India Becomes Armenia’s Top Arms Supplier, Accounts for 43% of Total Imports (2022–2024): SIPRI Report

New Delhi/Yerevan, April 21, 2025 — In a significant development that underscores India’s growing stature in the global defence market, the latest data released by the Stockholm International Peace Research Institute (SIPRI) reveals that India supplied 43% of Armenia’s total arms imports between 2022 and 2024. This milestone not only highlights the deepening strategic ties between New Delhi and Yerevan but also marks India’s emergence as a serious player in the international arms export domain.
According to SIPRI’s authoritative arms transfer database, Armenia’s defence procurement during this period surged due to heightened tensions with neighbouring Azerbaijan, particularly in the aftermath of the 2020 Nagorno-Karabakh war and subsequent clashes. To bolster its military deterrence, Armenia turned towards non-traditional partners, and India emerged as a reliable and responsive supplier.
India’s Defence Export to Armenia: Key Deliveries
India’s arms deliveries to Armenia since 2022 include:
- Pinaka Multi-Barrel Rocket Launchers (MBRLs)
- Swathi Weapon Locating Radars developed by DRDO
- Anti-tank munitions and ammunition
- Artillery systems
- Loitering munitions and drones
In September 2022, India and Armenia signed a $245 million defence export deal, one of the largest arms agreements between the two nations. This was followed by another round of defence contracts in 2023, further cementing India’s position as Armenia’s top arms supplier.
Strategic Shifts in Eurasia
Armenia’s pivot towards India reflects broader shifts in Eurasian geopolitics. Traditionally reliant on Russian defence supplies, Armenia has diversified its sources amidst strained Moscow-Yerevan relations and Russia’s preoccupation with the Ukraine conflict. In this context, India’s neutral but assertive foreign policy, coupled with its rising defence manufacturing capabilities, has made it an attractive partner.
Analysts view the India-Armenia defence relationship as part of New Delhi’s strategic outreach to Central Asia and the Caucasus. While India maintains a balanced approach in the Armenia-Azerbaijan conflict, its defence support to Armenia sends a strong signal of regional engagement and strategic autonomy.
Rise of India as a Defence Export Power
India’s role in Armenia’s military modernization aligns with the Modi government’s ‘Atmanirbhar Bharat’ (Self-Reliant India) initiative, which aims to make India a global hub for defence manufacturing and exports. According to the Ministry of Defence, India’s defence exports have risen from ₹1,521 crore in 2016–17 to ₹21,083 crore in 2023–24, with the SIPRI report serving as a validation of India’s ascent.
Notably, India has now entered the top 25 arms-exporting countries and is actively supplying weapons systems to nations in Southeast Asia, the Middle East, and Africa.
Future Outlook
With Armenia looking to further expand its military capabilities, India is expected to play a long-term role in its defence sector. Talks are reportedly underway for further orders of drones, loitering munitions, and artillery systems.
Defence observers believe that India’s strong foothold in Armenia could serve as a launchpad for deeper defence ties in the post-Soviet space, enhancing India’s influence in an increasingly multipolar world.

नई दिल्ली/येरेवन, 21 अप्रैल 2025 — भारत की रक्षा निर्यात क्षमताओं को वैश्विक मान्यता तब मिली जब स्टॉकहोम इंटरनेशनल पीस रिसर्च इंस्टीट्यूट (SIPRI) की ताज़ा रिपोर्ट में यह सामने आया कि आर्मेनिया ने 2022 से 2024 के बीच अपने कुल आयातित हथियारों में से 43% भारत से खरीदे हैं। यह आंकड़ा भारत और आर्मेनिया के बीच गहराते रणनीतिक रिश्तों और भारत के तेजी से उभरते रक्षा निर्यातक बनने की दिशा में एक मील का पत्थर है।
SIPRI के हथियार हस्तांतरण डेटाबेस के अनुसार, 2020 के नागोर्नो-काराबाख युद्ध और उसके बाद आज़रबैजान के साथ बढ़े तनावों के चलते आर्मेनिया ने अपनी रक्षा क्षमताओं को मज़बूत करने के लिए नए साझेदारों की तलाश की, जिसमें भारत ने तेजी से प्रतिक्रिया देने वाले भरोसेमंद साझेदार के रूप में भूमिका निभाई।
भारत से आर्मेनिया को प्रमुख रक्षा आपूर्ति
2022 से अब तक भारत द्वारा आर्मेनिया को निम्नलिखित हथियार प्रणालियाँ दी गई हैं:
- पिनाका मल्टी-बैरेल रॉकेट लॉन्चर (MBRL)
- स्वाति वेपन लोकेटिंग रडार, जिसे DRDO ने विकसित किया
- एंटी-टैंक गोला-बारूद और टैंक-रोधी हथियार

सितंबर 2022 में भारत और आर्मेनिया के बीच 245 मिलियन डॉलर का रक्षा सौदा हुआ था, जो दोनों देशों के बीच अब तक का सबसे बड़ा सौदा है। इसके बाद 2023 में और भी रक्षा अनुबंध हुए, जिससे भारत आर्मेनिया का शीर्ष हथियार आपूर्तिकर्ता बन गया।
यूरेशिया में रणनीतिक बदलाव
आर्मेनिया का भारत की ओर रुख यूरेशिया क्षेत्र में रणनीतिक संतुलन में बदलाव का संकेत है। जहां आर्मेनिया पहले रूस पर रक्षा आयात के लिए निर्भर था, वहीं अब रूस-यूक्रेन युद्ध और मॉस्को-येरेवन संबंधों में तनाव के चलते उसने आपूर्ति के स्रोतों में विविधता लाना शुरू किया। भारत की तटस्थ लेकिन आत्मविश्वासी विदेश नीति और मजबूत होती रक्षा उत्पादन क्षमता ने उसे एक आकर्षक भागीदार बना दिया है।
विश्लेषक मानते हैं कि भारत और आर्मेनिया की यह साझेदारी हिंद-काकेशस क्षेत्र में भारत की सक्रिय रणनीतिक उपस्थिति को मजबूत करती है। हालांकि भारत ने हमेशा आज़रबैजान और आर्मेनिया दोनों के प्रति संतुलित रुख अपनाया है, लेकिन इस रक्षा सहयोग ने भारत की क्षेत्रीय भूमिका को और स्पष्ट कर दिया है।
रक्षा निर्यात में भारत की छलांग
भारत की यह सफलता प्रधानमंत्री नरेंद्र मोदी की ‘आत्मनिर्भर भारत’ योजना के अनुरूप है, जिसका उद्देश्य देश को वैश्विक रक्षा उत्पादन और निर्यात केंद्र बनाना है। रक्षा मंत्रालय के आंकड़ों के अनुसार, भारत का रक्षा निर्यात 2016-17 में ₹1,521 करोड़ से बढ़कर 2023-24 में ₹21,083 करोड़ तक पहुंच गया है।
