12th NATIONAL MARITIME SEARCH AND RESCUE EXERCISE BRINGS TOGETHER INDIA’S MAJOR MARITIME AND AERONAUTICAL AGENCIES
PARADIP, ODISHA, 8 OCTOBER 2026: The Indian Coast Guard conducted the 12th National Maritime Search and Rescue Exercise, SAREX-2026, off the Paradip coast of Odisha, bringing together a wide spectrum of maritime, aviation, state and civil agencies in a complex demonstration of India’s ability to respond rapidly to large-scale emergencies at sea. Conducted under the aegis of the National Maritime Search and Rescue Board (NMSARB), the exercise was designed around the theme “Leveraging Technology to Strengthen SAR Preparedness and Maritime Safety.” The exercise provided a realistic operational environment to test India’s preparedness for a major maritime emergency involving a large number of people, multiple rescue assets, aviation support, firefighting requirements and coordinated evacuation. It also demonstrated how different agencies can function together under a common response architecture when a maritime disaster develops rapidly and demands immediate mobilisation of resources.
DIRECTOR GENERAL PARAMESH SIVAMANI REVIEWS THE EXERCISE AS INDIA STRENGTHENS ITS MARITIME SAR ARCHITECTURE
The exercise was reviewed by Director General Paramesh Sivamani, AVSM, PTM, TM, Director General, Indian Coast Guard, who witnessed the coordinated response and operational activities conducted during SAREX-2026. His presence underscored the importance attached by the Indian Coast Guard to strengthening India’s national maritime search and rescue architecture and ensuring that the country’s response mechanisms remain prepared for increasingly complex emergencies at sea. Modern maritime accidents can rapidly evolve into multi-dimensional crises involving ships, aircraft, fire, mass casualties, damaged vessels and people requiring immediate evacuation. SAREX-2026 was therefore structured not merely as a conventional rescue drill but as a comprehensive validation of India’s ability to bring together maritime and aeronautical resources under a unified operational response.
32 OBSERVERS FROM 30 COUNTRIES WITNESS INDIA’S MARITIME RESCUE CAPABILITY
A major international dimension was added to SAREX-2026 through the participation of 32 observers from 30 countries. Their presence reflected the growing importance of international cooperation in maritime search and rescue, particularly in an era when commercial shipping, aviation and maritime activity routinely cross national boundaries. Search and rescue at sea cannot always be managed within the territorial boundaries of a single country, and effective response often depends on information sharing, interoperable procedures and mutual understanding between maritime agencies. The participation of foreign observers provided an opportunity to exchange operational practices, study India’s SAR response architecture and strengthen international interoperability. It also reinforced India’s emerging role as a dependable maritime Search and Rescue partner in the wider Indian Ocean region.
INDIAN COAST GUARD, NAVY, AIR FORCE AND CIVIL AGENCIES JOIN HANDS
SAREX-2026 brought together a broad coalition of agencies, reflecting the fact that large-scale maritime emergencies cannot be handled by a single organisation. The participating agencies included the Indian Coast Guard, Indian Navy, Indian Air Force, Shipping Corporation of India, Directorate General of Shipping, Fisheries authorities, Customs, Marine Police, Paradip Port Authority and Odisha State Administration. The exercise demonstrated the importance of bringing these organisations together through a coordinated command and communication structure. Each agency brings a different capability to a maritime emergency, ranging from offshore rescue and aviation support to port management, firefighting, maritime policing, medical assistance, shipping coordination and state-level disaster response. The exercise was designed to validate how these capabilities can be integrated when a mass rescue situation unfolds within a short period of time.
15 COAST GUARD SHIPS AND MULTIPLE AIR ASSETS CREATE A MULTI-DOMAIN RESCUE FORCE
The scale of the exercise was reflected in the number and variety of assets deployed. The Indian Coast Guard fielded 15 ships, three Dornier aircraft, three Advanced Light Helicopters and a Chetak helicopter, while the Indian Air Force contributed a C-130J transport aircraft and Mi-17 helicopters. The Indian Navy deployed two ships, while civil and state resources and shore-based support units also participated. The combination of fixed-wing aircraft, helicopters, naval and Coast Guard ships and shore-based elements provided the exercise with a genuine multi-domain character. Such an arrangement is essential during mass rescue operations because maritime survivors can be spread across a wide area, while damaged ships, aircraft wreckage, fires and weather conditions can create multiple simultaneous challenges. A coordinated air-sea response enables rescuers to locate survivors, reach them quickly, provide emergency assistance and transfer them to safer locations.
A COMPLEX MASS RESCUE SCENARIO PUTS INDIA’S RESPONSE SYSTEM TO THE TEST
The centrepiece of SAREX-2026 was a simulated Mass Rescue Operation involving a highly complex combined aeronautical and maritime emergency. The exercise scenario involved a passenger aircraft carrying 228 people ditching at sea near Paradip Port. The aircraft fuselage was then simulated to impact the container vessel MV Zumba, resulting in structural damage and fire. The scenario was deliberately designed to create multiple simultaneous emergencies requiring rapid decision-making and close coordination between agencies. Instead of dealing with a single rescue event, responders had to manage an aircraft accident, a damaged commercial vessel, a fire, potentially large numbers of survivors in the water and the need for rapid evacuation. Such a scenario closely reflects the type of cascading emergency that can occur when maritime and aviation incidents overlap in busy coastal waters.
