Bhubaneswar : India is set to showcase its expanding maritime search and rescue preparedness and multi-agency emergency response capabilities as the Indian Coast Guard hosts the 24th National Maritime Search & Rescue (NMSAR) Board Meeting in Bhubaneswar, followed by the 12th National Maritime Search & Rescue Exercise, SAREX-2026, off the Paradip coast. The high-level maritime safety engagement will bring together senior officials, operational agencies, defence forces, civil authorities and international observers with the objective of strengthening India’s ability to respond rapidly and effectively to complex maritime and aeronautical emergencies.
24th NMSAR Board Meeting to Focus on Faster and Technology-Enabled Rescue Response
The 24th NMSAR Board Meeting will be convened under the chairmanship of Director General Paramesh Sivamani, AVSM, PTM, TM, Director General, Indian Coast Guard. The meeting is expected to provide a comprehensive platform for reviewing India’s national maritime search and rescue architecture and examining ways to further strengthen coordination between agencies involved in responding to distress situations at sea and in adjoining airspace. Discussions will focus on improving national SAR preparedness, strengthening distress-alert management mechanisms, accelerating the mobilisation of rescue assets and integrating emerging technologies into maritime emergency response. With maritime traffic increasing across the Indian Ocean region and the complexity of emergencies involving ships, aircraft and passengers continuing to evolve, the ability to detect distress, process information and deploy the right rescue resources within the shortest possible time has become a critical component of maritime safety.
SAREX-2026 to Bring Together Major Indian Maritime and Air Assets
On the sidelines of the NMSAR Board Meeting, Raksha Rajya Mantri Shri Sanjay Seth will inaugurate the 12th National Maritime Search & Rescue Exercise, SAREX-2026, on 07 October, while a major SAR demonstration will be conducted off the Paradip coast on 08 October. The exercise is designed as a large-scale demonstration of India’s ability to conduct coordinated search and rescue operations involving multiple agencies and platforms. The scale of the deployment reflects the complexity of the scenarios being rehearsed, with 15 Indian Coast Guard ships, two Dornier aircraft, three Advanced Light Helicopters, one Chetak helicopter, Indian Air Force C-130J and Mi-17 aircraft, two Indian Navy ships, civil and state assets and shore-based support units participating in the exercise.
Mass Rescue Operation Scenario to Test Multi-Domain Emergency Response
One of the most significant elements of SAREX-2026 will be the simulation of a Mass Rescue Operation involving simultaneous aeronautical and maritime distress situations. The exercise scenario will replicate an extremely complex emergency in which a passenger aircraft carrying 228 persons ditches at sea and impacts the container vessel MV Zumba. Such a scenario is designed to test the ability of multiple agencies to respond simultaneously to aviation and maritime emergencies, establish an effective command-and-control structure, identify and rescue survivors, coordinate medical evacuation and manage large numbers of people requiring immediate assistance. The exercise will also provide an opportunity to assess how quickly information can move between operational centres, ships, aircraft, helicopters and shore-based agencies during a rapidly developing mass-casualty incident.
Coast Guard Ships, Aircraft and Helicopters to Demonstrate Full Spectrum SAR Capability
The deployment of a large number of Coast Guard vessels and aviation assets will provide a comprehensive demonstration of the Indian maritime search and rescue system. Coast Guard ships will form the backbone of the maritime response, while Dornier aircraft will contribute aerial surveillance and search capabilities over the designated area. Advanced Light Helicopters and the Chetak helicopter will demonstrate the ability to rapidly reach survivors, conduct aerial search operations and support evacuation from areas where surface assets may take longer to arrive. The participation of the Indian Air Force’s C-130J and Mi-17 aircraft adds another layer of heavy and tactical air mobility to the exercise, demonstrating how defence aviation assets can be integrated into a national search and rescue response when the scale of an emergency exceeds routine operational requirements.
