India-Bhutan Development Cooperation Talks 2025: Strengthening Decades-old Ties with New Projects Worth ₹10,000 Crores

In yet another milestone in the deep-rooted ties between India and Bhutan, the two neighbouring countries held the India-Bhutan Development Cooperation Talks in New Delhi on June 30, 2025. The talks reaffirmed the unwavering commitment of both nations towards fostering development, prosperity, and regional stability through enhanced cooperation and mutual trust.

The Indian delegation was led by Shri Tanmaya Lal, Secretary (West) in the Ministry of External Affairs, while the Bhutanese side was headed by Aum Pema Choden, Foreign Secretary of Bhutan. The high-level talks took place in a warm, cordial, and friendly atmosphere, reflecting the exemplary relations shared by the two Himalayan neighbours.

An Enduring Partnership Rooted in Mutual Trust

India and Bhutan share an extraordinary partnership that is characterized by mutual respect, goodwill, and a long-standing tradition of close cooperation. This relationship is underpinned not only by strategic and developmental cooperation but also by the deep people-to-people ties and cultural affinity that bind the citizens of both nations.

The Development Cooperation Talks serve as a crucial bilateral mechanism to review the entire spectrum of the India-Bhutan development partnership. These periodic engagements are instrumental in ensuring that developmental assistance is aligned with Bhutan’s national priorities and the evolving aspirations of its people.

Massive ₹10,000 Crore Assistance for Bhutan’s 13th Five Year Plan

During the talks, it was reiterated that the Government of India has committed a substantial support package of ₹10,000 Crores (Nu 100 billion) for Bhutan’s 13th Five Year Plan (2024-2029). This comprehensive support will cover:

• Project Tied Assistance (PTA) projects
• High Impact Community Development Projects (HICDP)
• Support for Bhutan’s Economic Stimulus Programme (ESP)
• Programme Grant as Budgetary Support

This financial assistance reflects India’s unwavering commitment to Bhutan’s economic development and stability.

Progress on Existing Projects Reviewed

A detailed review of ongoing projects revealed significant progress across multiple sectors. Presently:

• 61 PTA projects worth ₹4,958 Crores (Nu 49.58 billion) are in various stages of implementation.
• 283 HICDPs amounting to ₹417 Crores (Nu 4.17 billion) are underway, directly impacting local communities and boosting grassroots development.
• The Government of India has already released ₹750 Crores (Nu 7.50 billion) towards Bhutan’s Economic Stimulus Programme, aimed at revitalizing the economy, creating jobs, and enhancing growth.
• An additional ₹100 Crores (Nu 1 billion) has been provided as a Programme Grant, reflecting India’s support towards Bhutan’s budgetary needs.

Both sides agreed to suitably revise allocations for certain PTA projects to adapt to Bhutan’s evolving development requirements, ensuring maximum efficiency and relevance.

Approval of 10 New PTA Projects Worth ₹1,113 Crores

In a significant development, the Bhutanese delegation presented the second tranche of PTA project proposals to be undertaken during the 13th FYP. After thorough discussions, both sides approved 10 new projects worth ₹1,113 Crores (Nu 11.13 billion). These projects span critical sectors such as:

• Healthcare Infrastructure
• Connectivity and Transportation
• Urban Infrastructure Development
• Livestock and Agricultural Support

These initiatives are expected to further enhance the quality of life for Bhutanese citizens, promote regional connectivity, and drive socio-economic growth.

Shared Vision for Sustainable Development

The Indian side emphasized its continued commitment to working closely with the Royal Government of Bhutan, in alignment with the shared vision of His Majesty the King of Bhutan and the Prime Minister of India. The cooperation will be guided by Bhutan’s development priorities, ensuring that all initiatives contribute directly to the well-being and prosperity of the Bhutanese people.

India’s assistance to Bhutan is a reflection of New Delhi’s Neighbourhood First Policy, which prioritizes the stability and development of India’s immediate neighbours through meaningful collaboration and mutual growth.

A Relationship Unlike Any Other

The India-Bhutan partnership is often described as unique in the world, marked by trust, equality, and a shared cultural heritage. Over the years, this relationship has only deepened, with India standing steadfastly by Bhutan’s side in its journey towards economic self-reliance, modernization, and sustainable development.

Next Round of Talks to be Held in Thimphu

Both sides agreed to hold the next round of Development Cooperation Talks in Bhutan’s capital, Thimphu, at a mutually convenient date. The continuation of such high-level exchanges ensures that the partnership remains dynamic, responsive, and attuned to the needs of the changing times.

The talks concluded with both sides expressing satisfaction over the outcomes and reaffirming their commitment to further strengthening the special and time-tested relationship between India and Bhutan.