INCIDENT COMMAND POST ACTIVATED AS MULTIPLE EMERGENCIES UNFOLD
One of the critical components demonstrated during the exercise was the activation of an Incident Command Post. In a mass-casualty maritime emergency, establishing a structured command mechanism is essential because information begins arriving simultaneously from ships, aircraft, coastal authorities and rescue teams. The Incident Command Post provides the framework for coordinating these inputs, allocating resources and maintaining a common operational picture. During SAREX-2026, the simulated emergency required the response system to manage firefighting, survivor recovery, helicopter evacuation, deployment of life-saving equipment and coordination between multiple maritime and aviation assets. The exercise therefore provided an opportunity to test not only physical rescue capabilities but also the command, control and communication mechanisms required to direct them effectively.
FIREFIGHTING AND DAMAGE CONTROL BECOME CRITICAL AFTER THE SIMULATED COLLISION
The simulated impact involving the passenger aircraft and MV Zumba introduced another critical dimension—firefighting and vessel damage control. In a real maritime accident, a collision involving an aircraft, ship or other large platform can create multiple hazards simultaneously, including fire, structural damage, smoke, fuel leakage and difficulties in evacuating personnel. Responders must therefore prevent the emergency from escalating while simultaneously rescuing those already in danger. SAREX-2026 incorporated firefighting into the scenario to demonstrate the importance of coordinated emergency response and to ensure that rescue personnel can operate in a rapidly changing environment. The exercise highlighted that successful Search and Rescue is not limited to finding survivors; rescuers must also make the accident site sufficiently safe to enable evacuation and recovery.
HELICOPTER EVACUATION DEMONSTRATES THE SPEED OF AERIAL RESCUE
Helicopters formed a major component of the rescue architecture demonstrated during SAREX-2026. Aircraft such as the Coast Guard’s ALHs and Chetak, along with the Indian Air Force’s Mi-17 helicopters, provide a capability that ships cannot replicate—the ability to rapidly reach survivors over a wide maritime area and extract them directly from the scene. In a mass rescue scenario, helicopters can be particularly valuable for evacuating injured or vulnerable survivors and transporting rescue personnel and equipment. The exercise demonstrated helicopter evacuation procedures as part of the broader response, reinforcing the importance of integrating air and maritime assets rather than treating them as separate rescue capabilities.
LIFE RAFTS AND AIR-DROPPABLE RESCUE EQUIPMENT PROVIDE EMERGENCY SURVIVAL OPTIONS
The exercise also demonstrated the deployment of life rafts and air-droppable life rafts, highlighting the importance of providing survivors with immediate flotation and protection while rescue teams are moving towards them. In a maritime emergency, particularly when survivors are scattered over a large area, the first priority is often to keep people alive until rescue teams can reach them. Air-droppable rescue equipment can provide an immediate survival resource even when surface vessels may take additional time to arrive. SAREX-2026 used these procedures to demonstrate how air and sea assets can complement each other during large-scale rescue operations.
JASON CRADLE, GEMINI RECOVERY AND RESCUE BASKETS TEST SPECIALISED RECOVERY METHODS
The exercise included several specialised recovery procedures designed for different survivor conditions and operational environments. These included the use of Jason Cradle and Gemini recovery systems, rescue basket operations and scramble net procedures. Each method provides rescuers with a means of recovering people from the water or from vessels under different circumstances. In a major maritime emergency, not every survivor can be recovered in the same way. Some may be injured, some may be unable to climb independently, while others may require rapid evacuation from a damaged or unstable platform. Demonstrating multiple recovery methods therefore increases the flexibility of the rescue response and enables rescuers to adapt procedures according to the situation on the ground—or, in this case, at sea.
REMOTELY OPERATED VEHICLE CAPABILITY ADDS A TECHNOLOGY DIMENSION TO MARITIME RESCUE
A further technological component of SAREX-2026 was the demonstration of Remotely Operated Vehicle capability. ROVs can provide important advantages in maritime emergencies where underwater inspection or intervention is required and conditions may be unsafe for human divers. In an increasingly technology-enabled SAR environment, remotely operated systems can contribute to underwater assessment, inspection and recovery operations while reducing risks to rescue personnel. The inclusion of ROV capability in the exercise demonstrated the broader direction in which India’s maritime rescue architecture is evolving—towards the integration of advanced technology with conventional ships, aircraft, helicopters and rescue teams.
REAL-TIME INFORMATION SHARING EMERGES AS A CRITICAL REQUIREMENT
One of the central lessons reinforced by SAREX-2026 was the importance of real-time information sharing during maritime emergencies. A rescue operation involving multiple ships, aircraft and agencies can quickly become difficult to manage if information is delayed, duplicated or inconsistent. A common operational picture allows commanders and rescue teams to understand the location of survivors, available resources, changing hazards and the status of rescue operations. Technology-enabled communication and information-sharing systems can significantly reduce response time and improve resource allocation. The exercise therefore focused not only on physical rescue assets but also on the information architecture required to ensure that every available asset can be directed where it is most urgently required.
MARITIME DOMAIN AWARENESS TO SUPPORT FASTER SEARCH AND RESCUE
SAREX-2026 also underlined the importance of Maritime Domain Awareness in search and rescue operations. Knowing what vessels and aircraft are operating in a particular area, understanding the location of an emergency and rapidly identifying nearby resources can significantly influence the success of a rescue mission. Maritime Domain Awareness enables authorities to develop a clearer operational picture and identify potential rescue assets quickly. In a country with a vast coastline and extensive maritime interests, the ability to connect information from multiple sources becomes increasingly important. The exercise provided an opportunity to examine how such awareness can contribute to faster mobilisation and better coordination during complex emergencies.
