BY DEFENCE JOURNALIST SAHIL | T.I.N. NETWORK
Incheon, South Korea: India and the Republic of Korea have reaffirmed their commitment to strengthening bilateral maritime security cooperation, with the 14th High-Level Meeting (HLM) between the Indian Coast Guard (ICG) and the Korea Coast Guard (KCG) held in Incheon, South Korea, on October 14, 2026. The meeting marked an important step towards enhancing operational coordination, expanding professional exchanges and developing a stronger framework for cooperation between the two maritime security agencies in an increasingly complex maritime environment.
The high-level engagement focused on reviewing existing mechanisms of cooperation and identifying strategic pathways to further strengthen the partnership between the two Coast Guards. With maritime security, protection of marine resources, search and rescue operations and the enforcement of maritime laws becoming increasingly important across the Indo-Pacific region, the meeting provided an opportunity for both sides to reinforce their shared priorities and explore practical avenues for closer collaboration.
The Indian Coast Guard and the Korea Coast Guard reviewed their existing operational frameworks and discussed a strategic roadmap for advancing bilateral engagement. Particular emphasis was placed on Maritime Search and Rescue (M-SAR), Marine Pollution Response (MPR), Maritime Law Enforcement (MLE), capacity building and operational coordination. These areas represent essential components of maritime governance, particularly in responding to emergencies at sea, protecting marine ecosystems, enforcing applicable maritime laws and improving the preparedness of personnel operating in challenging maritime conditions.
Strengthening Search and Rescue Cooperation
Maritime Search and Rescue emerged as one of the key areas of cooperation discussed during the meeting. Effective search and rescue operations are essential for protecting seafarers, fishermen, passengers and other individuals facing emergencies at sea. Such operations often require rapid communication, coordinated deployment of assets, effective information exchange and the ability to work together across operational boundaries.
For the Indian Coast Guard and the Korea Coast Guard, closer professional engagement in this field can help strengthen operational understanding, improve coordination procedures and facilitate the exchange of experience in managing maritime emergencies. Joint training activities and professional exchanges can also contribute to improving preparedness for incidents involving vessels in distress, missing persons and other emergencies requiring timely assistance.
The discussions reflected the importance of maintaining effective communication and coordination mechanisms between the two agencies so that their respective capabilities can contribute to safer maritime operations.
Marine Pollution Response and Protection of the Maritime Environment
Marine pollution response was another important area highlighted during the 14th High-Level Meeting. Pollution incidents at sea, including oil spills and other hazardous discharges, can pose significant threats to marine biodiversity, coastal communities, fisheries and maritime economic activity. Effective responses require specialised capabilities, trained personnel, coordinated procedures and the timely sharing of relevant information.
The two Coast Guards emphasised the importance of strengthening cooperation in marine pollution response and contributing to the protection of a safe and environmentally sustainable maritime ecosystem. Greater professional interaction in this area can facilitate the exchange of operational experience and strengthen institutional preparedness for pollution-related emergencies.
The emphasis on environmental protection also underlined the wider role of maritime security agencies beyond law enforcement. Their responsibilities include helping preserve marine resources and supporting the sustainable use of the seas.
Maritime Law Enforcement and Operational Coordination
Maritime Law Enforcement was also identified as a major pillar of bilateral cooperation. Coast Guard agencies play an important role in enforcing applicable maritime laws, supporting maritime safety and responding to activities that threaten the security and lawful use of maritime spaces.
Through improved operational coordination and professional exchanges, the Indian Coast Guard and the Korea Coast Guard can develop a stronger understanding of each other’s procedures and operational practices. The discussions at Incheon sought to build upon existing cooperation mechanisms and establish a more effective basis for future engagement.
The meeting also highlighted capacity building as an important element of the partnership. The exchange of professional expertise, lessons learned and operational experience can contribute to strengthening institutional capabilities and improving the preparedness of Coast Guard personnel for evolving maritime challenges.
Existing MoU to Remain the Foundation of Cooperation
During the meeting, both sides reaffirmed their commitment to the existing Memorandum of Understanding (MoU) between the Indian Coast Guard and the Korea Coast Guard. They agreed to further strengthen professional exchanges, joint training exercises, bilateral ship visits and arrangements for real-time information sharing.
These measures are significant because effective maritime cooperation depends not only on formal agreements but also on regular professional interaction and the ability to coordinate when operational requirements arise.
Professional exchanges can help personnel gain a better understanding of each other’s organisational structures, procedures and capabilities. Joint training exercises can provide opportunities to improve interoperability and familiarise personnel with coordinated operational approaches. Bilateral ship visits can further strengthen institutional engagement, while real-time information-sharing arrangements can support timely communication and a better common understanding of maritime situations.
The agreement to reinforce these mechanisms reflects a shared intention to translate the existing institutional framework into more effective and practical cooperation.
Leadership of the Indian and Korean Delegations
The Indian Coast Guard delegation was led by Inspector General T. Sashi Kumar during its official visit to the Republic of Korea from October 13 to 16, 2026. The Korea Coast Guard delegation was led by Senior Superintendent General Im Myeong Gil.
The participation of senior representatives from both organisations underscored the importance attached to the bilateral engagement and the continued commitment to advancing maritime cooperation between India and South Korea.
The official visit provided a platform for sustained discussions on operational priorities, institutional coordination and the future direction of cooperation. The 14th High-Level Meeting also reaffirmed the role of regular dialogue in maintaining continuity in bilateral engagement and ensuring that existing agreements remain relevant to evolving operational requirements.
A Wider Maritime Security Partnership
India and South Korea share an interest in maintaining safe, secure and environmentally sustainable maritime spaces. As maritime trade, shipping activity and the use of ocean resources remain central to regional economic development, cooperation between maritime security agencies has become increasingly important.
For both countries, maritime security involves a broad range of responsibilities, extending from emergency response and pollution control to law enforcement and the protection of maritime interests. Cooperation between the Indian Coast Guard and the Korea Coast Guard can contribute to improving professional preparedness and developing a more coordinated response to shared maritime challenges.
The meeting in Incheon also demonstrated the value of institutional partnerships in strengthening maritime governance. Regular high-level consultations provide an opportunity to assess existing arrangements, identify areas requiring improvement and establish priorities for future cooperation.
The discussions on real-time information sharing, joint training and operational coordination are particularly relevant to building a relationship that extends beyond periodic diplomatic engagement and supports practical cooperation between the two agencies.
Commitment to a Safe and Sustainable Maritime Environment
The 14th High-Level Meeting concluded with both Coast Guards reiterating their shared commitment to expanding operational coordination and contributing to a safe, secure and environmentally sustainable maritime ecosystem in the region.
While the meeting focused on established areas of cooperation rather than announcing a new operational deployment, its significance lies in reinforcing the institutional foundations of the India–South Korea maritime security partnership. The renewed emphasis on search and rescue, marine pollution response, maritime law enforcement, capacity building and information sharing provides a framework for further strengthening bilateral engagement.
The meeting in Incheon represents another step in the ongoing effort by the Indian Coast Guard and the Korea Coast Guard to deepen professional ties, improve coordination and contribute to maritime safety and environmental protection. Through continued dialogue, training and operational exchanges, both agencies aim to strengthen their ability to address maritime challenges while supporting a secure and sustainable maritime environment.
The 14th High-Level Meeting has therefore reaffirmed a shared vision: closer institutional cooperation, stronger operational synergy and a sustained commitment to safeguarding the seas through professional partnership and coordinated action.
