Forging Future Readiness: Forces Prepare for Multi-Domain Exercise ‘VIDYUT VIDHHWANS’

India’s Northern Command, headquartered in Udhampur, is all set to script a new chapter in military preparedness as it gears up for a tri-service multi-domain exercise titled ‘VIDYUT VIDHHWANS’. This unprecedented exercise represents India’s growing shift toward futuristic, technology-driven warfare — a shift where the battlespace extends far beyond land, sea, and air, into the critical frontiers of space, cyber, electromagnetic, and cognitive domains.
As the world witnesses rapid militarization of emerging technologies — from Artificial Intelligence and drone swarms to electronic warfare and satellite denial systems — the Indian Armed Forces are aligning themselves to ensure that the nation remains combat-ready not only for the conflicts of today but also for the wars of tomorrow.
Prelude to Transformation: SAMVAD Sets the Intellectual Stage
The conceptual foundation for this massive military drill was laid earlier this month with a key event titled ‘SAMVAD’, held in Mathura on October 4. Designed as a strategic precursor to the upcoming exercise, SAMVAD served as a platform for cross-domain military thinkers, strategists, and technology experts to exchange ideas on the evolving character of warfare.
During the session, Northern Army Commander Lt Gen Pratik Sharma delivered a thought-provoking keynote address that captured the essence of India’s evolving operational philosophy. He noted,
“The boundary between kinetic and non-kinetic operations today blurs rapidly. Adversaries will attempt to paralyse a commander’s decision cycle without firing a shot — by disabling communication, disrupting satellites, or creating mass confusion through disinformation. In this reality, Multi-Domain Operations is not restricted to battlefield tactics but encompasses a paradigm shift in operational art.”
The conference didn’t revolve around theoretical slides or rehearsed briefings. Instead, it became a crucible for intellectual combat — a place where the Armed Forces debated how to integrate mind and machine, how to anticipate disinformation before it spreads, and how to turn vulnerabilities into strength.
Experts discussed critical subjects ranging from satellite resilience, cyber resilience, and psychological warfare, to AI-enabled decision support systems, and the fusion of intelligence networks across domains. The overarching message that emerged from SAMVAD was clear: future wars will not just test the strength of a nation’s arsenal but the sharpness of its intellect.
A Theatre of Readiness: The Stage Expands Beyond Boundaries
Behind the scenes, formations across the Northern Command theatre — stretching from the icy heights of Ladakh to the volatile terrains of Jammu — are quietly preparing for the complex simulation that VIDYUT VIDHHWANS promises to be.
The preparation goes far beyond rehearsing manoeuvres or testing weapons. This integrated effort is also being supported by private sector innovators and start-ups, underscoring the nation’s commitment to Atmanirbharta (self-reliance) and technological innovation under the Whole of Nation approach.
The emphasis is on fusion warfare — the ability to combine conventional strength with non-kinetic capabilities like cyber operations, electronic warfare, and information dominance. For commanders, this means operating in an environment where data becomes the new ammunition and perception becomes a weapon as powerful as firepower.
The Exercise: Simulating Chaos, Building Clarity
VIDYUT VIDHHWANS is designed to immerse troops and commanders in a spectrum of high-intensity, high-pressure scenarios. These include simulated communication breakdowns, cyber intrusions, electromagnetic jamming, and psychological misinformation campaigns — all meant to replicate the fog and friction of modern hybrid warfare.
Commanders will be tested not just on their tactical brilliance, but on their ability to make decisions amid uncertainty, to lead without perfect information, and to adapt to rapidly evolving operational realities.
The exercise will also focus on the integration of artificial intelligence, real-time surveillance, and autonomous systems within a unified command structure. This marks a decisive step in operationalizing the Indian Armed Forces’ doctrine of Multi-Domain Operations (MDO), ensuring that each service can support the other in a synchronized, data-driven, and network-enabled battlespace.