VALIDATING STANDARD OPERATING PROCEDURES AND IDENTIFYING OPERATIONAL GAPS
Large-scale exercises such as SAREX are valuable because they provide an environment in which agencies can test their procedures before a real emergency occurs. SAREX-2026 allowed participating organisations to validate Standard Operating Procedures, identify operational gaps and assess the effectiveness of coordination mechanisms. Exercises also provide an opportunity to capture lessons learned and convert them into improvements in training, equipment, communications and command structures. This process is critical because maritime emergencies rarely unfold exactly according to a pre-planned script. The ability to adapt quickly depends on whether organisations have already tested their procedures together under realistic conditions.
INDIA’S MARITIME SEARCH AND RESCUE FRAMEWORK HAS EVOLVED OVER DECADES
India’s present maritime Search and Rescue architecture is the result of decades of institutional development. The country acceded to the International Convention on Maritime Search and Rescue, 1979, in 2001, strengthening its integration into the international SAR framework. The National Maritime Search and Rescue Board was constituted in 2002, providing an institutional mechanism for coordination and oversight of India’s maritime rescue preparedness. Since then, India’s maritime SAR system has progressively developed through improvements in assets, training, communications, inter-agency coordination and international cooperation. The Indian Coast Guard occupies a central role in this architecture and has developed substantial operational experience in responding to distress calls across India’s maritime areas.
4,390 SAR MISSIONS AND 11,897 LIVES SAVED REFLECT INDIA’S RESCUE COMMITMENT
The operational record of the Indian Coast Guard provides a powerful indication of the scale of India’s maritime rescue responsibilities. Over the past five decades, the Coast Guard has undertaken 4,390 Search and Rescue missions, saved 11,897 lives and facilitated 530 medical evacuations. These figures represent thousands of individual incidents in which decisions had to be taken under time pressure and often in challenging weather and sea conditions. Behind every number is a person whose life depended on a rescue team reaching the scene in time. The sustained record also reflects the importance of maintaining round-the-clock readiness across India’s maritime areas. Search and Rescue is ultimately measured not by the number of exercises conducted but by the lives that can be saved when a real distress call arrives.
INTERNATIONAL COOPERATION STRENGTHENS INDIA’S ROLE AS A REGIONAL SAR PARTNER
The participation of observers from 30 countries demonstrated that maritime safety increasingly depends on international cooperation. Ships and aircraft do not operate within isolated national systems, and emergencies can require assistance, information exchange or coordination across maritime boundaries. India’s geographic position in the Indian Ocean places it at the centre of major commercial and strategic maritime routes, making its ability to provide effective SAR assistance important not only for Indian citizens but also for international shipping and aviation. SAREX-2026 provided a platform for foreign observers to witness India’s capabilities, exchange best practices and strengthen professional relationships between maritime rescue organisations.
SAGAR AND MAHASAGAR: BUILDING A SAFER AND MORE CONNECTED INDIAN OCEAN
SAREX-2026 also aligns with India’s broader maritime vision represented by SAGAR—Security and Growth for All in the Region—and the spirit of MAHASAGAR. Maritime security is not limited to protecting trade routes or responding to conventional threats. It also includes ensuring that people travelling or working at sea can depend on an effective emergency response system. India’s efforts to build stronger maritime partnerships, share expertise and improve interoperability contribute to a safer and more secure maritime environment across the region. Search and Rescue cooperation is one of the most practical expressions of maritime partnership because it is based on the shared humanitarian principle that human life must be protected regardless of nationality.
A MASS RESCUE EXERCISE THAT CONNECTED SEA, SKY AND SHORE
The most important feature of SAREX-2026 was its integration of sea, air and shore-based capabilities. Coast Guard ships and aircraft, Indian Navy vessels, Indian Air Force aircraft and helicopters, commercial shipping agencies, port authorities, state administration and specialised rescue teams were brought into one operational framework. This integration mirrors the reality of a major maritime disaster, where no single agency possesses every capability required. The response must instead function as a coordinated system in which each organisation contributes its specialised strengths. The exercise demonstrated that modern Search and Rescue is increasingly a networked mission, dependent on communication, interoperability, technology and the ability to rapidly bring together dispersed resources.
TECHNOLOGY-ENABLED SAR WILL DEFINE THE NEXT GENERATION OF MARITIME SAFETY
The theme of SAREX-2026—“Leveraging Technology to Strengthen SAR Preparedness and Maritime Safety”—reflects the changing character of maritime emergencies. Modern rescue operations increasingly rely on advanced communications, surveillance, aircraft, helicopters, unmanned and remotely operated systems, digital information exchange and real-time operational awareness. Technology cannot replace trained rescue personnel, but it can help them find survivors faster, reach them sooner and make better-informed decisions. The exercise therefore represented an important step towards building a maritime SAR system capable of responding to increasingly complex incidents involving ships, aircraft, offshore infrastructure and large numbers of people.
EVERY DISTRESS CALL MUST RECEIVE A RESPONSE
SAREX-2026 ultimately reinforced a simple but powerful principle: every distress call must receive a coordinated response and every possible effort must be made to save lives at sea. Behind the sophisticated technology, aircraft, ships and command systems demonstrated during the exercise lies the fundamental humanitarian purpose of Search and Rescue. The Indian Coast Guard, Indian Navy, Indian Air Force, civilian maritime organisations, state agencies and international partners are all part of a larger network designed to ensure that people in distress are not left without assistance. By conducting realistic and increasingly complex exercises, India is strengthening not only its operational preparedness but also the confidence of maritime communities and international partners in its ability to respond when lives are at risk.
