Gujarat ATS Uncovers Major Terror Conspiracy; UP Native Arrested Under UAPA in Navsari
Gandhinagar/Navsari, January 27:
In a significant counter-terrorism breakthrough, the Gujarat Anti-Terrorist Squad (ATS), in coordination with the Navsari Police, has arrested a 22-year-old man for allegedly orchestrating a deeply radicalised and violent conspiracy aimed at targeted killings, spreading terror, and waging war against the Government of India. The accused, identified as Faizan Shakil, a native of Dundawala village in Rampur district of Uttar Pradesh, was apprehended from the Zarakwad area of Navsari, where he was working as a tailor. Authorities have booked him under stringent provisions of the Unlawful Activities (Prevention) Act (UAPA), along with sections of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act, following the recovery of weapons, extremist propaganda, and digital evidence linking him to banned terrorist organisations.
Intelligence Input Triggers Swift Action by Gujarat ATS
According to an official statement issued by the Gujarat Police, the operation was launched after Deputy Superintendent of Police Harsh Upadhyay of the Gujarat ATS received highly confidential intelligence inputs indicating that the accused was involved in anti-national activities. The intelligence suggested that Faizan was allegedly planning targeted attacks and killings of specific individuals in Uttar Pradesh, with the intention of creating fear and instability. The plot also reportedly included a broader ideological agenda of separating Jammu & Kashmir from India through violent Jihad, aligning with extremist narratives promoted by global terror networks. Upon being briefed, senior ATS officials immediately authorised a technical and ground-level investigation to verify the inputs and take decisive legal action.
Digital Surveillance Reveals Radical Online Footprint
As part of the investigation, a specialised ATS team led by DySP Harsh Upadhyay, including PWSI Nikunj Joshi and PSI D.V. Rabari, conducted a detailed technical analysis. During this phase, a suspicious Instagram account operated by the accused under the handle “al.faizangaza” was identified. Further scrutiny of the account revealed a consistent pattern of extremist content, ideological alignment with banned outfits, and communication with suspected radical elements. The digital footprint raised serious red flags, prompting deeper surveillance and field verification to confirm the accused’s location and activities.
Covert Verification and Joint Raid Lead to Arrest
Following confirmation of Faizan’s presence in Navsari, a covert inquiry was conducted by a team comprising PI N.R. Brahmbhatt, PI C.H. Panara, PI K.B. Desai, and PSI A.P. Parmar. After establishing his movements and residence, a joint operation was launched by the Gujarat ATS and Navsari Police. The raid was led by DySP Harsh Upadhyay, with participation from ATS PI P.B. Desai, PI V.R. Jadeja, PWI Mrunal Shah, and the local police team. The accused was apprehended without incident and subsequently taken to the Navsari Special Operations Group (SOG) office for sustained interrogation.
Extremist Content and Terror Propaganda Recovered from Mobile Phone
A forensic examination of Faizan’s mobile phone yielded alarming evidence of radicalisation. Officials recovered inflammatory literature, images, videos, and audio files supporting the ideologies of banned terrorist organisations Jaish-e-Mohammed (JeM) and Al-Qaeda. Among the recovered materials was a disturbing image of the Red Fort with the Indian Tricolour replaced by a black Islamic flag, bearing the name “AL FAIZAN CHOUDHARY” in English. Another image depicted a map of the Indian subcontinent, with India shown in black while Kashmir was marked separately with the flag of so-called “Azad Kashmir”, reinforcing separatist propaganda.
Explicit Threats, Target Lists, and Calls for Violence
Investigators also found a highly provocative image containing English text that read, “Of India in Delhi, the death of all these names written is very close, and we will show you how to kill them Inshallah.” In addition, a world map featuring a black Islamic flag over the globe, accompanied by Arabic or Urdu text and the name “Hizb ut-Tahrir” written in English, was recovered. The phone contained photographs of multiple individuals with their faces circled, allegedly marking them as potential targets. Chats with a person identified as “Mohammed Abu Bakar” included extremist videos of designated terrorist Farhatullah Ghori, propaganda material from the Jaish-e-Mohammed media wing, and audio recordings of radical speeches in Urdu calling for violent Jihad.
