INDIAN AIR FORCE UNVEILS FUTURE UNMANNED WARFARE VISION, ENGAGES 100 INDUSTRY REPRESENTATIVES ON AUTONOMOUS SYSTEMS ROADMAP

IAF pushes for indigenous drones, autonomous software, advanced navigation and homegrown propulsion systems as India accelerates its drive towards self-reliance in next-generation air power

NEW DELHI: The Indian Air Force (IAF) has intensified its engagement with India’s defence industry to advance the development of indigenous unmanned aerial systems and autonomous technologies, organising a major Industry Outreach Programme at Vigyan Bhawan in New Delhi to communicate its long-term operational requirements, future capability priorities and technological expectations in the rapidly evolving domain of unmanned and autonomous warfare. The initiative brought together approximately 100 representatives from drone manufacturing companies, Micro, Small and Medium Enterprises (MSMEs), startups and other industry partners, providing a dedicated platform for the armed service to explain how India’s domestic defence ecosystem can contribute to the next generation of air power. The programme was chaired by Air Marshal Premkumar K, VM, VSM, Director General (Weapon Systems), Air Headquarters. The engagement represents an important step towards strengthening cooperation between the IAF and India’s growing unmanned systems industry, with an emphasis on translating emerging technologies into operationally credible, reliable and sustainable military capabilities.

IAF OUTLINES LONG-TERM VISION FOR UNMANNED AND AUTONOMOUS WARFARE

The Industry Outreach Programme was organised to provide industry stakeholders with a clearer understanding of the Indian Air Force’s long-term requirements in the field of unmanned and autonomous systems. As military aviation undergoes a significant technological transformation, unmanned platforms are becoming increasingly important in modern air operations, surveillance, reconnaissance, combat support, network-enabled operations and other mission areas. The IAF’s engagement with domestic manufacturers and technology developers is intended to bridge the gap between operational requirements and the technological solutions being developed by Indian companies. Rather than limiting cooperation to individual products or isolated procurement opportunities, the programme focused on communicating a broader capability vision that can guide industry investment, research, engineering and collaborative development. By providing greater clarity about future requirements, the IAF aims to encourage companies to develop technologies that address actual military needs while strengthening India’s ability to design, manufacture, maintain and upgrade its own unmanned systems.

IAF UNMANNED AND AUTONOMOUS SYSTEMS ROADMAP BUILDS ON DRONATHON 2026

The outreach initiative builds on the Indian Air Force’s Unmanned and Autonomous Systems Roadmap, which was released during IAF Dronathon 2026 at Pokhran on 14 September 2026. The roadmap provides an overarching framework for communicating the service’s future expectations in an area that is becoming increasingly significant to military aviation and air combat. During the New Delhi programme, the IAF elaborated on its future requirements and technological priorities and distributed copies of the IAF Roadmap booklet to participating industry representatives. This step is intended to give companies, startups, MSMEs and other stakeholders a more structured understanding of the capability areas in which the IAF anticipates further development. By making its long-term priorities more accessible to industry, the service can encourage better alignment between research programmes, product development, testing and operational requirements. The initiative also creates opportunities for industry participants to evaluate their existing technological strengths and identify areas where additional research, partnerships or indigenous engineering efforts may be required.

LAYERED AND NETWORKED UNMANNED SYSTEMS TO SHAPE FUTURE AIR POWER

A central feature of the roadmap is the vision of a layered and networked family of unmanned systems designed to respond to the changing character of air warfare. Modern air power increasingly depends on the ability of different platforms and capabilities to operate as part of a coordinated operational network rather than as isolated assets. Within this broader approach, unmanned systems can potentially perform complementary roles across different mission categories, with their capabilities tailored to operational requirements, platform characteristics and the level of autonomy involved. A networked approach can also support more effective information exchange and coordination between unmanned platforms and existing or future manned aircraft, subject to the relevant technical, operational and security requirements. The IAF’s roadmap emphasises the need for indigenous systems that are operationally relevant, dependable and resilient, enabling them to contribute meaningfully to future military operations. However, the roadmap’s broad vision should not be interpreted as confirmation that every contemplated platform, mission or technology has already been selected, contracted or inducted into service.

INDIGENOUS PROPULSION EMERGES AS A CRITICAL TECHNOLOGY PRIORITY

The programme highlighted indigenous propulsion as one of the important technology areas requiring focused attention if India is to reduce its dependence on external suppliers in the unmanned systems sector. Propulsion technology is a fundamental component of an aerial platform because it influences endurance, payload capacity, operating characteristics, reliability and overall mission performance. Dependence on foreign engines and associated components can also create supply-chain vulnerabilities, maintenance challenges and restrictions on long-term upgrades. Strengthening domestic propulsion capabilities could therefore help Indian manufacturers develop platforms better suited to the operational requirements of the armed forces while improving the country’s ability to sustain these systems throughout their service lives. The IAF’s emphasis on this area points towards the broader challenge of building an integrated domestic industrial base in which critical subsystems are developed alongside airframes, control systems, communications equipment and mission technologies. The programme did not, however, announce a specific engine development contract, supplier selection or quantified propulsion target.