Indian Navy and Civil Agencies to Strengthen Whole-of-Government Response
The participation of two Indian Navy ships, along with civil and state assets and shore-based support units, will reinforce the whole-of-government character of the exercise. Maritime search and rescue operations frequently require coordination between defence forces, law-enforcement agencies, state administrations, port authorities, civil aviation stakeholders, medical services and other specialised organisations. SAREX-2026 will therefore serve as an operational platform to assess the effectiveness of these inter-agency links and identify areas where communication, coordination, information-sharing and resource mobilisation can be further improved. The exercise is particularly significant because a major maritime disaster can quickly develop into a multi-agency emergency involving search and rescue, medical response, evacuation, maritime traffic management and protection of life at sea.
30 Countries to Participate Through 32 International Observers
A major international dimension of SAREX-2026 will be the participation of 32 observers from 30 countries. The exercise will replicate the uncertainty and urgency associated with a major maritime disaster, requiring participating units to search designated areas, locate survivors, coordinate rescue resources and support evacuation. The scenario involving an aircraft ditching at sea and collision with a container ship is intended to create a demanding environment in which multiple emergencies occur simultaneously, requiring commanders and rescue teams to prioritise tasks while maintaining coordination across different operational domains.
From Search to Rescue, Evacuation and Coordination
SAREX-2026 is not merely a demonstration of individual platforms; it is intended to evaluate the entire rescue chain. In a real maritime disaster, locating survivors is only the first stage. Rescue teams must establish communication, approach the affected area safely, recover survivors, provide immediate assistance, coordinate medical evacuation and ensure that rescued persons are transferred to appropriate facilities. At the same time, the incident command structure must maintain a common operational picture and ensure that available ships, aircraft and helicopters are deployed according to the evolving situation. भुवनेश्वर: भारत अपनी समुद्री खोज एवं बचाव यानी Maritime Search & Rescue (SAR) क्षमता, बहु-एजेंसी समन्वय और आपातकालीन प्रतिक्रिया तंत्र की व्यापक ताकत का प्रदर्शन करने जा रहा है। भारतीय तटरक्षक बल भुवनेश्वर में 24वीं National Maritime Search & Rescue (NMSAR) Board Meeting की मेजबानी करेगा, जिसके साथ 12वीं National Maritime Search & Rescue Exercise, SAREX-2026 का आयोजन किया जाएगा। इस दौरान पारादीप तट के पास बड़े स्तर पर समुद्री खोज एवं बचाव अभ्यास आयोजित किया जाएगा। यह पूरा आयोजन ऐसे समय में हो रहा है जब समुद्री और हवाई यातायात लगातार बढ़ रहा है और किसी बड़े समुद्री हादसे की स्थिति में विभिन्न एजेंसियों के बीच बेहद तेज, सटीक और तकनीक आधारित समन्वय की आवश्यकता पहले से कहीं अधिक महत्वपूर्ण हो गई है।