SAREX-2026 REAFFIRMS INDIA’S COMMITMENT TO A FASTER, SMARTER AND MORE CONNECTED RESCUE NETWORK
The 12th National Maritime Search and Rescue Exercise has reaffirmed India’s commitment to developing a faster, technology-enabled and seamlessly coordinated maritime Search and Rescue framework. Conducted off Paradip with participation from major Indian maritime and aeronautical agencies and observers from 30 countries, the exercise demonstrated the importance of interoperability in dealing with complex emergencies. From mass casualty evacuation and firefighting to helicopter rescue, life-raft deployment, specialised recovery procedures and ROV capability, SAREX-2026 tested a broad spectrum of rescue responses. More importantly, it provided an opportunity to identify gaps, strengthen procedures and develop lessons for future preparedness. As India’s maritime footprint continues to expand, the ability to protect lives at sea will remain a critical component of national maritime security—and the Indian Coast Guard’s evolving SAR architecture will remain at the heart of that mission.

पारादीप, ओडिशा, 8 अक्टूबर 2026: भारतीय तटरक्षक बल ने ओडिशा के पारादीप तट के निकट 12वें राष्ट्रीय समुद्री खोज एवं बचाव अभ्यास SAREX-2026 का आयोजन कर भारत की विशाल और जटिल समुद्री आपात स्थितियों से निपटने की क्षमता का व्यापक प्रदर्शन किया। National Maritime Search and Rescue Board यानी NMSARB के तत्वावधान में आयोजित इस अभ्यास की थीम थी—“Leveraging Technology to Strengthen SAR Preparedness and Maritime Safety”। अभ्यास का उद्देश्य केवल समुद्र में फंसे लोगों को बचाने की पारंपरिक क्षमता का प्रदर्शन करना नहीं था, बल्कि यह परखना भी था कि यदि समुद्र में एक साथ विमान दुर्घटना, जहाज को नुकसान, आग, बड़ी संख्या में लोगों के समुद्र में गिरने और तत्काल हवाई एवं समुद्री निकासी जैसी कई आपात स्थितियां उत्पन्न हो जाएं तो भारत की विभिन्न एजेंसियां कितनी तेजी और कितने प्रभावी समन्वय के साथ प्रतिक्रिया कर सकती हैं। SAREX-2026 ने इसी बहु-आयामी चुनौती के बीच कमांड, संचार, एयर-सी इंटीग्रेशन, हेलीकॉप्टर रेस्क्यू, लाइफ राफ्ट, फायरफाइटिंग और आधुनिक तकनीकी प्रणालियों की भूमिका को परखा।

SAREX-2026 का निरीक्षण Director General Paramesh Sivamani, AVSM, PTM, TM, Director General Indian Coast Guard ने किया। उनके नेतृत्व और निगरानी में आयोजित यह अभ्यास भारतीय तटरक्षक बल की राष्ट्रीय समुद्री Search and Rescue व्यवस्था को और मजबूत करने की दिशा में महत्वपूर्ण कदम रहा। समुद्री आपदाएं कुछ ही मिनटों में बेहद जटिल स्वरूप ले सकती हैं। एक जहाज दुर्घटना से आग, संरचनात्मक नुकसान, समुद्र में लोगों के गिरने और चिकित्सा निकासी की आवश्यकता एक साथ पैदा हो सकती है। इसी प्रकार विमान दुर्घटना यदि समुद्र के निकट हो तो समुद्री और हवाई दोनों बचाव प्रणालियों को तत्काल सक्रिय करना पड़ सकता है। SAREX-2026 में इसी तरह की परिस्थितियों का अनुकरण कर यह जांचा गया कि अलग-अलग एजेंसियां साझा कमांड और समन्वित प्रतिक्रिया के तहत कितनी प्रभावी तरीके से काम कर सकती हैं।
30 देशों के 32 विदेशी पर्यवेक्षकों ने देखा भारत का Search and Rescue मॉडल
इस वर्ष के अभ्यास को अंतरराष्ट्रीय स्तर पर भी विशेष महत्व मिला क्योंकि 30 देशों के 32 पर्यवेक्षकों ने SAREX-2026 में भाग लेकर भारतीय समुद्री खोज एवं बचाव प्रणाली का अवलोकन किया। समुद्री और हवाई परिवहन की अंतरराष्ट्रीय प्रकृति को देखते हुए Search and Rescue अब केवल किसी एक देश की जिम्मेदारी नहीं रह गया है। समुद्र में संकट की स्थिति किसी भी राष्ट्रीय सीमा से जुड़ी हो सकती है और कई बार बचाव के लिए अंतरराष्ट्रीय सूचना साझेदारी तथा संसाधनों के बीच बेहतर इंटरऑपरेबिलिटी की जरूरत पड़ती है। विदेशी पर्यवेक्षकों की मौजूदगी ने भारत की SAR क्षमता को अंतरराष्ट्रीय विशेषज्ञों के सामने प्रदर्शित करने के साथ-साथ अलग-अलग देशों के बीच अनुभव और Best Practices साझा करने का अवसर भी प्रदान किया। इससे क्षेत्रीय स्तर पर भारत की एक भरोसेमंद Maritime Search and Rescue partner के रूप में भूमिका और मजबूत होती है।
भारतीय तटरक्षक बल, नौसेना, वायु सेना और नागरिक एजेंसियों का संयुक्त ऑपरेशन