भारत-भूटान विकास सहयोग वार्ता 2025: 10,000 करोड़ की मदद के साथ गहराएंगे संबंध

भारत और भूटान के बीच गहरे दोस्ताना संबंधों की एक और मजबूत कड़ी के रूप में आज नई दिल्ली में भारत-भूटान विकास सहयोग वार्ता का आयोजन हुआ। इन वार्ताओं में दोनों देशों ने आपसी विकास, क्षेत्रीय स्थिरता और मित्रता को और सशक्त बनाने के लिए कई अहम फैसले लिए।

भारतीय प्रतिनिधिमंडल का नेतृत्व विदेश मंत्रालय में पश्चिम विभाग के सचिव श्री तन्मय लाल ने किया, जबकि भूटानी प्रतिनिधिमंडल का नेतृत्व भूटान की विदेश सचिव औम पेमा छोडेन ने किया। पूरे आयोजन के दौरान दोनों देशों के बीच गहरी मित्रता और सौहार्दपूर्ण माहौल देखने को मिला।

विश्वास और सहयोग पर आधारित मिसाल संबंध

भारत और भूटान के रिश्ते दुनिया में अपनी तरह के अनोखे हैं, जो आपसी विश्वास, समझ और सहयोग पर टिके हैं। वर्षों से चले आ रहे विकास सहयोग और सामरिक साझेदारी के साथ-साथ दोनों देशों के नागरिकों के बीच गहरा सांस्कृतिक और सामाजिक जुड़ाव इन संबंधों को मजबूत करता है।

भूटान की 13वीं पंचवर्षीय योजना के लिए 10,000 करोड़ की सहायता

इस बार की वार्ता के दौरान भारत ने फिर से स्पष्ट किया कि भूटान की 13वीं पंचवर्षीय योजना (2024-2029) के लिए भारत ₹10,000 करोड़ (नगुलत्रम 100 अरब) की सहायता प्रदान करेगा। यह सहायता इन प्रमुख क्षेत्रों को कवर करेगी:

• परियोजना आधारित सहायता (PTA) परियोजनाएं
• उच्च प्रभाव सामुदायिक विकास परियोजनाएं (HICDP)
• आर्थिक प्रोत्साहन कार्यक्रम (ESP) के लिए सहायता
• कार्यक्रम अनुदान के रूप में बजटीय समर्थन

यह आर्थिक सहयोग भारत की भूटान के विकास और स्थिरता के प्रति गहरी प्रतिबद्धता को दर्शाता है।

चालू परियोजनाओं की समीक्षा

अब तक कई परियोजनाओं पर तेज़ी से काम हो रहा है। इनमें शामिल हैं:

• 61 परियोजना आधारित सहायता (PTA) परियोजनाएं, जिनकी लागत लगभग ₹4,958 करोड़ (नगुलत्रम 49.58 अरब) है।

₹1,113 करोड़ की नई 10 परियोजनाएं स्वीकृत

भूटान की ओर से 13वीं पंचवर्षीय योजना के तहत दूसरे चरण की PTA परियोजनाओं का प्रस्ताव प्रस्तुत किया गया, जिन पर विस्तार से चर्चा हुई। अंततः दोनों पक्षों ने 10 नई परियोजनाओं को मंजूरी दी, जिनकी कुल लागत ₹1,113 करोड़ (नगुलत्रम 11.13 अरब) है।

इन परियोजनाओं में मुख्य रूप से निम्नलिखित क्षेत्रों को प्राथमिकता दी गई है:

• स्वास्थ्य सेवाओं का विस्तार
• सड़क और अन्य संपर्क साधनों का विकास
• शहरी बुनियादी ढांचे का निर्माण
• पशुपालन और कृषि क्षेत्र में सुधार

ये सभी परियोजनाएं भूटान की सामाजिक-आर्थिक प्रगति में अहम भूमिका निभाएंगी।

साझा दृष्टिकोण के साथ आगे बढ़ने की प्रतिबद्धता

भारतीय प्रतिनिधिमंडल ने स्पष्ट किया कि भारत, भूटान के विकास एजेंडे में पूरा सहयोग जारी रखेगा। यह सहयोग भूटान के महामहिम राजा और भारत के प्रधानमंत्री द्वारा साझा की गई दृष्टि के अनुरूप होगा और भूटान की सरकार व जनता की प्राथमिकताओं पर आधारित रहेगा।

यह भारत की ‘पड़ोस प्रथम नीति’ का हिस्सा है, जिसके तहत भारत अपने पड़ोसी देशों के विकास और स्थिरता के लिए हर संभव सहायता प्रदान करता है।

भारत-भूटान: अनूठा और विश्वसनीय संबंध

भारत-भूटान के संबंधों को वैश्विक स्तर पर एक आदर्श माना जाता है, जहां आपसी विश्वास, बराबरी, सांस्कृतिक साझेदारी और विकास सहयोग की गहरी जड़ें हैं। दोनों देशों ने समय-समय पर दिखाया है कि एक मजबूत पड़ोसी रिश्ता कैसे क्षेत्रीय शांति, विकास और खुशहाली में योगदान देता है।

अगली वार्ता थिंपू में होगी

दोनों पक्षों ने सहमति व्यक्त की कि अगली विकास सहयोग वार्ता भूटान की राजधानी थिंपू में एक सुविधाजनक तारीख पर आयोजित की जाएगी। ऐसी नियमित उच्च स्तरीय वार्ताएं इस विशेष संबंध को और मजबूत बनाने में अहम भूमिका निभाती हैं।

वार्ता के समापन पर दोनों पक्षों ने अब तक हुई प्रगति पर संतोष व्यक्त किया और आने वाले वर्षों में इस मित्रता को नई ऊंचाइयों पर ले जाने के संकल्प को दोहराया।