Recovery of Firearm and Radical Literature Raises Alarm
Apart from digital evidence, police recovered one pistol and six live cartridges from Faizan’s possession, significantly escalating the gravity of the case. Additionally, 29 pages of suspicious literature containing Arabic and Urdu text along with photographs were seized. Upon translation, the content was found to be highly objectionable, explicitly inciting Jihad, glorifying terrorism, and attempting to radicalise youth. Titles such as “Why Al-Qaeda?” were aimed at recruitment and ideological indoctrination into banned terrorist organisations, officials stated.
Links to Handler and Online Radical Networks Uncovered
During interrogation conducted in the presence of Panchas (independent witnesses), Faizan disclosed that he had been in continuous contact for the last six to seven months with a person named Mohammed Abu Bakar through WhatsApp, Instagram, and Telegram. He further admitted that approximately three months ago, he joined an Instagram group where names and photographs of individuals accused of insulting the Prophet were circulated, accompanied by explicit calls to kill them. Faizan allegedly forwarded this content further, actively participating in the conspiracy and amplifying extremist messaging.
Confession on Weapon Procurement and Targeted Killings Plot
In a crucial revelation, the accused confessed that he had purchased the pistol and ammunition around six months ago from an unknown individual in Uttar Pradesh. His stated motive was to carry out targeted killings of individuals identified through extremist online networks. Investigators revealed that Faizan and Abu Bakar closely followed Maulana Masood Azhar and Jaish-e-Mohammed, regularly consuming and uploading Jihadi videos, including speeches by Mufti Abdul Rauf Asgar, further cementing their ideological alignment with global jihadist movements.
Case Registered Under UAPA; Wider Network Under Probe
Based on the evidence collected, the Gujarat ATS has concluded that Faizan Shakil and the absconding Mohammed Abu Bakar conspired to wage war against the Government of India, incite communal violence, and promote armed rebellion. Their activities were allegedly aimed at destabilising the nation, spreading terror within a specific community, and attempting to separate Jammu & Kashmir and Ladakh from the Union of India. Consequently, a case has been registered under relevant sections of the UAPA, BNS, and the Arms Act. Authorities have confirmed that further investigation is underway to identify additional conspirators, funding channels, and possible sleeper cells linked to the accused.
गुजरात ATS ने नाकाम की बड़ी आतंकी साजिश, नवसारी से यूपी के युवक की गिरफ्तारी; UAPA के तहत मामला दर्ज