DG पारमेश शिवमणि की अध्यक्षता में होगी 24वीं NMSAR बोर्ड बैठक
24वीं NMSAR बोर्ड बैठक की अध्यक्षता भारतीय तटरक्षक बल के महानिदेशक Director General Paramesh Sivamani, AVSM, PTM, TM करेंगे। बैठक में भारत की राष्ट्रीय समुद्री खोज एवं बचाव व्यवस्था की तैयारियों की समीक्षा के साथ-साथ संकट की स्थिति में बचाव संसाधनों की त्वरित तैनाती, distress alert management और विभिन्न एजेंसियों के बीच निर्बाध समन्वय को मजबूत करने पर चर्चा की जाएगी। समुद्र में किसी जहाज के संकट में फंसने, किसी विमान के समुद्र में दुर्घटनाग्रस्त होने या बड़ी संख्या में यात्रियों के जीवन पर खतरा उत्पन्न होने की स्थिति में शुरुआती कुछ मिनट बेहद महत्वपूर्ण होते हैं। ऐसे में संकट संदेश की पहचान से लेकर सही स्थान की जानकारी प्राप्त करने और उपलब्ध जहाजों, विमानों तथा हेलीकॉप्टरों को घटनास्थल की ओर भेजने तक पूरी प्रक्रिया को अधिक तेज और तकनीक-सक्षम बनाना NMSAR व्यवस्था का महत्वपूर्ण उद्देश्य है।
SAREX-2026 का उद्घाटन करेंगे रक्षा राज्य मंत्री संजय सेठ
NMSAR बोर्ड बैठक के साथ आयोजित होने वाले SAREX-2026 का उद्घाटन रक्षा राज्य मंत्री श्री संजय सेठ 7 अक्टूबर को करेंगे। इसके बाद 8 अक्टूबर को पारादीप तट के पास SAR Demo आयोजित किया जाएगा। यह अभ्यास भारतीय समुद्री खोज एवं बचाव व्यवस्था की वास्तविक परिचालन क्षमता को परखने वाला एक व्यापक बहु-एजेंसी अभ्यास होगा। इसमें भारतीय तटरक्षक बल के 15 जहाज, दो Dornier विमान, तीन Advanced Light Helicopters, एक Chetak हेलीकॉप्टर, भारतीय वायुसेना के C-130J और Mi-17 विमान, भारतीय नौसेना के दो जहाज, सिविल एवं राज्य एजेंसियों के संसाधन तथा तट आधारित सपोर्ट यूनिट्स हिस्सा लेंगी। इतने बड़े स्तर पर संसाधनों की तैनाती का उद्देश्य किसी एक प्लेटफॉर्म की क्षमता दिखाना नहीं बल्कि एक बड़े और जटिल संकट में पूरी राष्ट्रीय SAR व्यवस्था की सामूहिक प्रतिक्रिया को परखना है।
228 यात्रियों वाले विमान हादसे का बनाया जाएगा बेहद जटिल Mass Rescue Scenario
SAREX-2026 का सबसे महत्वपूर्ण हिस्सा एक Mass Rescue Operation का सिमुलेशन होगा, जिसमें एक साथ हवाई और समुद्री आपातस्थिति उत्पन्न होने की कल्पना की गई है। अभ्यास के परिदृश्य में एक यात्री विमान समुद्र में दुर्घटनाग्रस्त होकर गिरता है और उसमें सवार 228 लोग संकट में फंस जाते हैं। इसके साथ ही विमान की MV Zumba नामक कंटेनर पोत से टक्कर की स्थिति भी बनाई जाएगी। यह परिदृश्य बचाव एजेंसियों के सामने एक साथ कई चुनौतियां रखेगा। उन्हें विमान से जुड़े संकट, समुद्री जहाज से जुड़े संकट, यात्रियों की तलाश, जीवित बचे लोगों का पता लगाने, उन्हें सुरक्षित निकालने, चिकित्सा सहायता और आवश्यकता पड़ने पर मेडिकल इवैकुएशन जैसे कार्यों को एक साथ संचालित करना होगा। इस तरह का अभ्यास वास्तविक जीवन में होने वाली बड़े पैमाने की समुद्री आपदा की जटिलता को समझने और उससे निपटने की तैयारियों को परखने का महत्वपूर्ण माध्यम है।
Coast Guard के जहाज और Aviation Assets दिखाएंगे Full-Spectrum SAR Capability