SAREX-2026 की सबसे बड़ी विशेषताओं में से एक इसमें शामिल एजेंसियों का व्यापक दायरा रहा। अभ्यास में भारतीय तटरक्षक बल, भारतीय नौसेना, भारतीय वायु सेना, Shipping Corporation of India, Directorate General of Shipping, Fisheries, Customs, Marine Police, Paradip Port Authority और Odisha State Administration सहित विभिन्न एजेंसियों ने हिस्सा लिया। इसका उद्देश्य यह दिखाना था कि किसी बड़े समुद्री हादसे की स्थिति में केवल एक एजेंसी पर निर्भर रहना संभव नहीं है। समुद्री बचाव अभियान में अलग-अलग संस्थाओं की विशेषज्ञता एक-दूसरे से जुड़ती है। Coast Guard समुद्र में Search and Rescue की अग्रिम भूमिका निभाता है, Navy अतिरिक्त समुद्री क्षमता उपलब्ध कराती है, Air Force लंबी दूरी के हवाई संसाधन और भारी परिवहन क्षमता उपलब्ध करा सकती है, जबकि पोर्ट अथॉरिटी, पुलिस, राज्य प्रशासन और नागरिक एजेंसियां तट आधारित सहायता, यातायात, चिकित्सा और प्रशासनिक समन्वय में महत्वपूर्ण भूमिका निभाती हैं।
15 Coast Guard Ships, Dornier, ALH और Chetak से लेकर IAF C-130J और Mi-17 तक
अभ्यास में तैनात संसाधनों की संख्या और विविधता ने SAREX-2026 के बड़े पैमाने को स्पष्ट किया। भारतीय तटरक्षक बल ने 15 जहाज, तीन Dornier विमान, तीन ALH हेलीकॉप्टर और एक Chetak हेलीकॉप्टर तैनात किया। भारतीय वायु सेना की ओर से C-130J और Mi-17 विमान एवं हेलीकॉप्टर शामिल हुए, जबकि भारतीय नौसेना ने दो युद्धपोत तैनात किए। इनके अलावा नागरिक एवं राज्य संसाधनों तथा shore-based support units ने भी अभ्यास में भाग लिया। समुद्र में बड़े पैमाने पर बचाव अभियान के दौरान अलग-अलग प्रकार के संसाधनों की आवश्यकता होती है। जहां जहाज लंबे समय तक समुद्र में रहकर बड़ी संख्या में लोगों को निकाल सकते हैं, वहीं हेलीकॉप्टर तेजी से किसी विशेष स्थान तक पहुंचकर घायल या फंसे लोगों को निकाल सकते हैं। Fixed-wing aircraft बड़े समुद्री क्षेत्र की निगरानी और Search effort में महत्वपूर्ण भूमिका निभा सकते हैं।
228 यात्रियों वाला विमान समुद्र में गिरा, शुरू हुआ बड़े पैमाने का बचाव अभियान
SAREX-2026 का मुख्य आकर्षण एक बेहद जटिल Mass Rescue Operation scenario रहा। अभ्यास में यह कल्पना की गई कि 228 लोगों को लेकर जा रहा एक passenger aircraft पारादीप पोर्ट के निकट समुद्र में ditch कर जाता है। इसके बाद विमान का fuselage एक container vessel MV Zumba से टकराता है, जिससे जहाज की संरचना को नुकसान पहुंचता है और आग लग जाती है। इस काल्पनिक स्थिति ने बचाव दलों के सामने एक साथ कई चुनौतियां खड़ी कर दीं—समुद्र में मौजूद बड़ी संख्या में यात्रियों को बचाना, क्षतिग्रस्त जहाज पर आग से निपटना, घायल लोगों को निकालना, समुद्र में life-saving equipment पहुंचाना और अलग-अलग स्थानों पर काम कर रहे rescue assets के बीच लगातार समन्वय बनाए रखना। इसी वजह से इस scenario को बड़े पैमाने के बहु-एजेंसी rescue response की वास्तविक परीक्षा के रूप में डिजाइन किया गया।
Incident Command Post ने संभाली जटिल आपात स्थिति की कमान
बड़े समुद्री हादसे में सबसे महत्वपूर्ण आवश्यकताओं में से एक होता है प्रभावी Incident Command Post। जब एक ही समय में जहाजों, विमानों, हेलीकॉप्टरों, तट आधारित एजेंसियों और rescue teams से बड़ी मात्रा में जानकारी आने लगे तो उसे व्यवस्थित करने के लिए एक प्रभावी command structure जरूरी होता है। SAREX-2026 में Incident Command Post की activation को भी response architecture का हिस्सा बनाया गया। इसके माध्यम से उपलब्ध संसाधनों का समन्वय, rescue priorities तय करना, घटनास्थल की बदलती स्थिति का आकलन और अलग-अलग एजेंसियों के बीच जानकारी का आदान-प्रदान सुनिश्चित करने की प्रक्रिया को परखा गया। यह अभ्यास इस बात का भी परीक्षण था कि संकट की स्थिति में command और control कितना तेज, स्पष्ट और प्रभावी रह सकता है।
जहाज में आग और संरचनात्मक नुकसान ने बढ़ाई चुनौती
विमान और MV Zumba के बीच simulated collision के बाद जहाज में आग और structural damage का scenario बनाया गया। वास्तविक समुद्री दुर्घटनाओं में किसी vessel की collision के बाद केवल लोगों को बचाना ही चुनौती नहीं होती। आग, धुआं, fuel leakage, structural instability और जहाज के भीतर फंसे लोगों की स्थिति rescue operation को कई गुना कठिन बना सकती है। इसलिए SAREX-2026 में firefighting को भी rescue scenario का महत्वपूर्ण हिस्सा बनाया गया। इसका उद्देश्य यह दिखाना था कि rescue teams किस तरह एक साथ दुर्घटना स्थल को सुरक्षित बनाने और वहां मौजूद लोगों को निकालने का काम कर सकती हैं। Mass Rescue Operation में rescue और firefighting को अलग-अलग गतिविधियों के रूप में नहीं देखा जा सकता, क्योंकि दोनों एक-दूसरे से सीधे जुड़े होते हैं।
Helicopter Rescue ने दिखाई तेजी से Medical और Emergency Evacuation की क्षमता