Preparing for the War of Minds
The cognitive dimension — often referred to as the “battlefield of the mind” — is emerging as one of the most significant aspects of future warfare. भविष्य की तैयारी की दिशा में कदम: ‘विद्युत विध्वंस’ बहु-क्षेत्रीय युद्धाभ्यास के लिए सेनाएँ तैयार

भारत की उत्तरी कमान (Northern Command) ने भविष्य की युद्धक चुनौतियों के अनुरूप अपनी क्षमताओं को और धार देने की दिशा में एक निर्णायक कदम उठाया है। इस सप्ताह ‘विद्युत विध्वंस (VIDYUT VIDHHWANS)’ नामक एक त्रिसेवा बहु-क्षेत्रीय (Multi-Domain) युद्धाभ्यास शुरू होने जा रहा है — जो भूमि, वायु और समुद्र से आगे बढ़कर अंतरिक्ष, साइबर, इलेक्ट्रोमैग्नेटिक और कॉग्निटिव (मानसिक) क्षेत्रों तक फैले आधुनिक युद्ध के सभी आयामों को समाहित करेगा।
यह अभ्यास केवल एक सैन्य गतिविधि नहीं बल्कि एक दृष्टि है — एक ऐसी दृष्टि जो यह सुनिश्चित करती है कि भारतीय सशस्त्र बल आने वाले समय के प्रौद्योगिकी-प्रधान युद्ध के लिए पूरी तरह तैयार हों।
‘संवाद’ से शुरू हुआ विचारों का संग्राम
इस बहु-क्षेत्रीय अभ्यास की वैचारिक नींव 4 अक्टूबर को मथुरा में आयोजित एक विशेष सम्मेलन ‘संवाद (SAMVAD)’ के दौरान रखी गई। इस आयोजन में तीनों सेनाओं के वरिष्ठ अधिकारी, रक्षा विशेषज्ञ और तकनीकी विशेषज्ञ शामिल हुए, जहाँ आधुनिक युद्ध की बदलती प्रकृति, खतरों और नई तकनीकों पर गहन विमर्श हुआ।
उत्तरी कमान के सेनाध्यक्ष लेफ्टिनेंट जनरल प्रतीक शर्मा ने अपने मुख्य भाषण में कहा —
“आज के युग में भौतिक (Kinetic) और अभौतिक (Non-Kinetic) युद्ध के बीच की रेखा बहुत तेजी से धुंधली हो रही है। विरोधी अब बिना गोली चलाए किसी कमांडर की निर्णय-क्षमता को पंगु बना सकते हैं — संचार तंत्र को निष्क्रिय कर, उपग्रहों को बाधित कर या झूठी सूचनाओं से भ्रम फैलाकर। इस परिस्थिति में ‘मल्टी-डोमेन ऑपरेशन्स’ केवल युद्धनीति नहीं, बल्कि सैन्य कला में एक नये प्रतिमान (Paradigm Shift) का संकेत है।”
यह सम्मेलन केवल औपचारिक प्रस्तुतियों या तकनीकी शब्दावली तक सीमित नहीं रहा। यह विचारों का युद्धक्षेत्र बना — जहाँ यह चर्चा हुई कि कैसे भविष्य के युद्ध में मानव मस्तिष्क और मशीन की सोच को एकीकृत किया जाए, कैसे सूचना युद्ध (Information Warfare) से निपटा जाए, और कैसे विकेंद्रीकृत खतरे से लड़ने के लिए एकीकृत सोच विकसित की जाए।
विचार-विमर्श के विषयों में सैटेलाइट सुरक्षा, साइबर लचीलापन, कृत्रिम बुद्धिमत्ता (AI), इलेक्ट्रॉनिक युद्ध, और भ्रामक प्रचार से निपटने की रणनीतियाँ शामिल थीं। निष्कर्ष यही था — भविष्य के युद्ध हथियारों से नहीं, बल्कि बुद्धि, तकनीक और सूचना नियंत्रण से जीते जाएंगे।
तैयारियां परदे के पीछे: नया युद्धक्षेत्र, नई सोच
उत्तरी कमान के विभिन्न सेक्टरों — लद्दाख की ऊँचाइयों से लेकर जम्मू के मैदानी इलाकों तक — में इस विशाल अभ्यास की तैयारियां ज़ोरों पर हैं।
यह केवल सैन्य दलों की तैनाती या पारंपरिक प्रशिक्षण नहीं है। इसके केंद्र में है देशी तकनीकों का एकीकरण, नवीनतम उपकरणों और ड्रोन प्रणालियों का उपयोग, और एक नेटवर्क-केंद्रित ऑपरेशनल ग्रिड का निर्माण जो सभी सेवाओं के बीच सूचनाओं का निर्बाध प्रवाह सुनिश्चित करेगा।
इस बार सेना अकेले नहीं बल्कि भारतीय वायु सेना, नौसेना, केंद्रीय सशस्त्र पुलिस बलों (CAPFs) और विभिन्न केंद्रीय एजेंसियों के साथ मिलकर कार्य कर रही है। साथ ही, निजी क्षेत्र और स्टार्टअप कंपनियों को भी शामिल किया गया है, जो आत्मनिर्भर भारत और Whole of Nation Approach की भावना को सशक्त बनाते हैं।
यह अभ्यास Fusion Warfare की अवधारणा पर आधारित है — जहाँ पारंपरिक ताकत के साथ-साथ साइबर, इलेक्ट्रॉनिक और सूचना आधारित अभियानों को एकीकृत कर समग्र युद्ध क्षमता विकसित की जाती है।
