नई दिल्ली/चेन्नई, 25 अगस्त 2026: भारत और वियतनाम ने समुद्री सुरक्षा, समुद्री बचाव अभियानों, समुद्री कानून प्रवर्तन, समुद्री प्रदूषण से निपटने और तटरक्षक बलों की क्षमता निर्माण के क्षेत्र में अपने द्विपक्षीय सहयोग को और मजबूत करने की दिशा में महत्वपूर्ण कदम आगे बढ़ाया है। चेन्नई में 25 अगस्त 2026 को भारतीय तटरक्षक बल (Indian Coast Guard) और वियतनाम कोस्ट गार्ड (Vietnam Coast Guard) के बीच 7वीं हाई-लेवल मीटिंग आयोजित की गई। यह बैठक वर्ष 2015 में भारत और वियतनाम के बीच तटरक्षक सहयोग के लिए हुए Memorandum of Understanding यानी MoU के तहत आयोजित की गई। बैठक में दोनों देशों के वरिष्ठ अधिकारियों ने मौजूदा सहयोग की समीक्षा करने के साथ-साथ समुद्री क्षेत्र में भविष्य के सहयोग को और मजबूत करने पर व्यापक चर्चा की।

समुद्री प्रदूषण से निपटना भी दोनों देशों के तटरक्षक सहयोग का एक महत्वपूर्ण हिस्सा है। बैठक में Marine Pollution Response पर चर्चा यह दर्शाती है कि भारत और वियतनाम समुद्री सुरक्षा को केवल सैन्य या कानून प्रवर्तन के दृष्टिकोण से नहीं देखते, बल्कि समुद्री पर्यावरण की सुरक्षा को भी समान रूप से महत्वपूर्ण मानते हैं।

नियमित संस्थागत संपर्क के माध्यम से दोनों पक्ष अपने मौजूदा कार्यक्रमों की समीक्षा कर सकते हैं, नई जरूरतों की पहचान कर सकते हैं और भविष्य के सहयोग की दिशा तय कर सकते हैं। इससे वरिष्ठ अधिकारियों से लेकर operational personnel तक सहयोग की एक व्यापक व्यवस्था विकसित होती है। यही व्यवस्था भविष्य में किसी समुद्री आपात स्थिति या संयुक्त अभ्यास के दौरान बेहतर coordination का आधार बन सकती है।

27 अगस्त को समुद्र में होगा SAHYOG–HOPTAC Joint Exercise

भारत और वियतनाम के तटरक्षक सहयोग का अगला बड़ा परिचालन कार्यक्रम SAHYOG–HOPTAC Joint Exercise है, जो 27 अगस्त 2026 को समुद्र में आयोजित किया जाना है। यह संयुक्त अभ्यास 7वीं हाई-लेवल मीटिंग में हुई चर्चाओं को operational level पर आगे बढ़ाने का महत्वपूर्ण अवसर प्रदान करेगा।

इस अभ्यास के दौरान दोनों तटरक्षक बलों के personnel को समुद्री वातावरण में एक साथ काम करने, operational coordination बढ़ाने और Best Practices का आदान-प्रदान करने का अवसर मिलेगा। संयुक्त अभ्यास केवल operational capabilities को परखने का माध्यम नहीं होते, बल्कि वे दोनों पक्षों के personnel के बीच mutual understanding और confidence को भी मजबूत करते हैं।

SAHYOG–HOPTAC से Operational Coordination को मिलेगा बढ़ावा

SAHYOG–HOPTAC Joint Exercise का सबसे महत्वपूर्ण उद्देश्य दोनों तटरक्षक बलों के बीच operational coordination को और बेहतर बनाना होगा। समुद्र में किसी वास्तविक emergency के दौरान communication और coordination की गति बेहद महत्वपूर्ण होती है। ऐसे में संयुक्त अभ्यास दोनों देशों के personnel को वास्तविक operational environment के करीब प्रशिक्षण और अनुभव प्रदान करते हैं।

अभ्यास के दौरान दोनों पक्ष एक-दूसरे की प्रक्रियाओं, operational approaches और capabilities को बेहतर तरीके से समझ सकते हैं। इससे भविष्य में किसी वास्तविक maritime contingency के दौरान संयुक्त अथवा coordinated response को अधिक प्रभावी बनाने में मदद मिल सकती है। साथ ही अभ्यास से यह पहचानने का अवसर भी मिलता है कि किन क्षेत्रों में भविष्य में अतिरिक्त प्रशिक्षण या सहयोग की आवश्यकता है।

भारत-वियतनाम समुद्री सहयोग केवल सुरक्षा तक सीमित नहीं

भारत और वियतनाम के तटरक्षक बलों के बीच बढ़ता सहयोग यह भी दर्शाता है कि दोनों देशों की maritime partnership केवल traditional security concerns तक सीमित नहीं है। Search and Rescue, Marine Pollution Response, maritime law enforcement, capacity building और environmental sustainability जैसे क्षेत्र इस सहयोग को व्यापक स्वरूप प्रदान करते हैं।