AUTONOMOUS SOFTWARE AND RESILIENT NAVIGATION IN FOCUS

Autonomous software and resilient navigation were also identified among the critical technology areas requiring greater indigenous capability. Autonomous software can support a range of functions, including flight management, mission execution, route planning, obstacle avoidance and coordination between platforms, depending on the system’s design and authorised level of autonomy. Developing such software domestically can provide Indian designers with greater control over system architecture, upgrades, integration and security assurance. Resilient navigation is equally important because military unmanned platforms may need to operate in environments where satellite navigation signals are degraded, disrupted or unavailable. Dependable navigation solutions can improve a platform’s ability to maintain situational awareness and perform its assigned mission under challenging operating conditions. These capabilities must be developed alongside rigorous testing, cybersecurity safeguards, human oversight where required and reliable fail-safe mechanisms. By identifying these technologies as areas of priority, the IAF is signalling the importance of investing not only in the physical construction of drones but also in the software and electronic systems that determine their effectiveness in modern military environments.

STANDARDISED INTERFACES ESSENTIAL FOR INTEGRATION AND INTEROPERABILITY

Standardised interfaces were another significant area highlighted during the industry engagement. As the number and diversity of unmanned platforms increase, the ability to integrate different systems, subsystems and mission equipment becomes an important engineering and operational consideration. Common and well-defined interfaces can help simplify integration, improve interoperability, support maintenance and facilitate the incorporation of upgraded components without requiring extensive redesign of an entire platform. They can also make it easier for multiple domestic companies to contribute specialised technologies to a wider system architecture. For the IAF, a more coherent approach to interfaces could support the development of an ecosystem in which platforms, sensors, communications systems and mission applications are designed to work together according to defined technical and security requirements. Achieving this objective would require coordination between military users, manufacturers, software developers, research institutions and testing agencies. Standardisation would not eliminate the need for platform-specific engineering, but it could provide a more predictable foundation for collaboration and future capability upgrades.

AATMANIRBHARTA IN UNMANNED SYSTEMS DESCRIBED AS AN OPERATIONAL NECESSITY

A major message of the programme was that Aatmanirbharta in unmanned and autonomous systems should be treated as an operational necessity rather than merely a long-term aspiration. Indigenous development is strategically important because military capability depends not only on acquiring equipment but also on maintaining access to critical components, technical knowledge, software updates, repairs and future modifications. Excessive dependence on external suppliers can expose defence programmes to international supply disruptions, export restrictions, maintenance limitations and geopolitical uncertainties. Building domestic capabilities can help India exercise greater control over the design, production, sustainment and evolution of its military unmanned systems. At the same time, meaningful self-reliance requires more than assembling imported components within the country. It calls for investment in research and development, advanced manufacturing, testing infrastructure, engineering talent, intellectual property, quality assurance and dependable supply chains. The IAF’s emphasis on propulsion, software, navigation and interfaces reflects the importance of strengthening critical technologies that underpin the operational effectiveness of unmanned platforms.

MSMEs AND STARTUPS GIVEN A ROLE IN INDIA’S FUTURE DEFENCE TECHNOLOGY ECOSYSTEM

The participation of MSMEs and startups formed an important part of the programme’s wider industry engagement. Smaller companies and emerging technology firms can contribute specialised expertise in areas such as embedded electronics, sensors, communication equipment, artificial intelligence, flight-control software, navigation technologies, materials and component manufacturing. Their participation can help diversify the domestic supplier base and create opportunities for innovative solutions that may not originate within large established defence manufacturers. However, the transition from a promising prototype to a dependable military system requires substantial engineering effort, structured testing, quality control, secure manufacturing and long-term support. Through clearer communication of operational priorities, the IAF aims to encourage smaller firms to direct their capabilities towards military requirements and explore collaboration with larger industry partners, research institutions and other technology developers. The involvement of approximately 100 representatives from drone companies and associated industry partners illustrates the scale of participation in this particular programme, although it does not by itself establish the number of companies that will subsequently enter formal development or procurement arrangements.