गुजरात एंटी टेररिस्ट स्क्वॉड (ATS) और नवसारी पुलिस ने एक बड़े आतंकवादी षड्यंत्र का खुलासा करते हुए 22 वर्षीय युवक को गिरफ्तार किया है, जिस पर देश के खिलाफ युद्ध छेड़ने, टार्गेट किलिंग की योजना बनाने और आतंक फैलाने की साजिश रचने के गंभीर आरोप हैं। गिरफ्तार आरोपी की पहचान फैजान शकील के रूप में हुई है, जो मूल रूप से उत्तर प्रदेश के रामपुर जिले के डुंडावाला गांव का निवासी है और वर्तमान में नवसारी के जरकवाड़ इलाके में दर्जी का काम कर रहा था। आरोपी के खिलाफ गैरकानूनी गतिविधियां (रोकथाम) अधिनियम – UAPA, भारतीय न्याय संहिता (BNS) और आर्म्स एक्ट की सख्त धाराओं में मामला दर्ज किया गया है।
खुफिया इनपुट से हुआ बड़े आतंकी नेटवर्क का खुलासा
गुजरात पुलिस द्वारा जारी आधिकारिक बयान के अनुसार, इस पूरे मामले की शुरुआत तब हुई जब गुजरात ATS के उप पुलिस अधीक्षक हर्ष उपाध्याय को अत्यंत गोपनीय खुफिया जानकारी प्राप्त हुई। इस इनपुट में संकेत दिया गया था कि फैजान शकील देश विरोधी गतिविधियों में सक्रिय रूप से संलिप्त है और उत्तर प्रदेश में कुछ चर्चित युवाओं की हत्या की साजिश रच रहा है, ताकि समाज में भय और आतंक का माहौल बनाया जा सके। खुफिया जानकारी में यह भी सामने आया कि आरोपी का मकसद जिहाद के नाम पर कश्मीर को भारत से अलग करने की सोच से प्रेरित था और इसके लिए उसने घातक हथियार भी इकट्ठा कर रखे थे। सूचना की गंभीरता को देखते हुए वरिष्ठ ATS अधिकारियों को तुरंत अवगत कराया गया, जिसके बाद जांच और कार्रवाई के निर्देश जारी किए गए।
तकनीकी जांच में सामने आया आरोपी का कट्टरपंथी डिजिटल प्रोफाइल
खुफिया इनपुट के आधार पर DySP हर्ष उपाध्याय के नेतृत्व में PWSI निकुंज जोशी और PSI डी.वी. राबड़ी की टीम ने तकनीकी विश्लेषण शुरू किया। इस दौरान आरोपी द्वारा इस्तेमाल किए जा रहे एक संदिग्ध इंस्टाग्राम अकाउंट “al.faizangaza” की पहचान की गई। अकाउंट की गतिविधियों का विश्लेषण करने पर यह स्पष्ट हुआ कि आरोपी लगातार कट्टरपंथी और जिहादी विचारधारा से जुड़ा कंटेंट साझा कर रहा था और प्रतिबंधित आतंकी संगठनों की विचारधारा से प्रभावित था। डिजिटल साक्ष्यों के आधार पर ATS ने आरोपी की लोकेशन और गतिविधियों की गहन निगरानी शुरू की।
गुप्त सत्यापन के बाद ATS और नवसारी पुलिस की संयुक्त कार्रवाई
तकनीकी पुष्टि के बाद PI एन.आर. ब्रह्मभट्ट, PI सी.एच. पनारा, PI के.बी. देसाई और PSI ए.पी. परमार की टीम ने गुप्त रूप से जमीनी सत्यापन किया। आरोपी की मौजूदगी और गतिविधियों की पुष्टि होते ही ATS और नवसारी पुलिस ने संयुक्त रूप से कार्रवाई की योजना बनाई। DySP हर्ष उपाध्याय के नेतृत्व में ATS PI पी.बी. देसाई, PI वी.आर. जडेजा, PWI मृणाल शाह और नवसारी पुलिस टीम ने छापेमारी कर आरोपी को हिरासत में ले लिया। इसके बाद उसे पूछताछ के लिए नवसारी स्पेशल ऑपरेशंस ग्रुप (SOG) कार्यालय लाया गया।
मोबाइल फोन से बरामद हुआ जेएम और अल-कायदा का आतंकी प्रचार
आरोपी के मोबाइल फोन की तलाशी के दौरान बेहद आपत्तिजनक और खतरनाक डिजिटल सामग्री बरामद की गई। पुलिस के अनुसार, फोन में प्रतिबंधित आतंकी संगठन जैश-ए-मोहम्मद (JeM) और अल-कायदा की विचारधारा से जुड़ा साहित्य, फोटो, वीडियो और ऑडियो फाइलें मौजूद थीं। बरामद तस्वीरों में एक फोटो लाल किले की थी, जिसमें तिरंगे की जगह काला इस्लामिक झंडा दिखाया गया था और नीचे अंग्रेजी में “AL FAIZAN CHOUDHARY” लिखा हुआ था। इसके अलावा भारतीय उपमहाद्वीप का एक नक्शा भी मिला, जिसमें भारत को काले रंग में दिखाया गया था जबकि कश्मीर को अलग दर्शाते हुए तथाकथित ‘आजाद कश्मीर’ का झंडा लगाया गया था।
