गोवा विस्फोट मामला: कंपनी ने गोदाम में अवैध रूप से संग्रहीत किए 11,000 किलोग्राम गनपाउडर – पुलिस जांच में खुलासा
पणजी: दक्षिण गोवा में एक निजी छोटे कैलिबर के गोला-बारूद निर्माण फैक्ट्री के गोदाम में आग और विस्फोट की जांच में चौंकाने वाला खुलासा हुआ है। पुलिस के अनुसार, गोदाम में लगभग 11,000 किलोग्राम गनपाउडर अवैध रूप से संग्रहीत किया गया था, जिसके लिए आवश्यक लाइसेंस नहीं लिया गया था।
पुलिस प्रवक्ता ने बुधवार को जारी एक आधिकारिक बयान में कहा कि ह्यूजेस प्रिसिजन मैन्युफैक्चरिंग प्राइवेट लिमिटेड द्वारा संचालित इस फैक्ट्री के एक मैगजीन में बिना लाइसेंस के यह विस्फोटक पदार्थ रखा गया था।
21 मार्च को हुआ था बड़ा विस्फोट
इस गोदाम में 20 मार्च की रात करीब 10:30 बजे आग लग गई, जिससे 14.5 टन गनपाउडर नष्ट हो गया। इस विस्फोट से आसपास के घरों में दरारें आ गईं, लेकिन गनीमत रही कि इसमें कोई हताहत नहीं हुआ।
पुलिस के अनुसार, कंपनी का एक विनिर्माण संयंत्र दक्षिण गोवा के वर्ना औद्योगिक क्षेत्र में स्थित है।
अनुमतियों के उल्लंघन का आरोप
इस मामले में दक्षिण गोवा के डिप्टी कलेक्टर (केपे town) ने कंपनी प्रबंधन के खिलाफ शिकायत दर्ज कराई है। शिकायत में आरोप लगाया गया है कि कंपनी ने गोला-बारूद के परिवहन और भंडारण से जुड़े सुरक्षा दिशानिर्देशों का पालन नहीं किया, जिससे यह गंभीर दुर्घटना हुई।
पेट्रोलियम और विस्फोटक सुरक्षा संगठन (PESO) ने कंपनी का लाइसेंस निलंबित कर दिया है। पुलिस जांच में पाया गया कि कंपनी ने बिना अनुमति के 11,000 किलोग्राम गनपाउडर संग्रहीत किया था, जो कि केंद्रीय वाणिज्य एवं उद्योग मंत्रालय के अंतर्गत आने वाले नियमों का उल्लंघन है।
बीएनएस की धाराओं के तहत मामला दर्ज
कुंकॉलिम पुलिस ने कंपनी प्रबंधन के अधिकारियों के खिलाफ भारतीय न्याय संहिता (BNS) के तहत मुकदमा दर्ज किया है। इन धाराओं में मानव जीवन को खतरे में डालने और संपत्ति को नुकसान पहुंचाने के आरोप शामिल हैं।
पुलिस जांच जारी है और इस मामले में आगे और खुलासे होने की संभावना है।
Goa Explosion Case: 11,000 Kg of Gunpowder Illegally Stored at Warehouse, Police Reveal
Panaji: The investigation into the recent fire-triggered explosion at a private small-caliber ammunition factory’s warehouse in South Goa has revealed a shocking violation. According to the police, nearly 11,000 kg of gunpowder was illegally stored at the facility without obtaining the necessary license.
In an official statement on Wednesday, a police spokesperson said that M/s Hughes Precision Manufacturing Pvt Ltd had stocked gunpowder in one of its magazines without the required approval from the authorities.
Massive Blast on March 21
On March 20 at around 10:30 PM, a fire broke out in the warehouse, which led to a massive explosion destroying 14.5 tonnes of gunpowder. The blast caused cracks in nearby houses but, fortunately, no casualties were reported.
The police further stated that the company operates a manufacturing plant at Verna Industrial Estate in South Goa.
Violation of Safety Regulations
A complaint against the company has been lodged by the South Goa Deputy Collector (Quepem town), alleging that the management and staff failed to comply with safety guidelines while transporting and storing explosive propellant (gunpowder).
As a result, the Petroleum and Explosives Safety Organisation (PESO) has suspended the company’s license. Police investigations revealed that the firm had illegally stored 11,000 kg of gunpowder without approval from the Union Ministry of Commerce and Industry.
Case Filed Under BNS Provisions
The Cuncolim police have registered a case against the company management officials under the provisions of the Bharatiya Nyaya Sanhita (BNS) for endangering human life and causing property damage.
The investigation is ongoing, and more revelations are expected in the coming days.
