India–Indonesia Joint Special Forces Exercise GARUDA SHAKTI Begins in Banyuwangi, Indonesia

11th Edition of Bilateral Military Exercise to Focus on Jungle Warfare, Special Operations, Combat Marksmanship and Interoperability

BANYUWANGI, INDONESIA | 27 OCTOBER 2026: India and Indonesia have commenced the 11th edition of their Joint Special Forces Exercise GARUDA SHAKTI in Banyuwangi, Indonesia, marking another significant step towards strengthening defence cooperation, military interoperability and strategic partnership between the two Indo-Pacific nations. Scheduled to be conducted from 27 October to 6 November 2026, the exercise brings together elite Special Forces personnel from the Indian Army and the Indonesian Special Forces for an intensive programme of specialised military training and operational exchanges.

The Indian contingent comprises personnel from the Parachute Regiment (Special Forces), one of the Indian Army’s elite formations entrusted with specialised missions requiring exceptional physical endurance, tactical proficiency, adaptability and operational precision. The Indonesian contingent comprises personnel from the Indonesian Special Forces, bringing their own operational experience, specialised capabilities and knowledge of the regional operating environment to the joint training programme.

GARUDA SHAKTI is designed to enhance mutual understanding, strengthen professional relationships and improve the ability of the two forces to operate together in demanding operational environments. The exercise reflects the growing importance India and Indonesia attach to defence engagement, military-to-military cooperation and the development of practical capabilities to address complex security challenges.

FOCUS ON JUNGLE WARFARE AND SPECIAL OPERATIONS

A central component of the exercise is specialised training in jungle environments, where dense vegetation, restricted visibility, difficult terrain, high humidity and limited lines of communication can significantly complicate military operations. Such environments demand exceptional navigation skills, physical conditioning, situational awareness, teamwork and the ability to make rapid decisions under pressure.

Through coordinated training activities, Indian and Indonesian Special Forces personnel will exchange operational knowledge and familiarise themselves with each other’s tactics, techniques and procedures. The emphasis is on developing a common understanding of mission planning, coordination, movement through challenging terrain and the execution of specialised tasks in complex field conditions.

The training programme includes obstacle crossing, combat marksmanship, mountaineering, air assault training and combat-hardening sessions. Each component is intended to strengthen a different aspect of operational effectiveness while contributing to the overall preparedness of the participating contingents.

Obstacle-crossing exercises are designed to improve agility, coordination, physical endurance and the ability to negotiate difficult terrain and physical barriers. Combat marksmanship training focuses on weapon-handling proficiency, accuracy, discipline and the maintenance of operational standards under demanding conditions.

Mountaineering activities are intended to enhance the ability of personnel to operate across challenging elevations and rugged terrain. These skills are particularly relevant to specialised military missions in which terrain can restrict movement, complicate communications and impose additional physical demands on troops.

Air assault training forms another important element of the programme, familiarising personnel with the requirements of air-mobile operations and the coordination necessary for the movement and employment of forces in demanding operational settings. Meanwhile, combat-hardening sessions are designed to test and improve physical stamina, mental resilience and the ability to sustain performance during intensive training.

Together, these activities provide a comprehensive framework for strengthening individual proficiency, collective coordination and operational confidence.

EXCHANGE OF EXPERTISE, EQUIPMENT AND OPERATIONAL PRACTICES

Beyond physical training and field exercises, GARUDA SHAKTI also provides a platform for the exchange of professional expertise and information relating to weapons, military equipment and operational practices.

Such exchanges allow participating personnel to understand the methods, capabilities and approaches employed by their counterparts. Familiarisation with different equipment and operational procedures can help reduce coordination challenges and improve communication during combined training activities.

For Special Forces, interoperability extends beyond the ability to conduct similar tactical drills. It also involves developing trust, understanding differences in operating procedures, establishing effective communication and building the capacity to coordinate activities in unfamiliar environments.

The interaction between the two contingents is therefore expected to contribute to professional learning while strengthening personal relationships between Indian and Indonesian soldiers. These relationships are an important component of military cooperation, particularly when personnel from different armed forces are required to work together during multinational exercises or other authorised cooperative activities.

VALIDATION EXERCISE TO TEST OPERATIONAL READINESS

The joint training programme will culminate in a validation exercise designed to simulate realistic operational scenarios and assess the performance of both contingents.

The final phase will provide an opportunity to evaluate the skills developed during the exercise, including physical endurance, tactical coordination, communication, teamwork and the ability to respond to challenging operational situations.

By integrating lessons from individual training activities into a broader field scenario, the validation exercise is intended to assess how effectively the participating personnel can apply their skills under demanding conditions.

It will also provide an opportunity for both contingents to identify areas for improvement, exchange feedback and draw lessons that can inform future joint training programmes.

The emphasis on realistic scenarios is particularly significant for Special Forces training, where operational effectiveness depends on a combination of individual proficiency, sound judgement, coordination and the ability to adapt to changing circumstances.

INDIA–INDONESIA DEFENCE PARTNERSHIP GAINS MOMENTUM

The commencement of the 11th edition of GARUDA SHAKTI underscores the continuing importance of defence cooperation in the broader India–Indonesia relationship. As two major maritime nations in the Indo-Pacific, India and Indonesia share an interest in regional stability, closer strategic engagement and stronger defence partnerships.

Military exercises provide a practical mechanism for translating bilateral defence engagement into operational familiarity. By bringing together specialised personnel for focused training, such exercises help develop professional relationships, encourage the exchange of experience and strengthen the foundations for future cooperation.

For India, engagement with Indonesia forms part of its wider effort to deepen partnerships with countries across Southeast Asia and the Indo-Pacific. For Indonesia, military cooperation with India provides opportunities to expand professional exchanges, improve interoperability and strengthen ties with a major regional defence partner.

The two countries’ cooperation also reflects the wider significance of military-to-military engagement in an evolving regional security environment. Joint exercises allow armed forces to learn from one another, develop a shared understanding of operational challenges and maintain channels of professional communication.

However, the immediate focus of GARUDA SHAKTI remains practical military training, with particular emphasis on jungle warfare, specialised field skills and the ability of the two contingents to coordinate effectively in challenging environments.

A STEP TOWARDS STRONGER MILITARY INTEROPERABILITY

Running from 27 October to 6 November 2026, the exercise will provide Indian and Indonesian Special Forces personnel with an opportunity to train together, exchange operational knowledge and evaluate their capabilities through a structured programme of specialised activities.

The participation of India’s Parachute Regiment (Special Forces) and Indonesia’s Special Forces places elite military personnel at the centre of this bilateral engagement. The combination of field training, professional exchanges and a final validation exercise is intended to strengthen operational understanding while reinforcing the relationship between the participating forces.

As GARUDA SHAKTI progresses towards its concluding phase, the exercise is expected to contribute to a stronger foundation of mutual trust, professional cooperation and military interoperability between India and Indonesia.

More than a series of training activities, the exercise represents a continuing investment in the professional relationship between the two countries’ Special Forces and in the broader India–Indonesia defence partnership.