SAREX-2026 में helicopter evacuation को विशेष महत्व दिया गया। Coast Guard के ALH और Chetak के साथ भारतीय वायु सेना के Mi-17 जैसे हेलीकॉप्टर समुद्र में मौजूद survivors तक तेजी से पहुंचने और उन्हें दुर्घटनास्थल से निकालने की महत्वपूर्ण क्षमता रखते हैं। जब किसी समुद्री आपदा में घायल लोगों को तुरंत medical care की आवश्यकता हो या कोई survivor जहाज अथवा पानी के बीच फंसा हो, तब हेलीकॉप्टर की गति और flexibility निर्णायक हो सकती है। अभ्यास में aerial evacuation procedures के प्रदर्शन ने यह दिखाया कि आधुनिक maritime SAR architecture में समुद्री जहाजों और हवाई संसाधनों का integrated इस्तेमाल किस प्रकार response time को कम कर सकता है और ज्यादा लोगों को तेजी से सुरक्षित स्थान तक पहुंचाया जा सकता है।
Life Rafts और Air-Droppable Life Rafts से समुद्र में फंसे लोगों को तत्काल सहायता
समुद्र में किसी दुर्घटना के बाद rescue teams के पहुंचने में कुछ समय लग सकता है। ऐसी स्थिति में survivors को तुरंत flotation और basic survival support उपलब्ध कराना बेहद महत्वपूर्ण होता है। इसी उद्देश्य से अभ्यास में life rafts और air-droppable life rafts की deployment capabilities का प्रदर्शन किया गया। Air-droppable life rafts विशेष रूप से तब उपयोगी हो सकते हैं जब किसी बड़े समुद्री क्षेत्र में लोग पानी में मौजूद हों और surface rescue vessel को घटनास्थल तक पहुंचने में समय लगे। ऐसी स्थिति में aircraft द्वारा survival equipment पहुंचाया जा सकता है, जिससे rescue teams के पहुंचने तक survivors के जीवित रहने की संभावना बढ़ती है। SAREX-2026 में इस तरह की procedures को शामिल करना modern mass rescue planning का महत्वपूर्ण हिस्सा रहा।
Jason Cradle, Gemini Recovery और Rescue Basket से विशेष बचाव तकनीकों का प्रदर्शन
अभ्यास में कई specialised recovery procedures भी प्रदर्शित किए गए। इनमें Jason Cradle, Gemini recovery, rescue basket operations और scramble net procedures शामिल रहे। समुद्र में हर survivor को एक ही तरीके से rescue नहीं किया जा सकता। कुछ लोग घायल हो सकते हैं, कुछ स्वयं ऊपर नहीं चढ़ सकते और कुछ किसी damaged vessel के ऊंचे हिस्से में फंसे हो सकते हैं। ऐसे में rescue teams को अलग-अलग recovery systems की जरूरत होती है। Jason Cradle और अन्य specialised recovery equipment ऐसे ही परिस्थितियों में उपयोगी होते हैं। SAREX-2026 में इन प्रणालियों का प्रदर्शन यह बताता है कि भारत का maritime SAR framework केवल बड़े rescue ships और helicopters पर निर्भर नहीं है, बल्कि specialised recovery techniques और उपकरणों को भी operational preparedness का हिस्सा बनाया गया है।
ROV Capability ने समुद्री बचाव में आधुनिक तकनीक की भूमिका दिखाई
SAREX-2026 में Remotely Operated Vehicle यानी ROV capability का प्रदर्शन भी किया गया। समुद्र के भीतर ऐसे कई rescue या assessment tasks हो सकते हैं जहां सीधे human divers को भेजना जोखिमपूर्ण हो सकता है। ROV जैसी remotely operated technology underwater inspection, assessment और recovery operations में उपयोगी भूमिका निभा सकती है। आधुनिक maritime Search and Rescue तेजी से technology-enabled environment की ओर बढ़ रहा है और ऐसे systems rescue personnel के जोखिम को कम करते हुए underwater situation की बेहतर जानकारी उपलब्ध करा सकते हैं। ROV demonstration ने यह स्पष्ट किया कि भविष्य की SAR preparedness में conventional ships और aircraft के साथ remotely operated systems भी महत्वपूर्ण भूमिका निभाएंगे।
Real-Time Information Sharing बनेगा तेज और प्रभावी Search and Rescue की रीढ़
SAREX-2026 ने एक और महत्वपूर्ण आवश्यकता पर जोर दिया—real-time information sharing। किसी बड़े समुद्री हादसे में कई जहाज, विमान और rescue teams अलग-अलग दिशाओं से घटनास्थल की ओर बढ़ सकते हैं। यदि जानकारी समय पर साझा न हो तो resources गलत स्थान पर भेजे जा सकते हैं या एक ही क्षेत्र में कई teams अनावश्यक रूप से केंद्रित हो सकती हैं। Real-time information sharing के माध्यम से commanders को survivors की स्थिति, available assets, मौसम, खतरे और rescue progress की एक साझा operational picture मिल सकती है। इससे resources को सही जगह भेजना और response time कम करना संभव होता है। यही वजह है कि modern SAR systems में communications और information architecture को physical rescue assets जितना ही महत्वपूर्ण माना जा रहा है।
Maritime Domain Awareness से संकट की पहचान और प्रतिक्रिया दोनों तेज