भारत के लिए वियतनाम के साथ तटरक्षक सहयोग दक्षिण-पूर्व एशिया और इंडो-पैसिफिक क्षेत्र में maritime engagement को मजबूत करने का एक महत्वपूर्ण माध्यम है। वहीं वियतनाम के लिए भारतीय तटरक्षक बल के साथ पेशेवर संपर्क operational knowledge और institutional cooperation के नए अवसर उपलब्ध कराता है। इस प्रकार दोनों देशों का सहयोग व्यापक क्षेत्रीय maritime stability में भी योगदान दे सकता है।

Maritime Safety, Security और Environmental Sustainability पर साझा दृष्टिकोण

बैठक के दौरान दोनों तटरक्षक बलों ने क्षेत्र में maritime safety, security और environmental sustainability को बढ़ावा देने के लिए मित्रता और सहयोग की भावना से मिलकर काम करने की साझा प्रतिबद्धता दोहराई। यह दृष्टिकोण समुद्री क्षेत्र की बदलती चुनौतियों को व्यापक तरीके से देखने को दर्शाता है।

आज समुद्री सुरक्षा केवल जहाजों और सीमाओं की सुरक्षा तक सीमित नहीं है। समुद्री यातायात की सुरक्षा, संकट में फंसे लोगों को बचाना, समुद्री कानून लागू करना और समुद्री पर्यावरण को सुरक्षित रखना भी क्षेत्रीय स्थिरता के महत्वपूर्ण हिस्से हैं। भारत और वियतनाम के तटरक्षक बलों के बीच सहयोग इन सभी क्षेत्रों को एक साझा maritime framework के भीतर आगे बढ़ाने की दिशा में महत्वपूर्ण कदम है।

चेन्नई की बैठक ने भारत-वियतनाम Coast Guard Partnership को दी नई मजबूती

चेन्नई में हुई 7वीं हाई-लेवल मीटिंग को भारत और वियतनाम के तटरक्षक सहयोग के विकास में एक महत्वपूर्ण पड़ाव माना जा सकता है। 2015 के MoU के तहत विकसित हो रहा यह सहयोग अब Search and Rescue, Maritime Law Enforcement, Marine Pollution Response, Capacity Building, Professional Exchanges और Ship Visits जैसे कई operational क्षेत्रों तक पहुंच चुका है।

दोनों देशों का जोर इस बात पर है कि सहयोग केवल उच्चस्तरीय बैठकों तक सीमित न रहे, बल्कि training programmes, professional exchanges और joint exercises के जरिए operational level पर भी लगातार मजबूत हो। 27 अगस्त को होने वाला SAHYOG–HOPTAC Joint Exercise इसी निरंतर प्रक्रिया की अगली कड़ी होगा।

इंडो-पैसिफिक में मजबूत होती समुद्री साझेदारी का संकेत

भारत और वियतनाम के तटरक्षक बलों के बीच बढ़ता सहयोग व्यापक इंडो-पैसिफिक क्षेत्र में maritime cooperation की बढ़ती भूमिका को भी दर्शाता है। दोनों देशों ने अपने सहयोग को practical और operational क्षेत्रों से जोड़कर यह संकेत दिया है कि समुद्री सुरक्षा के क्षेत्र में साझेदारी केवल रणनीतिक घोषणाओं तक सीमित नहीं रहनी चाहिए, बल्कि उसे नियमित अभ्यास, प्रशिक्षण, सूचना और अनुभव के आदान-प्रदान तथा संस्थागत संपर्क के जरिए जमीन और समुद्र पर लागू किया जाना चाहिए।

7वीं हाई-लेवल मीटिंग ने दोनों Coast Guards के बीच मौजूदा संबंधों की समीक्षा करते हुए भविष्य के सहयोग की दिशा को और स्पष्ट किया है। अब 27 अगस्त का SAHYOG–HOPTAC Joint Exercise इस सहयोग को operational dimension प्रदान करेगा। नियमित institutional interactions, training programmes, ship visits और professional exchanges के माध्यम से भारत और वियतनाम अपने तटरक्षक बलों के बीच mutual trust, coordination और interoperability को और मजबूत कर सकते हैं।

भारत और वियतनाम का साझा संदेश—सुरक्षित और टिकाऊ समुद्री क्षेत्र

पूरे घटनाक्रम का व्यापक संदेश यही है कि भारत और वियतनाम समुद्री क्षेत्र को सुरक्षित, स्थिर और पर्यावरण की दृष्टि से टिकाऊ बनाने के लिए एक साथ काम करने के लिए प्रतिबद्ध हैं। तटरक्षक बलों के बीच सहयोग का सीधा असर समुद्र में लोगों की सुरक्षा, maritime law enforcement, environmental protection और emergency response capabilities पर पड़ता है।

25 अगस्त की 7वीं हाई-लेवल मीटिंग और 27 अगस्त को प्रस्तावित SAHYOG–HOPTAC Joint Exercise मिलकर भारत-वियतनाम Coast Guard partnership की निरंतरता और बढ़ती operational depth को दर्शाते हैं। आने वाले समय में ऐसे संयुक्त अभ्यास, training programmes, ship visits और professional exchanges दोनों देशों के तटरक्षक बलों के बीच बेहतर coordination विकसित करने के साथ-साथ क्षेत्रीय maritime safety और security को भी मजबूत करने में महत्वपूर्ण भूमिका निभा सकते हैं।