युद्धाभ्यास का स्वरूप: अराजकता में स्पष्टता की तलाश
‘विद्युत विध्वंस’ के दौरान सैनिकों और कमांडरों को अनेक जटिल और दबावपूर्ण परिस्थितियों में परखा जाएगा। इन परिस्थितियों में संचार बाधाएं, साइबर हमले, इलेक्ट्रोमैग्नेटिक व्यवधान, और भ्रामक सूचनाओं के प्रसार जैसे तत्व शामिल होंगे।
इसका उद्देश्य यह देखना है कि जब संचार ठप हो जाए या आदेश प्रणाली बाधित हो जाए, तब भी एक कमांडर कैसे निर्णायक फैसले लेता है और इकाइयाँ कैसे तालमेल बनाए रखती हैं।
अभ्यास के दौरान कृत्रिम बुद्धिमत्ता (AI), रीयल-टाइम निगरानी प्रणाली, और स्वायत्त (Autonomous) प्लेटफॉर्म्स के संचालन का परीक्षण किया जाएगा, जिससे यह सुनिश्चित किया जा सके कि तीनों सेनाएँ एक साझा नेटवर्क में सहज रूप से कार्य कर सकें।
मानसिक युद्ध का नया मोर्चा
आधुनिक युद्ध अब केवल सीमाओं या हथियारों तक सीमित नहीं हैं। विरोधी अब मन, धारणा और सूचना के स्तर पर युद्ध छेड़ रहे हैं। इसीलिए विद्युत विध्वंस में कॉग्निटिव वारफेयर (Cognitive Warfare) पर विशेष ध्यान दिया जा रहा है — यानी ऐसा प्रशिक्षण जिससे सैनिक केवल शारीरिक रूप से नहीं बल्कि मानसिक रूप से भी किसी भी परिस्थिति के लिए तैयार रहें।
इस अभ्यास में भ्रामक सूचनाओं से निपटने, मनोबल बनाए रखने, और सूचना नियंत्रण (Information Dominance) की रणनीतियों का भी परीक्षण किया जाएगा। सेना यह भलीभाँति समझ चुकी है कि 21वीं सदी में युद्ध जीतने के लिए कहानी पर नियंत्रण (Control of Narrative) उतना ही आवश्यक है जितना कि भूमि पर नियंत्रण (Control of Ground)।
तकनीक, प्रशिक्षण और परिवर्तन का संगम
उत्तरी कमान की तैयारियाँ भारत की रक्षा प्रौद्योगिकी की आत्मनिर्भरता से सीधे जुड़ी हैं। इस अभ्यास में देशी रक्षा उद्योगों, नवाचार केंद्रों और स्टार्टअप्स को शामिल किया जा रहा है, जो AI-आधारित विश्लेषण, साइबर डिफेंस सिस्टम और ड्रोन आधारित निगरानी तकनीक प्रदान कर रहे हैं।
यह प्रयास न केवल भारत की आत्मनिर्भरता को सुदृढ़ करता है बल्कि यह भी सुनिश्चित करता है कि युद्धाभ्यास वास्तविक परिस्थितियों के अनुरूप हो। सेना यह भी देख रही है कि पुराने सिस्टम और नई तकनीकों में सहक्रियता (Interoperability) बनी रहे ताकि सभी इकाइयाँ एक ही डिजिटल नेटवर्क के तहत प्रभावी ढंग से कार्य कर सकें।
इस अभ्यास में डिफेंस साइबर एजेंसी और डिफेंस स्पेस एजेंसी की भागीदारी भी संभावित है, जो भारत की एकीकृत युद्धक अवधारणा को और सशक्त बनाएगी।
अनिश्चितता के लिए तत्परता
‘विद्युत विध्वंस’ का सार यही है — युद्धाभ्यास केवल युद्ध के लिए नहीं बल्कि अनिश्चितता के लिए तैयार रहने का माध्यम है।
भारतीय सेनाएँ किसी एक प्रकार के युद्ध या शत्रु के लिए नहीं बल्कि हर परिस्थिति के लिए, हर संभावित चुनौती के लिए खुद को तैयार कर रही हैं — चाहे वह भौतिक युद्ध हो या साइबर आक्रमण, सीमा पर संघर्ष हो या सूचना के माध्यम से भ्रम फैलाने का प्रयास।
यह भारत की फ्यूचर-रेडी फोर्स की दिशा में एक निर्णायक कदम है — एक ऐसी सेना जो परिस्थिति नहीं, बल्कि दिशा तय करती है।
विचार से अभियान तक
‘संवाद’ से लेकर ‘विद्युत विध्वंस’ तक की यात्रा भारतीय सेनाओं की उस सोच का प्रतीक है जो विचार से क्रियान्वयन तक पहुँच चुकी है। जो कभी चर्चा का विषय था, वह अब डॉक्ट्रिन, तकनीक और राष्ट्रीय इच्छाशक्ति के रूप में आकार ले चुका है।
जैसे-जैसे यह अभ्यास शुरू होता है, एक संदेश स्पष्ट है —
भारत केवल अपनी सीमाओं की रक्षा के लिए नहीं, बल्कि हर क्षेत्र में प्रभुत्व और सामर्थ्य दिखाने के लिए तैयार है — उन युद्धों के लिए भी जो अभी परिभाषित नहीं हुए हैं।