समुद्री क्षेत्र में कौन-कौन से जहाज मौजूद हैं, कौन से aircraft क्षेत्र में हैं, दुर्घटना किस स्थान पर हुई है और कौन सा rescue asset सबसे पहले घटनास्थल तक पहुंच सकता है—इन सभी सवालों का जवाब Maritime Domain Awareness से जुड़ा है। भारत जैसे बड़े समुद्री हितों वाले देश के लिए यह क्षमता बेहद महत्वपूर्ण है। बेहतर maritime awareness के माध्यम से किसी emergency के दौरान उपलब्ध संसाधनों की तेजी से पहचान की जा सकती है। SAREX-2026 ने इसी दिशा में real-time information, inter-agency coordination और faster mobilisation की आवश्यकता को रेखांकित किया। समुद्र में जीवन बचाने के लिए केवल rescue equipment पर्याप्त नहीं है; यह जानना भी जरूरी है कि संकट कहां है और सबसे नजदीक कौन सा संसाधन उपलब्ध है।
Standard Operating Procedures की हुई व्यापक परीक्षा
बड़े अभ्यासों का सबसे बड़ा लाभ यह होता है कि वे वास्तविक संकट से पहले तैयारियों की कमियों को उजागर कर देते हैं। SAREX-2026 में विभिन्न agencies ने अपने Standard Operating Procedures यानी SOPs को validate करने का अवसर प्राप्त किया। एक वास्तविक आपदा के दौरान किसी भी प्रक्रिया में अस्पष्टता या coordination gap response time को प्रभावित कर सकता है। इसलिए अभ्यास के दौरान communication, command structure, asset deployment, survivor recovery और evacuation procedures की समीक्षा महत्वपूर्ण रही। ऐसे exercises से प्राप्त lessons learnt को भविष्य की training, equipment planning और operational procedures में शामिल किया जा सकता है। यही कारण है कि SAREX जैसे बड़े अभ्यास केवल प्रदर्शन नहीं बल्कि operational preparedness को लगातार सुधारने की प्रक्रिया का हिस्सा होते हैं।
2001 में International SAR Convention से जुड़ा भारत, 2002 में बना NMSAR Board
भारत की वर्तमान maritime Search and Rescue व्यवस्था कई दशकों में विकसित हुई है। भारत ने International Convention on Maritime Search and Rescue, 1979 में वर्ष 2001 में accession किया और इसके बाद राष्ट्रीय स्तर पर maritime SAR coordination को और संस्थागत रूप दिया गया। वर्ष 2002 में National Maritime Search and Rescue Board का गठन किया गया। इसके बाद से भारत की समुद्री खोज एवं बचाव प्रणाली में assets, communications, training, coordination और international cooperation के क्षेत्र में लगातार विकास हुआ है। भारतीय तटरक्षक बल इस पूरी व्यवस्था में केंद्रीय भूमिका निभाता है और भारत के विशाल समुद्री क्षेत्र में distress calls पर प्रतिक्रिया देने की जिम्मेदारी निभाता है।
4,390 SAR Missions और 11,897 लोगों की जान बचाने का रिकॉर्ड
भारतीय तटरक्षक बल की Search and Rescue भूमिका का पैमाना उसके operational record से भी स्पष्ट होता है। पिछले पांच दशकों में भारतीय तटरक्षक बल ने 4,390 SAR missions संचालित किए हैं, जिनमें 11,897 लोगों की जान बचाई गई, जबकि 530 medical evacuations में सहायता प्रदान की गई। ये केवल आंकड़े नहीं हैं, बल्कि हजारों वास्तविक समुद्री संकटों में समय के खिलाफ की गई कार्रवाई की कहानी हैं। हर rescue mission में मौसम, समुद्री स्थिति, दूरी, visibility और उपलब्ध resources जैसी अनेक चुनौतियां हो सकती हैं। इसके बावजूद लगातार rescue readiness बनाए रखना भारत की maritime safety व्यवस्था की महत्वपूर्ण उपलब्धि है।
30 देशों की भागीदारी ने मजबूत किया International Maritime Cooperation
SAREX-2026 में 30 देशों के पर्यवेक्षकों की भागीदारी ने यह स्पष्ट किया कि आधुनिक maritime safety increasingly international cooperation पर निर्भर है। समुद्री जहाज और aviation assets राष्ट्रीय सीमाओं से आगे संचालित होते हैं और किसी दुर्घटना की स्थिति में दूसरे देशों की सहायता, information exchange और coordination की जरूरत पड़ सकती है। हिंद महासागर क्षेत्र में भारत की रणनीतिक और भौगोलिक स्थिति उसे maritime Search and Rescue में एक महत्वपूर्ण भूमिका देती है। विदेशी observers को भारतीय SAR system देखने और operational practices समझने का अवसर मिला, जबकि भारत को भी international best practices और professional exchange से लाभ मिला।
SAGAR और MAHASAGAR की भावना के अनुरूप सुरक्षित समुद्री क्षेत्र का निर्माण
