Indian Coast Guard and Assam Rifles Strengthen Security Cooperation: 6th Joint Working Group Meeting Concludes in Kochi

In a significant step towards enhancing inter-service synergy and bolstering India’s internal and coastal security grid, the 6th Joint Working Group (JWG) meeting between the Indian Coast Guard (ICG) and Assam Rifles concluded today at the ICG District Headquarters No. 4 (Kerala & Mahe), Kochi.

The high-level meeting, held on 27 June 2025, brought together senior delegates from both the Indian Coast Guard and Assam Rifles to deliberate on enhancing operational coordination, sharing best practices, and fostering cultural exchanges. This year’s meeting further cemented the growing collaboration between the two distinguished forces, critical to safeguarding India’s land borders, coastal regions, and maritime interests.

Institutional Synergy at the Forefront

Discussions during the meeting centered on several key themes:

• Improving Interoperability during security operations, especially in sensitive coastal and border regions.
• Exchanging Best Practices related to surveillance, intelligence sharing, and operational protocols.
• Promoting Cultural and Personnel Exchanges to build stronger bonds between personnel of both forces.
• Joint Training Programs to enhance readiness in responding to security challenges and humanitarian crises.

Senior officials highlighted the importance of combining the unique strengths of both forces—Assam Rifles’ expertise in border management and counter-insurgency, and the Indian Coast Guard’s capabilities in maritime law enforcement, coastal security, and disaster response.

A Growing Partnership Since 2019

The strong collaborative relationship between the Indian Coast Guard and Assam Rifles was formally institutionalized on May 22, 2019, through an official affiliation ceremony held in Shillong. Since then, both forces have undertaken numerous joint activities, exercises, and personnel exchanges, creating an integrated approach to address India’s evolving security challenges.

Over the past six years, the JWG mechanism has served as an effective platform for both forces to align operational priorities, coordinate on emerging security issues, and build mutual understanding.

Focus on Multi-Domain Preparedness

With increasing security threats along India’s borders and coastline, both the Indian Coast Guard and Assam Rifles emphasized the need for enhanced preparedness. Delegates discussed:

• Strengthening joint capabilities to counter smuggling, trafficking, illegal infiltration, and maritime security threats.
• Seamless information sharing mechanisms to enhance situational awareness.
• Cooperation during humanitarian assistance and disaster relief (HADR) operations, especially in remote and vulnerable regions.
• Participation in sports, adventure activities, and cultural programs to promote camaraderie and morale among troops.

Assam Rifles and ICG: Critical Pillars of India’s Security Architecture

The Indian Coast Guard, as the fourth largest Coast Guard in the world, plays a pivotal role in securing India’s vast coastline, Exclusive Economic Zone (EEZ), and maritime borders. It also undertakes critical operations such as search and rescue, marine environmental protection, and coastal surveillance.

The Assam Rifles, known as the Sentinels of the Northeast, have been instrumental in ensuring peace, stability, and security in India’s northeastern frontiers. With expertise in border management, counter-insurgency, and community engagement, the force remains a key contributor to internal security.

Strengthening the ‘Whole-of-Government’ Approach to National Security

The JWG meeting reflects the Government of India’s vision of fostering greater cooperation and interoperability among security agencies, essential for addressing the complex, multi-dimensional threats facing the nation.

The engagement aligns with India’s broader ‘Whole-of-Government’ approach, aimed at harnessing the strengths of various security forces, intelligence agencies, and civil administration to build a comprehensive security framework.

देश की आंतरिक और समुद्री सुरक्षा को सशक्त करने की दिशा में एक और महत्वपूर्ण कदम उठाते हुए, भारतीय तटरक्षक बल (ICG) और असम राइफल्स के बीच 6वीं संयुक्त कार्य समूह (JWG) बैठक आज कोच्चि स्थित भारतीय तटरक्षक बल जिला मुख्यालय संख्या 4 (केरल और माहे) में संपन्न हुई।

इस उच्चस्तरीय बैठक में दोनों बलों के वरिष्ठ अधिकारियों ने हिस्सा लिया और सीमा व तटीय सुरक्षा के क्षेत्र में परस्पर समन्वय को बढ़ाने, बेहतरीन कार्य प्रणालियों के आदान-प्रदान, और सांस्कृतिक जुड़ाव को प्रोत्साहित करने जैसे अहम मुद्दों पर विचार-विमर्श किया।

संस्थागत तालमेल को और मजबूत करने पर विशेष जोर

बैठक में मुख्य रूप से निम्न मुद्दों पर चर्चा हुई:

• सुरक्षा अभियानों में परिचालन समन्वय और संयुक्त कार्यक्षमता बढ़ाना।
• निगरानी, खुफिया सूचना साझा करने और संचालन से जुड़ी बेहतरीन कार्य प्रणालियों का आदान-प्रदान।
• बलों के जवानों के बीच सांस्कृतिक और व्यक्तिगत स्तर पर संवाद और आदान-प्रदान को बढ़ावा देना।
• संयुक्त प्रशिक्षण कार्यक्रमों के माध्यम से दोनों बलों की युद्धक तैयारियों को सशक्त करना।

2019 से निरंतर मजबूत होता सहयोग

भारतीय तटरक्षक बल और असम राइफल्स के बीच औपचारिक सहयोग की शुरुआत 22 मई 2019 को शिलॉन्ग में आयोजित एक आधिकारिक समारोह में हुई थी। तब से लेकर अब तक दोनों बलों ने कई संयुक्त अभ्यास, प्रशिक्षण, और जवानों के आदान-प्रदान कार्यक्रम आयोजित किए हैं, जिससे सुरक्षा चुनौतियों से निपटने के लिए एकीकृत दृष्टिकोण को बढ़ावा मिला है।

संयुक्त कार्य समूह की यह बैठक पिछले छह वर्षों की इस मजबूत साझेदारी का एक और प्रमाण है, जिसमें दोनों बलों ने सुरक्षा संचालन के प्राथमिकताओं को साझा किया, उभरती चुनौतियों पर चर्चा की, और परस्पर विश्वास को और प्रगाढ़ किया।

बहु-आयामी सुरक्षा चुनौतियों से निपटने की तैयारी

सीमा और तटीय क्षेत्रों में सुरक्षा चुनौतियों को देखते हुए दोनों बलों ने संयुक्त रूप से निम्नलिखित बिंदुओं पर सहमति जताई:

• तस्करी, मानव तस्करी, अवैध घुसपैठ, और समुद्री सुरक्षा खतरों से निपटने के लिए संयुक्त प्रयासों को बढ़ाना।
• सूचना साझा करने के तंत्र को और मजबूत करना।
• आपदा प्रबंधन और मानवीय सहायता अभियानों में संयुक्त रूप से काम करना।
• खेल, साहसिक गतिविधियों और सांस्कृतिक कार्यक्रमों में सहभागिता बढ़ाना, जिससे जवानों के बीच सामंजस्य और मनोबल सशक्त हो।

देश की सुरक्षा में अहम भूमिका निभाते हैं दोनों बल

भारतीय तटरक्षक बल विश्व में चौथे स्थान का सबसे बड़ा कोस्ट गार्ड बल है, जो भारत की विशाल समुद्री सीमा, विशेष आर्थिक क्षेत्र (EEZ) और समुद्री कानून लागू करने में अहम भूमिका निभाता है। साथ ही यह बल खोज और बचाव अभियानों, समुद्री प्रदूषण नियंत्रण और तटीय निगरानी में भी सक्रिय रहता है।

असम राइफल्स, जिसे पूर्वोत्तर का प्रहरी कहा जाता है, भारत के पूर्वोत्तर सीमावर्ती क्षेत्रों में शांति, स्थिरता और सुरक्षा बनाए रखने में महत्वपूर्ण भूमिका निभाता है। सीमाओं की निगरानी, आतंकवाद-रोधी अभियानों और स्थानीय समुदायों से संपर्क में यह बल अग्रणी है।

‘समूचा सरकार’ दृष्टिकोण के तहत सुरक्षा ढांचे को मजबूत करने पर जोर

यह संयुक्त कार्य समूह बैठक भारत सरकार की उस नीति का हिस्सा है, जिसके तहत देश की सुरक्षा एजेंसियों के बीच सहयोग, समन्वय और संयुक्त परिचालन को बढ़ावा दिया जा रहा है। देश की जटिल और बहुआयामी सुरक्षा चुनौतियों से निपटने के लिए यह दृष्टिकोण बेहद आवश्यक है।

भविष्य की दिशा

6वीं JWG बैठक के सफल आयोजन के साथ ही दोनों बलों ने भविष्य में और अधिक संयुक्त अभियानों, प्रशिक्षण कार्यक्रमों, और एकीकृत कार्य प्रणाली को विकसित करने का संकल्प दोहराया।

इससे भारत की सीमा और समुद्री सुरक्षा को और मजबूती मिलेगी, साथ ही राष्ट्रीय सुरक्षा ढांचे को और व्यापक एवं प्रभावी बनाने में भी मदद मिलेगी।
