता था, वहीं आज सोशल मीडिया प्लेटफॉर्म्स के माध्यम से किसी व्यक्ति से संपर्क स्थापित कर उसे धीरे-धीरे नेटवर्क में शामिल करने की कोशिश की जा सकती है।
इस मामले में भी पुलिस का आरोप है कि कथित संपर्क की शुरुआत इंस्टाग्राम से हुई और बाद में यह संबंध WhatsApp तथा अन्य डिजिटल माध्यमों तक पहुंचा। इसके बाद कथित तौर पर आर्थिक प्रोत्साहन और जिम्मेदारियां दी गईं।
भारतीय मोबाइल नंबरों का इस्तेमाल कर पाकिस्तान में WhatsApp अकाउंट एक्टिवेट करने की कथित गतिविधि भी जांचकर्ताओं के लिए महत्वपूर्ण है, क्योंकि ऐसे अकाउंट्स का उपयोग भारत में मौजूद लोगों से संपर्क स्थापित करने के लिए किया जा सकता था।
जांच का दायरा और बढ़ने की संभावना
दिल्ली पुलिस के अनुसार, साहिल और समीरा की गिरफ्तारी कथित पाकिस्तान समर्थित जासूसी नेटवर्क की जांच में एक महत्वपूर्ण सफलता है, लेकिन जांच अभी पूरी नहीं हुई है। एजेंसियां दोनों आरोपियों के डिजिटल उपकरणों, वित्तीय लेनदेन, संपर्कों और गतिविधियों की जांच करते हुए नेटवर्क से जुड़े अन्य लोगों की पहचान करने का प्रयास कर रही हैं।
जांच का अगला चरण कथित पाकिस्तानी हैंडलर्स, भारत में उनके संपर्कों, सिम कार्ड की सप्लाई, संभावित ओवरग्राउंड वर्कर्स और कथित स्लीपर सेल लिंक पर केंद्रित हो सकता है। यदि जांच में अतिरिक्त साक्ष्य सामने आते हैं, तो मामले में और गिरफ्तारियां या नए आरोप सामने आने की संभावना से इनकार नहीं किया जा सकता।
हालांकि, इस पूरे मामले में यह स्पष्ट करना महत्वपूर्ण है कि ऊपर बताए गए आरोप दिल्ली पुलिस की जांच और पुलिस द्वारा उपलब्ध कराई गई जानकारी पर आधारित हैं। आरोप साबित होना अभी बाकी है और गिरफ्तार आरोपियों को न्यायिक प्रक्रिया के तहत अपना पक्ष रखने तथा कानून के अनुसार उचित प्रक्रिया का अधिकार है।