SAREX-2026 भारत की व्यापक maritime vision SAGAR—Security and Growth for All in the Region और MAHASAGAR की भावना से भी जुड़ा हुआ है। समुद्री सुरक्षा का अर्थ केवल समुद्री मार्गों की रक्षा या किसी सैन्य खतरे का मुकाबला करना नहीं है। इसका एक महत्वपूर्ण हिस्सा यह भी है कि समुद्र में यात्रा कर रहे नागरिक, मछुआरे, नाविक और commercial shipping crews संकट की स्थिति में प्रभावी rescue response पर भरोसा कर सकें। भारत द्वारा क्षेत्रीय देशों के साथ maritime cooperation बढ़ाना, expertise साझा करना और interoperability मजबूत करना पूरे हिंद महासागर क्षेत्र में सुरक्षित maritime environment बनाने में योगदान देता है। Search and Rescue cooperation इस partnership का सबसे मानवीय और व्यावहारिक रूप है क्योंकि इसका मूल उद्देश्य जीवन बचाना है।
समुद्र, आसमान और तट—तीनों को जोड़ने वाला Integrated Rescue Network
SAREX-2026 की सबसे महत्वपूर्ण उपलब्धि इसका sea-air-shore integration रहा। Coast Guard ships और aircraft, Indian Navy vessels, IAF aircraft और helicopters, commercial shipping organisations, port authorities, state administration और specialised rescue teams एक साझा operational framework में काम करते दिखाई दिए। किसी बड़े समुद्री हादसे में किसी एक agency के पास सभी आवश्यक capabilities नहीं होतीं। ऐसे में प्रत्येक organisation की specialised strength को एक unified response system में जोड़ना आवश्यक हो जाता है। अभ्यास ने यही प्रदर्शित किया कि आधुनिक maritime Search and Rescue अब एक single-agency mission नहीं बल्कि एक networked operation बन चुका है, जिसमें technology, interoperability, communication और rapid mobilisation निर्णायक भूमिका निभाते हैं।
भविष्य का Maritime SAR होगा Technology-Enabled और Real-Time
SAREX-2026 की theme ने स्पष्ट संकेत दिया कि आने वाले वर्षों में maritime Search and Rescue तेजी से technology-enabled होने वाला है। Advanced communication systems, surveillance, aircraft, helicopters, remotely operated systems, digital information sharing और real-time operational awareness rescue response को अधिक तेज और सटीक बना सकते हैं। तकनीक trained rescue personnel की जगह नहीं लेती, बल्कि उनकी क्षमता को बढ़ाती है। किसी survivor को कुछ मिनट पहले locate करना, सही rescue asset को उसके पास भेजना और medical evacuation को जल्दी शुरू करना जीवन और मृत्यु के बीच अंतर पैदा कर सकता है। SAREX-2026 इसी technology-driven SAR architecture की दिशा में भारत की तैयारियों का महत्वपूर्ण प्रदर्शन रहा।
हर Distress Call का जवाब और हर जीवन को बचाने की कोशिश
पूरे SAREX-2026 अभ्यास का सबसे महत्वपूर्ण संदेश एक सरल लेकिन अत्यंत शक्तिशाली सिद्धांत में दिखाई देता है—हर distress call का coordinated response होना चाहिए और समुद्र में हर जीवन को बचाने के लिए हर संभव प्रयास किया जाना चाहिए। आधुनिक rescue system में जहाज, विमान, हेलीकॉप्टर, ROV, communication networks और command posts महत्वपूर्ण हैं, लेकिन इन सभी के पीछे मूल उद्देश्य मानव जीवन की रक्षा है। भारतीय तटरक्षक बल, भारतीय नौसेना, भारतीय वायु सेना, नागरिक maritime organisations, राज्य एजेंसियां और international partners मिलकर इसी उद्देश्य को आगे बढ़ाते हैं। बड़े और जटिल exercises के माध्यम से इन एजेंसियों की readiness को लगातार test और improve किया जाता है ताकि वास्तविक emergency के समय प्रतिक्रिया तेज और प्रभावी हो।
SAREX-2026 ने दिखाई भारत की तेज, तकनीक आधारित और समन्वित समुद्री बचाव क्षमता
SAREX-2026 ने भारत की maritime Search and Rescue preparedness का एक व्यापक चित्र सामने रखा। पारादीप तट के निकट आयोजित इस 12वें राष्ट्रीय समुद्री खोज एवं बचाव अभ्यास में भारतीय Coast Guard, Navy, Air Force, civilian maritime agencies और state administration के साथ 30 देशों के 32 observers की भागीदारी ने इसे एक महत्वपूर्ण national और international SAR event बनाया। 228 यात्रियों वाले simulated aircraft ditching से लेकर MV Zumba collision, firefighting, helicopter evacuation, life rafts, air-droppable life rafts, Jason Cradle, Gemini recovery, rescue basket, scramble net और ROV capability तक अभ्यास ने maritime emergency response के कई आयामों को एक साथ परखा। इससे SOPs की समीक्षा, operational gaps की पहचान और future preparedness के लिए lessons learnt हासिल करने का अवसर मिला। भारत की समुद्री गतिविधियां जैसे-जैसे बढ़ रही हैं, वैसे-वैसे समुद्र में जीवन बचाने की क्षमता भी राष्ट्रीय maritime security का महत्वपूर्ण हिस्सा बनती जा रही है। SAREX-2026 ने इसी संकल्प को दोहराया कि समुद्र में संकट की हर पुकार तक पहुंचना है, हर संभव संसाधन जुटाना है और हर जीवन को बचाने के लिए पूरी ताकत लगानी है।