खुलेआम धमकियां, टार्गेट लिस्ट और हत्या की अपील
जांच के दौरान एक और बेहद चौंकाने वाली तस्वीर सामने आई, जिसमें अंग्रेजी में लिखा था—
“दिल्ली में भारत के इन नामों की मौत बहुत करीब है और हम आपको दिखाएंगे कि उन्हें कैसे मारा जाएगा, इंशाअल्लाह।”
इसके अलावा एक वर्ल्ड मैप बैकग्राउंड वाली तस्वीर में पूरी दुनिया पर काला इस्लामिक झंडा, अरबी या उर्दू टेक्स्ट और अंग्रेजी में “Hizb ut-Tahrir” लिखा हुआ पाया गया। मोबाइल में कई व्यक्तियों की तस्वीरें थीं, जिनके चेहरों पर गोले बनाए गए थे, जिन्हें संभावित टार्गेट के रूप में चिन्हित किया गया था। आरोपी के फोन से “मोहम्मद अबू बकर” नामक व्यक्ति के साथ की गई चैट्स भी मिलीं, जिनमें आतंकी फरहतुल्लाह घोरी के वीडियो, जैश-ए-मोहम्मद के मीडिया सेल का प्रचार और उर्दू में भड़काऊ भाषण शामिल थे।
हथियारों की बरामदगी और कट्टरपंथी साहित्य ने बढ़ाई गंभीरता
डिजिटल साक्ष्यों के अलावा पुलिस ने आरोपी के पास से एक पिस्टल और छह जिंदा कारतूस भी बरामद किए हैं, जिससे मामला और भी गंभीर हो गया है। साथ ही 29 पन्नों का संदिग्ध साहित्य मिला है, जिसमें अरबी और उर्दू भाषा में लिखी सामग्री और तस्वीरें शामिल हैं। अनुवाद के बाद यह सामग्री जिहाद के लिए उकसाने, युवाओं को गुमराह करने और आतंकी संगठनों में भर्ती के लिए प्रेरित करने वाली पाई गई। इनमें “Why Al-Qaeda?” जैसे शीर्षक भी शामिल थे, जो सीधे तौर पर प्रतिबंधित संगठनों का महिमामंडन करते हैं।
आतंकी हैंडलर से संपर्क और सोशल मीडिया नेटवर्क का खुलासा
पूछताछ के दौरान पंचों की मौजूदगी में फैजान शकील ने कबूल किया कि वह पिछले 6–7 महीनों से “मोहम्मद अबू बकर” नामक व्यक्ति के संपर्क में था। यह संपर्क व्हाट्सएप, इंस्टाग्राम और टेलीग्राम के माध्यम से बना हुआ था। आरोपी ने यह भी स्वीकार किया कि करीब तीन महीने पहले वह एक इंस्टाग्राम ग्रुप से जुड़ा, जहां पैगंबर के कथित अपमान का आरोप लगाकर कुछ लोगों की तस्वीरें और नाम साझा किए जाते थे और उन्हें मारने के लिए उकसाया जाता था। फैजान ने न केवल यह सामग्री आगे साझा की, बल्कि हत्या की साजिश में सक्रिय भूमिका निभाई।
हथियार खरीद और टार्गेट किलिंग की स्वीकारोक्ति
पूछताछ में आरोपी ने यह भी स्वीकार किया कि उसने करीब छह महीने पहले उत्तर प्रदेश में एक अज्ञात व्यक्ति से पिस्टल और कारतूस खरीदे थे। उसका मकसद कथित तौर पर उन लोगों की पहचान कर टार्गेट किलिंग करना था, जिन्हें जिहादी नेटवर्क द्वारा चिन्हित किया गया था। जांच में सामने आया कि फैजान और अबू बकर दोनों मौलाना मसूद अजहर, जैश-ए-मोहम्मद और उसके शीर्ष नेताओं को फॉलो करते थे और मुफ्ती अब्दुल रऊफ असगर के जिहादी वीडियो देखते और सोशल मीडिया पर साझा करते थे।
भारत सरकार के खिलाफ युद्ध की साजिश, UAPA के तहत मामला दर्ज
प्राथमिक जांच में गुजरात ATS ने निष्कर्ष निकाला है कि गिरफ्तार आरोपी फैजान शकील और फरार आरोपी मोहम्मद अबू बकर ने मिलकर भारत सरकार के खिलाफ युद्ध छेड़ने, साम्प्रदायिक हिंसा भड़काने और सशस्त्र विद्रोह के लिए लोगों को उकसाने की साजिश रची। उनका उद्देश्य देश में आतंक फैलाना और जम्मू-कश्मीर व लद्दाख को भारत से अलग करना था। इसी आधार पर गुजरात ATS ने आरोपी के खिलाफ UAPA, BNS और आर्म्स एक्ट के तहत मामला दर्ज किया है। पुलिस का कहना है कि इस साजिश से जुड़े अन्य लोगों, फंडिंग नेटवर्क और संभावित स्लीपर सेल्स की जांच जारी है।