अभ्यास में भारतीय तटरक्षक बल के जहाज समुद्री क्षेत्र में बचाव अभियान की मुख्य रीढ़ के रूप में काम करेंगे, जबकि Dornier विमान व्यापक क्षेत्र में हवाई निगरानी और खोज अभियान में भूमिका निभाएंगे। Advanced Light Helicopters और Chetak हेलीकॉप्टर संकटग्रस्त लोगों तक तेजी से पहुंचने, हवाई खोज करने और जरूरत पड़ने पर समुद्र से लोगों को निकालने की क्षमता प्रदर्शित करेंगे। इसके अलावा भारतीय वायुसेना के C-130J और Mi-17 विमान भी अभ्यास में शामिल होंगे, जिससे बड़े स्तर की आपदा के दौरान रक्षा विमानन संसाधनों को राष्ट्रीय SAR मिशन के साथ जोड़ने की क्षमता प्रदर्शित होगी। यह भागीदारी यह दिखाती है कि आवश्यकता पड़ने पर भारतीय समुद्री खोज एवं बचाव व्यवस्था सामान्य संसाधनों से आगे बढ़कर बड़े सैन्य और विमानन संसाधनों को भी एकीकृत कर सकती है।
भारतीय नौसेना और सिविल एजेंसियों की भागीदारी से मजबूत होगा Whole-of-Government Response
SAREX-2026 में भारतीय नौसेना के दो जहाजों के साथ-साथ सिविल और राज्य एजेंसियों तथा तट आधारित सहायता इकाइयों की भागीदारी भी होगी। किसी बड़े समुद्री हादसे के दौरान केवल एक एजेंसी के लिए पूरी स्थिति को संभालना संभव नहीं होता। जहाजों, विमानों, हेलीकॉप्टरों, बंदरगाह प्राधिकरणों, राज्य प्रशासन, चिकित्सा सेवाओं, कानून-व्यवस्था एजेंसियों और अन्य संबंधित संस्थानों के बीच तत्काल समन्वय आवश्यक होता है। SAREX-2026 इसी बहु-एजेंसी व्यवस्था की वास्तविक परिचालन क्षमता को परखने का अवसर देगा। अभ्यास के दौरान यह देखा जाएगा कि अलग-अलग एजेंसियां किस गति से सूचना साझा करती हैं, उपलब्ध संसाधनों को कैसे तैनात किया जाता है और बदलती परिस्थितियों के अनुसार बचाव अभियान को कैसे पुनर्गठित किया जाता है।
30 देशों के 32 अंतरराष्ट्रीय पर्यवेक्षक देंगे वैश्विक आयाम
SAREX-2026 की एक बड़ी विशेषता इसमें 30 देशों के 32 अंतरराष्ट्रीय पर्यवेक्षकों की भागीदारी होगी। समुद्री आपदाएं अक्सर अंतरराष्ट्रीय स्वरूप की होती हैं। किसी जहाज का चालक दल एक देश का हो सकता है, यात्री अलग-अलग देशों से हो सकते हैं और दुर्घटना किसी अन्य देश के समुद्री क्षेत्र के आसपास हो सकती है। ऐसी स्थिति में अंतरराष्ट्रीय स्तर पर स्थापित संचार तंत्र, आपसी सहयोग और मानकीकृत खोज एवं बचाव प्रक्रियाएं बेहद महत्वपूर्ण हो जाती हैं। अंतरराष्ट्रीय पर्यवेक्षकों की मौजूदगी भारत की SAR व्यवस्था को अंतरराष्ट्रीय साझेदारों के सामने प्रदर्शित करने के साथ-साथ विभिन्न देशों के बीच operational experience और cooperative protocols को मजबूत करने का अवसर भी प्रदान करेगी।
Technology Integration और Distress Alert Management पर विशेष जोर
NMSAR बैठक और SAREX-2026 दोनों में आधुनिक तकनीक की भूमिका प्रमुख रहेगी। किसी भी समुद्री संकट में सबसे पहली आवश्यकता होती है कि distress signal को जल्द से जल्द पहचाना जाए और संकट में फंसे व्यक्ति, जहाज या विमान की सही स्थिति का पता लगाया जाए। इसके बाद सूचना को संबंधित कमांड सेंटर तक पहुंचाकर उपलब्ध जहाजों, विमानों और हेलीकॉप्टरों को तेजी से रवाना करना होता है। तकनीक के माध्यम से real-time information sharing, asset tracking, communication और decision-making को बेहतर बनाया जा सकता है। समुद्री यातायात के लगातार बढ़ने के साथ भारत के लिए ऐसी तकनीक-सक्षम SAR व्यवस्था विकसित करना बेहद महत्वपूर्ण है, जो एक साथ कई संकटों को संभाल सके।