INDUSTRY, ACADEMIA AND THE IAF EXPECTED TO STRENGTHEN COLLABORATIVE DEVELOPMENT

The Indian Air Force has emphasised sustained engagement with industry, MSMEs, startups and academia as a means of accelerating innovation and encouraging collaborative development. Universities, research laboratories and technical institutions can contribute fundamental research, advanced materials, algorithms, simulation, testing methodologies and specialised engineering expertise. Industry partners can help convert these research outcomes into manufacturable products, while the IAF can communicate operational needs and assess whether proposed technologies offer practical military value. A sustained partnership between these stakeholders could shorten the distance between laboratory research, prototype development, qualification and eventual operational deployment. Such cooperation would also help identify technical challenges at an earlier stage, reduce duplication of effort and encourage investment in areas where domestic capabilities remain limited. The success of this approach will depend on clearly defined requirements, suitable testing and evaluation arrangements, effective intellectual-property frameworks, realistic development timelines and consistent opportunities for industry to demonstrate its solutions. The outreach programme provides a foundation for engagement, but individual projects and their outcomes would depend on subsequent decisions and formal processes.

FROM TECHNOLOGICAL INNOVATION TO OPERATIONALLY CREDIBLE CAPABILITIES

One of the key objectives outlined by the IAF is to translate emerging technologies into credible operational capabilities. In defence aviation, technological innovation alone does not guarantee military effectiveness. An unmanned system must meet demanding requirements for reliability, performance, safety, maintainability, secure communications and compatibility with its intended operational environment. It must also undergo appropriate testing and evaluation before its capabilities can be relied upon in service. Autonomous functions require particular attention to predictable behaviour, failure management, cybersecurity and appropriate human supervision. Similarly, navigation and communications systems must be assessed against the conditions in which a platform is expected to operate. The IAF’s roadmap therefore represents a broader capability-development challenge: creating systems that are not only technologically advanced but also dependable, supportable and suitable for sustained military use. Industry participation will be important in achieving this objective because the development of complete unmanned capabilities often requires contributions from multiple specialised suppliers rather than a single manufacturer working in isolation.

STRENGTHENING INDIA’S DOMESTIC DEFENCE INDUSTRIAL BASE

The outreach programme also reflects a wider effort to strengthen India’s domestic defence industrial base. Developing indigenous unmanned and autonomous systems can generate benefits across multiple industrial segments, including aerospace engineering, electronics, software, propulsion, advanced materials, communications and precision manufacturing. Greater domestic participation can help expand technical expertise, create specialised jobs and build capabilities that may have applications beyond a single military platform. It can also improve the prospects for long-term maintenance, component replacement and system upgrades within India. Nevertheless, building a robust ecosystem requires sustained investment, predictable development opportunities, strong quality standards, competitive products and the ability to manufacture at scale. Companies must be able to demonstrate that their technologies meet military performance requirements while remaining reliable and supportable over time. The IAF’s decision to communicate its roadmap directly to industry stakeholders is therefore significant as an effort to improve coordination between the armed service’s long-term needs and the domestic industry’s capacity to meet them.

STRATEGIC SIGNIFICANCE FOR INDIA’S FUTURE AIR POWER

The growing importance of unmanned and autonomous systems has made the development of indigenous capabilities a significant consideration for India’s future air power. The IAF’s latest engagement underscores the need to prepare for an operating environment in which manned aircraft may increasingly work alongside unmanned platforms and digitally connected mission systems. Such capabilities could support a wider range of military tasks, depending on the systems developed, their performance and the operational concepts adopted by the service. Indigenous technology development would also provide India with greater flexibility in modifying systems to meet its own requirements and sustaining them over the long term. At the same time, the practical impact of the roadmap will depend on the successful translation of its priorities into research programmes, tested prototypes, qualified systems and formal acquisition decisions. The New Delhi outreach programme should therefore be understood as an important industry-engagement initiative within a larger process of capability development, rather than as an announcement that a particular new drone fleet has already been ordered or inducted.

A LONG-TERM PUSH TO ALIGN INDUSTRY WITH MILITARY REQUIREMENTS

The Industry Outreach Programme at Vigyan Bhawan represents a structured effort by the Indian Air Force to bring domestic technology developers closer to its future operational requirements. By building on the roadmap released during IAF Dronathon 2026 at Pokhran, communicating technological priorities and distributing the roadmap booklet, the service has sought to provide industry participants with a clearer basis for planning research and development. The emphasis on indigenous propulsion, autonomous software, resilient navigation and standardised interfaces highlights the importance of developing critical technologies within India rather than relying excessively on external sources. The participation of MSMEs, startups, drone companies and other industry partners also reinforces the need for a broad-based industrial ecosystem capable of contributing to different parts of the unmanned systems value chain. The programme’s longer-term significance will ultimately be measured by the technologies developed, the reliability of the resulting systems, the depth of domestic manufacturing and the extent to which industry-led innovation can be converted into operational capabilities that support India’s defence preparedness and technological self-reliance.