पारादीप तट बनेगा बड़े समुद्री बचाव प्रदर्शन का Operational Theatre
ओडिशा का पारादीप तट इस बड़े SAR demonstration का प्रमुख operational theatre बनेगा। यहां समुद्री जहाजों, विमानों, हेलीकॉप्टरों और तट आधारित एजेंसियों के बीच संयुक्त अभियान का प्रदर्शन किया जाएगा। अभ्यास के दौरान बचाव इकाइयों को संकट क्षेत्र में पहुंचने, प्रभावित लोगों की तलाश करने, उन्हें सुरक्षित निकालने और जरूरत के अनुसार मेडिकल इवैकुएशन तथा अन्य सहायता प्रदान करने जैसी प्रक्रियाओं से गुजरना होगा। विमान के समुद्र में दुर्घटनाग्रस्त होने और कंटेनर पोत से टकराने का परिदृश्य अभ्यास को और जटिल बनाएगा, क्योंकि इसमें एक ही समय में हवाई और समुद्री दोनों प्रकार की आपातस्थितियों को संभालना होगा।
Search से Rescue और Evacuation तक पूरी Chain की होगी परीक्षा
SAREX-2026 का उद्देश्य केवल जहाजों, विमानों या हेलीकॉप्टरों की ताकत प्रदर्शित करना नहीं है। असली परीक्षा पूरी Search-to-Rescue Chain की होगी। किसी आपदा के बाद सबसे पहले संकट का पता लगाना, फिर प्रभावित क्षेत्र की पहचान करना, वहां पहुंचना, जीवित बचे लोगों को ढूंढना, उन्हें सुरक्षित निकालना, प्राथमिक चिकित्सा उपलब्ध कराना और आवश्यकता पड़ने पर मेडिकल सुविधा तक पहुंचाना होता है। इसके साथ ही कमांड और कंट्रोल सिस्टम को लगातार पूरी स्थिति की जानकारी रखनी होती है। उपलब्ध जहाजों, विमानों और हेलीकॉप्टरों को बदलती परिस्थितियों के अनुसार अलग-अलग कार्य सौंपने पड़ते हैं। SAREX-2026 इसी पूरी प्रक्रिया को एक साथ परखने का अवसर देगा।
हिंद महासागर क्षेत्र में भारत की Maritime Safety भूमिका को मिलेगा बल
भारत की भौगोलिक स्थिति हिंद महासागर क्षेत्र में उसे एक महत्वपूर्ण maritime nation बनाती है। भारत के आसपास से बड़ी संख्या में व्यापारिक जहाज गुजरते हैं, जबकि देश के पास महत्वपूर्ण बंदरगाह, समुद्री व्यापार मार्ग और व्यापक समुद्री हित हैं। ऐसे में एक मजबूत Search & Rescue व्यवस्था केवल भारतीय नागरिकों और भारतीय जहाजों की सुरक्षा के लिए ही नहीं बल्कि पूरे क्षेत्र में समुद्री यातायात के लिए महत्वपूर्ण है। भारतीय तटरक्षक बल की SAR भूमिका इसलिए राष्ट्रीय सुरक्षा और समुद्री सुरक्षा के साथ-साथ humanitarian assistance और regional maritime cooperation का भी महत्वपूर्ण हिस्सा बनती जा रही है।

कुल मिलाकर NMSAR Board Meeting और SAREX-2026 भारत की समुद्री खोज एवं बचाव व्यवस्था को अधिक तेज, तकनीक-सक्षम, बहु-एजेंसी और अंतरराष्ट्रीय रूप से जुड़ा बनाने की दिशा में महत्वपूर्ण कदम हैं। समुद्र में किसी बड़े हादसे की स्थिति में कुछ मिनटों की देरी भी जीवन और मृत्यु के बीच अंतर पैदा कर सकती है। ऐसे में संकट की तत्काल पहचान, distress alert की तेज processing, सही संसाधनों की त्वरित mobilisation, जहाजों और विमानों के बीच seamless coordination तथा अंतरराष्ट्रीय सहयोग आधुनिक SAR व्यवस्था की आधारशिला बन चुके हैं। पारादीप के समुद्री क्षेत्र में होने वाला SAREX-2026 इसी व्यापक क्षमता को operational स्तर पर प्रदर्शित करेगा और भारत की maritime search and rescue preparedness को एक बड़े राष्ट्रीय तथा अंतरराष्ट्रीय मंच पर सामने रखेगा।
